1.0 BACKGROUND

Republic Act No 7160, otherwise known as the Local Governmenl Code of 1991
provides for the mechanisms to engage the participation of the Civil Sociely
Organrzations (CSOs)/Non-Government Organizatrons (NGOs)' lo become active
parlners in local governance, including the accJeditation and representation of lhese
organrzatrons in the Barangay-Based institutions (BBls)

At the community level, the barangay serves as the primary plannrng ano
rmplementing unit of government policies, plans, programs, projects and actrvilies
(PPAs) rn the community. This is made possible through different committees.
councils or boards, or simply, the mechanisms that create a multi' sectoral
relationshrp with the people.

The Department. on the bases of existing laws and executive orders. issued Crrculars
which provides mechanlsms to guide the barangay officials and functionaries on the
establishment. organtzation and creation o{ the Barangay-Based lnstitulions (BBls)
that play vital roles in lhe overall development of the barangay

for the Protection of Children (BCPC). among others. that require people participation
and errgagemerrl to becorne active partners in the pursuit oI local autonomy.

lVith the foregorng, DILG issued Memorandum Circular No. 2018-146 datecj
August 31 2018, which aims to remind the Punong Earangays and the members of
the Sanguniang Barangay of thelr mandated functions tn the conduct of accreditation
and ccntinuous accreditation of CSOs/NGOs and provrdes tor the procedures cn tlre
accreditation process and the selectron of the representatives to stt as members of
BBls from the BB-CSOs/NGOs that render services at the barangay level

2.0 SCOPE/COVERAGE
This Circular covers all City and Municipal Mayors, Punong Barangays. Sangguntang
Baranqay Members and other Barangay Officials. DILG Regional Directors and Field
Offlcers, BARMM Minister of the lnterior and Local Government (MILG). and others
concerned

3.0 POLICY CONTENT/GUIOELINES

All Punong Barangays and members of the Sangguniang Barangay are encouraged
to condutt contanuous accr€ditation and thc aelection of representatives of
CSOs/NGOs to the 8ts1s. guided by the procedures stated rn DILG MC
No 2018-146. reiterated and modiJied as follovrs:

I. APPLICATION PROCESS
A. The Sangguniang Barangay, through the Punong Barangiay, shall:
1. Ensure participation CSOS/NGOS by undertaking information
of all
campaign and encouraging them to participate in thB accreditatlon process

2. Oisseminate Notice2 of Call for Application and Accreditation to all


community-based CSOs/NGOs, whether previously accredited or seeking
accreditration ,or the first time, including other organizations' such as, but
not limited to faith-based organrzations, Parents-Teachers Assocrataons,
Tncycle Operations and Drivers Assocratlon and other groups or
associations in the barangay

3 Post the Notice in at least three (3) conspicuous placeswilhln the barangay
premrses, on the barangay s official website/facebook account. rf available
or on any other social medra platforms

4 Send out an invitatron letters lo CSOVNGoS

B. The Sangguniang Barangay, through the BarangEy Secretary, shall


prepare a list or Directory of participating CSOs/NG& which shall serve
as one ot the source documents for the issuance of the Certificate of
Accreditation which contains thc rollouring information:

1 Name of the organization

2. Contact information of the Head of the Organization or office address


telephone number. fax number or e-mail address, rf applicable.

3 Services offered

4 Community or communrttes served or currently being served


5 Affiliations (national, regronal. provincial, city, muniopal. if any or if
applicable)

6. Regrstratron information (whenever the organization is registered, and by


whrch government offce, or with a pending registralion, or not fo!'mally
registered or other relevant information details, if any)

C. The concerned CSOS/NGOS, whethei previously accredited or seeking


accreditation for the first time, shall:

1 . Submil a Letter of Application for Acffeditationl.

2 Accomplish the Applicatron for Accreditahon Form (AAF).


3 Submit the accomplished AAF to the Sangguniang Barangay, through the
Barangay S€cretary.

4 Comply with lhe reguirements br accreditation, which may rnclude the


folloring.

Sangguniang Barangay, may cause the denial of the NGO's
accreditataon. Ho/t/ever, the concemed CSO/NGO is not precluded to re-
apply and re-submit ils Application for Accreditation upon completion of
the docunnentary requirements. With this, the Sangguniang Barangay
should inform the concerned CSO/NGO applicant of the necessary or
lacking documentary requirements. as well as the timelines withrn whrch
to submit the same to the barangay.

IJ. ACCREDITATION PROCESS


The Sangguniang Barangay shall perlorm the following:

Enact an ordinance setting for lhe additional criteria. if necessary. for the
accreditalion of CSOs/NGOs which are practicable and reasonabie.
ncludrng the procedures to be undertaken rn assessrng or evaluatrng the
documentary requirements submitted by the applicant CSO/NGO. The
applrcable allowance of the CSOINGO represenlatives to BBls may also
be rndicated in the Ordinance.

2 Set the day, time and plac€5 for the conduct of the assessment and
evalualion of the application for accreditation.

3. Assess and evaluale the accomplished AAF and the documentary


requirements submitted by the CSOs/NGOs, based on the criteria and
procedures set by the sanggunian.

4. Direct the Barangay Secretary to document the assessment and


evaluation process.

III. COMPLETION OF THE ACCREDITATION PROCESS

After the assessment and evaluation of the applications for accreditation,


the Sangguniang Barangay, through the Punong Barangay, shall undertake
the following:

2. As much as practicable,
accredit one CSO/NGO per s€ctor. Accrediting more
than one CSO/NGO per sector may be allowed in barangays with a hmrtect
number of CSO/NGO applicants.

