In line with the agency's continuing effort to improve certain policies


and procedures, we are providing you with the resolutions approved by the
TESDA Board during the 137th TESDA Board Meeting held on 12 April
2022:

1. BR No. 2022-05 "Ratification of the Deed of Donation and


Acceptance Signed by the Director General on
behalf of the TESDA Board Involving Several
Parcels of Land Donated by Beralt Realty and
Development Corporation in Barangay Banica, City

RATIFICATION OF THE DEED OF DONATION AND ACCEPTANCE SIGNED BY


THE DIRECTOR GENERAL ON BEHALF OF THE TESDA BOARD INVOLVING
SEVERAL PARCELS OF LAND DONATED BY BERALT REALTY AND
DEVELOPMENT CORPORATION IN BARANGAY BANICA, CITY OF ROXAS
WITH A TOTAL AREA OF 1,600 SQUARE METERS

WHEREAS, Section 8 of Republic Act No. 7796, otherwise known as the


"Technical Education and Skills Development Act of 1994," grants the Technical
Education and Skills Development Authority (TESDA) Board the power to enter into,
make, execute, perform and carry-out domestic and foreign contracts subject to
existing laws, rules and regulations;
WHEREAS, in the exercise of this power, the TESDA Board shall approve all
contracts both local and foreign entered into by the Technical Education and Skills
Development Authority;

WHEREAS, the TESDA Board during its 120th TESDA Board Meeting issued
Board Resolution No. 2020-13, which grants the Director General the authority to
accept and sign Deeds of Donation involving parcels of land donated by local
government units and other entities on behalf of TESDA, subject to subsequent
ratification of the TESDA Board;

WHEREAS, Beralt Realty and Development Corporation owns several parcels


of land located at Barangay Banica, Roxas City covered by Transfer Certificate of
Title No. 097-2013000821, Transfer Certificate of Title No. 097-2013000822, Transfer
Certificate of Title No. 097-2013000823, Transfer Certificate of Title No. 097-
2013000824, Transfer Certificate of Title No. 097-2013000825, Transfer Certificate of
Title No. 097-2013000829, Transfer Certificate of Title No. T-27958, and Transfer
Certificate of Title No. T-27959

WHEREAS, out of the liberality and generosity of Beralt Realty and


Development Corporation, agreed to donate several parcels of land located at "*
Barangay Banica, Roxas City covered by Transfer Certificate of Title No. 097-
2013000821, Transfer Certificate of Title No. 097-2013000822, Transfer Certificate of
Title No. 097-2013000823, Transfer Certificate of Title No. 097-2013000824, Transfer
Certificate of Title No, 097-2013000825, Transfer Certificate of Title No. 097-
2013000829, Transfer Certificate of Title No. 1-27958, and Transfer Certificate of

Title No. T-27959, containing an area of 1,600 square meters, situated in Barangay
Banica;

WHEREAS, Beralt Realty and Development Corporation granted the President


of the Corporation, Mr. Geronimo B. Bermejo during the Special Meeting of the Board
of Directors held on 05 January 2022, authority to sign, make, and execute
documents as may be necessary;

WHEREAS, by virtue of the authority given by Beralt Realty and Development


Corporation, the Deed of Donation was signed between Mr. Geronimo B. Bermejo,
President of Beralt Realty and Development Corporation and TESDA Director
General Sec. Isidro S. Lapena for the donation of several parcels of land with a total
land area of 1,600 square meters. Copy of the Deed of Donation is hereunto attached
as Annex "A" and made integral part of this Resolution;

NOW THEREFORE, BE IT RESOLVED, AS IT HEREBY RESOLVED, to


ratify the Deed of Donation signed and entered into by the TESDA Director General
for and on behalf of the TESDA Board with Mr. Geronimo B. Bermejo, President of
Beralt Realty and Development Corporation consisting of 1,600 square meters
located at Brgy. Banica, Roxas City.

BE IT RESOLVED FINALLY, that a copy of this Resolution be disseminated


to all parties concerned.

