Kenya REDD+ Readiness Project

The Kenya REDD+ Readiness Project aims to establish mechanisms to help Kenya achieve its REDD+ goals of improving livelihoods, conserving biodiversity, contributing to 10% tree cover, and mitigating climate change. It will develop a national REDD+ strategy and investment plan, safeguards system, stakeholder engagement capacity, and technical support for forest monitoring and reference levels. The project will take a multi-stakeholder approach to involve national and county governments, civil society, private sector, and communities. Risks around marginalized communities and non-forestry sectors prioritizing REDD+ will be mitigated through representation and cross-sectoral coordination.

Kenya’s development vision

• Kenya Vision 2030, aims to achieve middle income status by the

year 2030.
• Medium Term Plan (III) (MTP 2018-2022) prioritize policies,
programmes and projects which generate broad based inclusive
economic growth, as well as faster job creation, reduction of
poverty and inequality, taking into account climate change
impacts, and meeting the Sustainable Development Goals (SDGs).
• Burden of extreme climatic events could cost Kenya’s economy an
annual loss of as much as 2% of the country’s Gross Domestic
Product (GDP).
Action on climate change
• As a Party to the United Nations Framework Convention on
Climate Change (UNFCCC), Kenya has taken bold measures to
secure the country’s development against the risks and impacts of
climate change.
• Major climate-change related strategies have been developed;
1. National Climate Change Response Strategy,
2. The National Climate Change Action Plan 2013-2017,
3. Green Economy Strategy and Implementation
All highlight forests as one priority area to move Kenya towards a
low-carbon, climate-resilient development pathway- ( Sustainable
development)
➢ Forest resources account for
3.5% of the country’s GDP,
➢ 3.47 million hectares (ha) of
forest and an additional 24.5
million ha of bush-land,
➢ Estimated 530,000 forest-
adjacent households derive
direct benefits from indigenous
closed canopy forests,
➢ Kenya loses about 12,000 ha of
forest each year through
deforestation,
➢ Elgeyo Marakwet ( ??)
Key drivers of forest degradation and deforestation
1. Pressure for agricultural land combined with high poverty
incidences,
2. Unsustainable utilization, contribute to degrade and can greatly
reduce carbon stocks,
3. Poor governance and institutional failures over the past decades,
4. Limited capacities by communities to develop and implement
management plans
THE APPROACH
1. Drivers of forest loss emanate from outside the forest sector and
there are few instruments in place to address these drivers in a
coherent and integrated manner.
2. Reducing Emissions from Deforestation and Forest Degradation
and fostering conservation, sustainable management of forests,
and enhancement of forest carbon stocks (REDD+) is a
mechanism agreed by parties under UNFCCC.
UNFCCC PROCESS

Principles and procedures

governing REDD+
implementation are
negotiated through the UN
Framework Convention on
Climate Change (UNFCCC

Stakeholders and partners
• Implementing partner: Ministry of Environment and Forest
• Project implementation will adopt a multi-stakeholder approach-
• Involve all stakeholders constituencies
• National and county Government
• Independent commissions
• Civil society
• Private sector
• Communities ( Community forests associations and marginalised communities)
• UN agencies and development partners in the forestry sector
Note: Stakeholders engagement map and engagement plan to be developed within
the first two months to guide project implementation.

Marginalised communities whose access to forests • This project is for national readiness, not
resources for their livelihoods and historical land implementation, and that the development of
rights claims had been constrained in the past may policies and measures for actual REDD+

with all relevant stakeholders.
• No physical displacements of forest peoples are
contemplated under this project and indeed,
forced evictions are prohibited.
• These communities have representatives that are
members of the interim task force for the
development of the project document.
• The National Land Commission and the Kenya
National commission on Human Rights as key
project partners will be involved in seeking
solutions to long standing conflicts through
dialogue and stakeholder platforms.
