B. Executive Summary

The Municipality of Tagoloan, Misamis Oriental, is a coastal municipality in the province


of Misamis Oriental. The municipality has a land area of 117.73 square kilometers or 45.46
square miles which constitutes 3.76% of Misamis Oriental's total area. Its population as
determined by the 2020 Census was 80,319. This represented 8.39% of the total
population of Misamis Oriental province or 1.60% of the overall population of the
Northern Mindanao region. Based on these figures, the population density is computed at
682 inhabitants per square kilometer or 1,767 inhabitants per square mile.
The MDRRM Office of Tagoloan, Misamis Oriental, was established in 2018, as
stipulated in the RA 10121, which has a mandate to the establishment of LDRRMCOs in
the Municipality and BDRRMCs in the barangay. As a Forefront of the National DRRM
which executes the enhancement of resiliency of communities where a possible disaster
may take place and to strengthen institutional coping capacities and adaptive to climate
change. With our vision to establish a reliable, dependable rescue unit with modern
facilities that provide better service and establish a perfect environment where most
vulnerable sectors (women, children, families, and senior citizens, sick and disabled
persons) are safe, secured, and mitigate the impact of disaster thru effective management
and implementation of program s that gives the importance of people’s lives. With a
mission to perform any actions aimed at reducing the exposure and vulnerability of
elements at risk; preparing the residents to minimize the risk before, during, and after the
occurrence of hazards in their community; saving lives and preventing unnecessary loss of
lives and needless sufferings; ensuring the survival of people being affected by re-
establishing essential services; restoring and rehabilitating disaster-stricken area( s), and
bringing the population back to a normal and better life.
In the documented emergency runs, In January 2022, alone, The MDRRM Office in
the Municipality of Tagoloan, Misamis Oriental logs a total of 127 vehicular accident runs
in a month. Based on the problem being seen on each run, is the vehicle to be used in each
emergency. It is one of the big challenges being faced for the MDRRM office to suffice the
needs of each ambulatory patient. The Government Emergency Response Management
(GEM), provides us with all the insights into what we need to prepare, what equipment’s
to be used in each emergency and the protocol to be followed for us to have a smooth and
safe emergency response.

The steps that we carried out in the different challenges were very helpful as
this included borrowing other vehicles or ambulances especially if the emergency runs
involve multiple casualties. Second is the MDRRM Office hired 3 additional nurses to add
more force to the emergency management system. Lastly, it is to provide support to all
the constituents when it comes to ambulatory services they need. The goals and
objectives that we need to achieve are to provide the basic Pre-med hospital care to all
accidents and other medical needs of all our constituents. Also, the primary objective of
MDRRMO is to ensure effective and efficient implementation of civil protection programs
through an integrated, multi-sectoral, and community-based approach and strategies for
the protection and preservation of life, property, and environment.
The outcome of this plans briefly to value the importance of life in which
everyone has the right to live and has the right to be given care. The daily, weekly and
monthly tasks of the MDRRM Office of Tagoloan, Misamis Oriental involves very keen
methods since it involves caring for the sick, emergency medical help and vehicular
accidents.
Our services can be improved through training and simulation exercises that we requested
at our higher offices. Lastly, as we are aiming for the betterment and improvement of our
daily tasks in our office, the GEM program enables us to be more responsive and evaluate
all lacking points that our office needs to acquire.

C. Profile / Table of Organization


At present, The MDRRM Office of Tagoloan is currently located at Brgy. Poblacion,
Tagoloan, Misamis Oriental. Its current location gives us a very good zone to respond to since
it is located in the center of the Municipality and it strategically gives us an easier response in
going to places within our Municipality. Currently, the personnel were given a 5-days Standard
Basic First Aid and Basic Life Support Training last July 22- 26, 2019 as part of the Disaster
Preparedness. In the Disaster Response/Mitigation, a 3-day Community-Based Disaster
Preparedness and Response Training was provided to all Barangay DRRM last August 27-29,
2019. Also, a 2-day Basic High Angle Training was provided to all the USAR personnel last
October 24-25, 2019. With regards to Disaster Response and Mitigation, the MDRRMO
Personnel was given training in the Water Search and Rescue and Survival Techniques, which
was handled by the Philippine Coast Guard last February 24-28, 2020.

1.1 FUNCTIONAL STANDARD OPERATING PROCEDURES, (SOP)


PROTOCOL, AND GUIDELINES FOR DEPLOYMENT

The Standard Operating Procedure is made for different emergencies as well as


to respond to any Typhoon that might hit the Municipality of Tagoloan. This includes the
actions and response to the different agencies that have a coordinated, disciplined, and
timely response to the Tagoloan MDRRMO Responders in which it deals with pre-
established and pre-programmed channels prior to response to the different barangays
in the Municipality of Tagoloan, Misamis Oriental who is in need for particular
emergencies.

