PROJECT PROPOSAL
In response to the need of the displaced workers in the Barangay, the Social services
committee opts to conduct rehabilitation and recovery program to our valued residents by means of
identifying those who were much affected by the Covid-19 pandemic. We look into it that those who
were displaced workers and laborers will participate actively to at least learn and earn a living
through the utilization of the available resources provided by the barangay.
The skills and entrepreneurial knowledge to our twenty participants who were displaced from
works and young mothers of Gibraltar and undergone the hair cutting activity offered by TESDA and
PESO will continue the Hair coloring activity of the barangay will equipped them to be more
productive and contribute to the betterment of their respective families and the community as a
whole.
VI. OBJECTIVES:
1. To restore and educate the displaced workers and some interested constituents for means
of livelihood and continuity of economic activities and business.
2. To help the displaced workers to find other source of income that can help them during
this pandemic.
3. To assist in the physical and psychological stress during this covid-19 pandemic by means
of livelihood training activity.
VIII.METHODOLOGY:
a) Specific Activity: The said activity was conducted for 5 days from November 3-7, 2020 with
the following:
- Orientation with regards to the basic hair coloring
- Proper mixing of the materials and color combination to get the right outcome of hair
coloring
- The time allotted until it will be ready to wash the hair and see the outcome.
- At the last day of the activity all will be Assessed by the TESDA CBT Focal person for Baguio
City, MS. ZENY L. SUNI together with the trainor, MS. GWENDOLYN SELING and a short
closing program to be remarked the Graduates of the Hair Cutting and Hair Coloring
participants.
- A short message will be delivered from the Punong Barangay of Gibraltar, TESDA
representative, and from the participants as well.

c) Trainors:
i. Ms. Gwendolyn Seling, a certified TESDA trainor was assigned to train the 20
participants who wanted to learn the basic hair cutting and hair coloring.
ii. Ms. Zeny L. Suni and one representative from the PESO department will be coming to
monitor and assess the work of the participants.
At the end of the project period, the participants will become more knowledgeable, skillful
and more productive to augment the needs of their families. They will have the trainings that can be
applied to their daily life and can also be a source of income.
