TABLE OF CONTENTS
1.0 INTRODUCTION
This Method Statement has been prepared for the Magsaysay Bridge located at Ramon
Magsaysay Blvd., Sta. Mesa, Manila. The Works comprise among others, the decommission of a
32-meter-wide flyover comprising eight (8) lanes approximately 335-meters in length along
Magsaysay Boulevard crossing the PNR railway track.
The purpose of this Method Statement is to describe the activity sequence that will be followed for
the execution of decommissioning work.
Estimated Quantities
This Method Statement covers the details of materials, equipment, procedure, and work-related
documents. The details of decommissioning are presented below:
1. Removal of concrete parapet/ barrier with two rows of 316 linear meters with a weight of
1.06 tons per linear meter.
2. Concrete cutting, chipping, and rebar cutting of existing slab deck including asphalt layer
with an estimated volume of 3,649.80 cubic meters and weight of 1.08 tons per square
meter.
3. Cutting into 3-segments and removal of existing girders with a maximum weight of 11.29
tons each.
4. Removal of four pieces of bridge coping beam with a volume of 33.12 cubic meters
weighing 3.63 tons per linear meter.
5. Remove two rows of 14-piece columns with dimensions of 0.6x0.6 meters with a volume of
46.20 cubic meters weighing 3.02 tons per linear meter.
The preparation of this Method Statement has referenced the following documents:
4.0 TERMINOLOGIES
● Client – NLEX Corporation and its Management (Client Engineers, Inspectors, Supervisors, and
independent consultants)
● Contractor – China Road and Bridge Corporation (CRBC)
● Work permits - documents showing approval of all involved authorities being gathered together
with their signatures giving permission to CRBC to proceed to work.
● Inspection Request - a request to the client for inspection of works and materials. It is
accomplished in a standard form and furnishes a copy for the client in advance.
The following personnel has the responsibility for the daily management of the Decommission of
Magsaysay Bridge:
PROJECT MANAGER
▪ Overall responsible for the implementation of the company project management systems,
policies, and procedures, in line with Project Specifications, Drawings, Method Statements,
Control Mechanism and Quality, and the HSE Program.
▪ He shall appoint a Project Engineer for the organization of the site works and site engineers,
to physically execute the works on Site.
▪ He shall manage and implement the ESH Management Plan in the project Workplace.
PROJECT ENGINEER
▪ He is responsible for the organization of the Works on Site, according to the Designs, and
Specifications within the timeframe indicated in the Program of Works.
▪ He will manage the overall implementation of this procedure and resolve non-conformities.
▪ He will monitor the Item of Works to ensure that every activity is undertaken according to
the Design drawings.
SITE ENGINEER
▪ Is responsible for the Physical management of the work activities at the Site and organization
of the single work teams, according to the direction of the Project Engineer.
▪ His team consists of Supervisors, Foremen, skilled workers, helpers, and any other trades
involved in the execution of his task.
QA/QC ENGINEER
▪ Responsible for the implementation of the Quality Assurance and Quality Control objectives
contained in the Inspection and Test Plan and the overall Project Quality Plan.
▪ He is also responsible for the documentation and implementation of all tests required
specified in the inspection test and sampling schedule.
SAFETY OFFICER
▪ Monitoring and implementation of safe conduct and actions related to Safety matters.
▪ Motivate and orient all workers to the safety policies and guidelines implemented in the
workplace.
FOREMAN
▪ He does the task assigned to him with his team composed of skilled and no-skilled workers.
▪ He is the leader of the team and gives direction to his men to execute the job competitively
in terms of quality workmanship, and safe working procedures.
OPERATORS
▪ Operates the machines such as excavators, cranes, and other equipment. They are certified
and experts according to their categories on which machine they operate.
SKILLED WORKERS
▪ They are trained, professional, and ready to work out demolition works through the use of
manual tools. They perform direct work execution of activities in a safe and timely manner.
