Assignment Title: Consultancy services for Monitoring of upgrading and multi years maintenance of Rusozi-Mahama-
Mpanga-Kabuye Road (Lot 1: 14 km) in Kirehe District and Kibuye-Gisovu-Uwisumo Road (Lot 1: 14.5 km) in Karongi
District
The Government of Rwanda (GOR) has received funds from the World Bank for the “Socio Economic Inclusion of Refugees and Host
Communities Project” (SEIRHCP) implemented under the Ministry in Charge of Emergency Management (MINEMA) in the framework of
improving the living conditions of refugees and host communities, with the Roads upgrading Sub Component 1 B (a) to be implemented by the
Rwanda Transport Development Agency (RTDA).
The project has four (4) components. Under component one, the project will finance Socio-economic investments that include roads upgrading
in Kirehe and Karongi Districts – and Maps below indicates the proposed roads to be upgraded to support investments to promote economic
activity, connect remote refugee and host populations to markets.
The road upgrading sub-component will consider the upgrade of Rusozi – Nyamugali - Mahama Refugees Camp - 14 km (Lot 1 of Rusozi-
Mahama-Mpanga-Kabuye Road) and the upgrade of Kibuye-Kiziba Refugees Camp -14.5 km (Lot 1 of Kibuye-Gisovu-Uwisumo Road) to provide
sealed roads including their multi - year maintenance. The upgrading of selected gravel/earth roads to sealed roads will greatly increase the
mobility for people in the refugees’ camp, students, farmers and traders within the project catchment area. The project will contribute to the
ongoing shift from a humanitarian to the long-term government-led developmental response that integrates refugees and host communities.
The consulting services (“the Services”) include the Monitoring/supervision of the rehabilitation and upgrading works, which mainly comprises
design, construction of earthworks, gravel and sealed layers, drainage structures and community development facilities including Social and
Environmental mitigation; and 3-year maintenance works by Contractors and/or Local Community Associations (LCAs) through Outputs and
Performance Based Road Maintenance Contracts (OPRC). The anticipated implementation period shall be from February 2023 to October
2026.
1. Supervision of the contractors’ performance during mobilization, design and project implementation stage, including design review
and approval, supervision and contract administration;
2. Inspecting and evaluating road condition during maintenance period;
3. Supervision of the environmental, social (including Sexual Exploitation and Abuse (SEA) and Gender-Based Violence (GBV)),
Environmental Social, Health and Safety (ESHS) requirements of the project.
4. Conduct quality control assessment.
The detailed scope of the Services can be found in the Terms of Reference (ToR), posted on the following RTDA website link:
www.rtda.gov.rw. The finalized ToR will be available to the shortlisted firms subsequently.
The Rwanda Transport Development Agency (RTDA), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing
the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services. The shortlisting criteria are:
1. General experience in paved road design and supervision of at least ten (10) years;
2. Firm’s eligibility supported by trade license or certificate of incorporation;
3. Experience in design of paved (DBST/Asphalt Concrete) road including bridges, culverts, cross drainages, road geometry etc. of at
least one project of continuous 10 km length;
4. List and description of a minimum of two (2) similar assignment undertaken in monitoring/supervision of Design and Build, or Design,
Build and Maintain projects/Performance Based Contracts of at least one project of continuous 10 km length;
5. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and
number of key staff. Do not provide CV of staff).
The consultancy firm will be selected under Quality Cost Based Selection method and procedures described in the Request for Expressions of
Interest in accordance with the paragraph 3.14 and 3.17 of the World Bank procurement regulations for IPF Borrowers, July
2016, setting forth the World Bank’s policy on conflict of interest and the National Public Procurement Law. Bidding will
be conducted through Open International Competitive Bidding and participation is open on equal conditions to all interested consultancy
firms. The Terms of Reference containing detailed requirements and conditions for participation may be obtained from e-procurement system
(www.umucyo.gov.rw ), free of charge.
Note: The consultancy firm must attach the certificates of completion for each reference of experience required and membership certificates
from professional bodies for both consulting firm and key personnel. The consultancy firm shall provide a description of similar assignment
executed.
The consultancy firm(s) may associate with others firms in the form a joint venture to enhance the capacity to perform the assignment. This
association should be indicated clearly in the Expression for Interest. For the skills and technology transfer, the international consultancy
firms are encouraged to associate with local consultancy firms.
Enquiries regarding this tender may be addressed only through the e-Procurement system (use the request for clarification button). Any
clarification may be requested by writing using the procurement system before the fixed deadline for the submission of the Expression of
Interest.
All interested firms are requested to submit their Expression of Interest via e-procurement system (www.umucyo.gov.rw) by the date and time
indicated in e-procurement system.
To be able to submit an Expression of Interest, the International and National consulting firms who are not registered in e-procurement
system, are advised to register themselves through www.umucyo.gov.rw.
N.B: Submission of Expression of Interest via other channel than Umucyo e-procurement system shall not be considered. In
case of JV, only the lead firm must submit the Expression of Interest, otherwise the EOI will be rejected.
