1. Design Competition Regulations

1.1. Title of the Design Competition


Ÿ The Design Competition title is ‘International Competition for the National
Museum of Korean Literature’ (hereinafter this competition).

1.2. Objectives of the Design Competition


Ÿ The purpose of the Design Competition is to draw and select an
optimally creative and feasible plan that is suitable for the status of the
National Museum of Korean Literature as a national literature museum
for the systematic collection and conservation of the Korean literary
estates and that will function as a vital base of domestic and global
promotion and the exchange and cooperation of the worldwide spread of
Korean literature.

1.3. Overview of the Design Competition


Ÿ Title: International Competition for the National Museum of Korean
Literature

Ÿ Ordering Agency: Ministry of Culture, Sports, and Tourism of Korea

Ÿ Site Location: 175, Jingwan-dong, Eunpyeong-gu, Seoul (Gijachon 3-13


block, Eunpyeong-gu)

Ÿ Area/ District: District-unit planning area (Eunpyeong urban renewal


acceleration district), class Ⅰ general residential area (scheduled)

Ÿ Site Area: 13,248㎡

Ÿ Total Floor Area: 14,704㎡ (can be adjusted within the ±5% range)

Ÿ Estimated Project Cost: 48,496 million KRW

- Construction cost: 43,294 million KRW (VAT included, includes the


construction cost for architecture, interior (excluding the exhibition
area), machine, landscaping, civil engineering, electricity,
telecommunication, firefighting)

- Exhibition construction cost: 5,202 million KRW (will be ordered
separately)

Ÿ Estimated Design Fee: 3,033 million KRW (VAT included, includes the
interior designing cost (excluding the exhibition area), other service costs,
different kinds of certification costs, design intent implementation cost)

Ÿ Competition Period: March 08 (Mon.), 2021 ~ June 18 (Fri.), 2021

Ÿ Design Period: 10 months after contracting the design service agreement


(including the permission period and holidays)

1.4. Design Competition methods


- Competition methods
Ÿ This competition is a general open competition and international
competition.

1.5. Organization of the Design Competition


- Ordering Agency (Host)
Ÿ The ordering agency of the competition is the ‘Ministry of Culture,
Sports, and Tourism of Korea,’ and it shall provide funds for the
competition.

Ÿ Competition City Office: Arts Policy Division

Ÿ The hosting agency shall organize the Design Competition management


headquarters to operate this Design Competition and entrust the duties
regarding this Design Competition.

Ÿ The operation committee shall be organized when giving consultation for
the management of this Design Competition.

- Operation headquarters
Ÿ The operation headquarters shall provide a competition guide and support
the competition to juries during the review process, and support to
provide a review preparation for the submitted entries. Also, it shall
participate in the review process to support the smooth work process of
jury members and jury member organization. After the selection of the
winners, it shall inform the review results to the submitters of the
winning entries.

Ÿ The project advisor of the operation headquarters is Jo, Seungkoo


(Professor at Tongmyong University) from the Korean Institute of
Architects.

Ÿ Questions about the website registration, participation eligibility, and


participation application, and others will be only received via the official
e-mail provided below, and it may take 24 hours maximum to provide
answers. (Except for weekends and holidays)

Ÿ Other questions related to the Design Competition guidelines will be only


received during the designated Q&A period. Refer to [11. Inquires and
Answers] for more details.

1.6. Official language and units


- Official language
Ÿ Official language for the competition is ‘Korean’ and ‘English.’

Ÿ For any content of interpretation between ‘Korean’ and ‘English’ version


of the rules, guidelines and Q&A of the Design Competition, ‘Korean’
version shall prevail.

Ÿ Write the entry work (design drawing, design description, design concept
summary) in English. However, it is possible to write Korean together.

Ÿ Documents submitted by participants shall be either in Korean or English.

- Measurement units
Ÿ All measurement units shall be ‘Metric System.’

1.7. Eligibility and Restrictions


- Eligibility for the participation
① It shall be an architect, who has acquired the architect qualification
pursuant to the ‘Certified Architect Act’ of Korea and an architect that
has a foreign architect qualification according to the regulations of the
other country as of the date of the notification.
② For the joint application, the list of joint participants shall be completed
until the submission of the entry, and all of the joint participants must
be qualified for ①. The total number of joint participants shall be limited
to 3 or less.
③ For joint application, one person should be designated as the
representative (the person oneself in the case of individual participation),
and the representative should be someone who has established and
declared an architectural firm according to Article 23 Paragraph 1 of the
‘Certified Architects Act’ of Korea and is free from any disqualifications
and carries out normal architecture related businesses.
④ Foreign architects are not allowed to apply alone.
⑤ The representative of the joint group shall direct and mediate all the
work and perform building permissions, etc. Also, any legal rights,
responsibilities, and liabilities related to the competition belong to the
representative.
⑥ The representative or the person who is registered as the joint
participant is not allowed to join in another joint application team that
participates in this Design Competition.

