1. INTRODUCTION

1.1 PROJECT QUALITY POLICY

SWISSBORING OVERSEAS PILING CORP. LTD./ TREVI S.p.A., a world wide

Company in the field of special foundations, is willing to supply his Customers with

products of excellent workmanship, within the fixed time, in conformity with the
technical specifications, made under safe conditions by highly qualified personnel,
according to the market requirements.

The Quality System is operated by Trevi S.p.A. in Italy and hence by its worldwide
branches including SWISSBORING OVERSEAS PILING CORP. LTD. in U.A.E.
The Managers of the Company’s Departments are responsible for implementing the
quality system, spreading its intent within their Departments and systematically
monitoring the operating activities in order to assure that all the personnel is acting in
accordance with the quality system requirements and the operating methods defines
by the established procedures.
With regards to (insert Project Name), all the personnel are bound to pursue the
continuing quality in their activities at Construction Site, within the guidelines of the
Company’s policy and directives.
The Quality Assurance Department, who directly reports, and is not conditioned by
production or delivery problems, is responsible for monitoring, verifying and
documenting the correct implementation of the Quality System.
Swissboring shall cooperate and coordinate with the Client in all matters relating to
the quality control procedures and all personnel directly involved in this project shall
be continuously kept informed of contract requirement and work procedures.

1.2 UPDATING OF QUALITY MANUAL

The project quality manual can be reviewed to implement any amendments. Each
amendment will be serially numbered, entered on the amendment sheet and
distributed to all holders of the manual. Each amendment will outline the new
procedures to be followed for that particular task.

Each amendment shall be recorded in the amendment file, which shall be distributed
to all holders of the manual.

2. QUALITY SYSTEM

2.1 QUALITY SYSTEM

2.1.1 ORGANIZATION
The project Organization is described on the enclosed Chart (Appendix III).

2.1.2 AUTHORIZED REPRESENTATIVE

The QAQC/Site Engineer is the authorized Representative of Swissboring on site.

2.1.3 RESPONSIBILITY
All Swissboring personnel have the responsibility for the quality of their work. They
are required to be able to relay all functions associated with quality to their seniors to
ensure that the quality of the work is maintained fully in line with Swissboring Quality
Policy.

To ensure that all the inspection and corrective actions requirements as instructed by
the QAQC/Site Engineer is carried out by the construction personnel.

In the events wherein the Employer, the Client or the Client issues “Stop Work”
orders, the Project Manager shall comply with them immediately and if the “Stop
Work” orders are based on quality-related issues, the QAQC/Site Engineer shall be
notified immediately regarding the issues

2.1.3.1 QAQC/SITE ENGINEER

- Responsible for ensuring that the work is performed in accordance with
the contract specification and within the time and cost limits.
- Control of technical issues – Review of technical submissions
- Interpreting contract drawings and specifications and being familiar with
all provisions of the contract and any revisions or amendments
- Records and control of production documentation
- Conduct inspections and monitor the required tests.
- Maintain all quality records.
- Determining and reporting any non-conformance and recommend
corrective action.
- Co-Ordinate with Consultant quality control team on quality related issues.
- Records & control production documentation.
- Reporting of site activities to the Project Manager
- Assisting the Site Manager to establish the relevant aspects of the
schedule of quality operations

2.1.3.2 PROJECT MANAGER

- The Project Manager is responsible for ensuring that the work is
performed in accordance with the contract specification and within the
time and cost limits.
- He shall be responsible to keep all his personnel fully aware of the quality
control principles and he shall provide all support to system on the project

Quality Control Department.

- Responsible for the quality of work carried out by all site personnel under
his control including sub-contractors and suppliers.

2.1.3.3 SITE MANAGER

- Reporting of site activities to the Project Manager.
- Controlling of work progress & work quality assurance.
- Records and control of production documentation.

2.1.3.4 SAFETY OFFICER

- Controlling of safety related work.
- In-charge of temporary work passes on site.
- Prevention and minimizing of work accidents.

2.1.3.5 FOREMAN
- In-charge of overall site activities.
- Controlling of machinery and excavation work.
- Controlling of manpower.

