1.1 The Federal Government of Nigeria (FGN) has applied for credit from the World Bank
to implement a six-year World Bank – Livestock Productivity and Resilience Support (LPRES)
Project in partnership with the State Governments.
1.2 The Federal Ministry of Agriculture and Rural development (FMARD) through Projects
Coordinating Unit (PCU) in partnership with World Bank is desirous of engaging the services
of relevant competent staff of the Federal Ministry of Agriculture or its Agency, Bureau of
Public Procurement (BPP), Office of the Accountant General of the Federation and Office of
the Auditor General of the Federation. Successful candidates will be accepted on secondment
from their respective organizations.
1.3 Qualified and experience officers are required to fill the following positions in the National
Coordination Office (NCO) to serve as;
a. National Project Coordinator (NPC),
b. Technical Operations Manager
c. Financial Management Specialist
d. Procurement Specialist,
e. Animal Husbandry Services Specialist
f. Animal Health Services Specialist
g. Extension Specialist
h. Monitoring and Evaluation Specialist,

n. Project Administrative Specialist
Main responsibility:
The National Project Coordinator (NPC) is responsible for the overall coordination
of the Project across participating States, as well as managing the National
Coordination Office (NCO) within the Federal Ministry of Agriculture and Rural
Development (FMARD).
Specific Duties:
• Overall implementation of Project
• Supervises staff of NCO;
• Heads secretariat to the National Technical Committee (NTC)
• Liaises with other relevant projects and technical departments;
• Oversees contracting of supporting staff and consultants;
• Supervises and coordinates the State Coordinating Offices (SCOs);
• Facilitates peer review and learning system among the SCOs
• Convenes and chairs periodic meetings of State Project Coordinators (SPCs);
• Ensures timely reporting and quality of reports to NTC and International
Development Association (IDA); and
• Coordinates supervision missions on behalf of the Federal Government.
Main Responsibility
The project Technical Operations Manager will report directly to the National
Project Coordinator (NPC) and will be responsible for the provision of technical
assistance to project implementation activities in the participating States.
Qualifications Required:
Reporting Location
The TOM will report directly to the NPC. The position will be based in Abuja but may
involve frequent travel to participating States.

(C ) FINANCIAL MANAGEMENT SPECIALIST (FMS)
Main Responsibilities
The Financial Management Specialist will be responsible for supporting the
implementation units in deploying Project resources with due attention to economy,
efficiency, and effectiveness.
Specific Duties
• Produces timely and reliable financial reports as specified in the
Financial Guidelines of the Project;
• Monitors compliance with budget ceilings in financial operations of the NCO;
• Reviews fund withdrawals from Project accounts to States, communities,
and groups;
• Prepares and processes withdrawal applications to the funding agencies;
• Participates in the preparation of the annual work plan and budget;
• Consolidates States financial reports for NPC and NTC;
• Organizes and conducts workshops and training for the Project’s Finance
Officers;
• Follows up on fund releases from the funding partners; and
• Undertakes any other duties as may be assigned by the NPC.
Reporting Location
The FMS will report directly to the NPC. The position will be based in Abuja but may
involve frequent travel to participating States.

Main responsibility:
The Procurement Specialist (PS) will be responsible for the coordination of the
procurement of goods, works and services financed under the Project.
Specific Duties:
• Prepares the procurement plans;
• Responsible for day to day procurement activities at the NCO;
• Updates and implements the Procurement Manual;
• Organizes and coordinates procurement workshops and training for
Project officers;
• Undertakes sub- contract implementation for participating public
agencies and NGOs;
• Provides procurement advisory services to all levels of Project
implementation; and undertakes any other duties as may be assigned by the
NPC.