Ÿ The Design Competition schedule may be changed according to the


government guidelines regarding COVID-19 and circumstances of the
Organizer and if changed, it will be posted on the official website and
also notified to the representative participant by e-mail.

Ÿ All of the schedules and times of competition is based on the Korea


Standard Time (UTC+09).

1.9. Anonymity of Entries
- PIN Number
Ÿ Anonymity of the participant must be secured in all processes from
participation registration to the final review result announcement. For
this, the participant’s identity is replaced with the PIN number.

Ÿ PIN number consists of 2 capital letters and 5 Arabic numerals that are
randomly chosen by the participant, and the PIN number is created with
a duplication confirmation when registering on the website.

Ÿ PIN number will be substituted to the application number according to


the order of the entry application during the review process.

Ÿ Follow the Chapter 3. Submission Documents and Requirements for how


to write and attach the PIN number for each submission document.

- Ensuring Anonymity
Ÿ For fair review, submitters should not disclose the fact of the Design
Competition participation, entry submission, the contents of the entry,
PIN numbers and others via any channels including SNS, until the final
winner is announced. If violating the rules, they will be disqualified from
the Design Competition participation.

1.10. Registration
- Dates and methods
Ÿ Dates: From March 08 (Mon.), 2021 to April 09 (Fri.), 2021

Ÿ How to register: Register at the official website

- Note
Ÿ Access the official website (http://www.nmkl-compe.org) and select [Join
Competition] to enter the required information.

Ÿ It is possible to download data related to the competition after


completing registration on the website. The provided data cannot be used
for other purposes other than the Design Competition, and one shall
agree with the ‘Consent to the collection and use of the provided data
and personal information’ by the time of the website registration.

Ÿ You are not allowed to change the representative until the entry

submission, but co-participants can be changed or added up to two
people (excluding the representative), and the final co-participants will
be confirmed through the [Joint application agreement] (Form 05) which
will be submitted together with the final work.

1.11. Inquiries and Answers

Ÿ Only one inquiry is allowed per each participant (team).

Ÿ Answers to the questions will be posted on the website of the


competition and individual response will not be made.

Ÿ When the questions are not relevant with the guideline of Design
Competition or not using the designated template, no response will be
made.

Ÿ Answers to the questions should be considered as addition or


modification to the Design Competition rules and guidelines and it shall
have the same effect with this guideline.

Ÿ When the answers are different from the existing guideline, including the
Design Competition Guideline, the answers shall prevail.

1.12. Entry Submission


- Submission date
Ÿ Deadline: by 10:00~17:00(UTC+09) on March 31 (Mon.), 2021
※ Post Mail submission: by 17:00(UTC+09) on May 31 (Mon.), 2021

Ÿ Only the entries and documents submitted by the deadline will be
included in the review and those or submitted after the deadline will be
excluded.

- Place of submission
Ÿ Address: Undecided (To be announced on the official website)

Ÿ The place for submission may be changed according to the government


guideline regarding COVID-19 and circumstances of the Organizer and if
changed, it will be posted on the official website and also notified to the
representative participant by e-mail.

- How to submit
Ÿ The entry should be submitted in person by visiting the place of
submission, or by post mail.

Ÿ The entry must arrive at the place of submission before the deadline.
Any work that arrives after the submission deadline won’t be received.
The participant must consider the shipping period and check when the
work would arrive with the delivery company. The Design Competition
management team shall not separately inform the application status to the
participant.

Ÿ The participant is responsible to all situations that occur during the


shipping process including damage, lost, and the delayed shipping of the
entry.

Ÿ The participant shall pay all of the entry submission costs. Especially, if
submitting the entry by delivery agency from outside Korea, it must be
shipped in accordance with not for commercial use to ensure there are
no customs issues (customs duties). The participant is responsible for
any issues occurring from the customs entry, and the Design Competition
management team shall not be involved in any problems including the
tariff payment, etc.

Ÿ The participant must submit all of the entry work in a double-sealed


package, and shall follow chapter 3. Submission Documents and
Requirements for the detailed packaging methods.

Ÿ All of the joint participants and representatives must submit the copy of
the architect license. However, only the representative shall submit the
copy of the business license.

Ÿ If the copy of the architect license is not written in Korean or English,


submit a translated version in Korean or English as well.

- Notes
Ÿ Participants can submit only 1 entry, and they become disqualified if a
double application is confirmed.

Ÿ Once submitted, no modification, change or addition to the work is


allowed.

