Abstract
The manual system of calculating payment is very time consuming and assign course redundantly. It
takes more resources and time to calculate the payment .To overcome all these problems, we propose
to make an automated system. The system will take various inputs like details of course, employee and
position. Depending upon these inputs, it will generate a possible agreement, making optimal utilization
of all resources in a way that will best suit any of constraints or rules.

So our aim is to develop a general-purpose automated system which can effectively generate automatic
extension load and payment system when given with several input constraints.

1. INTRODUCTION
Injibara University, which is in progress of growth, one of the famous and the second millinium
universities in Ethiopia. Currently it has only one campus and it has six colleges

of colleges of Natural and computational science, colleges of Economics and Business, colleges of
Agriculture,colleges of social science and humanity and colleges of health science. And also in continous
and distance education program.

Furthermore, acceptance to the program depends on the availability of space in the department of
interest. Admissions to all Continuing Education Programs are determined by the Admissions and
Enrolment Committee (AEC) of the University Senate [1], which uses the same or similar criteria as used
in the regular program. This campus apply extension program in:

 Health science collage


 Natural and computational science college
 Colleges of Economics and Business
 Colleges of Agriculture and
 Colleges of social science and humanity
 The payment system for distance and continuous program is pay prices to lecturer.the
price that is depend on the credit hour of that course. It is done by a complex calculation
method.
1.1 ORGANIZATIONAL BACHGROUND
Ethiopia opted to expand higher education, on the premise that Education is a weapon to eradicate
poverty. In recognition to this fundamental principle, 11 new universities have been established in the
second Growth and Transformation Plan (GTP II) in which Injibara University is one of the 11 universities.
The Cornerstone of Injibara University was laid down on February 8, 2015 in the presence of his
Excellency, Ato Demeke Mekonnen, Deputy Prime Minister of the Federal Democratic republic of
Ethiopia. The second growth and transformation plan is planned to be executed from 2008-2012 E.C.
Injibara University is situated in Awi Zone which is one of 10 Zones in the Amhara National Regional
state of Ethiopia. Awizone is bordered on the west by Benishangul-Gumuz Region, on the north by North
Gondar Zone and on the east by West Gojjam. The administrative Centre of Awi is Injibara; other towns
include Chagni, and Dangila. The name of the university has been picked from the name of the
administrative town center. Awi have traditionally practiced a land-management system which is well
adapted to the local ecology, which enable them to sustain the fertility of the soil and minimize erosion;
this area is recognized as one of the most productive area in the Amhara regional state. Injibara
University intends to produce competent graduates which can respond to resilient green economy
Initiatives of the Government of Ethiopia and beyond.

1.2. Background of the project


Extension program is necessary, when the student cannot provide an EHEECE r esult above the passing
Mark for entrance to higher education, which is decided by the Ministry of Education each year [1]. And
also the lecturer gets sufficient payment from distance and continuous program depend on their
course credit hour, status and position. Before now has a developed system in CDE in IU but not
include payment management system.

2. Statement of the problem


The payment system for lectures in distance and continuous program has many problems. The system
is very complex and difficult.

The problems are:

 It takes more resources and time to calculate the payment because of complexity of
calculation method for each employee and to fill agreement form.
 Less secure, unauthorized user easily access and update excel application.
 Users (lectures) may not get their information correctly at the required time.
 It has data or information redundancy because of the department head not fill correctly
agreement form.
 Employee update student number above the existing number that effects on the group and
sections. If the number of student greater than 40 then the lab group divide into two and
more.
 The employee capture redundant course.
 Incorrectly fill rate per rank to get excess payment, because of this directly affect cost.
 Register invalid course code that are not exist in the department.
 It takes more employees to check the instructor or user agreement form correctly.

3. Objectives of the project


Objectives of the project are listed below.

3.1 General objective


The objective of this project is to develop web based distance and continous payment management
system.

3.2 Specific objective


To achieve the general objectives of the project, the proposed system consists of the following specific
objectives:

 To create a database that used to store employee with their attribute, course, assigned
cours, department, section, agreement information, college, position payment.
 To add employee easily to access on the system.
 To secure more by using encryption mechanism like encryption and make the data &
communication secure.
 To add automatic agreement and position payment report generation feature.
 To provide users with an update feature and enable them correct errors they may make.
 To develop a view feature and let the users retrieve data easily.
 To calculate payment easily without error.
4. Methodology

4.1 Data collection methodology


Data collection is the major activity to analyze the current system or to get

information about existing system and to develop the new or proposed system. Data for
developing the new system obtained from different sources.

Such as from system users, from documents used in the agency office and from manuals. In our
technical project writing proposal use data collection methodology those are interviews,
document analysis and observation.

4.1 Analysis and design


4.2.1 Analysis methodology
The analysis methodology is the development process of web based payment management
system will be technically acceptable to the distance and continuing education office since the
system can develop by using simple programming languages available software technology like
html, JavaScript, MySQL, php, and also upgrade after developed. These languages are simple,
open source and already known.

4.2.2 Design methodology


Design methodology is mainly concerned with issues like whether the system will be used if its
Developed and implemented [2] .The new system is operationally designed since the system
developed by simple languages and has better user interface, users can easily use the system

i.e. the system member or team can provide training and to new users. Operationally, the
systems give capable of producing quick and qualitative services to user.
4.3 Deployment tool
To develop a web based system, deployment tools are very important to select the correct
hardware, software and programming language. Some explanations of the hardware, software
and programming language to development tools to the system.

4.3.1 Hardware tools


The Followings are hardware tools for developing the system such as:

Computer and personal computer: used to write documentation and implementation.

 Processor Intel(R) core(TM)i3-4160 CPU @ 3.60 GHz


 RAM - 8 GB.
 Hard Drive - 120 GB or higher.

4.3.2 Software tools


The following are software tools for developing system such as:

 WAMP Server: manage servers setting. The reason of selecting WAMP server is they
are secure means they are not easily attack by virus when we compare to other
servers.
 Microsoft Visio 2007 and edraw max: used to draw different UML those are
necessary to

structure the system.

 Text editor: Notepad++, Notepad, codeLobster PHP edition.


 Operating System - Windows 7 and/or Window 10.
 Browser: internet explorer or Firefox baidu browse

 5. Scope of the project
The scope of this project is to develop an online payment system for distance and continuing

Education specifically on distance and continuous program. In which its system boundary
includes the functions;

 Registration of employee .
 View employee information.
 Update user information.
 Update payment rule.
 View information to users.
 Calculate the payment of each employee, payment rule.
 Online registration of schedule.
 Register courses information, module and assign course.
 Register Department, college and office.
 Print position payment information.

. 6. Significance of the project


The new payment management system is reliable, easy, fast and consistent and plays an important

role for the system workers and for the user.

The main Significance of this system as it is computerized web based system:

 Benefits of new system for organization:


 Reduce resources and time to calculate the payment
 Improve efficiency, effectiveness and security of the load and payment system.
 Reduce excess payment to employee.
 Reduce data redundancy and enhance data consistency.
 It will be keeping record load and payment information accurately, easy and fast accessing
information, reduce manpower, reduce cost and saving time.

Benefits of the new system for the individuals users:

 Authorize user easily retrieve data.


 Reduce incorrectly fill rate per rank to get excess payment.
 Authorize user easily change data, register and view.
 Instructor view assign course with their load easily.
 Easily calculate the payment system in short period of time without failure.
 Reduce incorrect load and payment calculation.
 Reduce time need and redundancy of information to calculate the payment.
