Job Description
 Vacancy Announcement for National Personnel for the German International
Cooperation / Supporting Good Governance in Yemen – SGGY - (PN 21.2033.5-001.00)
implemented by the GIZ Office Sana’a

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in
Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development
(BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a
time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.
Yemen is one of the nexus and peace partner countries of the German development cooperation.
GIZ implements projects in the fields of water and sanitation, health, education, private sector,
and employment, as well as good governance, peace, and local administration. At the same time
we support measures to rehabilitate basic services for and enhance resilience of the local
population, including particularly vulnerable groups such as internally displaced people. Our
actions and decisions are guided by several core principles, the safety of our national colleagues
as well as their well-being belonging to the most important ones. 

With immediate effect the GIZ Office Sana’a invites applications from qualified Yemeni
nationals for the following position:

Responsibilities

The Project Coordinator is responsible for

 Independently managing the project implementation according to project goals as commission


by BMZ, team agreements, and in agreement with the project manager (AV) 
 Providing professional advice to partners, communicating with other development partners, and
cooperating with important stakeholders according to the Whole of Yemen approach
 Ensuring the quality of technical, administrative, and financial processes and documents in
compliance with GIZ rules and regulations
 Coordination of Output 2 Capacity Development of Local Authorities
 Innovation and knowledge management and communication of innovations to a broad target
group 
 Integrating results and experience into teamwork and the work of all relevant groups.
 Communication with the country office   

 Main Tasks  
                                                          
The Project Coordinator:

 is responsible for the orders and measures in the project that are assigned to him/her and for
managing all staff who report to him/her   
 leads staff in accordance with management principles and guidelines to promote a sense of
corporate identity, enable employees to carry out tasks independently and create scope for
developing creativity and innovation as well as ensure cost-effective services 
 is responsible for recruiting, selecting, grading, planning the assignment and professional
development of staff members who report to him/her in accordance with GIZ internal rules and
regulations (P+R) involving his/her supervisor
 carries out the annual staff assessment and development talk for staff members who report to
him/her
 as national coordinator and in times of absence of the project manager assumes responsibility for
the implementation measures necessary to achieve the outputs and overall objectives, including
for administrative and financial processes as per the given authorization letter  
 keeps the project management informed about all relevant matters regarding the day-to-day
management and implementation of the SGGY project in Yemen
 Contributes to the preparation and implementation of activities of the project as required and
provides technical backstopping to project staff (also in project offices in Hadramout and Ibb),
particularly with regards to output 2 Capacity Development of Local Authorities;    
 Participates in identifying needs for external support and advice of government, civil society,
and private sector actors
 Contributes to the coordination of outputs 1 Knowledge & Learning, and 3 Civil Society,  
 Visits partner organisations in accordance with the requirements of the project
 Advises partner organisations on project design, monitoring project progress, reviews reports
and documents concerning the progress of such projects, determines bottlenecks, and
recommends alternative courses of management action to the Project Manager
 Assists in defining terms of reference, job descriptions, selection, and supervision of contracted
third parties in carrying out project SGGY’s activities, including performance evaluation
 Develops and organises quality assurance and proposes necessary changes, improvements, and
initiatives
 Ensures that conflict sensibility, do no harm and the whole of Yemen approach is applied across
the project
 Supervises development and implementation of project plans and activities in close consultation
with counterparts, if relevant
 Deals with the design, preparation, and implementation of workshops, seminars, and other events
on issues related to the project’s area of activity
 Observes topics directly related to the project disseminated by the press, direct dialog, forum
participation, public hearings seminars, etc. 
 Ensures synergies and linkages between all project fields of interventions (outputs) as well as
with other GIZ projects and development partners
 Co-operates with and ensures regular contact with partners; carries out public relations work and
cooperation with local administration, relevant organisations, non-governmental actors and
persons within the projects’ environment as well as with other projects in order to maintain and
enhance good relationships
 Represents the project in meetings and any other events and pro-actively ensures visibility of
project achievements and results
 Communicates and channels local interests and efforts, forwards these and exchanges ideas and
information for the benefit of the project 
 Assists assigned national and international consultants and other experts contracted by SGGY
 Travels in the country and abroad in accordance with project requirements
 Coordinates and networks project activities at the implementation level
 Compiles information about project activities and ensures knowledge transfer
 Collects and prepares materials for presentations, success stories, factsheets, videos, and other
communication tools 
 Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and
procedures for his/her area of focus, particularly regarding output 2, local authorities
 Contributes to organizing stakeholder rounds and developing lessons learned and
recommendations regarding good local governance approaches (output 1, knowledge and
learning)
 Provides appropriate inputs to the various project reports/publications including annual reports;
contributes to other reports, presentations, and publications required by the project manager and
the GIZ Head Office, particularly output 2 Local Authorities; 
 Supports research, innovative approaches, and study activities on policy and other topics that
will benefit collaborative projects, particularly regarding output 2 Local Authorities 
 incorporates relevant experience into the sector network
 is responsible for project planning and implementation for output 2, develops respective
concepts and strategies, and ensures implementation also for other outputs
 coordinates and prioritizes relevant project activities at the local level in cooperation with the
partners (local authorities, int. development partners), both with regards to the organizational
preparation and implementation of the activities 
 manages and monitors the budgets of the various activities/projects in consultation with the
adviser responsible for the activity/project 
 Ensures monitoring and evaluation of project interventions in agreement with the project
manager and frequent reporting on results and impacts
 Ensures that project and financial reports are delivered timely to the project lead
 Contributes to the formulation of SGGY operational planning and facilitates synchronisation
between the planning and budgeting systems  
 Provides inputs for the annual budget preparation, ensures the smooth disbursement,
documentation, and quality of financial processes
 Support the financial planning, management, and the monitoring of the operational budget in
consultation with the adviser responsible for the contract and cooperation according to onsite
operations and KOMP and ensuring the cash disbursement 
 Carries out cash controls in compliance with GIZ internal rules and regulations (PuR) and
recommendations made by internal controls and audits are being implemented frequently 
 Manages and monitors the budget allocated to the different outputs with the funds available for
the various projects and measures
 Ensures a smooth running of the SGGY office in Sana’a as well as in the different governorates
(Hadramout, Ibb)
 In the absence of the project manager, takes appropriate measures to secure operations of the
project
 performs other duties and tasks at the request of management.
 As national team leader provides guidance and support to national personnel in coordination
with the respective advisers and communicates any issue to the project manager immediately  

Required qualifications, competences, and experience

 masters/MSc or doctorate in political sciences, sociology, development studies, peace- and


conflict studies, management or another area that is related to the project objectives and topic
 5-7 years professional experience, with at least 3 years professional experience in a comparable
position
 2-3 years working experience with sub-national administrations (e.g. in Hadramout, Ibb)    
 2-3 years working experience with GIZ highly desirable
 very good working knowledge of IT and digital applications (Ms teams, Ms Office, etc).
 communication, cooperation, and intercultural skills 
 Digital literacy
 Strong leadership skills
 fluent written and oral knowledge of Arabic and English language. Working knowledge of
German would be an asset.
 willingness to upskill as required by the tasks to be performed – corresponding measures are
agreed with management