1.13. Organization of Jury
- Technical Review Committee
Ÿ The Technical Review Committee consists of the experts of the relevant
fields, and the number of members can be flexibly organized depending
on the number of submitted works.

Ÿ The Main Review Committee consists of 6 members (5 jury members
and 1 preliminary member).

Ÿ The following is the list of jury members concluded by the fair review

- Operation of main review


Ÿ The Review Committee should be convened with participation of the jury
members, a preliminary member, management team (project advisor).

Ÿ The Review Committee shall convene when 4 or more jury members


attend, If not, it will be rescheduled for another time. In the case of the
foreign jury members, it is possible to carry out an online review if
there are any restrictions in entering Korea.

Ÿ The jury members not participating in the review shall be excluded from
the jury and the preliminary shall substitute the position.

Ÿ The preliminary can participate in all stages of the review, but he or she
cannot participate in the vote. However, in the case of absence of jury
members, he or she shall join the vote.

Ÿ The Review Committee shall elect the president of the jury through

discussion.

Ÿ The president of the jury collects the opinions of the jury members to
select any winning works, and the Review Committee records the
selection grounds based on the form provided by the host organization.

Ÿ In order to support the review process, the management department and


persons concerned from the host organization attend the review. They
are not allowed to give comments or take any actions that may affect
the review results other than providing support for the review process
such as answering to the questions of jury members and responding to
requests.

1.14. Review of the Design Competition


- Review process
Ÿ The review is divided into a technical and main review.

Ÿ In technical review, if the entry complies with the rules of the Design
Competition and guidelines or violates the related laws are reviewed and
the results should be reported to the Review Committee.

Ÿ The Review Committee should decide whether to include the results of


the technical review in the main review.

Ÿ The main review is classified into 1st and 2nd review.

Ÿ The 1st main review is done by voting, and 5 works for the 2nd main
review will be selected.

Ÿ The 2nd main review will be the presentation and discussion. The
participant will present for 15 minutes about his/her plan and then have
10 minutes of Q&A session with jury members.

Ÿ The presentation material shall be either the PPT or PDF format, and
the content must consist of the contents of the submitted design drawing
and description.

Ÿ A total of 3 people can participate in the presentation including one


presenter or two or less assistants (for Q&A, presentation assistant).

Ÿ The participants in the presentation must be people who currently work


at the relevant company and shall be limited to people who directly

participate in this design competition, and it is required to submit the
proof of employment on the day of the presentation.

Ÿ Further details about the location, time, method of presentation and


presentation material submission date will be separately announced to
participants who will be in the 2nd main review as soon as the 1st main
review is done.

Ÿ The 2nd main review will be fundamentally carried out with free
discussion, but if the chairperson of the jury concludes that it is not
reasonable to select the winners through free discussion, voting or
grading can be done through the discussion of the jury.

Ÿ The final winners will be selected through the 2nd main review. The
number of prize winners is pursuant to [1.15 Winners and Awards] and
the jury can additionally select the runner-up. Yet, when the jury
concludes that it is not reasonable to select winner as the entries do
not fulfill the purpose of the Design Competition or the quality of entries
is not enough to meet the standards, they may decide not to select
winners.

1.15. Review Results and Announcement


- Announcement of results
Ÿ The review results will be notified on the official website of the
competition and websites of the Ministry of Culture, Sports and Tourism,
National Museum of Korean Literature, etc.

Ÿ The ordering agency and Design Competition management team shall not
answer the questions related to the review results, and the participants
are not allowed to raise any objections to the jury members, review
standards, and review results.

- Invalidation of Winning
Ÿ The submitted works that belong to the following cases can be

eliminated according to the agreement of the jury members from the
review process, and even if any issues are found after the review, the
works can be invalidated from the opinions of the Review Committee.

① If the work did not follow the guidelines and requirements of the
competition.

② If the work disregarded the anonymity.

③ If the work was revealed before the final review result announcement.

④ If the work is from the participant or others that has previously been
disclosed or is similar to the ones that were already revealed in the
past.

⑤ If the submitted document contains any false information.

⑥ If the work greatly violates the related regulations so that it cannot


be supplemented or a significant difference between the
supplemented work and original work is anticipated.

1.16. Design Contracts


- Generals
Ÿ The 1st place winner is a preferred bidder and has the priority
negotiation rights of the basic and working design agreement conclusion
with the ordering agency, and when no winner is selected, the project
owner may sign a working design agreement with the next runner-up.

Ÿ If the preferred bidder is not qualified with the relevant laws when
carrying out the business by the time of contract and after concluding
the contract, it should be supplemented through a rightful procedure.

Ÿ The preferred bidder shall conclude a contract within 10 days of the


Design Competition results announcement date according to the relevant
laws of Korea. However, it is possible to adjust the contract conclusion
period by consulting with the other party of contract depending on the
circumstances and project status of the host.

