Introduction
The Interregional Interchange Guide (‘Guide’) details the interchange reimbursement fees that are
available to Visa Inc. issuers and acquirers globally. This Guide is a Visa Inc. official publication outlining
interchange reimbursement fee programs and rates applicable to Visa clients and supersedes any other
interchange related documents or representations.
Unless otherwise noted, all rates described in this Guide apply to interregional transactions.
Interregional transactions are those originating at merchants acquired by clients in one Visa Inc. region
on Visa cards issued by clients in another Visa Inc. region; some other specific scenarios might exist and
these will be listed in this guide as needed.
Important: For sake of simplicity in this document, including Original Credits, Account Funding, and
Cash Disbursement Fees client-to-client fees might be referred to as an interchange reimbursement fee
To qualify for a specific rate, the transaction must comply with all interchange reimbursement fee
program qualifications and processing requirements in effect on the transaction date as specified in this
Guide, in the applicable Visa Core Rules and Visa Product and Service Rules, and the appropriate
VisaNet Technical Specifications.
It is the responsibility of the Acquirer to accurately apply the applicable rates and to ensure accuracy of
Interchange Reimbursement Fee Program information associated with each transaction processed by
the Acquirer. In the event that any merchant’s transactions have not been assigned the applicable rate
pursuant to this Guide, the rate which was applied to the transaction shall, only for the purposes of
assessing Visa’s responsibility for such transaction, be deemed to be the applicable and appropriate
rate.

Purpose
This document is to provide the information on the various interchange reimbursement fee programs for
interregional transactions and the various edit criteria that is required for each of the fee programs included in
this guide.
Audience
The guide is intended for Visa Inc. customer’s business, technical and operations staff.

version of the Interregional Interchange Guide completely replaces all previous versions.
Summary of Changes
1 Interchange Processing
Interchange Reimbursement Fees (IRF) are transfer fees between issuers and acquirers used to
maximize the growth of the payment network for the benefit of all participants. Generally, the
acquirer reimburses the issuer for purchases transactions whereas the issuer reimburses the acquirer
for cash and ATM transactions.
Important: For sake of simplicity in this document, all interregional transactions, including
Original Credits, Account Funding, and Cash Disbursement Fees which have a fee passing
between clients will be referred to as an interchange reimbursement fee
Acquirers independently set their respective charges for their merchant customers through individual
agreements with each merchant, based on considerations they deem appropriate.
This section explains how interchange reimbursement fee assessment is determined and how fees flow
between clients.

Interchange Fee Schedules define the order in which interchange reimbursement fee (IRF) programs
are assessed. The different transaction types (i.e. purchases, ATM withdrawals, etc.) are grouped
according to their business purpose, for interregional transactions Visa uses the following categories:
POS (point-of-sale) U.S. Debit Regulated
POS (point-of-sale)
Cash Disbursements
Original Credit
Interlink
For the purpose of this guide, the term “program” is used to define the set of transaction
characteristics that a transaction must meet to be qualified for an interchange reimbursement fee
category. Qualification for a specific program typically correlates directly to the rate available for that
program. However, in certain circumstances, several programs can be used to qualify transactions for
a particular rate.
Fee Rate
Rates can be either a unit rate, a percentage rate or a combination of both. When the rate is a unit
rate, this guide shows the currency code [e.g., USD (840) for the rate]. When it is percentage rate, this
guide will have percentage (%) mark next to the rate.
VCR is a liability- based dispute resolution process leveraging original transaction data and Visa
Resolve Online (VROL). Please note that the interchange and/or client-to-client fee amount applied
to each VCR dispute transaction will be the same amount assessed to the original transaction when
the full transaction amount is disputed. On partially disputed amounts, the interchange or client-to-
client fee amount applied will be proportionally adjusted to the amount being disputed.
Fee Descriptor
Fee descriptors correspond to each interchange reimbursement fee program in each settlement
service and appear in the Visa Settlement Service (VSS) reports for fee reconciliation. (VSS130, VSS
130M & VSS135). The fee descriptors provide fee level volumes on daily, monthly and month-to-date
reimbursement fee reports.
MVV is a unique 10-character alphanumeric identifier assigned by Visa to merchants for a variety of
processing purposes. MVV is used by Visa to determine a merchant’s eligibility for specific
interchange reimbursement fee programs. Acquirers with merchants that are eligible for participation
in such programs are assigned a unique MVV by Visa. The first six positions of the MVV are assigned
to participating merchants by Visa. The last four positions can be defined in conjunction with the
Acquirer and/or merchant.
A three-character alphanumeric value that identifies the interchange reimbursement fee program
applied to each transaction. The FPI values are determined by Visa during normal processing for V.I.P.
and BASE II clearing transactions. FPI assists acquirers in reconciliation of fees, at a transaction level.
Note: FPI processing is currently available in specific jurisdictions for specific interchange programs.
When applicable, the FPI value will be listed along with the fee descriptor and rate for each
interregional fee program documented in this guide.
Product
Products are defined by announced Account Funding Source (AFS) and Product ID (PID) combination
Availability of Products might be different in each jurisdiction (Region or country). Please contact your
Visa Sales Representative for a list of available Products in each market.
AFS represents the default funding source for the card. Valid AFS values are:
C (Credit) - Identifies any card that may be used repeatedly to borrow money or buy products and
services on credit.
H (Charge) - Identifies a card used for making payments where the balance must be paid in full
when the statement is received.
D (Debit) - Identifies a card which allows customers to access their funds immediately,
electronically. Unlike a credit card, a debit card does not have any float balance.
R (Deferred Debit) - Describes a funding source where after a purchase is made, the transaction
merely places an authorization hold on the customer's account; funds are not actually withdrawn
until the transaction is reconciled and hard-posted to the customer's account, usually at the end of
the month.
P (Prepaid) - Identifies a card issued by a financial institution that is preloaded with funds. Instead
of buying with borrowed funds (through credit), purchases are made with funds that have already
been paid.
One-character field used to differentiate whether a prepaid account range is ‘Reloadable’ or ‘Non-
Reloadable’. Available values are:
R (Reloadable) - Identifies prepaid cards that can have funds added to them after the cards have
been issued.
N (Non-Reloadable) - Identifies prepaid cards that cannot have funds added to them after the
cards have been issued.
Product ID (PID)
PID it is the main product attribute. It is defined at the account range or card level (for Account Level
Processing (ALP) enabled products). The Product ID uniquely identifies payment products brand,
platform, etc. within VisaNet (i.e.: Visa brand, Consumer platform). PID is also used to drive unique
processing, billing, interchange and other processing.
Below are the main steps followed to determine which interchange program will be used to assess
interchange reimbursement fee (IRF) to a transaction.
Note: It should be noted the same process and edit rules are followed irrespective of how the
transaction enters VisaNet, i.e. via BASE II and VIP format.

