1.0 LATAR BELAKANG PROJEK

1. The government of Malaysia intends to carry out the project for MENAIKTARAF LALUAN FT73 DARI PARIT KE SIPUTEH, DAERAH PERAK TENGAH,
PERAK DARUK RIDZUAN.
2. Currently the existing road FT73 carrying 2 lanes single carriageway with JKR R3 Standard
3. The implemented length for upgrading shall be approximately 3.4km from Parit town.
4. The proposed upgrading works from JKR R3 Standard to JKR R5 Standard shall result in providing smoother traffic flow, increase conformability
level and safety to road users.

2.0 OBJEKTIF PROJEK

Secara amnya objektif projek adalah seperti berikut


a) Mengurangkan kesesakan trafik Laluan FT23 di bandar Tangkak
b) Membina jaringan jalan baru sebagai laluan alternatif yang selesa dan selamat
c) Pemangkin kawasan pembangunan baru di barat Bandar Tangkak

3.0 PERNYATAAN MASALAH

1. The existing FT73 are narrow, curved and dangerous to other vehicles. Based on recorded accident data from Road Accident Management
System (RAMS) 2019 by Highway Planning Division indicates 9 accident cases in years 2017 to 2018.
2. The FT73 had experienced flooded in year 2014 and was closed to traffic. Road users diverted to North South Expressway as an alternative
route.

3. Part of FT73 shall be upgraded to JKR R5 Standard as new linkage by West Coast Expressway’s concessionaire connecting Siputeh to their
proposed Kinta West Interchange and then directly to Changkat Keruing.

3.1 JUSTIFIKASI PROJEK


1. Improve the comfortability and safety to road users via road upgrading and realignment.
2. Upgrading road standard and requirements to conform to JKR R5 Standard.
3. Connecting existing road from Parit to newly proposed West Coast Expressway linkage to Siputeh and to cater increase of future traffic
volume by the new linkage.
4. Impetus for new industry and residential developments thus shall generate economy activities which shall benefits road users and
surrounding communities.
5. Improve and make better existing drainage system at the low land area.
6. As an alternative route linkage Lumut – Kuala Kangsar – Taiping to Ipoh.

4.0 CADANGAN SKOP PROJEK

Skop kerja bagi cadangan pembangunan projek adalah seperti berikut:


a) Membina jajaran jalan baru (Jalan Pintas) 2 lorong 2 hala yang berpiawaian JKR R3 dengan anggaran jarak laluan 14km dari Bandar Baru Tangkak
(Ch45000.000) melalui Jalan Sialang (Kg Kemuning – Sialang Dalam, Kg Sri Makmur ke Anjung Batu seterusnya ke Lebuhraya Utara Selatan E2
(CH59600.000) dan tamat di Kawasan Perindustrian Tangkak
b) Membina 4 buah jambatan baru melintasi Sg Paya Mas, Sg Tanjung Labuh (hulu), Sg Tanjung Labuh dan Sg Tangkak
c) Membina 1 buah jejambat melintasi Lebuhraya Utara Selatan E2
d) Membina 4 buah persimpangan utama termasuk 2 persimpangan berlampu isyarat
e) Pemasangan lampu jalan di semua persimpangan dan jambatan
f) Pengambilan Balik Tanah

h) Design and construction of upgrading of existing road FT73 from two (2) lanes single carriageway to four (4) lanes dual carriageway to JKR
Standard R5 for an approximately 3.4km length from Parit to the new proposed West Coast Expressway’s junction
i) Design and construction of new/replace/rehabilitation/widening of bridges, box culverts and footbridges
j) Design and construction of intersections following traffic study and recommendation by qualified traffic consultant
k) Design and construction of U-turns where required
l) Provision of signalised pedestrian crossing push button system, overhead pedestrian bridges and sidewalks at school area and other area where
necessary and appropriate as deemed by Government
m) Demolition of existing bus stops, design and construction of new bus stops and bus lay-by as per local authority’s requirements.
n) Carry out data collection such as land survey works, utilities mapping works and soil investigation works
o) Carry out utilities protection and relocation works
p) Site clearing, earthworks, drainage and geotechnical works

5.0 ROAD DESIGN PROPOSAL

5.1 Project Site

1. The project site located nearly to Parit town.


2. The project begins from the signalised intersection near Parit Clock Tower and runs along FT73 towards Siputeh.
3. The section of the project terminates after the Taman Seri Ara to Ladang Glenealy where it shall be connected to the new junction of FT73-WCE.
4. The proposed length of upgrading is about 3.4km and consists of 1 major intersection to Jalan Parit-Seri Iskandar.

5.2 Site Assessment and Findings


1. Currently FT73 carries 2 lanes single carriageway.
2. The road linking Siputeh to Batu Hampar through town of Parit and also crossing Sg Perak near Tanjong Belanja.
3. It passes several papulation areas such as town, kampongs and estates quarters areas.
4. The section for the project development begins from signalised intersection near PArit Clock Tower and runs to Siputeh.