Ÿ If the preferred bidder gives up the design right or faces a situation


where he or she cannot perform the design due to unavoidable
circumstances or cannot conclude a contract within the provided period,

the next runner-up can have the design right, and in this case, the total
amount of the compensation paid to the next runner-up should be
returned, and the ordering organization shall provide the returned
compensation to the first-ranked winner.

Ÿ When the preferred bidder changes joint participations or wishes to work


with other engineers or speciality consultants for the project, it shall
discuss with the project owner and obtain permission in advance.

Ÿ The preferred bidder shall not sign a sub-contract for any matter of the
agreement, without prior consent of the project owner.

Ÿ The preferred bidder shall conduct a joint agreement with each


registered vendor in each field pursuant to the relevant laws in the field
of machines, electricity, telecommunications and fire fighting and for the
smoke control system, and the type of joint agreement can be adjusted
depending on the project conditions.

Ÿ The design agreement shall be carried out according to the related laws
and regulations such as the ‘Act on Contracts to Which the State is a
Party.’ The contract shall be written in Korean, and shall be based on
the task instructions according to the regulations of the Ministry of
Culture, Sports and Tourism.

Ÿ If a joint application is formed between a Korean architect and foreign


architect, the following must be observed.

① If an individual or corporate body that has foreign architect


qualification forms a joint agreement with a Korean architect, one
shall submit the plan for the division of labor that indicates the
detailed duties of each joint participant in each work stage
(schematic design, intermediate design, working design). Also, the
agreement between the joint participants (including the share) and
representatives senior system shall be submitted by the time of
reaching agreements on the schematic design and working design
service with the host.
② The representative of the joint application shall be a Korean architect.

Ÿ If the ordering agency cancels the project due to inevitable reasons


before the conclusion of the contract, the ordering agency shall provide
the expenses to the winner that exceeds the amount of the compensation

for the winner.

Ÿ As the person who concluded a contract (architect) has the rights and
responsibility to supervise until completion of the building and in this
regard, the architect shall implement all necessary tasks for permission,
authorization, agreement, evaluation, coordination and presentation in
implementing the design project as its own expense and when the project
owner implements such tasks, the architect shall make active cooperation.

Ÿ The architect must complete the working design within the given facility
construction expenses.

Ÿ The architect shall modify or add on the basic and working design if
necessary, reflecting the request of the project owner and when the
construction cost is changed, the project cost shall be calculated, using
expense reimbursement method, based on the agreement between the
project owner and the preferred bidder, for the changes in the period,
area and programs. In principle, it shall be dealt with following “the Act
on Contracts to Which the State is a Party.”

Ÿ If the plan of the winning design exceeds the scope of construction


expense, stated in the Design Competition Guideline, the designer shall
change the design, based on discussion with the project owner.

Ÿ If there is an intentional false statement or incorrect contents or it


becomes not possible to implement the project as it significantly exceeds
the budget scope due to the reasons attributable to the architect, the
architect shall make change to the design at its own cost to implement
the project, on the schedule the project executer can follow. When it
refuses to make such efforts or despite the efforts, seriously hinders the
project implementation due to excessive budget or technical reasons, the
project owner may cancel the agreement with the architect. In this case,
the architect shall return the design fees and design rights of the
schematic design. The orderer can make a contract with the next
runner-up.

1.17. Copyright and Publication Rights
- Generals
Ÿ The entry should be a work of creation and should not breach copyrights
of the others. For infringement on copyrights of others, the participation
should take all responsibility and if it is the winning entry of the
competition, it may be cancelled.

Ÿ The participant has the copyright of the submitted entry, and the
ordering agency has the ownership and right of using the entry. Also, the
ordering agency can duplicate, exhibit, distribute, and make the secondary
work publication of all figures, drawings, and other contents of the entry
for publication, exhibition, publicity, and other purposes, and for this, the
participant must submit [Consent form of utilization and change of
works] (Form 04).

Ÿ The project owner has the right to utilize the ideas of the winning
entries, for following plan and design. For this matter, it is deemed that
compensation for copyright is done by grating preferred bidder status and
giving the prize and the agreement on the right to use has signed, upon
signing the participation agreement.

Ÿ In the case of individual matters related to other copyrights, follow the


copyright law.

1.18. Other Regulations


- Complying with Competition regulations
Ÿ All the materials and information provided to the applicants for the
Design Competition shall not be shared with a 3rd party and any use of
such materials and information is not allowed, except for the purpose of
the Design Competition.

Ÿ The materials, information, changes in the guidelines and notices acquired


during the Design Competition will be posted on the official website and
e-mail and the participants shall check the official website and e-mail.
For any disadvantage from not checking the website, the participants
shall be responsible.

