SUBJECT : Guidelines in the Conduct of Team Building Activities

Pursuant to the provisions of the Omnibus Rules Implementing Book V of the No.
292 (Section 31, Chapter 5) which states that: "each department or agency shall
prepare a career and personnel development plan which shall include provisions,
among others, for employees' health, welfare, counseling, recreation and similar
services". Corollary, Section I, Rule VII of the same, specifically provides that "every
official and employee of the government is an asset or resource to be valued,
developed and utilized in the delivery of basic services to the public. Hence, the
development and retention of a highly competent and professional workforce in the
public service shall be the main concern of every department or agency".

In this pursuit, the agency provides opportunities for its officials and employees to
undertake capacity-building programs that will develop and enhance the skills, attitudes
and knowledge specifically focusing on social awareness, building and strengthening
relationships, reinforcing values, institutionalizing work culture, promoting group
cohesiveness and effectiveness for organizational productivity.

These guidelines shall set parameters in the implementation and conduct of team
building activities within the agency.

Objectives:

1, To provide TESDA officials and employees an opportunity to undertake a staff


development activity in one that will develop and enhance teamwork and
performance with a spirit of camaraderie;

2. To ensure cost-effective measures in undertaking team building activities; and


3. To come up with a more relevant, responsive and rational set of parameters in
the implementation and conduct of team building activities in TESDA.

Scope:

The team building activities shall be conducted for all officials and employees of
TESDA in the COROPOTI whether permanent, temporary, casual or contractual
employees.

General Guidelines:

All TESDA Operating Units in the COROPOTI shall prepare the corresponding
Terms of Reference (TOR) for the team building activities, which shall consider the
following requirements pursuant to the Civil Service Commission (CSC)'s rules and
regulation:

1. The objective of the proposed team building activity shall indicate the need of the
office in promoting workplace harmony and organizational productivity;

2. The proposal should state a clear description of the activities vis-a-vis the
objectives set therein for an ideal team building program;

3. The activity shall not exceed for two (2) working days inclusive of travel time.
Extension of such may only allowed provided that succeeding days fall on a
Saturday/Sunday or holiday and further that the total budget shall not exceed the
allowable amount prescribed;

4. All officials and employees are encouraged to participate in its team building
activity. Attendance to this activity shall be considered on "official time" and shall
be covered by a TESDA Order duly approved by the Director General for the
Central Office and the issuance of an Office Order by the Regional Director
concerned. However, if the venue is outside the region, the approval of such
activity shall be made by the Director General.

5. In emergency or special cases such as force majeure, an official or employee


may be considered on "official time" on such event. However, TESDA will not be
liable for any unforeseen event in some cases that employees opted to extend
their stay beyond the stated schedule or planned to change venue after the team
building activity or any side trip made on a personal basis that is not covered by
the TESDA/Office Order.
6. The TOR shall be approved by the concerned Deputy Director General for
his/her office, Executive/Regional Director, Director IV, for AS and FMS
Director; and Heads of other Operating Units.

7. To assure the safety of its employees, the offices are encouraged to conduct
an ocular inspection, if possible, two days before the scheduled team building
activity. Expenses for the ocular inspection should be included in the budget
estimate. Parameters to be considered in identifying proposed venue for the
team building activity should be observed:

Offers the most reasonable rates and facilities for the activity; and

ii. Need not be the most popular but should be one that supports the
objectives of the activity.

8. Facilitators and or resource persons shall be made available for the team
building activity. Lectures and workshops may be utilized using methodologies
appropriate for the activity.

9. After the team building activity, an evaluation report shall have to be submitted
to the Office of the Director General within five (5) working days after the activity
to determine the feedback and learning of the participants.

10.In order not to disrupt operations, team building activities of the operating units
should not be scheduled all at the same time. The Directors concerned shall
ensure the appropriate scheduling of team building in their respective offices.

11.Employees on a Job Order basis shall automatically compose the skeleton


workforce.

12.A Special Disbursing Officer per Executive/Regional/Provincial Office and


TESDA Training Institution shall be authorized to hold cash advance through a
TESDA/Office Order to defray the expenses to be incurred for the Team
Building Activities. The corresponding cash advance shall be liquidated
immediately after the completion of the said activity.

Funding Requirements:
1. Maximum allowable cost for each employee is Php2, 000.00 per day which shall
cover the cost for meals, accommodation, transportation and other incidental
expenses relative to the conduct of team building activities.

2. The funds for this purpose shall be chargeable against the staff development
fund for Central Office and respective office budget for the ROPOTI.