RIGGER
▪ They are trained, professional, and experienced in rigging operations. He Inspects and
prepares loads that need to be lifted, setting, aligning, and leveling heavy equipment
machinery.
FLAGMAN
▪ He secures the construction area and signals vehicles and equipment to either stop, go or
proceed slowly. He uses signal flags to work with the traffic patterns and ensures the safety
of the other construction workers.
TRAFFIC MARSHALL
▪ He ensures the safe movement of live traffic outside the work area and they are responsible
for maintaining security on and off-site, facilitating the movement of vehicles, and preserving
public traffic routes.
A detailed work schedule shall be prepared, in accordance with the Project Master Schedule.
It should be strictly followed by each responsible team.
7.0 RESOURCES

The materials to be utilized in this project will be coming from the following suppliers:

A Manpower Schedule shall be prepared by the Planning Engineer according to the approved
Works Schedule. The following table presents the typical staff and manpower to be deployed
on-site during the execution and management of works:

The objective of this method statement is to address the following Key Challenges:
OBJECTIVE To formalize responsibilities for work completion and to set out the
approach, processes, and proposed program for decommissioning of
Magsaysay Bridge/ flyover and demolition as a whole, in accordance
with accepted safety practices, and project plans specifications and
schedule.

The LRT 2 Substructure will go under test pit analysis [Note: if applicable Ground
Penetrating Radar (GPR)], to identify if the pile cap of the LRT 2 structure is beneath the
road pavement, which can cause traffic obstruction during the Magsaysay
Decommissioning procedure.
3. Prepare a stand-by tow truck just in case of vehicular breakdown among live traffic.
4. Enclose the construction site, remove any auxiliary components, provide protection
on facilities intended to remain, and set up safety warning signs around the site.
8.2.4 Mobilization
1. Strategically plan and locate equipment positions and engineer’s facilities within the
premises of the working site.
2. Mobilized all equipment, manpower tools, and materials intended to use during the
works described in this method statement.
3. Consider also the overhead obstructions, such as electrical wires, telecom cables, and
other structure obstructions that will tend to limit equipment movements during
operations.
4. A third-party inspection shall be done for all the equipment and a permit to operate
shall be applied/issued on every generator set.
The works to be done shall be executed phase-wise with periodic Structure inspections
and the progress will be consistently monitored and reviewed to meet strict deadlines.
The Contractor shall pre-identify the application of the method for demolition by means
of explosives, equipment pulverization, chemical agents, or manual chipping.
1. Layout the proposed cutting locations for barriers using spray paint or any grooving
tools.
2. The barriers weigh 1.06 tons per linear meter, so the layout on horizontal a 10-to-20-
meter intervals as per advice by the engineer intended to remove. Allowing the 20
meters interval there will be an approximately 18 cutting sequential for the parapet/
barrier. A 52-tonner crawler crane will lift a 20 meters parapet with approximately
18.82 tons per lift.
3. A lifting eye bolt will be drilled at the middle third of the 20-meter parapet/barrier
(roughly along 6.6m and 13.4m a lifting eye bolt will be placed).
4. Using a diamond circular saw, the operator will cut the barrier through the given
dimension to ensure that the weight of the barrier is able to lift by the crawler crane.
5. The crane will support the cut section to lessen the possible debris in the site.
2. Layout the proposed cutting locations for the slab deck using spray paint or any
grooving tools. Approximately 5.5 m x 12.7m in every section, the lifting eye bolt will
be drilled to the four sides of the selected location. Using a crawler crane with a lifting
eye hook will serve as support during the cutting and lifting of the selected slab deck.
3. Using a diamond circular saw the selected section will be cut. After cutting the section
a hydraulic hammer will help to hammer down until to girder.
4. Prior to the decommissioning of the concrete slab deck the CRBC will use a shoring
system and a steel plate beneath the bridge, that will serve as a support while cutting
the concrete slab deck above the PNR Railways.
