For the last 50 years, the Philippines is constantly facing a threat of communism and
terrorism. The country has been able to conquer this predicament through several
peace talks. However, the Communist Party of the Philippines (CPP), the New People’s
Army (NPA), and the National Democratic Front (NDF) continue to overthrow and
challenge the government by using force resulting to armed conflicts in order to form a
communist government. The CPP-NPA-NDF Rebellion remains to take advantage of
the indigenous people and recruit the youth to join their movement that instigates
continuous insurgence in the country.
The Department of Interior and Local Government (DILG) asserts that the government
should maximize all instrumentalities to combat this issue in order to ensure freedom,
justice, and protection of the Bill of Rights of Filipino citizens. In 2018, Duterte
proclaimed to finally end the formal peace talk to the communist party and decided to
totally end the CPP-NPA-NDF. To address this insurgency and terrorism, the present
administration aims to achieve a stronger and more credible national defense system,
hence, the Whole-of-Nation Approach and Rule of Government Approach or the
Executive Order 70. This approach entails the collective efforts of the Local Government
Units (LGUs), military and national government. Along with the task force is the
convergence of the various agencies like Department of Environment and National
Resources (DENR), Department of Agriculture(DA), Department of Social Welfare and
Development (DSWD), etc., with the Cabinet Officer for Regional Development and
Security because peace and order will not be attained without social economic
