Special Instructions
1. The salient aspects of terms and conditions of service for persons enrolled through the
Agnipath Scheme for service in the IA are mentioned in the succeeding paragraph.
(a) Enrolment.
(i) Candidates will be enrolled under Army Act 1950 for a service duration
of four (04) years including the training period.
(ii) Agniveers so enrolled will be subject to Army Act 1950 and will be liable
to go wherever ordered, by land, sea or air.
(iii) Agniveers enrolled under the scheme, will not be eligible for any kind of
Pension or Gratuity.
(b) Service.
(ii) Agniveers would form a distinct rank in the Indian Army (IA), different
from any other existing ranks.

(iii) Leave, uniform, pay and allowances during the service period of four
years will be governed by orders and instructions in respect of such individuals
issued by the Government of India (GOI) from time to time.
(vi) Agniveers can be posted to any regiment/ unit and can be further
transferred in organisational interest.
(c) Discharge.
(iii) Agniveers will not be eligible for any kind of pension or gratuity, neither
will they be eligible for Ex-Servicemen Contributory Health Scheme (ECHS),
Canteen Stores Department (CSD) facilities, Ex Servicemen status and other
related benefits.
(iii) With introduction of this scheme, the enrolment of soldiers in the regular
cadre of IA, except technical cadre of Medical Branch, will be available only to
those personnel who have completed their engagement period as Agniveer.

3. Employability.
(b) Agniveers can be posted to any regiment/ unit and can be further transferred to
other regiments/ units in organisational interest.
4. Leave. Grant of leave will be subject to exigencies of service. The following leave
will be applicable for Agniveers during their engagement period :-
(ii) From the above package, 30% will be compulsorily deposited every
month in a corpus which will be matched by the Government of India. Balance
amount less the corpus contribution will be the in hand component.
(b) Seva Nidhi Package. On discharge at 4 years, the corpus of Rs 5.02 lakhs
will be matched by the GOI, an amount of Rs 10.04 lakhs and accured interest will be
given to the Agniveers. In case of Agniveers who are subsequently selected for
enrolment in IA as regular cadre, the “Seva Nidhi” package to be paid to them will
comprise only their contribution including accrued interest thereon. In case of
Agniveers exiting service before end of their engagement period on their own request,
the individual’s Seva Nidhi package, accumulated as on date, will be paid with the
applicable rate of interest. In such cases, no Government contribution to Seva Nidhi
Package will be entitled. The “Seva Nidhi” will be exempt from Income Tax.

(c) Payment Modality – Seva Nidhi Package. Two options to receive Seva
Nidhi package will be provided to each Agniveer, with an aim to provide financial loans
for self employment/ entrepreneurship through a bank guarantee as also to meet
immediate/ incidental expenses, on exit. Firm details will be promulgated separately.
(d) Allowances. The Agniveers pay is a composite package and he will not be
eligible for any Dearness Allowance and Military Service Pay. He will get applicable
risk and hardship, ration, dress and travel allowances as decided by the GOI from time
to time.
(e) Agniveers will be exempted from making any contribution in Armed Forces
Personnel Provident Fund or any other Provident Fund.
(a) The maximum period of service for Agniveers will be as enumerated at Para 2
above. However, the service of Agniveers under this scheme may be terminated at
any time in accordance with the Army Act 1950.
8. Benefits for Personnel Exiting at Four Years of Service. After completing four
years of service (as applicable). The following benefits will be offered to the exiting
individuals :-
(a) Seva Nidhi Package. Refer Para 5 (b) above. The corpus generated after
four years of contribution will be paid to the exiting Agniveers.
(c) Class 12th Certificate. Agniveers who have been enrolled after qualifying
Class 10th, a certificate for 12th (equivalent) will be given on completion of their 4 years
engagement period, based on skills attained. Detailed instructions shall be issued
separately.