AMENDMENTS OF THE TRAINEE ENTRY REQUIREMENTS FOR TRAINERS
METHODOLOGY LEVEL II (Training Designer/Developer)

WHEREAS, TESDA Board Resolution No. 2010-16 approved and promulgated


the Training Regulations (TRs) for Trainers Qualification Level I (TQ I) and Trainers
Qualification Level II (TQ II) on November 25, 2010 & December 12, 2010, respectively

WHEREAS, TESDA Board Resolution No. 2011-08 was issued approving and
promulgating the retitling of TQ I and TQ II to Trainers Methodology Level I (TM I) and
Trainers Methodology Level II (TM II), respectively, on May 25, 2011

WHEREAS, the TESDA Secretariat provided the Clarificatory Advisory on the


entry requirements for Trainers Methodology Level II training and assessment. It is
further proposed that the Training Entry requirements for TM Level II be amended to
include a Trainers Methodology Certificate (TMC) I in Trainers Methodology Level I
(Trainer/Assessor), with the following details:

WHEREAS, the TESDA Secretariat recommended that the abovementioned


amendment be presented to the TESDA Board Standards Setting and Systems
Development Committee (SSSDC) for discussion and consideration for subsequent
approval of the TESDA Board;

WHEREAS, during the 145th SSSDC meeting held on March 29, 2022, the
Committee deliberated upon and agreed to favorably recommend the approval of the
additional Trainee Entry Requirements of the Training Regulations for Trainers
Methodology Level ll (Training Designer/Developer);

WHEREAS, during the 137th TESDA Board Meeting on 12 April 2022, the
TESDA Board deliberated and considered the proposed additional Trainee Entry
Requirements of Training Regulations for Trainers Methodology Level II (Training
Designer/Developer);

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that


the aforementioned Training Regulations for Trainers Methodology Level II (Training
Designer/Developer) as herein appended is hereby approved and promulgated;

BE IT RESOLVED, FINALLY, that:

(1) Copies of this Resolution and the abovementioned Training Regulations be


published in the Official Gazette or in a newspaper of general circulation, and
disseminated to all concerned, and the same shall be effective fifteen (15) days upon
publication;

(2) All programs registered under the current Trainers Methodology Level II
(Training Designer/Developer) must comply with the requirements of the
abovementioned Training Regulations. Re-registration of the program shall not be
required. However, the TVI shall be required to submit updated documents such as
but not limited to, curricular documents and qualifications of trainers and staff, and )itio
other documents that will be required related to the program but not necessarily affect

the delivery of the program. An issuance of a new CTPR shall be done for the
amended TR after substantially complying with the requirements. (Reference: TESDA
Circular No. 107 series of 2021 "Omnibus Guidelines on Technical Vocational Education and Training
(TVET) Program Registration); and

(3) Graduates of TVET programs covered by the aforementioned Training


Regulations shall be required to undergo mandatory assessment under the national
assessment and certification program.

ENDORSING THE PROPOSED BUDGET OF TESDA FOR FY 2023

WHEREAS, Section 8 of Republic Act No. 7796, on the powers and functions
of the TESDA Board states that the TESDA Board is primarily responsible for the
formulation of continuing coordinated and fully integrated technical education and
skills development policies, plans, and programs;

WHEREAS, Paragraph 10 of abovementioned clause states that the Board


shall allocate resources, based on the Secretariat's recommendations for the
programs and projects it shall undertake pursuant to an approved National
Technical Education and Skills Development Plan;

WHEREAS, the Department of Budget and Management (DBM) issued


National Budget Memorandum No. 142 dated 12 January 2022 calling for the
preparation of the FY 2023 budget proposals of all departments/agencies of the
National Government;

WHEREAS, the TESDA Secretariat presented to the TESDA Board its


proposed agency budget for FY 2023 for both Tier 1 and Tier 2 with a total amount
of PhP 22,686,885,186.00, with a 64% increase over the FY 2022 budget;

NOW THEREFORE, BE IT RESOLVED, AS IT HEREBY RESOLVED, that the


TESDA Board during its meeting today, 12 April 2022, endorses the FY2023
budget of TESDA as attached and shall form part of this Resolution; $4,