Once the above steps are completed, VisaNet checks the transaction elements against the edits for the
first fee program within the applicable fee schedule; if the transaction does not meet the edit criteria of
the first program, it moves to the next one until a match is found.
Assessed interchange totals, by business mode and fee descriptors, are listed in the VSS-130 and VSS-
130M Reimbursement Fee Reports. The interchange reimbursement fee flow is listed in the following
table

Interregional FPI values provide fee program information for purchase, ATM and credit voucher
transactions.
FPI processing provides POS acquirers with a tool to determine, in a timely manner, the qualifying
interchange reimbursement fee program assigned to original interregional transactions that are
been submitted for settlement. FPIs also assist acquirers in the reconciliation of interchange
reimbursement fees at transaction level.
The FPI value will identify which interregional interchange reimbursement fee program was applied
to each original transaction. The final assessed FPI values will always be assigned by Visa based on
program qualification criteria
FPI values and processing rules do not apply to manual cash disbursement transactions
FPI processing, for interregional transactions, is currently available for clients in U.S.,
Canada, A.P., LAC and CEMEA region.
When applicable Visa will apply FPI processing in V.I.P. full financial purchase and merchandise return
messages. V.I.P. Full financial issuers must test with Visa to receive Field 63.19 in request messages.
V.I.P. Full Service acquirers must test with Visa to receive Field 63.19 in response messages.
For original transactions, acquirers should not submit Field 63.19 for interregional transactions.
V.I.P. Full Service issuers will receive Field 63.19 and the FPI value that corresponds to the
interregional fee program assessed by Visa. V.I.P. Full Service acquirers will also receive the FPI value
assessed by Visa in the V.I.P. response message.
V.I.P. Full service acquirers and issuers in U.S. and Canada region receive the interregional FPI (Field
63.19) assessed by Visa in V.I.P. full financial purchase and merchandise return messages
V.I.P. Full service issuers in AP, CEMEA, and LAC regions receive the interregional FPI (Field 63.19)
assessed by Visa in:
- V.I.P. full financial purchase and merchandise return messages if the acquirer is from U.S. or
Canada Regions.
- V.I.P. 0220 Online deferred clearing advices.
Assessed interregional FPI values for original transactions can be found in SMS Raw Data records and
SMS Transaction Detail Reports as per Table 1–14 and Table 1–15