9. Unit Headquarters Quota (UHQ) recruitment rally under Agnipath Scheme for wards of
Servicemen/ Ex-servicemen/ Widow(s)/ War Widow(s) and Brother of Servicemen/
Ex-Servicemen will be conducted at this Centre from 19 Sep 2022 onwards. As per SOP No
B/12420/SOP/MP (A)/ EME Pers dated 21 Jun 2006 issued by IHQ of MoD (Army),
sons/brothers of Air Force and Navy will not be considered for enrolment under UHQ
vacancy. The schedule of enrolment are as under:-
10. The cut off date for calculating age would be 01 Oct 2022. The upper age limit has
been relaxed from 21 Years to 23 Years as a onetime measure for the Rtg Year 2022-23.
The age limit of candidates for various categories are as under :-
11. Vacancies. Unit Headquarter Quota enrolment will be carried out for all states on All
India All Class (AIAC) basis. The enrolment will be for the following categories:-
12. Relationship Criteria. Unit Headquarters Quota (UHQ) recruitment is applicable for
only One Son/ One real Brother of Servicemen/ Ex-Servicemen. Original Relationship
Certificate issued by concerned Records Office with watermark of issuing Record Office is
mandatory for enrolment under UHQ. Relaxation in physical criteria and Bonus Marks is
applicable in case of son of Serviceman/ Ex-Serviceman only. If the Relationship Certificate
has also been issued to brother/ brothers of the candidate and not utilised, then the
candidate shall bring the Original Ink Signed copy of the relationship certificate issued to his
brother/ brothers.
13. Instant Enrolment of Wards of Battle Casualties. The wards of battle casualty will
be provided instant enrolment as per laid down guidelines of Recruitment Directive for
recruitment of JCOs & OR – 2014. The following conditions for instant enrolment are as
under:-
(a) One real son of deceased soldier/battle casualty. It does not include adopted
son (In case the son is born after the death of Army pers and Part II order was not
published, the widow should submit an Affidavit from Class I Judicial Magistrate and a
certificate from the Local Zila Sainik Board duly authenticating the birth of the son).
OR
(b) One real brother of Battle Casualty as per service document (If the deceased
soldier/ battle casualty was unmarried/ issueless or had no male child) who died in war
or war like situation during peace time (like CI Ops or while providing aid to civil auth).

OR
(c) One real son of the Battle Casualty invalided out of service on medical ground.
14. Recruitment under Unit HQ Quota is purely based on priority as enumerated below:-
(i) One son of war widow in receipt of liberalized family pension to include
legally adopted son.
(ii) Real brother of battle casualty who marries the widow of the battle
casualty.
(iii) One son-in-law of battle casualty having no son to include husband of
legally adopted daughter.
(iv) One real brother of unmarried battle casualty.
(i) In respect of servicemen who die in harness, one son/ one legally
adopted son or one real brother (if the serviceman is unmarried) where the
widow/ NOK is in receipt of special family pension.
(ii) One son/ one legally adopted son of Ex-servicemen or one real brother
(if the Ex-servicemen is unmarried) in receipt of disability pension of 20% or
more as revised with effect from Feb 2018 and the disability is attributed to/
aggravated by military service.
(i) One son of serviceman who dies in harness to include legally adopted
son whose death is not attributed to military service.
(ii) One son of serving/Ex-serviceman to include legally adopted son.
(iii) One brother of serviceman/Ex-serviceman.
(iii) One son of serviceman who dies in harness to include legally adopted
son whose death is not attributed to military service.
(iv) One son of serving/Ex-serviceman to include legally adopted son.
(v) One brother of serviceman/Ex-serviceman.
(vi) Wards of TA Bn.
16. Candidates to report to this centre as per schedule given at Para 9 (‘T’ Junction,
3 EME Centre, Bairagarh, Bhopal) along with documents and certificates mentioned in
succeeding paragraphs, in original along with two additional photocopies duly self-attested
for registration/ documentation formalities.
17. Relationship Certificate. SOS/ SOEX/ SOW/ SOWW candidates are required to
produce the following documents :-
(a) Relationship certificate issued from respective Record Office only duly signed
by Record Officer with personal number, rank, name and particulars of the Record
Officer issuing the Relationship Certificate with office seal/stamp is endorsed.
Relationship Certificate should bear water marks of concern Records.
(a) Education Certificate with marks sheet of all educational qualifications achieved
by candidate i.e. Matric/ Intermediate etc from recognized School / College / Board /
University.
(b) Provisional/ online education certificate should be certified ink signed by the
head of the educational institution of concerned Board / University.
(c) Candidates with matric certificate from Open School should bring School
Leaving Certificate countersigned by Block Education Officer/ Distance Education
Officer.
19. Nativity/ Domicile Certificate. With current photo of the candidate affixed and duly
attested and signed by the state auth empowered to issue the cert (Tehsildar/ District
Magistrate) with his stamp. Full name, designation and signature of the officer issuing the
certificate and office round stamp must be recorded legibly.
20. Affidavit. Duly signed by candidate on Rs 10/- non judicial stamp paper as per
specimen duly attested by notary will be submitted by the candidate at the rally site without
fail. Format of Affidavit attached as per Appendix ‘C’. Submission of Affidavit is
mandatory to gain entry into the rally. Candidates WILL NOT BE PERMITTED to enter the
rally without affidavit.

