We wish to introduce Excel Generators Pvt Ltd with their product which can support the all types of
Industries Back up Power, Uninterrupted Power Supply and Mechanical Batteries in their range.  

Back up Diesel Generator Sets:-  Excel has been in this Diesel Generators business for more than 2
decades providing the complete turnkey solutions from Design, Planning and Execution of the complete
project from Exhaust Pipes, Fuel Pipes, Water Pipes, Power/ Control cabling, Fuel Day Tanks and Bulk
Storage Under Ground Tanks with necessary Piping’s completely automated, AMF & Auto-Synch Control
Panel with Power Panels,  Ventilation and Acoustic solution to meet the norms with all statuary
clearance such as CIEG, Pollution Control Board and Explosive if necessary. Can provide you the Diesel
Generator Sets powered by Perkins/ MTU engines sourced from their Authorized OEM’s fully supported
on service & parts.  The range starts from 750KVA – 3000KVA with the optional voltage of 415V/ 6.6kV/
11kV.

Uninterrupted Power Supply: - Excel provides you with Diesel Rotary UPS from Euro-Diesel SA of Belgium
a product which would fully Secure the Critical loads during your power outages also provides you a
stabilized and clean power during the EB available mode by taking care of PF correction, Harmonics,
Voltage fluctuations and many more the range we offer from 500KVA – 3000KVA with Voltage option of
415V/ 6.6kV/ 11kV.  The scope of BOP (Balance Of Plant) Mechanical and Electrical for this product will
similar to the D.G.Sets as mentioned in the above scope matrix, the Engine option for this would be MTU/
Cummins/ Mitsubishi which ever falls in this segments.

Mechanical Batteries (FESS):- Excel can provide (Fly wheel Energy Storage System) from Vycon USA this
can replace the Lead Acid Batteries which Certified for use with all Major brand of UPS. This product has
UL listed with life period of 20 years, compact in size works at 40deg Ambient without Air-conditioning
considering only the air changes.

2. Occupational Safety & Health Policy & Objectives

Purpose:
To provide a system for formulating the Safety Policy for the organization and showing the intension of
the Management with respect to Safety.

3. Policy Formulation:

The Safety Policy of the organization has been formulated addressing: -


 The nature and scale of safety risks of the organization.
 Top Management’s commitment to the continual improvement, compliance to relevant Safety
legislations and regulations.
 Compliance of the available Safety Guidelines related to the work we perform

In order to meet the requirements of the Safety Policy the following objectives have been set.
 Minimize risk to our employees, contractors, customers and other interested parties who may be
exposed to EHS risks associated with our activities.
 Continual improvement of the EHS Management System.
 Restricting the frequency of all accidents and incidents and minimize the days lost.
 Train and retrain the Site Personnel for enhancing their competence and expertise.
 Implement and use of Personal Protective Equipment (PPE) and improve safety culture.
 Integrate EHS with other business processes.

 Promoting good practice in our industry to ensure process inbuilt safety.


 Updating our emergency preparedness by organizing mock drills as per emergency plan. In
particular, Excel will,
 Comply with relevant laws and regulations and take any additional measures considered necessary.
 Ensure that all activities are conducted in a safe manner.
 Set demanding targets and measure progress to ensure continuous improvement in safety, health
and environmental performance.
 Require every member of staff, and those who work on our behalf, to exercise personal
responsibility in preventing harm to themselves, others and the environment.
 Provide appropriate safety induction training for all staff.
 Provide appropriate safety, health and environmental information for all contractors and others
who work with us.

5. Environmental Policy:

Excel Generator Pvt Ltd to minimize the environmental impact of its activities, reduce its consumption of
non-renewable natural resources and apply the best available options for pollution control.
Environmental protection is to be considered from the initial planning stages of operations and
throughout the life cycle of the project. At the same time all efforts are to be exerted to promote
awareness on environmental protection amongst the employees.
The following procedures shall be implemented to control environmental impacts associated with Excel
Generator Pvt Ltd. Operational activities.

5.1 Accidental spillage and leaks of hazardous chemicals, corrosive, flammable substances may occur. In the
event of such occurrences, the following shall be done:

 Ongoing work activity should be stopped.


 Prevention of further spillage or leaks implemented. Control the spread of the spilled chemical by
using absorbent materials located in spill kits.
 Used absorbent materials will be contained as per procedure and collected by a competent and
certified third party who will dispose of the hazardous waste in a responsible manner as detailed by
the local authorities.

5.2 Non-Hazardous Solid Waste

Ordinary waste materials such as discarded gloves, rags, sand, and wooden splinters will be collected in
the waste container for proper disposal by a third party. In offshore locations, such materials will be
collected in the provided trash skips and disposed of by Excel Generator Pvt Ltd. Or the Clients
contracted party. All steel cuttings are to be stored in a designated scrap area for recycling.