5. The development section shall terminate approximately 3.4km away which is after the Taman Seri Ara/Ladang Glenealy before it connecting to
junction of WCE’s Changkat Keuing – Siputeh link.
6. The termination junction at end chainage however shall be developed as part of WCE package.
7. The existing FT73 was constructed to JKR R3 Standard where geometrically follows the lower operating speed of 50km/hr – 60km/hr.
8. Most of the curves applied a minimum radius of average 100m radius.

9. The existing profiles of FT73 within the proposed 3.4km of the development section running through undulating terrain with level different varies
from 22.0m to 41.0m.
10. The highest ground level is about 68m located at the Kampung Batu 7 while the lowest is about 16.0m – 17.0m being invert levels pond areas
apposite the junction to Jalan Parit-Seri Iskandar.
11. Approaching to town of Parit, the road passes numbers of public attraction center such as schools; SK Iskandar Shah and SMK Iskandar Shah and
Mahkamah Majistret Parit. At this area, a sidewalk had been provided for pedestrians to use.

12. Opposite of above area, there is a row of houses and workshop aligned to the road and a Sg Parit behind it. This has created a kerbed land
between existing FT73 and the Sg Parit.
13. The road also passes a few sensitive squares such as surau and cemetery areas. Those areas are located close to the road reserves.

14. Along the proposed development section, there are 2 nos of T-junction which are to schools area located approximately 375m from town of Parit
and junction to Seri Iskandar located about 1.15km away from the same town of Parit.
15. The junction was currently minimal at design with a provision of right turn lane only on the FT73.

5.3 Proposed Traffic Dispersal Scheme


1. The main scope of project shall emphasis in upgrading of the current FT73 from town of Parit to Ladang Glenealy before it connected to WCE’s
junction.
2. The length of upgrading woks measured approximately 3.4km. However the final total length of upgrading works shall be finalised later when the
coordination of design integrated between these two projects.
3. There are a total of 2 nos of T-junction within the chainages but only one shall be required for upgrading coincided to traffic analysis done and
road safety requirements.

5. The physical median between carriageways has restricted right turning movements for entering and leaving the FT73. Thus a new traffic dispersal
scheme should be addressed to mitigate and reroute vehicles travelling.
6. Right turning movement are no longer permitted at T-junction to SK Iskandar Shah. Meanwhile the T-junction to Jalan Parit – Seri Iskandar shall
remains at full turning movements.
7. In order to facilitate the restricted right turning movement to school and other residentials/kampungs and premises, Uturns shall be introduced
as an alternative to all designated T-junctions:-
a) Signalised Parit Tower Clock /CH0.000m
b) Jalan Parit – Seri Iskandar
c) WCE Junction
8. However Uturn at T-Juction of Signalised Parit Tower Clock Ch0.000m is proposed to be shifted away to CH175.000m due to constrainted
available reserves by old buildings and to avoid massive acquisition and demolition at the center town of Parit.
9. Uturn at WCE Junction is proposed to be undertaken by them to ease in design and construction later.
10. All Uturns shall meet to P/SU design requirements since very less WB15 vehicles are expecting to use these Uturns.
11. T-junction to Jalan Parit – Seri Iskandar is propose to be a signalised junction with an integrated attenuated system to enhancing road safety to
users due to:
a) Increased number of lane for through and turning lanes

b) Provision of Uturn to SU vehicles design facilities


c) Acting as speed breaker approaching to town area

5.4 Road Design Standard


1. As instructed via general requirement of tender, the proposed upgrading of FT73 shall conform to JKR R5 Standard.
2. The typical carriageway shall be of four (4) lanes dual carriageway.

5.5 Selection of Design Speed


1. The tender’s general requirements in did not specified design speed to adopted. Therefore judgmental justifications have been out in selection
the appropriate design speed.
2. After detail considerations and set for most advantageous and beneficial gained from the project implementation, the upgraded road is proposed
to conform to a design speed of 60km/hr.
3. This particular design speed was adopted based on the following reasons;
a) The rolling terrain of natural ground slopes >3% along the alignment
b) Existing horizontal geometric tied ness to lower parameters adopted
c) To avoid massive impacts to local socio-economic activities due to derailed new road alignment to cater for bigger radius and design
parameters when adopted higher design speed
d) To grant the new upgraded road close and parallel possible to the existing road to ensure the benefits of the development being shared
and gratifying to its surrounding

5.6 Standard Geometric Design Parameters


1. The standard geometric design parameters for JKR R5 Standard according to ATJ 8/86 (Pindaan 2015) shall be tabled as follows;

2. The design shall adopt the highest parameters possible to ensure most reliable and safer road. Nevertheless the factors of practicalities and cost
wise were also not being discarded.

