    I, Mary Moylum, former public official of the Federal Government of Canada hereby give this
    guarantee letter to the Investor and its agents and intermediaries, to confirm that the IMF Platform will
    create a private placement program for the € 446,000,000, upon completion of the Investor’s
    € 40,000,000,000 investment program for the Reconstruction of Ukraine.

    Instructions from Investor:


    Per the Investor’s request, the Investor shall receive in full € 446,000,000 upon the completion of the
    program.
    Per the Investor’s request, I will communicate with IMF Platform’s managing director, Dr. U.
    Schneider that Investor seeks profit of 50% every two weeks. In the event that the investment program
    is fully allocated and can no longer accept investor’s funds, it is understood that said funds will be
    returned to the Investor.

    I, Mary Moylum, former adjudicator of the Federal Government of Canada and current member of the
    International Bar hereby attest that this Payment Guarantee Letter (PGL) will be an integral part of the
    Agreement on the Payment Proceeds on the pending private placement program of the € 446,000,000.

    Please provide transmission copy of ledger transfer.

    IRREVOCABLE FEE PAYMENT GUARANTEE / PAY ORDER

    I, MARY MOYLUM, in capacity as Legal Counsel coordinating transaction and as Paymaster, hereby
    confirm with full corporate and legal responsibility, under penalty of perjury of law, do hereby confirm
    the following:

    I, MARY MOYLUM, hereby confirm that the IMF Platform will create a private placement program
    for the Investor’s € 446,000,000,000. Once this program is created, details of the profit proceeds will
    be provided by Dr. U. Schneider, its managing director.

    I, MARY MOYLUM, hereby irrevocably and unconditionally, without protest or notification, without
    prejudice, recourse or delay, hereby guarantee that the profit proceeds from the pending private
    placement program of the Investor’s € 446,000,000,000 shall be wired to the Investor’s designated
    account(s) by Swift MT103 cash transfer. In addition, the services of companies formations and bank
    account openings will be provided.

    Profit proceeds shall be distributed to the Agents and Professional Service Providers (Beneficiaries) on
    the pending private placement program by Swift MT103 cash transfer. Additional services of
    companies formations and bank account openings will also be provided.

    This FPA is valid upon receipt of the € 446,000,000,000 investment principal by ledger transfer into the
    Deutsche Bank account coordinates (on page 1) and shall remain valid and enforceable until the
    completion and distribution of proceeds to Investor and Beneficiaries. It is unconditional, assignable
    and divisible to beneficiaries, heirs and assignees upon written notice to all parties concerned. This
    FPA shall be lodged with the IMF Platform and its managing director, Dr. U. Schneider.

    It is understood that all beneficiaries receiving funds will be responsible for his own Swift charges and
    taxes in his jurisdiction.