5.3 Hazardous Solid Waste

All hazardous waste such as used chemical containers, drums, and oil and grease containers shall be
collected in rubbish containers specifically designated for hazardous waste, and disposed of as per the
relevant authority. Care will be taken to ensure that there will be no mixing of non-compatible
materials.

Ensuring the documented safety procedures, specific to the construction activities in this project are
maintained, and in addition any other specific needs as may be required will be added after review by
the Managements.

7.1 Leadership and Commitment


Excel Generator Pvt Ltd. believes that strong and visible management leadership is critical for promoting a
culture conducive to reducing risks.

 Visible Leadership.
 Communicating the importance of EHS considerations in all business decisions. Management will
foster the active involvement of employees, workers and sub-contractors in improving EHS
performance by encouraging a positive EHS culture through the following key beliefs in safety:
 The health and safety of all involved in the construction process is paramount.
 All injuries and occupational illnesses can and will be prevented.
 All must be committed to safety excellence through personal involvement.

7.2 Identification
Excel Generator Pvt Ltd. will identify the Health & Safety hazards of all activities pertaining to
construction work and those of the company's sub-contractors. These hazards will be clearly identified
through risk assessments and method statements and will be continually upgraded to reflect the
ongoing day’s safe systems of work.

7.3 Resources
Excel Generator Pvt Ltd Will identifies and establishes resources essential to the successful
implementation and control of the Health Safety Management System. Continual assessment will be
given to the materials, equipment, environment and personnel throughout the projects duration.

All documents, for example the ones listed below, will be written in a style appropriate to the user’s needs
and used as a basis of formal training.

 It shall be the responsibility of the Safety Officer and the Site Manager to monitor the relevant
documents.

7.5 Inspections
Safety inspections will be conducted on a regular basis where findings will identify the priority of
attention to be given to the work activities. All Non-conformance raised shall be audited and action by
the Project Manager, Project Engineer and further assessed by the safety Officer.

7.6 Corrective Action


All personnel are responsible for the identification, recording and immediate reporting of any non-
conformity to the safe systems of work. All personnel are encouraged to indicate areas where potential
non-conformities may occur.

8. Rolls and Responsibilities:


8.1 Summary:

Excel Generator Pvt Ltd. takes its responsibilities for Health, Safety and the Environment (EHS) very
seriously. The responsibility for implementing the Excel Generator Pvt Ltd. EHS policy is directly
accountable to the Company’s Senior Management. However, it is clear in the defined responsibilities of
this document that every employee must accept responsibility for EHS and ensure that EHS meets a
balance with other business goals. It should be noted that each discipline has a specific job description,
which outlines in detail the required responsibilities of the position.

The responsibilities documented below are relating to activities and operations involving EHS issues.

8.2 Project Director:

Specific Responsibilities:
 Responsible for the effective implementation of the company’s Policy through the company’s EHS
Management System.
 Ensure total commitment of the enter organization to achieve safe design, safe operation and
maintenance. Backed up by adequate trainings, motivation and discipline.
 Provide the site management with facility equipment and information necessary to enable him to
promote the safe contact of work within the company’s sites.
 Afford the essential facilities for the proper implementation of EHS Management system.
 Review the EHSMS performance of the site managers, engineers, supervisor and sub-contractors.

8.3 Project Manager:


Specific Responsibilities:
 Familiarize himself with the company’s EHSMS and ensure it effective applications.
 To take responsibility practicable measure to ensure the site, all means of access, equipment, article
or substance on the site are safe and without risk to health to every persons on site.
 Take prompt corrective actions to remove any unsafe or unhealthy work conditions and to maintain
effectively such corrections made.
 Ensure good housekeeping is practiced on site. Ensure that EHSMS is planned into all operations.
 Review all working methods and process, both new and existing to ensure that all Safety precautions
are met.
 Act as Chairman to the site OSHEMS committee and conduct monthly site committee inspection and
meeting.
 To officially appoint the site Risk Assessment Team Leader, First-Aiders, Temporary Works Co-
coordinators and Operators.
 Ensure weekly EHSMS coordination meeting involving Engineers, Supervisor,
 Foremen and Sub-Contractors and to take action on the findings.
 To ensure risk assessment is carried out for all activities prior to commencement of works.

8.4 Project Engineer:

Specific Responsibilities:

 Exercising full control over the workforce on site.


 Familiar himself with the Company's EHS Management System.
 Assist in identifying and assessing hazards and risks. Assist in the investigation of every incident and
accident recommends preventive measures.
 Ensure that method statements, risk assessment and safe work procedures forhazardous
operations are submitted to the site Safety Officer prior tocommencement of work on site.
 Ensure that the work is carried out according to the work method statementand safe work
procedures.
 Review any new or changes in processes, equipment and materials to ensure that EHSMS is not
disregarded.
 Attend regular EHSMS inspection.
 Act as Risk Assessment Team Leader for their respective works.