Ÿ It is advised to apply for the Design Competition, after thoroughly


reading the notification and notices and for any disadvantage from not

reading the notification, the participants shall be responsible.

Ÿ For any dispute on interpretation of the guideline of the Design


Competition or for matters not stated in the guidelines, no objection is
accepted.

Ÿ Other than the compensation of section 1.14, no reimbursement shall be


made for the expenses for the entry submission, award ceremony
participation, etc.

Ÿ The submissions and documents submitted shall not be returned.

- Disputes
Ÿ The Design Competition shall be held pursuant to relevant laws and
regulations of Korea and for any dispute over the competition, it shall be
settled or ruled by the court in Korea.

2.1. Background of the museum project


- Social background
Ÿ Literature is the basis and start of all forms of art. Being the most basic
genre of art, it has always been there through the long history of
humanity. In addition to being a single genre, literature has great values
such that it assists in the formation of various kinds of other genres and
the cultural industry. Despite of such a significance, the national level of
the cultural development strategy and spatial center for literature had so
far been lacking. In 2001, only 9 regional literature museums were
present, and according to the research on literature conditions in 2018,
the number of regional literature museums in Korea increased up to 111
(66 public, 45 private), but each center has been relying only on some
local governments and private support without any systematic support and
cooperations. Thus, the Ministry of Culture, Sports and Tourism
recognizes the necessity of the National Museum of Korean Literature
and promotes suitable building establishment to construct a nationally
comprehensive policy.

Ÿ Along with the common efforts of literary people to revive the value of
literature, the National Museum of Korean Literature aims to become an
important institution that performs systematic and professional duties for
preserving, application, and the re-examination of the literal heritage of
Korea that may be forgotten.

- Institutional background
Ÿ After the necessity of establishing a representative institution for the
integration of Korean literature was first raised in 1996, the Year of
Literature, the ‘Literature Promotion Act’ was established and
implemented in 2016. In pursuant to Article 18 Paragraph 1 of the act,
the ’Master plan for the establishment of the National Museum of Korean
Literature’ was established in March, 2016. Then, in December 2017, the
first ’Master plan for literature promotion 2018~2022’ was announced,
and the committee for establishing the National Museum of Korean
Literature was organized in May 2018. In November 2018, Gijachon,
Eunpyeong-gu was settled as the site for the National Museum of
Korean Literature.

2.2. Concept and Vision of National Museum of Korean Literature

- Concept of the National Museum of Korean Literature

1) Repository of the history of Korean literature

Ÿ The National Museum of Korean Literature is the repository of collecting


and preserving the historical legacy of Korean literature. Korean
literature existed even before history was first recorded, and it was
created and enjoyed by many different classes. Also, it was exchanged
with global literature by going beyond the regional and linguistic
boundaries. The history of Korean literature that needs to be collected
and recorded by the National Museum of Korean Literature is such
comprehensive history. Through being the repository of collecting,
preserving, and restoring all of the tangible and intangible data that is
before and after the invention of Hangeul, which is the Korean alphabet,
the historical background that shows the context of such data, and the
traces of creation and enjoyment, the National Museum of Korean
Literature tries to provide new developments and the introspection of the
world and humankind.

2) Development of the value expansion of Korean literature

Ÿ Through collecting and recording, the National Museum of Korean


Literature becomes the base for applying, sharing, and expanding the
value of Korean literature. Historical legacy will be reinterpreted with
the current perspective and acquire new values in the change of time.
Based on the data that includes literature from ancient times to the
present day, literary identity that covers the entire Korean literary
history will be studied and discussed. The understanding and welcoming
different eras and cultures will be the new reason for people to
contemplate their current life. The National Museum of Korean Literature
will function as a cultural reservoir and power plant where the diverse
opinions and positions regarding literature gather together and flow out
as a form of the new creation.

3) Online and offline platform for enjoying Korean literature

Ÿ The exhibition and educational programs of the National Museum of


Korean Literature prioritize the contemporary communication and

experiential effects, and for this, both online and offline spaces are used
as much as possible. Having the tradition and legacy of the history of
Korean literature as the basis, the space for the new understanding and
experiencing human life through literature will be organized to actively
respond to social changes, technological development, and public
demands. The museum will support multimedia expression and the digital
application of literature, and expand the opportunities of literary
enjoyment that goes beyond the regional and linguistic boundaries through
online communications. The construction of the National Museum of
Korean Literature thus realizes a space that symbolizes the
multi-dimensional possibility of the enjoyment of Korean literature.