21. Caste (Jati Parman Patra) Certificate. Caste certificate affixed with photograph of
the candidate issued by the Tehsildar/ District Magistrate.
22. Religion Certificate. Religion certificate to be issued by the Tehsildar/ SDM (if
religion as “SIKH/HINDU/MUSLIM/CHRISTIAN” is not mentioned in caste certificate).
23. School Character Certificate. School Character Certificate issued by the School/
College Principal/ Headmaster where the candidate last studied.
25. Pension Book/ PPO. In case sponsor is a widow of battle casualty or in receipt of
special family pension/ liberalized family pension/ is in receipt of disability pension more than
20% and disability is attributable/ aggravated by military service. The candidate shall bring
pension book/PPO in original. In case the candidate fails to produce original pension book
at the rally site, he may not repeat not be allowed to participate in the rally.
26. Unmarried Certificate. Unmarried certificate for all candidates, with photographs
issued by Village Sarpanch/ Municipal Corporation with last six months (Performa is as per
Appendix ‘D’ attached).
27. Aadhar/ UID Card, Email ID and Mobile Number. Candidates will submit 02 x self-
attested copies of Aadhar, e mail ID and mobile number.
28. NCC Certificate. NCC A/B/C certificate and Republic Day Parade certificates should
have photograph of the candidate duly attested by issuing authority. Provisional NCCA/B/C
pass certificates will only be accepted if authenticated by concerned NCC Group
Commander. No bonus marks will be allotted unless the certificates (Relationship/ Sports/
NCC) have been verified. An undertaking to the effect will be obtained from the candidate
(As per the Performa att as Appendix ‘AA’). Provisional certificates are accepted only
during the notified rally duration neither earlier nor later.
29. ITI/ NTC Certificate. ITI/ NTC (National Trade Certificate) certificate from institutes
which are set up under Directorate General of Training (DGT), Ministry of Skill Development
& Entrepreneurship (MOSDE), Government of India will be considered for bonus marks after
verification. These training institutes are Government run training organisations and private
Industrial Training Centres. These institutes are affiliated to National Council for Vocational
Training (NCVT) and run by programme under Craftsman Training Scheme.
(a) Sportsmen who have represented India at International level and State at
National level within the last two years (for list of sports under which relaxation in
physical standards is admissible, attention is invited to www.joinindianarmy.nic.in
website).
(b) Sportsmen who have represented District at State level and University team or
Regional team at District level with 1st/2nd position within last two years (Sports
Certificate should be with registration number and from government recognised sport
institutes/bodies).

(c) List of Sports. List of Sports for enrolment is attached as Appendix 'O’.
31. Consent Certificate. Candidate below 18 yrs of age should bring ‘Consent
Certificate’ from their parents stating that they are willing for enrolment of their son in the
Army and will not claim for compensation for any injury caused during screening
(ReferPara 1 (f) of Appendix ‘C’).
32. Photographs. Twenty (20) copies of unattested passport size colour photographs
developed in good quality photographic in white background not more than three months old.
Computerised/ photocopied/ shopped photograph will not be accepted. Photographs
must be with proper haircut and clean shave (expect SIKH candidate).
33. Character/ Pre-verification Certificate. Family photo of all members with name,
relation and present occupation below the photographs. The certificate should be attested
and also verified by the village Sarpanch/ Pradhan/ Ward Member with his stamp affixed on
the both side of character/ pre-verification certificate. Serving father/brother of the candidate
in the photograph will be in uniform. No mixing/ patches in photograph will be accepted.
Validity of the same is six months from the date of issue (Performa is as per Appendix ‘E’
attached).
34. Serving Certificate. Serving Certificate of sponsorer with photograph (of serving
soldier) duly attested, and countersigned by OC/ CO Unit, if father/brother of the candidate is
a serving soldier (Performa is as per Appendix ‘F’ attached).
35. As per present policy, a serviceman/ ex-serviceman can avail sponsorship facility
for one real son/brother only. Hence, an affidavit by the sponsoring individual to this
effect that he has not availed sponsorship facility earlier throughout his life for his one real
son/one real brother (as applicable) will be submitted. The affidavit will be made on Rs. 10/-
non judicial stamp paper in English with photograph duly attested. It will be signed by
Executive Magistrate Cl-I/ SDM/ Tehsildar/ Notary duly affixing his name bearing rubber
stamp and office stamp (Performa is as per Appendix ‘G’ attached).
36. As per present policy, only genuine and eligible candidates can apply for enrolment in
Army being wards and brother of serviceman/ex-serviceman. In addition, an affidavit will be
made on Rs. 10/- non judicial stamp paper in English with photograph duly attested. It will be
signed by Executive Magistrate Cl-I/SDM/ Tehsildar/ Notary duly affixed his name bearing
rubber stamp and office stamp (Performa is as per Appendix ‘H’ attached).
37. Body Tattoos. The candidates sporting permanent body tattoos on the following
body parts are eligible for enrolment:-
(a) Tattoos on inner face of forearms (from inside of elbow to the wrist).
(c) Tribal’s with tattoo marks on the face or body as per their existing custom and
traditions of their tribes will be dealt on a case to case basis.

38. Any candidate with a permanent body tattoo on any other part of the body other than
that specified in Para 37 (a) to (c) above is NOT eligible for enrolment. Such candidate will be
rejected by the screening team, as soon as the non-permissible tattoo is noticed at any stage
of the recruiting procedure. All candidates having any permanent body tattoos will produce an
undertaking certificate duly signed by the candidate at the time of screening as per
Appendix ‘J’ attached. Certificate of belonging to a tribal community and permissibility of
permanent body tattoo(s) as per format at Appendix ‘K’ to be signed by District Magistrate/
SDM/ Tehsildar/ Notary/ Signature with Name, Designation if any and address of Chairman/
Secretary or Senior Member of the Tribe to which the candidate belongs to with their stamp
where the tribe of the candidate is presently settled (Name and designation of the concerned
official must be clearly mentioned).
39. Personal details, Nativity and Caste/ Sub Caste. Personal details (i.e name of
father, mother, candidate & date of birth) will be filled up as per Class 10th (Matriculation
Certificate). Details of home address as per nativity (Mool Niwas) and caste/ sub caste as
per caste certificate of candidate should be endorsed on all documents and affidavits (except
serving certificate of sponsor).
40. Candidate’s Name/ Father’s Name/ Mother’s Name. The particulars of name of

the father, name of the mother and date of birth listed in 10 class certificate will be taken as
final for the purpose of enrolment. In case of individual’s name, father’s name/ mothers’
name, surname (Spelling variation may be accepted as long as the name remains the
same. Similarly when the surname has been included in one certificate but not included in
the other, it may also be accepted as long as the name is same. In no case, an entirely
different name in one of the certificate be accepted) as shown on the 10 th class vis-a-vis
relationship will need to be established. Affidavit on a Rs 10/- non judicial stamp paper duly
countersigned by the Executive Magistrate Class-I/Notary is required (Performa is as per
Appendix ‘L’ attached) with name bearing rubber stamp and office round stamp. The
affidavit will be submitted by the father of the individual or mother in case of widow.
41. Variation in Date of Birth. A variation of upto 366 days in date of birth recorded in
the official records and the education certificate (10th Class/ Matric) of the candidates will be
taken as a minor variation and considered for enrolment. Any variation beyond 366 days
will be treated as major variation and such candidate will not be considered for UHQ
enrolment. Affidavit on Rs 10/- non judicial stamp paper duly countersigned by the Executive
Magistrate Class-I/ Notary is required (Appendix ‘L’) with name bearing rubber stamp and
office round stamp.
44. For 8th Class Pass Candidates. 8th class pass marks sheet and transfer certificate
issued by school (both certificate) should be countersigned by District Inspector of
School/District Education Officer.
45. Candidates are requested to report to rally site with proper shave and hair cut so as to
ensure proper identification and medical review.
46. Recruitment for Agniveer is purely based on merit list depending on available
vacancies. Candidates do not have any right to claim recruitment in Army just for passing in
recruitment process.
47. Candidates will be permitted entry into the rally site only on producing of Relationship
Certificate, Education Certificate (Including 10th Class) and affidavit. Anyone found with fake
documents will be handed over to Civil Police.
48. Affidavit for Non Involvement in Banned Political Organisation and No Criminal
Case. The candidate will submit an affidavit that he had or have not been a member of any
banned/ political organisation and have never been in custody/jail and no criminal or
judicial case is pending against me in any court of law in India/ abroad. That I have not
been ever convicted for any offence under the Law. Format attached at Appendix ‘M’.
49. Drug Abuse. An indemnity bond to this effect that candidate participating in the
recruitment rally has not used any means of physical performance enhancing drugs
during recruitment rally, duly signed by the candidate will be submitted at the rally site prior
to physical fitness test. Format attached at Appendix ‘N’.
(ii) Maximum bonus marks that can be given is 50 marks even if a candidate qualified
for more than one type of bonus marks to Agniveer (Technical).
Note :-
(i) The above marks are fixed depending upon the eligibility of a candidate and has no
relation to his performance in Common Entrance Examination (CEE).
(ii) Only one type of bonus marks (Max of the permissible) will be added to the total.
(vi) Sports certificate are valid for two years from the issued date as on first day of the
recruitment rally for which the candidate is being screened.
(d) Certificates issued by various Ministries at National/State level other than the
Sports Ministry recognised federations at National/State Level.
(i) If fraction is upto 0.5 cms and below, round off to the lower side
(Example : 169.5 cms to be recorded as 169.0 cms).
(ii) If fraction is 0.6 cms or above, round off to the upper side
(Example : 169.6 cms to be recorded as 170.0 cms).
(c) Chest. The minimum measurement will be taken after the breath has been
expelled from the chest and the maximum when the chest is fully expanded. There
must be a difference of at least five centimetres between minimum and maximum
measurements.
53. Medical. After completion of physical fitness test successful candidates will have to
go through medical examination by the RMO. The RMO may refer the candidate to nearest
Military Hospital for opinion of specialist, if required. Only ‘FIT’ candidates will be permitted
to appear for Common Entrance Exam (CEE).
54. All candidates must clean their ears and remain medically fit before coming for
recruitment.
55. Army authorities are not responsible for any injury, death or loss of academic
session caused to any candidate during recruitment process. Candidates will participate at
their own risk. Boarding/lodging facility is not available within the Centre. Candidate will have
to make their own arrangement during the conduct of entire recruitment rally and must take
care of their documents/belongings against theft.
56. No journey fare will be admissible to the candidates appearing in the recruitment rally.
57. Wards of Civil Employees who are paid out of Defence estimates, BSF, Air Force,
Navy, GREF, Assam Rifles and MES are not permitted to attend the said recruitment rally.
58. All personnel taking part in Common Entrance Exam (CEE) will deposit one self
addressed registered envelope along with requisite postage stamps.

