Based on the seismic forces at bottom of abutment, possibility of plastic hinge formation and design forces for confining reinforcement are
calculated as explained below.
Step wise explanation
1 Columns "C" to "E" shows the ULS seismic combination forces obtained at bottom of abutment
2 Ultimate moment capacity of the section in the lateral direction is calculated in column " G". For this ADSEC software is used.
3 Moment in the longitudinal direction vide column 'E" is added with 2 times seismic moments ( it is multiplied by 2 for a R value of 1) and shown in cloumn
F. If the same is less than the moment capacity vide column"G", then there no possibility of plastic hinge formation. The same is checked in column "H". It
is observed that for some combinations, plastic hinge is formed and hence ductile detailing of stem to be carried out

5 Further, the design shear force at the critical section shall be the lower of the following:

a) Maximum elastic shear force at the critical section duly considering R value as 1.the same is calculated in col "I"
b) Max shear force that develops when plastic moment hinges are formed in the substructure so as to form a collapse in which plastic moment capacity shall be the over