- Vision of the National Museum of Korean Literature

“A living history of Korean literature and a dynamic future”

Ÿ The National Museum of Korean Literature is a space that preserves and records
the past and present of Korean literature, and while at the same time a space of
creation that supports and stimulates literary enjoyment. The history of Korean
literature has been creating its own tradition by experiencing chronological
changes and the historical ordeal and fusing and negotiating with different
cultures. By studying the ample experiences and resources of the history of
Korean literature and contemplating its value with the present aspect, the
National Museum of Korean Literature aims to become a channel for
sympathizing and communicating with global citizens.

2.4. Site surroundings
- Urban conditions
Ÿ For the transportation infrastructure, this includes subway Line 3 Gupabal
station which is 1.8km away from the site, Yeonsinnae station that is a
transfer station between subway Line 3 and 6 and a GTX station located
2.4km away from the site where Seoul Eunpyeong Police Station lies in
between. However, since Shinbundang Line which is currently under the
preliminary feasibility study will be constructed in Gijachon Crossroad
that is 500m away from the site, it will be possible to access the project
site within one hour by using public transportation from Seoul including
most other areas of the capital area.

Ÿ The 3,492,421㎡ wide Eunpyeong New Town is a stable residential area
located in northwest Seoul. The total number of households is 15,924
and there are 4,230 buildings. Four elementary schools, two middle

- Historical culture environment

Ÿ The site has recently formed a cultural cluster as various kinds of


cultural facilities of Eunpyeong-gu have gathered together. These include
the Institute for the Translation of Korean Classics that opened in
August 2018, Savina Museum which opened in October 2018, and the
Christianity Museum, Unification Museum, and the Lee Ho Chul Literature
Museum are scheduled to be completed in 2022.

Ÿ Also, the Eupyeong Hanok Village formed 1.5km away from the site has
Eunpyeong History Hanok Museum and the Three Authors’s Gallery
where it provides the works and lifes of Cheon Sang-byeong, Junggwang,
and Lee Oisoo that are evaluated as the special characters of Korean
literature. Moreover, there is also Geumam Gallery, and the thousands old
Jingwansa Temple and Samchunsa Temple along with many other
historical and cultural landscapes and contents. Such historical and
cultural environment of Eunpyeong Hanok Village that it offers diversified
attractions and entertainments with the valleys flowing between
Jingwansa and Samchunsa Temple.

Ÿ Major libraries in Eunpyeong-gu include Eunpyeong-gu Library,


Gusan-dong Village Municipal Library, Stream and Forest Library, etc.

Ÿ Systematic connected programs such as connecting the surrounding


cultural facilities and the National Museum of Korean Literature with new
circulating buses are being discussed through consultations with the
relevant departments.

2.5. Site circumstances


- Arts Village
Ÿ The site of the National Museum of Korean Literature is located inside
Eunpyeong New Town that was constructed in 2004. This place is
adjacent to Yeonseo-ro 46-gil and is the end of old Gijachon. Gijachon
was the housing association organized by the Journalists Association of
Korea for journalists without homes in 1969 on 181,818m2 of national
land where 420 households were built. Currently, the old Gijachon is fully
demolished, and the Arts Village is planned by the SH on the western
side of the site.

Ÿ Along the alley, the Arts Village is where the life, culture, and arts
coexist. Also, all of the residences, working, and consumption will take

- Topography and natural environment
Ÿ Located at the west side of Bukhansan National Park and the boundary of
Eunpyeong New Town, the site has an affluent natural environment
where Bukhansan Mountain is on the east and Imalsan Mountain is on the
northwest.

Ÿ The Neighborhood Park of Gijachon District 1 that is adjacent to the site


was formed when the Eunpyeong New Town was developed in 2014, and
it has a gate ball court, fitness center, forest playground, outdoor stage,
and others for small walks and exercise.

Ÿ Among the eight Bukhansan Dulle-gil courses that are stretched south
and east of the site, Cloud Garden and the Eunpyeong trails are
connected.

Ÿ The height difference between the 124m altitude of the pedestrian


passage of the Arts Village and 133m altitude of the trail adjacent to
Bukhansan Dulle-gil is about 9m.

- Neighboring road
Ÿ The only road to the National Museum of Korean Literature is
Yeonseo-ro 46-gil. This two-lane road has a steep slope and leads to
the National Museum of Korean Literature. Once it gets to the museum,
it becomes a dead end. Then, the road is connected to the one inside the
complex of the adjacent Gijachon Neighborhood Park.

Ÿ Thus, the only road that allows the access of cars and is adjacent to the
site is the 15.5m width road that is on the northern corner of the site.

- Symbolism of the National Museum of Korean Literature
Ÿ Understand the concepts and visions of the National Museum of Korean
Literature and reflect its status as the only national base facility in the
literature field to suggest an innovative building concept and use of
creative shapes, spaces, and materials.