1. The capping beam will be dismantled in four sections per side (approximately 42 tons
per lift), to ensure that the length and the weight of the capping beam are safe for
lifting as support once the dismantling perform.
2. A lifting eye bolt will be drilled at the middle third of the 11-meter span capping beam
(along 3.7 meters and 7.33 meters, the lifting eye bolt will be placed.) A crawler crane
with a lifting eye hook will be attached to the drilled bolts to serve as support during
the cutting and lifting of the capping beam.
3. Dismantling of the pier will start at the bottom section, three (3) piers will
simultaneously be cut. The idea was to cut from the lower section so that the upper
portion can collapse on its own to lessen the possible debris.
1. The hauling, with the loading and unloading, is an extremely important part of the
decommissioning. The haulage of the broken concrete and/or excavated soil materials
can be done using a dump truck and tractor-trailer combinations to unload it in the
preferred dumpsite area.
1. Prior to the excavation of the embankment the CRBC will place a sheet pile (15m) as
an additional safety device during the excavation of the embankment of the
Magsaysay bridge on the median side.
2. The excavation of the embankment soil will begin at the middle section of the ramps
vertically to prevent any sudden falling of the retaining wall during the excavation.
Sixty (60) cubic meters of soil can be excavated by an excavator at the embankment
of Magsaysay Bridge.
3. For the excavation of the median side, CRBC will use a sheet pile as a support during
the excavation to prevent any erosion that can affect the traffic and the LRT Structure.
(Note: Before excavation, any result according to the Test Pit of LRT 2 must comply.)
4. The Operation team will excavate the soil portion by portion in accordance with the
survey report given by the surveying team.
5. Flagmen will place along the portion with the live traffic to control the traffic and to
Avoid any collision while doing the decommissioning.
1. When decommissioning was done, the hauling of all the remaining debris was the
only left out in the site area along with the equipment. Using dump trucks these
remains will be gathered and dumped in the preferred dump site (Note: Disposing
site/dumping area is proposed or given by NLEX) until the site area is cleaned and
ready for the next activity. All equipment and personnel that are no longer needed
will be sent out for their next activity.
1. After proper preparation of the subgrade, these steps include drainage works, placing
and compacting aggregate for the sub-base, placing and anchoring steel rebar,
setting forms, production, and transport of the concrete to the work site, placing and
spreading the concrete, installing joints, preparing the pavement’s surface, and
allotting sufficient time for curing. After the curing process laying of the new asphalt
will follow.
HSE site-specific induction course shall be provided to all personnel and visitors prior to
commencing or visiting the site. All personnel shall wear the required PPE in accordance with
site policies such as: (Safety Helmets, Safety Goggles, Safety Vests, Safety Shoes, Working
Gloves, Safety Vests, and Face Masks). Close supervision and safety monitoring shall be
imposed strictly. First aid kits shall always be available at the site. A daily toolbox talk shall
be conducted regularly, discussing risks and how to prevent them.
All plants and equipment shall be inspected by the HSE/Plant Department prior to
commencement. Third-party inspection certificates and safety devices shall be available at
the equipment all the time. All equipment shall be operated by duly authorized NCII-certified
personnel. A daily visual inspection shall be conducted by operators, and checklists are filled
up. The equipment supervisor shall collect the inspection checklists accomplished by the
operator and make an assessment of whether the machine is fit for use or not.
CRBC will enclose the area for decommissioning with corrugated sheets, safety nets, and
concrete/plastic barriers to ensure that there will be no debris that can cause any injuries to
the workers and any bystanders. CRBC also imposes enough and adequate illumination for
better lighting most especially during night activities in the working area.
9.4 Environment
Oil, fuel, and sewage spillage shall be prevented from penetrating the ground at any cost.
Catch basin, oil pan, oil spill cloth, and oil spill kit shall be available on every piece of
equipment. Operators shall be oriented on how to treat and avoid spills. Excess concrete
from overflows, and or mishandling during concrete works shall be removed immediately and
disposed of to a designated disposal area.
