Undergraduate Research Proposal Concept Note

of his/her area of research interest, so that he/she would be guided in selecting the
adviser, panel members and in developing a research proposal. Use simple words and
sentences.

Proposed Title:

Performance Assessment of the Sangguniang Kabataan in Barangay Borabod,

Daet, Camarines Norte with Regards to Local Government Code of 1991

Research Discipline

The area of the study for this research focuses on the assessment for the
performance of the elected Sangguniang Kabataan of Barangay Borabod, Daet,
Camarines Norte. In this study, researchers will be assessing the performance of the
Sanggunian Kabataan officials in terms of their duties and responsibilities as
mandated by the local government code which can help them realize and be aware
about their level of performance and determine the things they lack and must improve
as well. Through this assessment, the study will be able to emphasize which part of
the performance the Sangguniang Kabataan should focus on more and which part
needs improvement as well as to understand how well they execute their respective
obligations. This can also serve as guide for the future SK officials that would be
elected in the next terms. It will be a driving force for the youth to do their best and be
deserving of the positions they are in or they will enter and with this kind of research,
it will help enhance the involvement of youth when it comes to local governance. This
will serve as a way Sangguniang Kabataan members recognize their role in the
progress of their barangays being able to contribute in facilitating the youth and
taking part in initiating programs to promulgate resolutions to carry out the objectives
by the applicable provisions of the code.

Scientific/Theoretical Background to the Study

“The youth is the hope of the nation”. This truism is been as old as its real
source, Gat. Jose P. Rizal, but is still surviving up to the present. However, due to the
high-speed changes of the world brought by modernization and liberalization, a lot of
people are now in doubt if they would still hang on to what Rizal used to believe
before. The modern era has conveyed a lot of changes that really affects even the
young cohort (Malaluan, 2013). Sangguniang Kabataan is an organization, whose
purpose is to pass resolutions that will allow the organization to carry out its mission
determining the community's youth's goals in accordance with provisions of the Local
Government Code.

According to Section 2 of Republic Act No. 10742, the state recognizes the
vital role of the youth in nation-building .and thus, promotes and protects their
physical, moral, spiritual, intellectual and social well-being, inculcates in them

patriotism, nationalism and other desirable values, and encourages their involvement
in public and civic affairs. Furthermore, the Senate Bill 1088 law instituted reforms
which insured effective participation among young Filipinos, namely: the inclusion of
an anti-political dynasty provision, the allotment of 10% of the general fund of the
barangay for projects initiated and implemented by the SK, the establishment of Local
Youth Development Councils (LYDCs) for the successful planning and execution of
projects and programs of the SK, and the imposition of mandatory and continuing
training programs for SK officials, among others.

The problem has been developed with the question as to how we could know
if the Sangguniang Kabataan are performing their duties as mandated by the Local
Government Code. Admittedly, the study reveals generally low levels of participation
in the SK among young Filipinos. Respondents may not perceive the SK as a
meaningful venue for participation. However, by retaining the SK system but with
some changes, the youth’s message is clear: they need and want to be involved in the
local development process (Balanon, et al, 2007). As a researcher, the main purpose
of the study is to provide recommendation for the Sangguniang Kabataan to improve
based on their performance assessment. In addition, this paper aims to provide
encouragement and motivation to all youths and people in the community regarding
local governance.

Knowledge Gap to be Filled

Nowadays, people are starting to doubt the capabilities of the youth as the
“hope of the nation” due to modernization and liberalization. Few are trying to
attempt to make people realize the significance of youth involvement in local
governance. And in this recent time, the trust and confidence given to this
organization seemed to decline because of various issues thrown to them. Issues of
inefficiency, ineffectiveness, abuse, and worse, corruption are the queries on the mind
of the public (Malaluan, 2013). Through this research study, researchers are hoping
to generate full information about the perception of the respondents towards the
performance of SK officials by assessing their efficiency and effectivity with regards
to the Local Government Code of the Philippines. This also aims to enhance and
make them realize the importance of youth participation in local governance.
Moreover, this study also aims to present a number of recommendations through an
action plan that will be gathered from the respondents as well. This action plan that
will be presented can be considered by the SK officials and the barangay to improve
and enhance their performance and deficiency. Along with this, further studies may be
conducted up to this study to strengthen whatever will be the results and further
explore or improve on other related variables which were not covered or tackled on
this study.

Main Research Question

This study aims to assess the performance of the Sangguniang Kabataan in

Barangay Borabod, Daet, Camarines Norte with regards to Local Government Code.

Its specifically aims to answer the following objectives:
1. Determine the demographic profile of the respondents in terms of:

a. age:
b. sex;
c. educational attainment; and,
d. occupation;

2. Awareness of the respondents regarding the mandated duties and

responsibilities of Sangguniang Kabataan;

3. Assess the performance of the SK officials with regards to mandated duties

and responsibilities of Sangguniang Kabataan; and,

4. Propose an action plan to improve the performance of the Sangguniang

Kabataan officials.

Research Design, Methods and Materials

This study will use the quantitative design and descriptive research method
that will help the researchers in interpreting the data that focuses on performance
assessment of the SK officials. The respondents of this study will be the selected
youths of Barangay Borabod who are already eligible to vote in the Sangguniang
Kabataan positions aging from 15 to 21 years of age. The sample size will be
determined using the Slovin’s formula and random sampling method and the
researchers will collect data using an online validated questionnaire for easy data
tabulation. The researcher likewise will conduct interviews to some employees to
ascertain information pertaining to their responses in the questionnaire.

The desired data that will be gathered by the researchers will be organized and
presented using statistical tools. In terms of the profile of the respondents, frequency
and percentage will be used, while in the interpretation of the performance of the
Sangguniang Kabataan, the weighted mean will be applied to present clear results.
