AGL 9.

Airfield ground lighting screens shall enable monitoring functionality only in position located at
the monitoring room of the new TWR equipment room. A different functionality requirement shall
be specified by AirNav.
AGL 10. Airfield ground lighting circuits to be controlled and monitored by these screens shall be the ones
specified by AirNav. Lights circuits to be integrated in the system shall be, at least, existing and
future runway, taxiways and platform tower lights.

2.10.9.8.4. OPERATIONAL REQUIREMENTS


This section includes operational requirements to be fulfilled by AGL screens.
AGL 11. Airfield ground lighting screens shall be touch screens.
AGL 12. Airfield ground lighting screens shall display lighting circuits over an airport map.
AGL 13. Airfield ground lighting screens shall have space enough to identify each lighting circuit and to
select and show status and lighting brightness.
AGL 14. Airfield ground lighting screens shall enable following functionalities: on, off, brightness and each
runway lighting configuration memories.
AGL 15. Airfield ground lighting screens shall enable each circuit monitoring using a color code.
AGL 16. Airfield ground lighting screens shall enable each circuit monitoring displaying warning and alerts.

2.10.9.8.5. Equipment Supply and Location


This section includes the number of equipment to be supplied and its location.
AGL 17. Minimum HMI to be supplied:
• 1 in AGL substation 1 (LS1).
• 1 in AGL substation 2 (LS2).
• 1 in GND CWP of the ATCT VCR.
• 1 in the backup position of the ATCT VCR.
• 1 in the main airport substation (UB5)
• 1 in the monitoring room of the equipment room.

2.10.9.9. NAVAIDS REMOTE CONTROL AND MONITORING SYSTEM, Maintenance Systems (RCMS,
RMMS)
This section describes the requirements to be met by the navaids RCMS (Remote Control and Monitoring
System) and RMMS (Remote Maintenance and Monitoring System) to be supplied.
One ILS system (ILS/GP+DME; ILS/LOC) and one DVOR/DME system will be installed at Dhoho Airport.
Requirements and specification will be shown using a three letter code (NAV) and a number.
RCMS and RMMS must fulfil the requirements set in next section in order to enable air traffic control service
provision and CNS/ATM service provision. This system design will be based on state-of-art technology and shall
meet current rules, standards and requirements specifications within the air navigation system and also the future
ones by slight system modifications.

2.10.9.9.1. RCMS AND RMMS


RCSU and RMMS provide status information, control and maintenance functionalities with regard to navaids
installed and providing service in the airport. This information is used by the air traffic controllers to know the
status of these navaids and by maintenance staff.
It must be noted that RCMS and RMMS to be supplied shall include all the necessary elements, modules,
services and works to ensure TWR air traffic service provision and maintenance service.

2.10.9.9.2. RCMS and RMMS requirements


This section includes the requirements to be fulfilled by RCMS and RMMS.
NAV 1. RCMS shall provide VOR/DME and ILS/DME control and monitoring functionality.
NAV 2. RMMS shall provide VOR/DME and ILS/DME maintenance and monitoring functionality.
NAV 3. Status information shall be provided in all positions in the new TWR control cab and APP room.
NAV 4. Control and status information shall be provided in the equipment room.

NAV 5. Control, status and monitoring information shall be provided in the monitoring room of the
equipment room.
NAV 6. Control, status and monitoring information shall be delivered using airport fiber optic ring through
and exclusive LAN. In the case of the DVOR/DME, given its location outside of the airport
premises, a radio link, a 5G link, or the access to a public telecommunications network is
considered. Figure shows this architecture where switches will be media converters from UTP to
FO over Ethernet.

2.10.9.9.3. Equipment Supply and Location


This section includes the number of equipment to be supplied and its location.
NAV 7. Minimum equipment to be supplied shall be:
• 5 VOR/DME Remote Status Indicator Panel will be installed in the new TWR control cabin,
1 in each CWP.
• 5 ILS/DME Remote Status Indicator Panel will be installed in the new TWR control cabin, 1
in each CWP.
• 1 VOR/DME Remote Control and Monitoring System will be installed in the equipment room
of the new TWR.
• 1 ILS/DME Remote Control and Monitoring System will be installed in the equipment room
of the new TWR.
• 1 VOR/DME Remote Status Indicator Panel will be installed in the equipment room of the
new TWR.
• 1 ILS/DME Remote Status Indicator Panel will be installed in the equipment room of the new
TWR.
• 1 VOR/DME Remote Maintenance and Monitoring System will be installed in the monitoring
room of the new tower’s equipment room.
• 1 ILS/DME Remote Maintenance and Monitoring System will be installed in the monitoring
room of the new tower’s equipment room.
NAV 8. The contractor / manufacturer / supplier / installer shall provide only one RCMS, RMMS and
remote status indicator panel for both navaids manufacturer if possible. In this case, minimum
equipment to be supplied shall be:

• 5+1 future navaids Remote Status Indicator Panel will be installed in the new TWR control
cabin, 1 in each CWP.
• 1 future navaids Remote Status Indicator Panel will be installed in the new TWR APP
position.
• 1 navaids Remote Control and Monitoring System will be installed in the equipment room of
the new TWR.
• 1 navaids Remote Status Indicator Panel will be installed in the equipment room of the new
TWR.

2.10.9.10. ATC INFORMATION SYSTEM ATS MESSAGE HANDLING SYSTEM (AMHS)/AERONAUTICAL


INFORMATION SYSTEM (AIS)

2.10.9.10.1. AMHS
AMHS 1. The AMHS System will be the 6th generation ATS Message Handling System (AMHS/AFTN)
based on its predecessor AFTN and X.400 based systems.
AMHS 2. The current generation AMHS will Be designed using todays leading technologies such as AJAX
and Adobe Flex which are applied by the world’s leading companies (i.e. Google, Oracle, etc.). In
addition, storage is maintained in a searchable Oracle database ensuring integrity and reliability. The
System will be designed to also reduce maintenance efforts through its client/server architecture that
allows all updates to take place from a central location. This reduces the effort of installing software
updates and conducting maintenance at each site. It also ensures all system updates are only required
to be implemented one time and shall be reflected in the entire system.
AMHS 3. The AMHS System will provide our customers with a centralized system to manage all
communications and interfacing with internal and external systems. The system will be designed for
use for any size customer organization and can be implemented into any environment regardless of
throughput requirements-.
AMHS 4. The AMHS System will provide our customers with ICAO and EUR AMHS manual compliant
systems and improves the operational environment within the ANSP by providing built-in messaging
templates for all types of ATS messages including NOTAM, OPMET, FPL, and SVC messages. The
system design is based on a central switching system which is connected to all of the customer’s
equipment over TCP/IP in a LAN/WAN environment.