The above pictures shown are the copy of the Executive Order MGAS-052-2020,
Establishing the Local Risk and Reduction Management Operation Center, Operating
24/7, and the Designation of the LDRRM staff. Under Rule 6 of IRR RA 10121, it provides
that there is hereby created an LDRRMO in every province, city, and municipality under
the office of the Governor, City, or Municipal Mayor respectively. Below is the Resolution
being adopted by the Sangguniang Bayan of the Municipality of Tagoloan, Misamis
Oriental, regarding the use of the Functional Standard Operating Procedure for the top 5
hazards within the Municipality. It includes the communication plans for each hazard,
Protocols, and Guidelines for Deployment. It also has interoperability mechanisms to
show coordination systems and guidelines specifically when responding to any
emergencies brought by the top 5 hazards.

INSTITUTIONALIZING THE INCIDENT COMMAND SYSTEM

An Executive Order No. MGAS- 063 s.2020 was issued by the Local Government Unit of
Tagoloan Misamis Oriental, whereas this is to answer the need for emergency measures as may
be necessary before, during, and aftermath of man-made and natural calamities. It is given to
assess the established immediate priorities, determine the strategic goals relative to the
incidents, develop and or approve the guidelines for implementing the Incident Action Plans,
and develop an Incident Command Structure appropriating thereof. Also, it is established also
to assess the needs and placement of orders, replenishment of supplies, provisions of security
and logistics with coordination of all emergency activities, and ensuring adequate safety
measures are in place. Approving requests for additional resources, and ensuring incident
funding and expenditures.

1.2.4 Emergency/Disaster Response Manual and

Contingency Plans
Operations Manual issued to EMS Teams

This Operation Manual was issued to the EMS Teams assigned in the MDRRM
Office of Tagoloan Misamis Oriental. This provides guidance in the Pre-Hospital settings of
the different emergency calls received by the office. Apart from it, it provides details on
how to give proper care to a patient prior to ambulatory services. This operation manual is
also a big help by providing the EMS Teams with an opportunity to be effective thus the
purpose of this protocol is to assure safe and effective intervention during the pre-hospital
phase of patient care.

Contingency Plan for Typhoon

This Contingency Plan for Typhoon was used by the Local Government Unit of
Tagoloan, Misamis Oriental. This is to allow our Local Government Unit and our
community to return to its daily operations as quickly as possible after an unforeseen
event of a typhoon. This is made to protect our resources, minimize people’s
inconvenience and identify key staff, assigning specific responsibilities in the context of
the recovery. Below is the resolution created for the adoption and implementation of
the Contingency Plan for Typhoon for the Municipality of Tagoloan, Misamis Oriental.

This Contingency Plan for Flooding was used by the Local Government Unit of
Tagoloan, Misamis Oriental. This is to allow our Local Government Unit and our
community to return to its daily operations as quickly as possible after an unforeseen
event of flooding. This is made to protect our resources, minimize people’s
inconvenience and identify key staff, assigning specific responsibilities in the context of
the recovery. Below is the resolution created for the adoption and implementation of
the Contingency Plan for Flooding for the Municipality of Tagoloan, Misamis Oriental.

Contingency Plan for COVID-19 Pandemic


This Contingency Plan for COVID-19 was used by the Local Government Unit of
Tagoloan, Misamis Oriental. This is to allow our Local Government Unit and our
community to return to its daily operations as quickly as possible after an unforeseen
event of a lockdown. This is made to protect our resources, minimize people’s
inconvenience and identify key staff, assigning specific responsibilities in the context
of the recovery. Below is the resolution created for the adoption and implementation
of the Contingency Plan for Flooding for the Municipality of Tagoloan, Misamis
Oriental. As of today the draft of the CP for COVID-19 Pandemic is still for review by
our Incident Commander which is the Municipal Health Officer of the Local
Government Unit of Tagoloan Mis.Or. The draft Resolution for adoption and approval
was also submitted to the Sangguniang Bayan of Tagoloan for review and finalization.

1.2 Functional Support Systems

1.2.1 Communication and dispatch system


The communication and dispatch system was based on the Standard Operating
Procedures created for the different emergency runs received by the MDRRM Office of
Tagoloan, Misamis Oriental. It is needed to carry out disaster risk reduction programs
including the preparedness, mitigation, prevention, response and rehabilitation works,
from data collection analysis, planning, implementation, monitoring and evaluation. These
National Standards and SOP’s shall be developed alongside with NDRRMP. Also, along with
it is the communication system which is centralized through Municipal DRRM offices and
Barangay DRRM Offices, for purposes of warning and alerting the communities and for
gathering information on disaster areas before, during and after disasters. Below is the
sample detailed communication system from the Standard Operating Procedures for the
Top 5 Hazards in the Municipality.

1.2.2 Adequate Support facilities

A. Communication Flow is thoroughly followed by the dispatch monitoring


personnel of the MDRRM office. When an emergency call was successfully received
by the dispatch/monitoring team of the office, it will then be cascaded to the teams
(EMT, USAR, MOSAR,WASAR,Fire Brigade Teams) for proper dispatch to the AOR who
has an emergency. The hotline numbers were successfully posted in the different
areas (main roads, churches, markets, offices, stores, etc.) for easier access to call for
emergencies. Communication equipment is available and is all functional for
emergency use and dispatch to all the personnel. MDRRMO Rescue Vehicle,
MDRRMO Ambulance, and LGU Fire truck also have a base radio to be used for
communication. Handheld radios for communication are-0 also issued to
USAR/WASAR personnel for proper communication.

