Rationale
As part of the mandate of the Department to conserve the environment and natural
resources while promoting equitable access to the same, the Bureau has been implementing
ways on how the forest can be reachable to the public while preventing unlawful activities
from happening such as illegal settlements, illegal logging, irreversible land use change, and
pollution, among others.
One of the adverse effects entailed when staying in the forest is establishing a place
where people can lodge or where equipment/ tools can be laid down. Though some of it is
allowed as it is part of the Comprehensive Development Management Plan (CDMP) of a
tenure holder, there are still undocumented structures that are being erected without the
consent of the governing authority. It may start as a harmless shanty but can also evolve into
a well-developed establishment, constructed using permanent structures. Others have also
progressed to a community that exhibits shared interests and practices.
To ensure that all structures within forestlands are well documented, the Forest
Geospatial Data and Infrastructure Section of the Forest Policy, Planning, and Knowledge
Management Division has developed a methodology for the inventory of structures within
forestlands using a combination of GIS/remote sensing technology. The accuracy of this
methodology, which will be supported by an in situ verification of the result using Open Data
Kit (ODK), is yet to be proven by a ground validation to be conducted in the Region IX
Zamboanga Peninsula. Region IX is chosen to be the pilot site of the study because of the
presence of both upland and coastal tenurial instruments. The results of the validation will be
used to develop the Department Memorandum Circular before transmission for use in all
DENR Regional Offices.
Objectives
The field validation aims to assess the methodology in conducting the inventory of
structures in the forestland in terms of the following:
1. To ascertain the doability of the method on the ground and to measure the time it
would take to conduct one validation;
2. To compare the relationship between the analyzed results from remote sensing and the
collected data on the ground;
3. To determine the accuracy of the results and to evaluate their statistical significance;
and
4. To determine how the method should be calibrated to improve results (if necessary).
Expected Output
The field aims to generate a report on the feasibility and accuracy of the methodology
to be used to conduct an inventory of the structures within forestland. The document shall
include the report on the ground validation conducted in the pilot site, the schedule of other
field validation in the form of a Gantt chart, and an accuracy assessment.
Methodology
The field validation will undergo three (3) main activities such as remote sensing
analysis using 1) Land Cover 2020 Map derived from Sentinel 2A and the 2) drone images
to be gathered from the field, and (3) ground validation data using Open Data Kit.
The first method would be the analysis of the Land Cover 2020 Map from Sentinel
2A (accuracy 10m) which would give a general view of where the built-up areas are located.
It shall involve overlaying the land cover map with existing tenure instruments, ancestral
domain, and protected area.
Once the area for field validation is selected from the above GIS analysis, flight
planning shall commence to gather drone images (accuracy 1m) of the area. The mosaic
images will be used to get a more accurate count of structures built in the area.
The last method is the gathering of information from the ground using the Open Data
Kit. It shall collect data on the status of the structure, whether authorized or not, the type of
material used in construction, the owner/ holder or any person responsible for the erection of
the structure, geographical location, and a photograph of the place.
Participants
The following technical FMB personnel from the concerned divisions below are
selected to participate in the ground validation.
Budget
Each group (through the budget focal) will get a total budget of P 10,000 for representation
expenses which will cover food for the RO/PENR/CENR representatives and interviewees
for the ODK. All other expenses please charge to your TEVs. Attendance sheets will be
given.
Accommodation
Kindly note that there is no DENR hostel in Zamboanga City. We can stay at the RED’s
office or we can book a room in a hotel at our own expense. We also suggest bringing
sleeping bags. :)