Main Responsibilities
The Animal Husbandry Services Specialist (AHSS) will support the promotion of
Good Animal Husbandry Practices (GAHP) among the project beneficiaries
through the design and implementation of activities for sustainable livestock
management such as livestock production, animal nutrition, forage production and
genetic improvement.
Specific Duties
• Design and implement capacity building program on Good Animal
Husbandry Practices (GAHPs)) for the project beneficiaries and other key
stakeholders.
• Formation and implementation processes of the livestock master plan and
other sectorial policies.
• Institutional capacity development of service providers, value chain actors
and engagement with private sector (implementing) partners in addressing
challenges of livestock sector development.
• Provide technical support in the operation and management of Livestock
Service Centers (LSCs).
• Facilitate technical assistance to prospective livestock enterprise groups and
entrepreneurs for the development of economically viable livestock ventures
to enable them access finance from the L- PRES project credit line.
• Development of Standard Operating Procedures (SOPs) and Minimum
Operating Standards (MOSs) for the various value chains.

Main Responsibilities
The Animal Health Services Specialist will provide operational services to safeguard
and ensure efficient animal health services delivery.
Specific duties
• Design and implement capacity building of livestock enterprise groups and
entrepreneurs on good animal health practices.
• To enhance good animal health services through routine inspection,
diagnostic capacity, biosafety procedures, good laboratory practice,
surveillance and regulation enforcement.
• To fine- tune extant protocols on transboundry and emerging animal and
zoonotic diseases.
• To assist the participating states to promote the One- health initiative.
• To promote effective and efficient private veterinary services in the participating
states.
Qualification and experience
• Master’s level Degree in Veterinary Medical Science and relevant qualifications,
• Minimum of 7 years of post- qualification experience, including at least 3 years in
project management;
• Possession of a professional qualification (FCVSN) would be an added
advantage,
• Proven track record in the field of animal health services,
• Higher degree in Veterinary Animal Health will be an added advantage
• Excellent communication and writing skills; and
• Computer literacy

Main Responsibilities
The Extension Specialist will be responsible for the coordination of the extension service
delivery at the SCOs level.
Specific Duties
• Facilitate strengthening of the technical capacity of extension agents in breed
improvement to guide the project beneficiaries in breed selection and
improvement.
• Facilitate the development of users’ friendly comprehensive extension
training material including digital guides on Good Animal Husbandry Practices
(GAHPs) in collaboration with Animal Husbandry Services Specialist.
• Will ensure that the extension training materials cover range of ruminant
production systems and incorporate approaches for climate change
adaptation and mitigation.
• Promote Famers Field Schools to facilitate applied research and learning for
group of herders.
• Training of state- level extension agents to use the comprehensive extension training
material on Good Animal Husbandry Practices (GAHPs) and Good Animal Health
Practices, extension guides and approaches to improve service delivery.

Main Responsibilities
The Monitoring and Evaluation Specialist (MES) will be responsible for overseeing activities
under the Project Management component of the Project which pertain to tracking and
evaluating implementation performance.
Specific duties
• Develops a Management Information System (MIS) for the Project;
• Conducts impact evaluation and beneficiaries’ assessment;
• Produces and disseminates periodic progress reports;
• Consolidates States M&E reports for NPC and NTC;
• Undertakes relevant studies and surveys as may be required;
• Updates the monitoring and evaluation indicators;
• Implements the M&E plan;
• Assists the NPC in the preparation of work plan and budget;
• Organizes and conducts Planning Monitoring and Evaluation (PME)
workshops and training for Project officers;
• Undertakes any other duties as may be assigned by the NPC.

The MES will report directly to the NPC. The position will be based in Abuja but may
involve frequent travel to participating States.

Main Responsibilities
The Environmental/Social Safeguard Specialist (ESSS) will be responsible for
coordination and supervision of environmental and social safeguards relating to
implementation of the Project. Responsibilities will include the coordination of
implementation of the Environmental Management Plan (EMP), Resettlement
Policy Framework (RPF) and Pest Management Plan (PMP).
Specific duties
• Conducts field visits and support community consultation on
environmental and social issues;
• Assists and support in cross checking of IPM/PMP activities in focused areas;
• Assists in Implementation of environmental and social management framework;
• Implementation of Environmental and Social Safeguards Framework(ESSF),
Pest Management Plan (PMP), environmental law and PMP regulatory
framework;
• Facilitates assessment of environmental and social safeguard issues in
project activities;
• Screening of environmental and social safeguards related issues in
subproject activities;
• Develops safeguards reporting formats and maintain environmental and
social records on established formats;
• Grievance Redress Mechanism(GRM) implementation and reviewing
project activities and follow up with beneficiaries;
• Conducts awareness drive of project staff and other key actors on Environmental
and Social Safeguards issues(ESSF);
• Ensures that sub project activities are consistent in their approaches to
environmental issues and fully in compliance with ESSF requirements in all
stages of sub project development;
• Coordinates environmental commitments and initiatives with relevant
stakeholders and NGOs;

