Dodhpathri Final
The name "doodpathri'' means Valley of Milk. It is said that the famous saint of Kashmir
Sheikh ul Aalam Sheikh Noor din Noorani has prayed here and once when he was in search of
water in the meadows, to offer prayers, he pricked the ground with his stick to search for water
and milk came out. He asked the milk that you can only be used for drinking and not
performing ablution.Hearing this milk at once changed its state to water and the meadow got
its name Doodpathri.The water which is at present flowing through the meadows has a milky
appearance from the distance and remains very cold throughout the year. The lush green
grasses over the vast meadows and silver shining streams running over the large stones further
increase its beauty. Doodhpathri is sloping grassy landscapes with a diversity of multicolored
flowers up to Chang. The famous Tosamaidan lies in the west of Doodpathri.

Framework for Development Plan
The Plan will establishes a regional planning framework for resource protection as a complement to local land use
planning efforts.
Natural Resources: This element addresses the significant natural resources of the Region and the protection
strategies necessary to maintain and enhance their value
Water Resources and Utilities : The importance of the Region’s water resources in sustaining is a matter of statewide
importance. Increases in human population and changes in land use due to increasing development pressure threaten
our drinking water supplies by contributing to over withdrawal of ground and surface water systems. Plan
summarizes the policies and strategies necessary to manage land uses in a manner that is compatible with the long
term protection of the Region water resources --both quantity and quality.
Agricultural Resources: Sustainable agriculture consists of land management and land use policies that are necessary
to sustain and preserve agricultural resources and the viability of the agricultural industry in the Region

Historic, Cultural, Archaeological, and Scenic Resource Protection – The Historic, Cultural, Archaeological, and
Scenic Resource Protection element includes strategies to address the existing status and threats to the Region’s
historic, cultural, archaeological and scenic assets.
Transportation: The Transportation element includes policies and programs to address transportation system capacity
and transportation system preservation and enhancement measures within the context of natural and cultural resource
protection goals and smart growth principles of the Plan.
Future Land Use: The Future Land Use element addresses land use, smart growth and community design. The plan
also stress the importance of using development and site design standards that facilitate the more efficient use of
available land, with an emphasis on water conservation, energy conservation, green building, innovative/alternative
technologies, mixed use and clustered site design, and safe and reliable transportation opportunities.
Framework for Developing Plan
Air Quality: This element addresses the connection between land development patterns, automobile transportation
and the creation of air pollutants affecting the Highlands Region. Because development patterns also affect energy
use, improved regional growth patterns also help address global warming issues to some extent. The element also
calls for additional monitoring of toxic air pollutants from both within and nearby the Region.
Local Participation: This element promotes local, regional, State, and federal coordination and provides the programs
and tools necessary to implement the Plan at the state levels.

RESOURCE
• The primary wastewater collection systems in the Region predominantly treat wastewater.
A Sewerage Facility, which includes publicly-owned and investor-owned domestic
wastewater treatment facilities, provides wastewater treatment to municipalities and has
collection systems that can support redevelopment and regional growth opportunities

• Historic, scenic, and recreational resources play a critical role in defining the character of
the Region. These resources will continue to attract people to the Region and must be
managed to take advantage of their contribution to economic vitality and a high quality
environment for the future.

ANALYSIS OF THE REGION : Transportation
• By promoting efficient land use, goods movement and increasing access to an inter-modal
transportation system, the Regioncan better protect environmentally sensitive areas. By
implementing smart growth principles and by looking at transportation and land use
planning in a comprehensive manner, a long-term strategy can then be developed to better
handle the Region’s many transportation related concerns.
Landuse
The Plan utilized the results of the Resource Assessment to identify those lands within the Region with significant natural and
ecological resources. Indicators were used to measure the relative quality of a particular resource, such as ground water
recharge, watershed condition, Open Waters and Riparian Areas, forests, Critical Habitat, and slopes. Areas with significant
agricultural lands and important farmland soils were also evaluated. A determination was made as to their quality and
importance to the Region. These findings were used to develop the Land Use Capability Map Series as follows:
