serving in the Philippine
National Police: solving
high-profile crimes including
kidnap-for-ransom cases in
the 1980s and 1990s; and
reviving the PNP’s glory
days as Chief, PNP from
1999 to 2001.
 During his term as PNP
Chief, Lacson led by example
as he instituted a no-take
policy and a fitness program,
while cleansing the police
force of “scalawags in
uniform” (a.k.a. kotong cops)
– initiatives that earned the
PNP the highest public
approval ratings in its history.
 When he got his first mandate
in the Senate in 2001, Lacson
went to work on righting
another wrong: taking down
the multibillion-peso pork
barrel system, which has
bedeviled the national
budget, the lifeblood of the
nation.
 Ten years before the
multibillion-peso Priority
Development Assistance
Fund (pork) scam exploded,
Lacson already detailed in a
March 2003 privilege speech
how public funds were
pocketed via PDAF.
 He also had his PhP200-
million-a-year PDAF
allocations returned to the
National Treasury, saving
government PhP2.4 billion in
12 years.
 Lacson was the principal
sponsor and one of the
authors of the Anti-Terrorism
Act of 2020 (Republic Act
11479), which gives
Philippine authorities much-
needed legal tools to
strengthen their efforts
against the menace of
terrorism.
 He was one of the authors of
the Bayanihan to Heal As
One Act (RA 11469); and a
co-author of the GMRC and
Values Education Act (RA
11476).
 Lacson was the principal
sponsor of the National ID
Law (Republic Act 11055),
which provides for easier
transactions with the
government and private
entities and which helps deter
criminality. Lacson had been
a perennial author of the
measure since his first term
as senator in 2001.
 He was one of the principal
authors of Joint Resolution 1,
which sought to authorize the
increase in the base pay of
military and other uniformed
personnel (MUP) in the
government. Among those

of the base pay are the retired
MUP of the Armed Forces of
the Philippines – General

 After his family’s return from
exile in 1992, Bongbong
served as Congressman in the
Second District of Ilocos
Norte. Among the measures
he authored was the landmark
law establishing the
Philippine Youth
Commission. He was also
instrumental in advancing the
cause of cooperatives by
devoting most of his
Countryside Development
Fund (CDF) to organizing the
cooperatives of teachers and
farmers in his home province.
 From 1998 to 2007,
Bongbong served as
Governor of Ilocos Norte
where he served for three
consecutive terms. During his
tenure, he transformed Ilocos
Norte into a first-class
province of international
acclaim, showcasing its
natural and cultural
destination areas. It was also
during his stewardship that
Ilocos Norte became a
pioneer in wind power
technology which, to this
day, serves as an alternative
source of energy not only for
the needs of his province, but
for the other parts of northern
Luzon as well.
 In 2007, Bongbong was again
elected to Congress, where he
was appointed Deputy
Minority Leader of the House
of Representatives. During
this term, one of the
important pieces of
legislation he authored was
the Philippine Archipelagic
Baselines Law (Republic Act
No. 9522).
 In 2010, Bongbong won a
seat in the Philippine Senate,
placing 7th overall. He
currently chairs the Senate
Committee on Local
Government and the
Committee on Public Works.

 He also managed to file
several resolutions, including
the controversial Senate
Resolution No. 318, A
Resolution amending Senate
Rule XXV Sec. 72. In the
said resolution, the neophyte
senator battled against
veteran lawmakers in
adopting a measure that runs
counter with the Constitution.
 Pacquiao also played a
pivotal role in the inclusion
of the increase in tobacco tax
in the Tax Reform
Acceleration and Inclusion
(Train) Law. By doing so, he
dared to stand against huge
tobacco companies and
pushed for the reduction of
cigarette consumption and
smoking prevalence in the
country.