Specific duties
• Periodic reviews of the project’s activities;
• prepare annual project financial statements;
• prepare Terms of Reference (ToRs) for the appointment of an external auditor;
• monitors compliance with budget ceilings in financial operations of the NCO;
• carry out post payment auditing of payment vouchers;
• carry out audit of the accounts and records of the project;
• arrange for training in the risk- based internal audit (RBIA) methodology that the
internal auditors will utilize to carry out the traditional compliance audit and
the non- financial or operational internal audit without adopting the pre-
payment audit system
• develop audit guidelines that will assist compliance to audit requirements by
the project staff;

Specific duties
• Ensures that gender themes are mainstreamed in all project activities,
• Ensures the implementation of all gender targets,
• Ensures the mainstreaming of activities of interest for women,
• Conduct regular awareness sessions on gender based violence (GBV),
Harassment, and safe workplace related topics, as well required sessions for
female beneficiaries of the project
• Disseminates the L- PRES project objectives and explaining its implementation
methodologies to the vulnerable groups,

(L) TECHNICAL OPERATIONS OFFICERS (2)
Main Responsibilities
Considering the scope of L- PRES project and the number of participating states who have
signified interests, the position of Technical Operations Officers at NCO is critical to assist
the Technical Operation Manager in the enormous task of providing technical assistance to
project implementation activities in the participating states.
Specific duties
• Assist in the technical operation of the project.
• Facilitate the identification, profiling and mapping of beneficiaries in
the project intervention areas in the participating states.
• Keep and continually update the database of the project beneficiaries.
• Facilitate capacity building process of project beneficiaries at NCO level
• Assist to facilitate advocacy and project socialization to boost understanding
and buy- in of project implementation strategies by the beneficiaries and
other key stakeholders in livestock sector.
• Provide secretariat support to NCO’s meetings, workshops and other
engagement activities

The TOO will report directly to the TOM. The position will be based in Abuja but may
involve frequent travel to participating States.

Specific duties
• Develop knowledge management and communication strategies for L- PRES
project and facilitate its implementation at the SCO level.
• Responsible for day to day communications activities at the NCO
• Promote the activities of the project through establishment of social
media platforms and website.
• Facilitate study tour and knowledge sharing among project beneficiaries
and key stakeholders.
• Produce documentary of success story from L- PRES project activities for
dissemination to the public and other stakeholders.
• Documentation of success story as a knowledge product to facilitate
knowledge sharing among stakeholders in livestock industry.
• Capacity building of communication officers at the SCOs on effective
and efficient communication and knowledge management strategies.
• Production of newsletters, flyers, and other communication materials for
dissemination to the public.
Reporting Location
The position will be based in Abuja and will report directly to the NPC.

• To coordinate the administrative support to SCOs;
• facilitate the preparation of project’s administrative procedure manual;
• will facilitate staff discipline and welfare in consultation with the NPC;
• responsible for operation and maintenance of office building, vehicle,
furniture and equipment;
• will maintain project assets register;
• resolution of staff complaints and harassment;
• arrange for general meeting of project staff to be chaired by NPC on regular basis;
Qualification and Experience
• Master’s degree in Humanities and other related disciplines.
• Minimum of 7 years post qualification experience, including at least 3
years in Management role.
• Excellent verbal and written communication skills
• Strong inter- personal and management skills.
• Computer literacy.

3.1 The Expression of Interest (EOI) applications are to be submitted in ten (10) copies in
