1. In adherence to the Civil Service Commissions' change management initiative for


public service excellence thru the Divisions' attempt at implementing PRIME HRM and the
streamlining and standardization of processes per DepEd Order No. 009, s. 2021, this
Office, through the Human Resource Development (HRD) Section of the Schools
Governance and Operations Division (SGOD) hereby issues the prescribed Learning and
Development (L & D) Training Design and Completion Report templates with
corresponding attachments effective August 2, 2021.

2. This is to guide Learning and Development ( L & D) proponents both in schools and
division program implementers in conformity with NEAP guidelines especially that this
Office is a Pilot Division on the implementation of L & D System. This is also in
support to teachers and school leaders in their professional learning as it relates to
DepEds' strategic directions.

3. Consequently, all L & D training designs/proposals to be conducted in


schools, district and division are advised to follow the attached templates:

4. Proposals shall be submitted to the HRD Section at least 10 working days prior
to the conduct of training while at least 15 working days for Division funded trainings.

5. Below is the process/procedure details for HRD Section

SUBMISSION OF TRAINING DESIGN PROCEDURE DETAILS


1. Receive Training Design (TD)/Proposal
1.1 ADAS II receives the training design coming from OSDS, CID & SGOD
1.2 Record date and time in the incoming logbook
2. Check Completeness of TDs per checklist
2.1 ADAS II checks completeness of TDs per checklist/attachments
required
2.2 If lacking in attachments, ADAS II records the TD in the outgoing
logbook
2.3 ADAS II releases the TD to Records Section
2.4 If complete, ADAS II forwards the training design for review to EPS II
3. Review Components of Training Designs/Proposals
3.1 EPS-II review completeness of TD elements
3.2 EPS II route TDs for insufficient/lacking data to ADAS II for
release/return to proponent/records section
3.3 If complete, EPS II initials in the TD, records TD in the online training
design database, and forward to SEPS for signature

4. Final Assessment and Evaluation


4.1 SEPS signs in the TD
4.2 SEPS forwards the signed TD to ADAS II for releasing
5. Release/forward TDs
5.1 ADAS II release signed TDs to the next office/signatory
5.2 ADAS II secures the signature and date of receiving entity