 Amid a productive term in
Congress, she was called
upon to run for the Vice
Presidency, and rose above
many odds to assume the
second-highest elected post in
the country. Determined to
bring the Office of the Vice
President closer to the people,
she led the crafting of its
flagship anti-poverty
program, Angat Buhay – an
endeavor inspired by six key
advocacy areas; namely, food
security and nutrition, women
empowerment, education,
healthcare, rural
development, and housing. It
has reached out to poor
communities around the
country, through the
generosity of partner-
organizations and
individuals, most of whom
are from the private sector.
She also launched Istorya ng
Pag-asa, a program that aims
to spread hope and positivity
by featuring extraordinary
stories of ordinary Filipinos
through words and portraits
shown at events, exhibits, and
social media.
 Soon after her appointment as
ICAD co-chair in 2019, VP
Leni set out to work in the
bid to harmonize government
efforts in the anti-illegal drug
campaign, meeting with
various government agencies,
local government units, and
private organizations, and
other stakeholders. She also
visited several communities,
including those which were
deeply affected by the drug
problem. Despite holding the
post for only 18 days, VP
Leni relentlessly sought to
steer the anti-illegal drug
campaign to a more holistic,
data-driven, and humane
approach, believing that the
fight against illegal drugs is
not only the fight of
government, but of every
community and every
Filipino. She went on to
release a report, which
detailed the current state of
the anti-illegal drug
campaign, and the various
gaps that need to be filled and
proposed solutions to these.
 Moving forward to 2020, the
Vice President led her office
in its initiatives, first to help
communities affected by
earthquakes in Mindanao and
the Taal Volcano unrest in
Batangas and nearby areas.
 VP Leni continued to
exemplify grace and resolve
as she and her office stepped
up, launching one initiative
after another in response to
the many needs because of
the COVID-19 pandemic.
Despite limited resources, the
Office of the Vice President
launched many initiatives,
through the help of many
partners and donors, aimed at
filling in the gaps found in
terms of supporting
frontliners and communities
in need during this time—
from providing PPE sets,
locally produced protective
suits, and medical supplies to
frontliners across all regions
of the Philippines; to
providing free shuttle service
and dormitories for
frontliners in Metro Manila;
to distributing relief packs,
hot meals, and other
assistance to communities;
helping locally stranded
individuals return to their
respective provinces; giving
market vendors and tricycle
drivers a platform to boost
their livelihood anew through
community marts; giving
livelihood opportunities and
assistance to individuals,
communities, and sectors
who lost their jobs and
sources of income; providing
distance learning support for
students, teachers, and their
families; promoting mass
testing and vaccination
efforts; and providing free
medical teleconsultation
services to patients, among
others.
 The Vice President and her
office remained relentless as
Filipinos faced more
challenges when Typhoons
Quinta, Rolly, and Ulysses
barreled across Luzon
towards the end of 2020. VP
Leni was among the first in
government to visit hard-hit
areas, including those in the
Bicol Region and the
provinces of Isabela and
Cagayan. Fostering her
office’s culture of swift and
strategic response, alongside
the Filipino Bayanihan spirit,
the OVP was able to bring
relief assistance to many
affected communities and,
eventually, also start
rehabilitation efforts through
the BAHAYanihan housing
initiative.
 Under VP Leni’s leadership,
the OVP has also gone to
great lengths to
professionalize its ranks and
cultivate a culture of
excellence there. The office
carries a quality management
system certification from the
International Organization for
Standardization (ISO
9001:2015), which it first
successfully obtained in
2017. It earned its
recertification in 2020,
maintaining its streamlined
processes amid the COVID-
19 crisis. Moreover, the
Commission on Audit has
given the OVP an unqualified
opinion—considered the
highest rating from state
auditors—for its financial
reports in 2018, 2019, and
2020.

growth of investments during
the past three years of
“Byaheng Do30”.
 In her State of the City
Address (SOCA) on Monday
at the City Council, Mayor
Sara reported a three-year
accomplishment under the
Byaheng Do30 project that
capped a healthy economy.
 Aside from the increase in
investments, improved
revenue collection, the mayor
also highlighted the various
infrastructure projects in the
education and health sectors
such as the establishment of
the five Botika ng Bayan and
more than 100 classrooms for
the school children.

grows, people are sharing more information that is false or misinformed, that raises global concerns, especially when the possible
influence of fake information or fake news on election outcomes is concerned. It is very easy to share something that is seen on Facebook
or received by WhatsApp and etc. The problem is, when people do not take time to question the information source, unchecked and false
information can spread quickly. This means people are receiving confusing and misleading information and this can be dangerous.
It is more and more important to check information sources, especially on the internet and using social media. Anyone online is able to
publish and share information, even though it may be false. Even photographs and videos can be doctored, mislabeled or manipulated to
tell a fake story. We should remember to keep ourselves well-informed by making sure that the things we are reading online are helping us
get to the right information. If we are not sure about something that we have read, cross-check it with other sources. Don’t share
information that we haven’t checked first because we deserve the truth.

2. What is/are your moral standard/s in choosing a leader?


First of all, Leadership refers to the quality of leading people. Probably, it is one of the most important aspects of life. Above all,
Leadership has led to the progress of human civilization. Without good Leadership, no organization or group can succeed. Furthermore,
not everyone has this quality. This is because effective Leadership requires certain important characteristics. Our moral standards in
choosing a leader are;
•First of all, confidence is the most quality. A leader must have strong self-confidence. A person lacking in confidence can never be a
good leader. A person must be confident enough to ensure others follow him. The leader must have confidence in his decisions and
actions. If he is unsure, then how can people have the desire to follow him.
•A good leader must certainly inspire others. A leader must be a role model for his followers. Furthermore, he must motivate them
whenever possible. Also, in difficult situations, a leader must not lose hope. How can a leader inspire people if he himself is hopeless?
•Honesty is another notable quality of a leader. Honesty and Integrity are important to earn the love of followers. Above all, honesty is
essential to win the trust of the people. Probably, every Leadership which loses trust is bound to fail. People will not work with full effort
due to an immoral leader.
•Good communication is a must for a good leader. This is because poor communication means the wrong message to followers.
Furthermore, good communication will increase the rate of work. Also, the chances of mistakes by followers will reduce.
•Another important quality is decision making. Above all, if a leader makes poor decisions then other qualities will not matter.
Furthermore, good decision making ensures the success of the entire group. If the leader makes poor decisions, then the efforts of
followers won’t matter.
•A good leader must be an excellent innovator. He must display a creative attitude in his work. Most noteworthy, innovation is a guarantee
of survival of a group or innovation. Without creative thinking, progress is not possible.
