II. RATIONALE:
The DepEd order no. 10, s. 2016, known as the Policy and Guidelines for the
Comprehensive Water, Sanitation and Hygiene in Schools (WinS) Program, aims to
improve hygiene practices among learners to enable them to develop lifelong positive
hygiene behaviors. It also aims to engage public and private partners in the
implementation and sustainability of the program.

As the school promotes a positive attitude toward proper hygiene practices that
promote good health, Triangulo Elementary School, in collaboration with Barangay
Triangulo, advocates a free circumcision program to the male students of the school as the
beneficiaries.

Circumcision is regarded as an important hygiene practice for males in the country. Its
benefits are lower risk of urinary tract infection, reduced risk of some sexually transmitted
diseases in men, and prevention of balanitis, phimosis, and paraphimosis, which will
surely affect a male’s life.

The said activity will not only benefit the male students but also ensure the fulfillment
of the school in implementing good hygiene practices for its learners.

III. OBJECTIVES:
1. To promote a positive attitude toward proper hygiene practices by implementing a free
circumcision program to male students of the school as beneficiaries.
2. To sustain gender and development of individual.

The Operation TULI will be implemented by the partnership of Triangulo
Elementary School with Barangay Triangulo Council and SK Triangulo Council. The
implementation of the activity will be based on DepEd orders and legality of medical
procedures done during circumcision and post operation procedures (giving
consultation and medicines). A meeting between the Barangay Officials and School
Personnel will be conducted to ensure a safe and secure execution of the activity.
Triangulo Elementary School will ensure full cooperation with Barangay Triangulo and
fulfill the responsibilities and roles for the implementation of the activity. The
proponents will ensure proper documentation and/or accounting before, during and
after the said activity.

VII. PROPOSED BUDGET


The budget for the Operation TULI will be coming from the Local Fund of Barangay
Triangulo subject to the existing accounting, budgeting, and auditing rules and regulations.