- Publicness in the open era


Ÿ Based on the question ‘What is publicness?’ that fits the spirit of the
Year 2021, interpret and apply the concept of a horizontal open space
that is excluded with any authority.

- Regional connectivity and eco-friendliness


Ÿ Suggest a method for active communications with adjacent Arts Village
and Gijachon Neighborhood Park and organize an eco-friendly space for
the coexistence of Bukhansan National Park and the National Museum of
Korean Literature.

- Expandability as a complex cultural space


Ÿ Suggest integrated and flexible spaces that go beyond the conventional
room concepts and division of exhibition halls, reading rooms, hallway,
and others, and actively introduce a connection between the facilities and
between indoors and outdoors.

- Space flexibility regarding the spread of infectious diseases


Ÿ Expect the spatial response according to the current spreading of
infectious disease and the recovered situation in the future so that the
space usage can become flexible.

2.7. Design guidelines


- Layout plan
Ÿ Consider the characteristics of the sloped site and beautiful surrounding
landscape to arrange the buildings in a harmonious way so that the
buildings do not harm the natural landscape.

Ÿ Secure spatial connectivity with the Arts Village and Gijachon


Neighborhood Park from east to west and consider the district unit
planning (Appendix 05) for planning.

Ÿ Connect the outdoor space for outdoor concerts and events with the
nature of the indoor space.

Ÿ Secure 1,500㎡ of the building area for future horizontal expansion and
annex building of storage facilities within the project site.

- Circulation plan
Ÿ Gather all traffic circulation inside the 15.5m width on the north of the
site that is adjacent to Yeonseo-ro 46-gil, and redistribute automobiles
through the roads inside the complex.

Ÿ Integrate and separate the major circulation plans such as the flow of
users, employees, and warehousing in different facilities according to the
need.

Ÿ Consider the relationship with traffic circulation including the parking lot
inside the site to plan a safe and smooth pedestrian circulation plan.

Ÿ Plan evacuation routes (inside -> outside) and entry routes (outside ->
inside) for quick and efficient responses in the case of the fire and
emergency.

- Eco-friendly and landscaping plan


Ÿ Arrange an eco-friendly construction concept and space and actively
suggest advanced technologies and equipment that can satisfy
eco-friendly architecture certification and energy efficiency. Also, it is
possible to suggest specialized methods or construction plans for a
zero-energy system according to the participant’s intention.

Ÿ Connect the outdoor space for outdoor concerts and events with the
nature of the indoor space.

Ÿ For the landscape plan, choose tree species that do not disturb the
ecosystem of Bukhansan National Park but harmonize with the
surrounding ecosystem so that it can be integrated with the building plan.

- Parking plan
Ÿ Parking in the site must be drive-in parking, preferably indoor, and plan
more than the legally stated parking lots (110 parking lots). Plan more
than 30% of the total parking lots as extended parking lots.

ü Name and suggest a whole new concept symbolic complex cultural
space that puts together the existing records center, memorial hall,
library, museum, and other reading rooms and exhibition halls based on
the architect’s understanding and analysis of Korean modern literature.

ü This space shall be flexible so that it can actively respond to the


environmental changes of literary issues and exhibitions, and it shall be
a space that transcends the conventional concepts of the exhibition and
reading in order to provide diversified literary experiences and
imaginations.

ü Thus, the architect shall suggest a space plan and design which
provides the realization of experimental, new and decisive exhibition
programs to be differentiated from the regular existing museums that
decide on the exhibition space depending on artifacts or list the similar
scale exhibition halls.

Ÿ Detailed guideline
ü Secure the aisle width for the smooth circulation of exhibitions and
establish a circulation system that is connected to the collection
storage.

ü Plan an appropriate lounge area inside the exhibition halls to lessen the
fatigue of visitors, and consider the emergency exits in the case of fire
or emergency. Also, plan a barrier-free area for children, elders, and
people with disabilities.

ü Arrange outside spaces such as courts or terraces to prevent the


spread of an infectious disease, and suggest the methods to relieve
the concentration of visitors by controlling the circulation system.

ü Plan 250㎡ or larger facilities that are research libraries according to


the Libraries Act for reading general data, digital data and providing
other services by connecting with the common space such as the
lobby, and they can be arranged in the common space if necessary.

ü Establish the circulation system by considering the relationship with the


education area and secure an additional area that takes account of the
ages of the visitors.

exhibitions, educations, and events that go further beyond the
conventional corridor.

ü Consider the characteristics of the National Museum of Korean
Literature to suggest the architects’s specialized interior concept and
design regarding the lobby or hall.

ü It is possible to consider regional friendly programs by taking account


of the human-social features of Eunpyeong-gu and the surrounding
regions.

ü Plan a museum shop, cafeteria, community space, and other convenient


facilities for museum visitors.