2.2 DESIGN CONTROL

Details of design control such as design inputs, design outputs, design review and
design verification for the concrete mix for shoring & piling works will be provided on
conformance with industry practice and requirement of the Contract Specifications,
and submitted to the Engineer for approval.

2.3 CONTRACT REVIEW

Upon receipt of the formal contract or order confirmation by the Client, the contract
documents are reviewed and signed, in order to check that the requirements do not
differ from those considered in the offer.
The results of the review must be documented into a report, which is then distributed
to the involved persons and filed in the Work Order file.

The Production Department opens the Production Work Order by issuing the “Work
Order Opening Form”.

2.4 DOCUMENT CONTROL

The word “document and/or documentation” from here on is used to define the
“documents recording the quality”.

2.4.1 DOCUMENT

Quality records are divided into documents demonstrating:

- Efficiency of the Quality System (system records)
- Conformity with the quality required (product records)
The document must be:
- Readable - easily retraceable
- Drawn up by skilled personnel, suitably qualified for the task performed
- Provided with sufficient information capable of allowing a clear correlation
between the document and the materials, services, products, manufactures and
activities it refers to.

2.4.2 TYPES OF DOCUMENTS

The main types of documents are:
- Certificates / Lab tests (made by the Company or outside)
- Documents certifying the materials
- Check forms foreseen by the Quality control plans
- Non-Conformity reports
- Reports/Contract reviewing reports
- Reports/Company or suppliers inspection reports
- Non-conformity register
- Product identification or re-traceability reports
- Final or test inspection reports
- Reports/Calibration certificates for controlling, measuring and testing devices.

2.4.3 PRODUCT RECORDS

The documents certifying the quality of the manufactures relevant to the checks
performed during the working activities are defined in each case in the Quality Control
Plan drawn up for that work and enclosed to the relevant Technical Specifications.

According to the type of work and in compliance with the project’s requirements,
records covering the daily activity and the execution of pile are prepared.

In addition to the above documents and records, any extra quality requirement within
our scope of work will be followed as detailed in Contractor standard package.

2.4.4 ADMINISTRATION
All project related documents are received and any changes are approved by an
authorized person in coordination with the originator of the documents. The changes
are analyzed, recorded and implemented.

All such documents are referenced by the project number and title to ensure full
identification and traceability and records are maintained of a document control
activities.

2.5 PRODUCT IDENTIFICATION AND TRACEABILITY

The product identification and traceability of materials used in the process is limited to
identification of various construction materials and the location where they have been
used through documented records only. Material samples submittals will be identified
using tags, stamps, labels or by records traceable to an item.

All other items will be identified by the Contract No. and Purchase Order No. during
the process of receipt and storage. This will be supplemented by relevant quality
documents such as test certificates, mill certificates, and reference standards, etc.

2.6 INTERNAL FOLLOW-UP

2.6.1 APPLICATION FIELD

The programme of internal follow-up covers all the activities affecting the quality of
the products and the effectiveness of the quality system in the various productive
phases.

- Control of documents relating to the quality of the system

- Control of documents relating to the quality of the product
- Frequency shall be once in a period of two week

2.6.2 PLANNING, PREPARATION & MANAGEMENT

Quality follow-up are carried out to verify compliance of quality activities with the
company and project quality system and to ensure whether the planned
arrangements are implemented effectively. The QAQC/Site Engineer would be taking
part of quality auditing and he would coordinate all arrangements and liaising for such
auditing.
Any non-conformities are documented and their cause investigated and they would
be recorded and reported, and corrective actions are proposed to the
Consultant/Client for review and approval.

During the audits the applicable quality system documents – both concerning the
activities in progress and former ones – and the main aspects of significant activities
in progress in the area are reviewed in order to verify their compliance with the
applicable requirements.

2.6.3 DOCUMENTATION
The audit documentation includes the checklist filled in during the audit together with
all possible enclosures, and also a short report containing the request for the actions
to be taken in case non-conformities are assessed. The short report will also contain
the significant information concerning the audit preparation and execution.

Copy of the audit report and all possible non-conformities assessed are sent to the
Managing Director responsible for the audited area to any other people involved in
the corrective action.