5.7 Proposed Typical Cross Section of the FT73


1. Generally the road section of the new upgraded FT73 shall be typically four (4) lanes dual carriageway.
2. The road section is proposed to conform to rolling terrain parameters for comfortability, safety and road hierarchy.
3. The lanes shall be 3.5m width and divided by a 4.0m wide kerbed median inclusive of 0.5m width marginal strip.

4. The usable shoulder provided shall be 3.0m wide with a 2.5m paved section.
5. The both end shall be provided by a 1.5m width of verge which designated for installation reserve of signages, safety devices and utilities.
6. At cut section, a provision of 2.5m wide drain reserve shall be allocated for the construction of table/roadside drain. A 1.0m wide setback will be
provided for verge before the cut slope.
7. The cut slope shall be 1(V):1.5(H) with a maximum berm height of 6.0m. Each berm shall have 2.0m bench width. The total number of berms shall
be limited to 6.0.
8. The embankment fill slope shall be 1(V):2(H) with a maximum berm height of 6.0m. Esh berm shall have the same 2.0m bench width. The total
number of berms also limited to 6.0.

9. Berms and benches shall be provided with drains and spillway/chute adequately.
10. The provision of interceptor drain also provided to cater for ground runoff in protecting cut slope from any eroded surfaces and protect the slope
stability. The toe drain shall be provided to cater runoff from the road and cut surface and disperse systemically to existing river or water course.

5.8 Proposed Horizontal Alignment


1. The establishment of horizontal alignment was based on consideration to minimise social impacts to surrounding and optimise land usage and its
viabilities.
2. Principally the alignment was set up as much as possible along the side of existing pavement to ease construction and to minimise disruption to
existing traffic flow.
3. In addition, the selection of side position of the new alignment shall also refer to empty land availability and less acquisition to houses and
premises.
4. Even though ATJ8/86 has allowed a minimum 115m radius suited for design speed of 60km/hr, the minimum radius adopted in the horizontal
alignment design was limited to 150m radius.
5. This to ensure driving comfortability and adequate sight distances in alerting drivers.
6. Following are design parameters adopted in the design of horizontal curves for the FT73;

7. The maximum relative gradient and equivalent maximum relatives slopes for profiles between the edge of travelled way and the centreline shall
be 1:167 (Table 4.6 ATJ8/86 Pindaan 2015)
5.9 Proposed Vertical Alignment
1. The minimum grades reckon for the road profiles shall be desirable minimum grade 0.5%. However at certain section the grade adopted is lesser;
0.8%, 0.82% and 0.567%.
2. The less gradient slopes applied was to suit existing road profiles where it controlled the accesses to surroundings properties and to minimise
levels impact to those access roads.
3. After all by keeping the new road finished levels close to the existing levels it will ease in road construction and traffic diversion hence lessen
conflicts points to road safety issues.
4. In addition, the existing road was reported free from prone flood area therefore the need for any raise to existing level considered unnecessary.
5. The steeper grade along the vertical profiling of the upgraded road is 3.730%.

7. The minimum Kcrest adopted is 37.808 at VIP4
and Ksag is 45.569 at VIP14. These higher parameters adopted are to ensure save sight distances to drivers for any sudden action required ahead.

5.10 Proposed Road Reserves


1. The road reserve for FT73 has set to a minimum of 50m – 60m. At certain section such as approaching intersections and more berm slopes, the
road reserves shall be widen accordingly.

5.11 Carriageway Justification & Lane Balancing


1. Basically the number of lanes is constantly carrying through the chainage of upgrading.
2. Therefore no major issues of lanes balancing and lanes termination.
3. The position of all those 3 junctions also located quite distances to each other; more than 1km, hence no lapping lane configuration and
modification required.

5.12 Provision of U-turn at Intersections


1. As shown in the proposed dispersal scheme, all newly upgraded junctions shall allow for Uturn facilities of design P vehicles (Light weight).
2. Since the heavy vehicles is expected low; about 0.4% of average daily traffic passing the section and also the no industrial areas within the
development section, therefore heavy vehicles are advised to reroute their travel way rather than make Uturn.
3. By having considered this, the requirement for wider land acquisition at intersection can be avoided.

5.13 Secondary Road’s Lanes


1. There is basically one secondary road connecting to FT73 which is Jalan Parit – Seri Iskandar.
2. Currently this road carries a 2 lanes single carriageway and conforming to JKR R3 Standard.
3. The geometric design parameters for secondary roads at intersection’s approaches shall as follow;

6.0 ANTICIPATED POTENTIAL MAJOR ISSUES

1. No major critical issues anticipated coz the development has managed to avoid sensitive issues such as acquisition of cemetery area, surau and
other public attraction buildings.
2. The proposed development also managed to mitigate road safety issues at schools and centre of public areas by providing sidewalks and overhead
pedestrian bridge.
3. All public facilities such as bus stop will be replaced and relocated to improved safety to users.