APPROVING THE UPDATED SELECTED TRAINING PROGRAMS


(STPs) OF REPUBLIC ACT NO. 11230 "TULONG TRABAHO ACT

WHEREAS, Republic Act No. 11230 entitled "An Act Instituting a Philippine Labor
Force Competencies Competitiveness Program and Free Access to Technical-Vocational
Education and Training (WET) and Appropriating Funds Therefor" otherwise known as
the Tulong-Trabaho Act was signed by the President last 22 February 2019;

WHEREAS, the rules and regulations referred to as the Implementing Rules and
Regulations (IRR) of the RA 11230 or the Tulong-Trabaho Act, was approved and issued
last 21 May 2019 to implement the provisions of the said Act; WHEREAS, Section 9.
Selected Training Programs (STPs) of the Tulong Trabaho Act IRR provides that the
TESDA Secretariat, in consultation with relevant stakeholders, shall make initial
recommendations on the STPs eligible to receive funding from the Tulong-Trabaho Fund;

WHEREAS, Section 13 A of the IRR provides that the TESDA Board shall
promulgate policies and guidelines for the effective management of the Tulong Trabaho
Fund;

WHEREAS, Section 11 of RA 11230 Determination of Selected Training


Programs, stipulates that the TESDA Board shall approve the final list of STPs eligible to
receive funding from the Tulong-Trabaho Fund based on the initial recommendation of
the TESDA Secretariat. Further, the same section indicates that the STPs shall initially
be determined based on the following considerations: (a) the latest issuances of Labor
Market Intelligence Reports; (b) quantitative and qualitative data on employment
opportunities to be provided by the DOLE; (c) quantitative and qualitative data on jobs
and skills matching, as determined by the TESDA; (d) the Human Resource Development
Roadmaps; and (d) other quantitative and qualitative studies determined as necessary by
the TESDA Board in its selection of STPs Pe"

(STPs) OF REPUBLIC ACT NO. 11230 "TULONG TRABAHO ACT

WHEREAS, Section II of TESDA Circular No. 024, s. 2021 entitled Implementing


Tulong Trabaho Scholarship Program under the New Normal Arrangements:
Amendments to TESDA Circular No. 131, s. 2019 indicates the coverage of the STPs as
follows:

1. Programs/qualifications in Priority Sectors covered by existing Training


Regulations. This will cover either a full qualification, bundled qualifications, Unit
of Competency for programs/qualifications that are in shortages. This shall cover
programs/qualifications in sectors considered priority sectors/industries identified
in the National Technical Education and Skills Development Plan (NTESDP): a.
Agriculture, Fishery, and Forestry; b. Tourism; c. Construction; d. ICT & IT -
Business Process Management; e. Transportation & Logistics; f. Manufacturing;
and g. Health & Wellness.

2. Unit of Competency, Cluster of Competencies, Modules. This pertains to the unit


or cluster of competencies covered in the developed functional map/supermarket
of competencies by sector done by the industry experts. The program can be
offered by specific module or unit/units of competencies and packaged as
modularized programs from the supermarket of competencies adapted to the
needs and circumstances of the existing workers.

3. New and Emerging Skills/ No Training Regulations. These refer to skills


requirements that are the results of expansion of new markets, global
developments and technological changes, which will lead to the creation of new
roles or jobs in the workplace. The Planning Office shall provide the updated list of

updates based on results of the studies, roadmaps, etc. the list shall be updated
as necessary.

4. industry-specific and area-based skills requirements not covered by Training


Regulations. These are specific skills requirements identified by the industry either
at the national or local levels (area-based) that are not covered by any Training
Regulations but are needed for increased productivity or for adaptation to new
technologies or work arrangements in the workplace. The industry-specific and
area-based skills requirements shall be proposed by companies, industry groups;
and MSMEs.

WHEREAS, the Direction Setting Committee acting on the draft Implementing


Guidelines favorably recommend to the Board the approval of the same with the proposed
list of STPs to form an Annex to and become integral parts of this resolution;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED that the


TESDA Board in its meeting today, 12 April 2022 via Zoom approves the attached list of
Selected Training Programs;

BE IT RESOLVED FURTHER, to grant the Director General discretionary authority


to recognize other emerging and future Selected Training Programs subject to periodical
report to the TESDA Board;