ü Plan management facilities including the security office, emergency


room, computer room, machine room, electrical room, fire-
extinguishing room, air handing unit room, officer’s room, facility
management storage, etc.

ü Plan lounges for volunteers (2~3 people), sanitary workers, facility


management workers, guards, and the other managers of the museum.

ü Education area is a space that can provide diverse forms of education
that is closely related to playing. Connected with the complex cultural
space, the educational area must be a space for holding various events
with literature and books including poem recitals and meetings with
authors.

ü Plan an experiential educational room within 100㎡ for children and
adolescents and connect with the complex cultural space.

ü In addition to being used as a space for meeting and lecturing for


literary people, plan a 300㎡ auditorium which will be used as an event
hall for visitors and local residents.

ü The auditorium should seek a daily life space open for everyone, and
design the separate exits other than the main entrance so that it can be
actively connected with an outside space.

ü Plan seminar rooms that can be flexibly operated according to the scale
of events. Use versatile walls and others to divide the area into 2~4
sections that can accommodate 5~15 people according to the needs.

- Collection storage (2,350㎡ ±5%)
Ÿ Definition
ü It is the space for ‘collection and preservation’ which is a fundamental
role of the National Museum of Korean Literature, and includes the
research area for reproducing literary materials that might be lost and
conveying them to future generations.

ü It must accommodate more than 120,000 pieces of work by collecting


artifacts dispersed around the nation as the largest literature archive
space of Korea. An inevitable expansion of the space is expected due
to the increasing number of artifacts.

Ÿ Detailed guidelines
ü Storage rooms consist of a 300㎡ temporary storage room and three
main storage rooms, and the total size shall be at least 1,500㎡. Since
the main storage rooms will be used as multi-stage bookshelves, a

3.1. Submission Documents and Requirements


- General matters
Ÿ All submissions shall be in English and Arabic numerals and shall be
metered (to the second decimal place). However, Korean may be
expressed in parallel if it is necessary.

Ÿ Any colors can be used for all submissions, and the use of rendered
three-dimensional images, is acceptable.

Ÿ Freely set the scale and direction of all submissions (except for the
plate layout plan), but exactly mark them on each plan.

Ÿ Do not show any schematics and methods of identification on all


submissions.

- Drawing plate (A1×4 plates, One set)


Ÿ Make four separate plates with A1(W:594mm×H:841mm_vertical) size
paper, and combine the plates as [Figure 18] for review.

① Aerial view or external perspective view (※ into Plate No. 1)
② Design summary (briefly display the site area, building area, total floor

thick without boundaries to ensure that it can be displayed during the
jury.

Ÿ Mark the PIN number on the top right on the back of the plate. Write
the PIN number by keeping 210mm width and 30mm height standards as
shown below, and use the font ‘Arial’ in size 50pt in black on white
paper.

number on the left top side on the back of each plate. (Assemble in the

Ÿ Use [Form 07] to briefly explain the design purpose for the competition
within 500 words in English.

- Design description (A4×20 sheets, 10 copies)


Ÿ Write the design description in the size of
A3(W:420mm×H:297mm_horizontal).

Ÿ Write a design description within 20 pages, and do not include the slip
sheets. However, exclude the front and back covers and table of contents
from the total number of pages.

Ÿ The content of the design description shall be freely written according to


the architect’s intention and be written with reference to the following.
① Design overview
② Site analysis on current status
③ Basic plan direction (design intent and idea)
④ Concept and planning of the specialized spaces
⑤ Detailed use for each floor and area table for each facility
⑥ Review of key design concepts and surrounding requirements
⑦ Site plan, floor drawing, elevation drawing, cross-sectional drawing
⑧ Outdoor space plan
⑨ Interior concept
⑩ Parking and circulation planning
⑪ Structural system review and plan
⑫ Environmental facility specialization plan
⑬ Plan and suggestion of the method of construction

for storing, write the applicant’s office name (name in the case of an
individual) in English on the top right corner of the cover as the figure
below and submit with the seal or signature.

participants shall not mark with any recognition of the author other than
the PIN number.

third parties and damages inflicted on other members by any member in relation to the
implementation of the task.
Article 9 (Limitation on the Transfer of Rights and Duties) Members cannot transfer the rights and duties
under this Agreement to a third party.
Article 10 (Actions on Withdrawal) The members cannot be changed after the submission of the work, and
the submitted works of a joint application will be excluded if any members are changed or withdrawn.
Article 11 (Appointment of the Representative) This Joint Application Agreement substitutes the appointment
of the representative.
Article 12 (Preparation and storage of the agreement) As above the joint application agreement is concluded,
and a copy of the agreement shall be kept by each member with their signature as the proof of
agreement conclusion.