Visa will apply FPI processing in BASE II purchase and credit voucher transactions. BASE II acquirers
and issuers, in applicable jurisdictions, will submit and receive FPI values in the BASE II Draft Data,
TCR 1 record.
For original transactions, BASE II acquirers can optionally submit an FPI value. If the submitted FPI
value is non-alphanumeric, the Edit Package will reject transactions with existing reject code V1027
(Fee Program Indicator must be three alphanumeric characters: spaces, 0–9, A–Z). If the acquirer
submits an FPI value other than the defined values, BASE II will return the transaction with existing
reason code S19 (Fee Program Indicator does not match previous transaction or the submitted Fee
Program Indicator is invalid). Acquirers that choose not to submit an FPI value must leave the field
blank to prevent reject conditions or receiving reclassification advices.
Visa will compare the FPI value that corresponds to the assessed fee program with the submitted FPI
value, when present. If the FPI values are the same, the submitted FPI value will be forwarded to the
issuer. If the FPI value is not present, Visa will populate the FPI value and deliver the transaction to
the issuer. If the acquirer submits an FPI value that does not correspond to the FPI value assessed on
the transaction, BASE II will return or reclassify the original transaction with existing reason code BA1
(The transaction did not qualify for the submitted fee program). For reclassifications, the acquirer will
receive the BASE II TC 04 that will include the submitted FPI, assessed FPI, and FPI reclassification
reason as shown in Table 1-17
BASE II issuers will receive the FPI value that will correspond to the interregional fee program assessed
by Visa.

For reclassifications, Visa will modify the FPI value in the Draft Data TCR 1 to reflect the FPI delivered
to the issuer with the modified FPI value representing the assessed fee program.
Acquirers will receive the existing BASE II TC 04—Reclassification Advice, TCR 9 record includes the
submitted FPI, assessed FPI, and FPI reclassification reason. If Acquirers choose not to submit FPIs on
original transactions, then the FPI field must be blank in order to prevent the unnecessary generation
of TC 04 advices.

The Interchange Fee Amount field provides the calculated interchange reimbursement fee amount in
each transaction to assist in the reconciliation process at the transaction level.
BASE II uses existing fields in Draft Data record formats to carry the interchange reimbursement fee

As participation criteria for certain interregional Interchange Reimbursement Fee programs, Visa uses
a Merchant Verification Value (MVV). MVV is a 10-characther alphanumeric value used by Visa to
determine a merchant’s eligibility for specific interchange reimbursement fee programs. Acquirers
with merchants that are eligible for participation in such programs are assigned a unique MVV by Visa.
The first six positions of the MVV are assigned to participating merchants by Visa. The last four
positions can be defined in conjunction with the Acquirer and/or merchant.
The MVV must be submitted in eligible V.I.P full financial and BASE II transactions to qualify for
particular MVV-based interchange reimbursement fee programs. In addition, Acquirers of merchants
that are assigned an MVV are required to submit clearing transactions from registered acquiring
identifiers.

The fee descriptor and rate applies to transactions from regulated debit and prepaid card ranges.
The regulated debit fee rate includes the 0.01 USD fraud prevention interchange adjustment for
certified issuers. Issuers who have not certified their compliance with the interim fraud prevention
standards will be subject to a manual adjustment process to ensure that the fees received on
regulated transactions are not greater than the Federal Reserve regulated cap of 0.05% + 0.21 USD.
Visa Partner Program (VPP) is a customized Merchant Verification Value (MVV) based-program
available to acquirers with merchants that have established formal partnership agreements with Visa.
A valid merchant verification value (MVV) will be assigned for merchants that meet certain eligibility
requirements. VPP program requirements are unique for each participating merchant. Visa will
inform the Acquirer of each eligible merchant of the specific program requirements for each
agreement.
The assigned MVV must be submitted in all eligible clearing transactions to receive VPP merchant-
specific interchange reimbursement fees.
Currently, only qualified interregional Visa and Interlink transactions between Puerto Rico and
the U.S. are eligible for the VPP program. Interregional transactions will be eligible for VPP
interchange reimbursement fees depending on a number of factors that may include:
• Eligible card and product types
• Transaction amount limits
• Required fee edit criteria
Visa will inform the Acquirer of each eligible merchant of the specific program requirements for each
agreement including eligible card and product types.

Mobile Push Payment is a mobile-based service, available in certain markets in AP and CEMEA regions,
that connects mobile-accessible accounts to each other. It enables cardholders to access their money
or complete a transaction at any Visa merchant using a mobile device, overcoming the lack of access
to physical bank branches and point-of-sale devices.
Mobile Push Payment service is currently available only in selected countries in E.U., A.P. and
CEMEA regions. Please contact your Visa Sales Representative for a list of markets where Mobile
Push Payment is available.
NOTE
While mobile push payment transactions have been formally announced in selected countries in EU,
AP and CEMEA regions, acquirers with merchants in all regions must be able to support
interregional fee processing for these transactions as the service is expanded to additional markets.