2.7 INSPECTION AND TESTING PLAN

Inspection and testing program is made in order to assure that all the activities
carried out comply with the requirements of the drawings and specification (Refer
Appendix. I).

2.7.1 INSPECTION AND TESTS

Any non-compliance with inspection or test requirements is documented. The action

proposed to correct non-compliance may be:

The item has been evaluated to have no impact on the function of the end product.
Engineering justification for an accept-as-is evaluation is required.

b. Accept with amendments (Repair)

The item will be able to function in its intended manner after additional operations
outside of those required for standard construction have been performed. For these

items, Standard Repair Procedures may be employed.

c. Rework / Replace

The item is torn down or dismantled to the extent necessary and reconstructed in
compliance with the original design requirements.

The Project Director/Projects Manager will be consulted in case of “Accept-as-is” or

“Accept with Amendments” dispositions to non-complying items.

2.8 INSPECTION, MEASURING AND TEST EQUIPMENT

Testing equipment shall be calibrated to relevant specifications. Only those

instruments having current and valid calibration certificate or identification will be
used for inspection, test and measurement purposes. Calibration register of
equipments / instruments used to be available on request at site.

2.8.1 CONTROL OF INSPECTION, MEASURING AND TESTING EQUIPMENT

● Simple equipment, which does not require any technical skill, like the
survey chain, aluminium rule, plumb, spirit level etc., shall be inspected
visually for damage, straightness, etc.
● Such equipment is not traceable and its routine control will not be
maintained
● If the equipment is undamaged, it will be accepted for use. If damaged it
will be rejected and replaced by new equipment.
● Testing equipment shall be calibrated to relevant specification. Only those
instruments having current and valid calibration certificate or Identification
will be used for inspection, test and measurement purpose.

2.8.2 PRODUCER FOR REJECTED AND REPLACED EQUIPMENT

● Damaged equipment / instrument will be identifying by QAQC/Site

Engineer during the inspection.
● The damaged equipment / instrument will be sending back to workshop for
repairing by foreman or store keeper.

● The rejected equipment will be removed from project with the approval of
project manager
● Prior to use, the replaced equipment will be inspected by QAQC/Site
Engineer

3. NON-CONFORMITY
THIS DOCUMENT IS THE PROPERTY OF SWISSBORING AND CANNOT BE USED BY OTHERS FOR ANY PURPOSE WITHOUT PRIOR WRITTEN APPROVAL

Non-conformance reports issued by QAQC/Site Engineer to the site shall be copied

to The Client’s QA/QC Department and to the Engineer.

QAQC/Site Engineer shall investigate the causes of non-confirming item and obtain
corrective action-proposals from project management team. The effective action will
be closely monitored by the Project Manager until close out of the NCR’s.

3.1 CORRECTIVE AND PREVENTIVE ACTIONS

This item shall be strictly followed in accordance with The Client’s Quality
Management Plan.
Any non-conformance is identified and corrected in a manner such that non-
conforming material or work is not inadvertently incorporated into the completed
works. The root causes of such events are established and corrective action taken to
prevent their recurrence. Preventive action is taken to identify and minimize the risk of
any possible causes of such events occurring in the future.

4. CONTROL OF QUALITY RECORDS

Records of all the quality system activities are maintained for the purposes of:

 Demonstrating conformance to specified requirements and effectiveness of the

quality system
 For providing information related to process performance, and
 Providing data necessary for the review of activities and identification of
corrective action, continuous improvement and prevention
 Verifying conformance of subcontracted materials by way of inspection data
and certificates of conformance

Records are collected, filed and stored to ensure that they are protected from
damage, loss or deterioration. Records may be hard copy or electronic. Records
stored in computer files are safeguarded to ensure record integrity, including back up,
reconstitution procedures and other necessary file management disciplines.

All records shall be identified, filed, stored and maintained in order to make the
records merely retrievable.

Quality Records will be maintained by the QAQC/Site Engineer indicating the types of
Quality Records, numbering, identification, filing, index, discipline, building, area, mill
certificate, maintenance manual, catalogues, etc.
