In the six years since he’s been Director of Police Services for Memphis, Larry Godwin has proven a firm
advocate for the merits of intelligent policing practices. Along the way, he’s shown that openness,
accountability, and a willingness to listen and learn are an important foundation.

Without a more efficient way to increase the overall effectiveness, the department officials struggled to
predict, track and respond swiftly to the unfolding crime or even optimize their limited resources and
funds.

Through such smart policing approaches, MPD has reduced the overall crime volume in Memphis,

Called Blue CRUSH, the data-driven initiative uses information collected from Memphis Police
Department (MPD) reports to determine local crime hotspots. Aggravated assaults, nondomestic
violence, robbery, burglary, and vehicle theft are among the crimes targeted.

become an indispensable tool for the Memphis Police, helping patrol officers as well as members of

Blue Crush (Criminal Reduction Utilizing Statistical) History is an IBM predictive analytics system that
attempts to predict the location of future crimes.[1] Blue CRUSH program in conjunction with Memphis
Police Department In Memphis it was “credited as a key factor behind a 31 percent fall in crime and 15
percent drop in violent crime.
