OFFICE MEMORANDUM
In consideration of the online application no: 4277892 for obtaining Consent to Establish
of MIs. Kumbharmundakata Stone Quarry - 2 at Kumbharmundakata, the State Pollution
Control Board is pleased to convey its Consent to Establish under Section 25 of Water
(Prevention & Control of Pollution) Act, 1974 and Section 21 of Air (Prevention & Control of
Pollution) Act, 1981 for Excavation/Quarrying of minor mineral as follows:
GENERAL CONDITIONS:
1. This consent to establish is valid for product, method of mining and capacity
mentioned in the application form. This order is valid for five years, which
means the proponent shall commence mining activities for the proposal within a
period of five years from the date of issue of this consent to establish order. If
the proponent fails to commence mining activities for the proposal within five
years then a renewal of this consent to establish shall be sought by the
proponent.
2. The mine shall apply for grant of consent to operate under section 25/26 of Wate_r
(Prevention and Control of Pollution) Act, 1974 & Air (Prevention and Control of
Pollution) Act, 1981 at least 3 (three) months before the commencement of production
and obtain Consent to Operate from this Board.
3. This consent to establish is subject to statutory and other clearances from Govt.
of Odisha and lor Govt. of India, as and when applicable.
SPECIAL CONDITIONS:
A. GENERAL:
1. This consent to establish granted under Section 25 of Water (Prevention & control of
Pollution) Act, 1974 and Section -21 of Air (Prevention and control of Pollution) Act 1981
subject to the mining plan approved by the Joint Director Geology, Keonjhar under Odisha

Minerals (Prevention of Theft, Smuggling and Illegal Mining and Regulation of Possession,
storage, Trading and transportation) Rules, 2007 and Environmental Clearance issued by
SEIAA vide letter No.2441/SEIAA , dt.31.08.2021 & transfer EC vide letter
No.3850/SEIAA,dt.13.01.2022 .
.2. The mine shall comply to the provisions of Environmental Protection Act, 1986 and the
rules made there under with their amendments from time to time such as the Hazardous and
Other Wastes (Management & Transboundary Movement) Rules, 2016 as amended from
time to time, Hazardous Chemical Rules, I Manufacture, Storage and Import of Hazardous
Chemical Rules, 1989 etc. and amendments there under. The quarry shall also comply to
the provisions of Public Liability Insurance Act, 1991, if applicable.
3. The Board may impose further conditions or modify the conditions as stipulated in
this order during installation and 1 or at the time of obtaining consent to operate and
may revoke this order in case the stipulated conditions are not implemented and 1 or
information are found to have been suppressed 1wrongly furnished in the application
form.
4. The Mine shall abide by the Order of the National Green Tribunal, Principal Bench,
New Delhi, dtd. 21.07.2020 in the matter of O.A. No. 304/2019.
B. WATERPOLLUTION:
1. Water sprinkling arrangements shall be provided at all haul roads, transportation roads,
quarry areas, stack yard and other dust generating points to control fugitive dust emission.
2. Surface runoff shall be allowed to divert to natural drainage course outside the lease area
through garland drains & settling pits.
3. No stone quarry involving blasting will be operated within 200 m I within 100 m in case of
non -blasting (Minimum distance criteria) from the Residential Ipublic buildings ,road ,in
habited sites ,other location, etc.
C. AIR POLLUTION:
1. The mine shall maintain ambient air quality in order to meet the prescribed standard as per
National Ambient Air Quality Standard.
2. Wet drilling is to be adopted to control dust emission. Drilling and blasting shall be done only
by licensed explosive agent by the proponent after obtaining required approvals from
competent authorities.
3. Loading and unloading activities including all transfer points should have efficient dust
control system arrangements.

D. SOLID & HAZARDOUS WASTE:
1. The OB shall be properly stacked in the earmarked area & shall be utilized as per the
approved mining plan and it should not cause any environmental problems.
2. Mineral rejects shall be disposed off in low lying areas inside the mine lease hold area in
proper manner without causing any environmental pollution.
