This module is composed of special sessions embedded in various modules to: 1) prepare the participants in strengthening their personal
competencies and 2) foster a holistic organizational culture to become peak performing and adaptive local government leaders.

Module This module explains the significance, processes, and impact of local fiscal administration not just in delivering public services but

through an understanding of processes involved in local finance and budgeting especially in the context of full devolution,
considering the implementation of the Supreme Court ruling on the Mandanas-Garcia petition. Ultimately, this module aims to
contribute in building up the economic capacity of local government units in order to develop a vibrant economy, ensure the
