Problem 1: Nabadiganta Industrial Township Multi-modal Interchange

(Themes: Transit Oriented Development, Traffic Management)

LOCATION AND CONTEXT


The area under study is located in the Nabadiganta Industrial Township Area (erstwhile Sector V of
Salt Lake) of Kolkata. It is a major IT hub of the city and attracts a high number of employees to the
area. Two new Metro Rail Stations have been proposed in the area that are currently under
construction. With the introduction of this new rapid transit system, NDIT area is set to experience a
boost in the number of its daily floating population. The area also has two government bus depots,
one private bus depot and one private bus parking area. The government bus depots are located back
to back near the proposed Sector V metro station. As part of the efforts to provide convenient last
mile connectivity to the metro rail users, alighting at Sector V metro rail station, two new modes have
been proposed, namely e-pods and public shared bicycles. The site for this design problem is the area
near the existing government bus depots and the proposed metro rail station.

DESIGN CHALLENGE
Site area: 29,900 sq.m.

The project has to be taken up in a Public Private Partnership model. The government owned site
(WBTC bus depot) will be redesigned with multiple facilities, in order to create saleable commercial
space along with all the existing functions. The private developer will transfer all but the commercial
space to the government. The commercial space will be the only source of revenue for the developer.
The aim is to maximise the area that the government entity will get back after the completion of the
project. Finance will be obtained from external sources. The architect should prepare a business plan
and evaluate the R.O.I. (Return on Investment) of the above project for a different mix of outright sale
or lease of the square footage. For any given loan amount refer the link to get the EMI estimate @

The design challenge is to propose a multi-modal interchange at the design site for the following
criteria:

1. Components of the design:


a. Multi-modal interchange
b. Multi-level commercial parking structure (600 Cars, 150 2-wheelers, required
circulation space)
c. Saleable commercial space (with 1 basement, parking of 90 cars and 125 2-
wheelers)
d. Saleable retail space including a food court (with 1 basement, parking of 90 cars and
125 2- wheelers)
e . Interchange management, WBTC bus depot and RTO administration structure (3500
sq.m.) and minimum parking space of 30 cars and 50 2-wheelers.
f. Open bus parking area of 10,500 sq.m. (100 busses) and circulation space of 4,200
sq.m.
g. Workshop space for bus depot (3500 sq.m. ground coverage)
h. Store space for bus depot: 500 sq.m.
i. Driver/conductor/staff area: 1300 sq.m.
j. RTO on ground operations (1500 sq.m. open ground space)
2. Modes served at the interchange node are metro rail, bus transit, taxi services (on-
demand, shared), shuttle services, e-pods, public shared bicycles and walk.

6. Selling/rent/lease price for built spaces:

c. A-grade commercial space (Lease): 10000/Sqft/5years
d. A-grade office space (Sale): 5000/Sqft *
e. A-grade office space (Rent): 180/Sqft/month
f. A-grade office space (Lease): 8000/Sqft/5years *
g. Earning from car parking: 25/lot/hour
h. Earning from 2-wheeler parking: 10/lot/hour
(* 10% increase in rates for finished space)
7. MLC Parking lot remains open from 8:00 am to 12:00 midnight.
8. The construction has to be planned phase-wise so that the operations are not hampered.
9. The location of the petrol filling station cannot be changed.
10. There should be no crossing of the pedestrian and bicyclist movement flow with the motorised
modes.
11. The final proposal must be integrated with the following traffic flow.