2.1 Hazards present within AOR and ability to respond according to mandate

Below are the hazard maps of the Tagoloan, Misamis Oriental. This hazards
presently shows threat to the entire municipality especially those who are situated in
the low-lying prone areas. The MDRRMO USAR / WASAR teams are always ready and
on standby status 24/7. Shown also below is the equipment’s for rescue who are also
ready to be used in any form of rescue operations.

2.2 Ability to respond outside AOR

The MDRRMO Tagoloan is presently drafting a Memorandum of Agreement for


the Municipal Disaster Risk Reduction and Management Office together with the City
Disaster Risk Reduction and Management Department, (Oro Rescue 911). In this manner,
the CDRRMD can be allowed to respond to the Municipality of Tagoloan in any form of
disaster as well as the MDRRMO Tagoloan to respond to Cagayan de Oro City. Whereas,
the PARTIES are mandated to provide protection of life and property against natural
calamities due to typhoons, floods, drought, giant waves, and the like, and to utilize
scientific knowledge and information as an effective instrument to ensure the safety,
well-being, economic security and improve the quality of life of all the people and the
environment. Also, both parties mutually agree to endeavor for the establishment of an
Assistance and Network Monitoring to address the need for a functional Early Warning
System (EWS) for flood/flashflood to alert both PARTIES of an imminent threat and
CDRRMD and MDRRMO have mutually signified its willingness to provide the necessary
assistance and share information, specifically stated under the specific obligations of the
PARTIES, for the effective implementation, operation and maintenance and conduct of
other activities to ensure the safety of the constituents. Below is the draft of the MOA
currently being submitted to Cagayan de Oro and the Resolution being adopted by the
Sangguniang Bayan of Tagoloan, Misamis Oriental. Signing as of the moment was put on
hold due to the election period.

This Transportations equipment are very useful in the Search and Rescue
Retrieval Operations of the LGU Tagoloan in which the MDRRMO USAR Team can use
this transportation equipment’s when there is an evacuation procedure from the
flood prone areas in the municipality. The trucks are being parked at the back portion
of the MDRRM Office and the drivers are on standby for emergency calls.

2.4.4 Mobilization of Volunteers

These volunteers shown above are activated during in an emergency situation, during
the Poblacion Lockdown due to COVID-19 last 2020, these volunteers helped a lot in
the manning the checkpoints being installed on the different zones in the whole
Barangay Poblacion area. Also, they provided their time and efforts for us to control
the spread of the coronavirus during the 24/7 Covid-19 lockdown operations. Last
December 16-17, 2021 all of the volunteers were also activated to take part in the
communication sector of the search and retrieval operation. They were very helpful
for us to locate the families/individuals being affected by the said typhoon.

The training provided by the BFP-SRF of Region X gave the USAR Teams of the
MDRRMO Tagoloan the needs in the high angle rope rescue training. This was

Oriental. All MDRRMO USAR Teams were given a chance to perform the high angle
rescue. The scenarios provided by the BFP-SRF was, there were individuals who passed
by the area and suddenly the brakes of the vehicle were damaged in which it resulted
to fell off the cliff. A distressed call was made and MDRRMO USAR Teams were
provided the information and immediately proceeded to the scene. It was a very
successful Rescue and Retrieval operation made by the MDRRMO USAR in which it was
closely monitored by the BFP-SRF Unit of Region X.

The Water Search and Rescue Training that was conducted last February 24-28, 2020
was a 5-day training who was conducted by the Philippine Coast Guard which was
entitled “Water Safety, Rescue and Survival Techniques”. The 5 days training which
was participated by the MDRRMO WASAR Teams gave everyone the information and
guidance in rescuing individuals who are possibly stranded or drowned whether in
Rivers or seas.

The MDRRMO Tagoloan, just recently conducted 1-day online seminar regarding
basic call handling and basic etiquettes in radio communication. This was held last March
24, 2022 held at the MDRRM Office of Tagoloan, Misamis Oriental. This is in preparation
of our radio operators to acquire Individual Radio License and to register all of our Radio
Communications equipment to the National Telecommunications Commission (NTC-
Region X.) Below are the MOV’s during our Online training last March 24, 2022 at the
MDRRMO Office who were attended by the MDRRMO Responders and Employees.

5.1 Regular Skills Audit and Evaluation


The MDRRMO Tagoloan is dedicated for its service as well as to commit with the
protection of life, properties and ecology and its dedication to reduce the risk and mitigate the
impacts of disaster that might hit the municipality. Apart from it, the yearly audit and evaluation
that was conducted by the DILG Region X. gives us enhancement skills to improve and prioritize
all 4 thematic areas for our community to be called as a disaster resilient community. Yearly, the
MDRRMO is participating in the SGLG reporting evaluation, Regular conduct of NSED by the OCD,
Gawad Kalasag Evaluation and this year we are participating in the Government Emergency
