Module This module develops holistic and responsive local government leaders in adapting to the changing demands of their roles, functions and
Description work environment through understanding of individual and organizational dynamics. It focuses on developing self-efficacy and identifying
leadership styles at organizational levels. 

This module is composed of special sessions embedded in various modules to: 1) prepare the participants in strengthening their personal
competencies and 2) foster a holistic organizational culture to become peak performing and adaptive local government leaders.

Learning Instill the value of self-efficacy and leadership at personal and organizational levels in light of their critical role as innovators and drivers of

Module Description: This module covers major and underlying concepts of development and its impact on Philippine society. Course
highlights include current development initiatives and reforms in the Philippines. Furthermore, this module covers
the structure, systems and characteristics of Philippine local governance, and highlights the planning system and
intergovernmental relations between the national and local government.

Title of Module Local Fiscal Administration for Economic Development

Module This module explains the significance, processes, and impact of local fiscal administration not just in delivering public services but
Description also in driving local economic development. It aims to develop the scholars’ skills in financial stewardship as local government leaders
through an understanding of processes involved in local finance and budgeting especially in the context of full devolution,
considering the implementation of the Supreme Court ruling on the Mandanas-Garcia petition. Ultimately, this module aims to
contribute in building up the economic capacity of local government units in order to develop a vibrant economy, ensure the
effective delivery of public services, and improve the quality of life for all.

Learning At the end of the module, the scholars are able to:

Course
Module Description This module discusses the concepts of strategic management and strategic foresight and relates these as practiced in the local government setting. It aims to
equip local government leaders to deliver desired results and to achieve operational efficiency and improved public service delivery to communities.

Title of the Module Designing Innovative Projects for Local Development


Module Description: This module enables the scholars to understand the nuances of development projects and acquire skills in
designing, implementing, and monitoring and evaluation of development projects. This will also include discussions
on the current trends and evolving demands in the public sector; and the design thinking process tailored to come-
up with innovative ideas to solve/address a particular problem in their LGUs.
At the end of the module, the scholars are expected to have designed an innovation project geared towards
improving the performance of functions and service delivery of their respective LGUs as they transition towards full
devolution.
Learning Outcomes ● Develop innovation projects driven by a deep understanding of the problem and solution space,
ever-changing/revolving wants and needs of citizens, and fulfilling commitments and expectations of improved