(a) Recruitment is a free service and candidates are cautioned against falling
victims to unscrupulous agents/ middlemen/ touts. Candidates are warned not to pay
any money to any such touts or make any kind of favourable arrangement with them
as there is no way that they can influence recruiting process at this Centre.
(d) Certificate with overwriting and tampering of seals or erasing/ alteration of any
type will not be accepted.
(e) In case candidates come across any such touts/ agents/ middlemen, the same
must be immediately brought to the notice of the authorities at this Centre.
(f) No candidate will make an effort to contact any combatant and vice versa. No
candidate is allowed to stay in the family quarters of staff posted in the Centre,
even if he is a relative. Candidature of such cases will be cancelled.
(g) Candidates will produce original documents for relaxation into enrolment like
Relationship Certificate, NCC (A/B/C) and Sports at the time of RMDS feeding
(between 05 to 13 Oct 2022 tentatively) in software. After RMDS verification by the
Presiding Officer no such documents will be accepted. Certificates with overwriting
or tampering of seals or erasing of any type and of provisional nature will not be
accepted.
(h) Candidates found not having the above mentioned certificates/ having only
provisional certificate will be rejected from the rally site itself. Malpractices and
attempted enrolment by producing fake certificates during the rally will call for
disciplinary action against the defaulter by the civil police. Candidates who
produce fake certificates will be handed over to the civil police.
(k) The place for recruitment is out of bound for all ranks.
(l) Army enrolment being a central government organisation, all documents are
required to be in English or Hindi language only. Candidates with certificates in state
languages will produce a translated true copy of certificate without fail.
60. Selection is provisional till Enrolment Form/ Contract/ Rahdari Certificate is issued and
candidates are despatched for training.
61. Mobile phones are not permitted in the rally site and during Common Entrance Exam
(CEE).

62. CEE for the selected candidates will be held tentatively on 13 Nov 2022. Negative
marking will be applicable in CEE.
63. At the rally site, all candidates should report duly shaved (beard, chest hair, auxiliary
hair, pubic hair and with crew hair cut (except Sikh Candidates), for identification at various
stages of rally process failing which candidate can be barred from participation in recruitment
rally.
64. Candidates may have to present themselves at rally site for two to three times.
Candidates should make arrangements for stay under their own arrangements.
65. Candidates are advised in their own interest to undergo medical exam before coming
for selection especially with respect to flat foot, poor vision, deformities and physical
measurements. All are advised to ensure that their ears are free of wax by getting it cleaned
by a doctor prior to the rally.
66. The complete process of recruiting at this Centre is absolutely transparent/fair with
different set of assessors/examiner for different stage of selection/screening and candidates
must have faith in their abilities.
(a) All candidates appearing for rally should be fully vaccinated for COVID-19. The
candidates are required to produce vaccination certificate to the authority upon asking.
(b) All candidates will cater for a mask and will use as per instructions. Additional
precautionary measures may be employed depending upon prevailing situation at the
time of rally.
IMPORTANT NOTE : It shall be the responsibility of each candidate to ensure that the
relevant details as given in Relationship Certificate (Candidate name, Father’s name,
Brother’s name , Candidate’s Date of Birth, Address) matches with corresponding
details as given in Education Certificate/Marks Sheet, Mool Niwas and Police
Verification.