3 The CSOs/NGOS may idenlify the BBI that they want to render lheir servaces
or sit as memb€rs, subject to the approval o{ the Sanggunrang Barangay.

4 lssue a Certificale of Accreditation6 to CSOVNGOs. indicating therein the


concerned BBI to be represented

tV, SELECTION OF REPRESENTATIVES/MEMBERSHIP TO BBIS

A. Punong Barangay/Sangguniang Barangsy

Requue the accredited CSOs/NGOs to submit the names of theu pflncrpal


and alternate representatives who shall sit as members of the concerned
BBls. More than one representative per CSO/NGO in BBI may be allowed
in barangays with hmited number of accrediled CSOs/NGOs, upon
approval by the Sangguniang Barangay

2 Ensure CSO/NGO representationlmembeahtp in BBls

3 lssue an Executive Order on the constitution/reconstitulion of BBls to


tnclude the representatives of the neu/ly accredrted CSOS/NGOS.

4. Drrect the Barangay Secretary to maintain a lisudirectory of all accredited


and unaccredited CSO9NGOs and the names of the pnncipal and
alternate representatives of the CSO/NGO tn BBl.

El. Accredited CSOs/NGOs

Upon receipt of the Certificate ot Acrreditation, the Head of CSO/NGO shall


convene the offcers and members to ch@se or elect from among
themseives the principai and alternate rePresentatrves to the concerned
BBI or BBls

Formulate a resolution or a similar communlcation and submit to the


Punong Barangay the namds of the CSO/NGO represefltativei s to the
BBI/s mncerned, principal and alternate. wdhin fifte€n (15) days iom
receipt of the certificate of Accreditatlon or on a date as prescribed by the
barangay, stgned by the majority of the- -officers^ of the concerned
CSO/ildO Tie members of the concemed CSO/NGO may also affix lherr

After the completion of the solection procoss, lhe Punong Barangay/Sangguniang


Barangay are enjoined to'

1 . Call for a joint BBls' organizational meeting.

2 Invite and ensure attendance of the barangay ofticials and CSO/NGO


membrErepresentataves to the BBls.

3. lntroduce the representatives of the nelvly accredrted NGOS.

4. Discuss the roles and functions of the BBls.

5 Present the project. actrvrties and schedules of the concerned BBls Previous
accomplishments of the BBls and other related agenda items/topics may also
he discussed and presenled

The term of office of the CSO/NGO representatives shall be coterminous wrth
that ot the Punong Barangay. ln the absence of the pnnopal representahves
the altemate representative of the actredited CSO/NGO shall aulomatically
s( as a member of the concemed BBl.

2. Should a vacancy arises, the replacement shall come ,rom the same
organization that caused the vacancy who shall serve the utrexpired portton
of the term.

3 The selected CSO/NGO representatives to the EBls may be provided wth


allowance, subject to the availability of barangay funds. which may be
sourced from the barangay's "Current Operating ExpendrtureT" of tha
barangay.

4 To cultivate accountablity and the willir€ness of CSOS/NGOS to take


responsibility for their roles in participaling in barangay, the Sangguniang
Barangay is encouragecl to set a
mechanism for the replacement of
CSO/NGO Representatves in
cases of cumulative absences to the
meetings of the BBI where they sit as a members and/or failure to perform
thetr respectrve rdes and functions, among other grounds as approved by the
Sangguniang Barangay.

VII, ROLES AND RESPONSIBILITIES

The roles and responsibilities of the City and Municipal Mayors. punong
Barangays, and DILG Field Ofiicers as enumerated in ltem 8 of DILG MC
No 2018-146 are hereby reilerated andlor moditied, as follows:

A, CITY AND MUNICIPAL MAYOR

1 Direct the Sangguniang Barangays within the City or Municipatity. through


the Punong Barangays, to comply with the conduct of accreditation and/or
continuous accreditation of CSOS/NGOs.

2 Ensure compliance with this Circular of all the concemed barangay


offcrals

3 Provide supporl and assistance to the concerned Sangguniang


Barangay/Punong Barangay that are necessary in the performance of
their roles, duties and responsibilities related to the conduct of
accreditation and/or continuous accreditation of CSOs/NGOs arrd ill ttre
selection of CSO/NGO representatives to the BBls.

4 Monilor compliance of the component barangays on the submissron of


related reports to the DILG City/Municipal Field Office.

B, PUNONG BARANGAY/SANGGUNIANG BARANGAY MEMBERS

1 . Constitute/re-constitute the BBls.

2 Ensure compliance with this Circular by all concerned barangay officials

3 Perform the duties and functions on lhe conduct of accreditation/


continuous accreditation as stipulated in this Circular.

4 Ensure that CSOVNGOs with representatives to the BBls are accredtted

5 Seek technical assislance from the concerned DILG City Director. City
and Municipal Local Government Operations Officer (C/MLGOO) relative
to the conduct of the organizatlonal meoting of BBls.

6 Submit a report to the concerned DILG Field OfficeiOfficer within thirty


(30) days from the completion of lhe continuous conduct of accreditation
or submit the updated reports on the accreditation-related data not later
than October 30. 2022. and every year thereafter. with the following

assistance to barangays during the conduct of BBls' organizational
meetings, such as. discussion and presentation on the roles, dulies and
functions of BBls and/or other assistance/support which may b€ deemed
necessary to implement this Circular.

4 Direct the Provincial Office to provide nec€ssary assislance to DILG C/M


Field Offices in the conduct of BBI's organizational meeting or the
implementation of related activities.

5 Set the deadlane on the submission of consolidated reports to the


Regronal Office by the concemed DILG Faeld Oflices.

6 Ensure the timely submission of report/updated report re " Regional
