Purpose:
This document describes relevent background information, expectations, deliverables, and methods for
producing online and blended learning. Learning can include any of the following:

Project Summary:
This project is being designed to meet a specific business need.
[Background] NEOGOV Learn was implemented countywide August 1, 2018. This was the first Learning
Management System that the County has utilized. This enabled the County to offer hundreds of on-demand
learning courses.
[Business Need]NEOGOV Learn also includes basic course authoring functions that enable the County to
create their own online learning courses. However there were previously not people that had the tools or
skills for online learning. As we have experienced high turn over in the past several years, there is a need to
provide knowledge transfer on a variety of topics on demand, for compliance purposes as well as to continue
to provide excellent services to our community.
[Course Goal]Through a series of courses and a community of practice grow and develop the capability in our
county to design and author online learning content.

Learners in the first course will outline the Business, Performance, and Community Outcomes that their
courses will provide and these will actually be the outcomes for this course.
Audience Profile:
This project is being designed for a specific audience.
[Audience Analysis Summary]The audience for this course is those individuals that have an idea of an online
course they would like to build and have an interest in building/learning the skills that they need to create
their first online course. Learners are open-minded, flexible, reflective, and willing to talk and listen actively.

context for learning? ] Learners will use these skills in an office environment. They will need access to the
internet, they will need NEOGOV access for course authors.

4. Return on Investment by - It would be really great if we could identify measurable outcomes from
the courses that were created and translate that into an ROI for those that completed the course.