8.5 Safety Manager/Officer:

Specific Responsibilities:

 Ensure that all Site Managers, Engineers, Foremen, Supervisor, Safety officers and workers attend
relevant Safety courses as required by laws and Company requirements.
 Ensure that records on Safety training, accident reports, and safety correspondences are properly
filed.
 Advice management on all EHSMS related matters.
 Monitor and review the overall implementation of the Company's HSMS Management System.
 Conduct periodic site inspections to ensure that site EHSMS programmers and regulations are being
complied with.
 Ensure that reports on the performance of the Company’s EHS Management System are presented
to top management for review and as a basis for improvement of the Company’s EHS Management
System.
 Ensure external audits are conducted on all sites at least once in a year.
 Discharge his duties as relevant in the applicable laws, regulations and standards.
 Implement and maintain proper procedures of EHS Management, administrative and recording
system.

 Generate the required shop level participation in EHSMS through enhancement and promotional
activities.
 Assist the EHSMS committee chairman, act as secretary to the committee and provide guidance to
the members in carrying out their safety duties.
 Conduct team/ individual EHSMS inspections and produce relevant reports and follow-ups.
 Organize / conduct EHSMS briefing / training to all employees.
 Investigate every incident/ accident and develop preventive measures.
 Assess the EHSMS performance rating of all staff and Sub-Contractors.
 Coordinate in all risk assessment work activities.
 Inspect and rectifying any unsafe place of work and unsafe practices.
 Inspect Sub-Contractors' work to ensure compliance with the EHSMS.
 Liaise with Sub-Contractors with respect to safety work undertaken by them.
 Carry out site EHSMS programs and procedures.
 Assist in organizing EHSMS awareness activities such as tool-box meetings, orientation, induction,
promotional activities, etc.
 Monitor risk assessment compliance and report to Safety Manager/engineer for any non-
compliance
 Ensure that every scaffold and every component there of shall be of sound material, good
construction, adequate strength, free from patent defects, and shall be suitable and safe for the
purpose of which it is intended. Shall inspect the scaffold within the immediately preceding 7 days
and after inclement weather with record.
 Shall enter the results of inspections in a register.
 Shall ensure that the scaffold is displayed with appropriate sign as regard to safe or unsafe use of
scaffold.
 To ensure risk assessment control measures are implemented for their activities.
 Shall supervise the erection of the formwork including the shores, braces and other supports.
 Upon the erection of the formwork shall make a thorough inspection to ensure that the formwork
is safe.
 Shall keep all records of such inspections at the worksite and shall produce them for examination
upon the request of Safety Personnel / auditor.

 To ensure risk assessment control measures are implemented for their activities.
 Co-ordinate all lifting activities and all lifting equipment preventive maintenance schedule.
 To ensure risk assessment control measures are implemented for their activities.
 To test the atmosphere of a confined space prior to entry by any person in to the manhole.
 To test the atmosphere of a confined space prior to entry by any person in to the confined space
and authorize entry. Verify that all tests and measurements have been made as per permit and
display the permit at the confined space entry.
 Verify that all procedures and equipment listed on permit are in place.
 Cancel permit and terminate entry whenever detects a condition which is not allowed in permit.
 Remove unauthorized persons who enter or attempt to enter site.

8.6 Site Supervisors:

Specific Responsibilities:

 Responsible for the safety, health and welfare of all workers either assigned or not assigned to him
but may be working temporary in his area.
 Ensure that workers know EHSMS rules and regulations follow safe work procedures and are aware
of all major hazards associated with their work and work areas.
 Conduct tool-box meeting and EHSMS inspection in his area of responsibility and to rectify any
unsafe conditions or practices immediately after such inspections.
 Maintain satisfactory standards of housekeeping in his assigned area.
 Investigate all incidents to worker(s) and/or equipment in his area and accompany the injured
worker(s) to hospital and assist the Safety Officer to put up accurate incident report on all such
investigation.
 Ensure that all workers working in his area use the appropriate personal protective equipment.
 Ensure that all workers working in his area dispose waste according to waste type.
 Act as safety supervisor for their work areas.

8.7 A First Aider should:

 Assess the situation quickly.

 Ensure safety
 Identify the nature of the injury or illness.
 Manage the patient promptly and appropriately.
 Organise bystanders.
 Get help.
 Gather and provide necessary information and, where possible, keep a written record.
 Stay with the patient until help arrives.

The steps for a first aider to follow are:


Step 1- Check for Danger
Step 2- Check for Breathing
Step 3- Control any severe bleeding
Step 4- Attend to any other injuries

8.8 The Crane Operator

A crane operator must always exercise proper diligence and operate the crane safely. If the crane
operator has reason to believe that a lift may be dangerous or unsafe, the operator must refuse to
proceed until the concern has been reported, relevant risks have been managed and safe conditions
have been confirmed.

If the load is obstructed from the dagger’s view at any time during the lifting operation, the operator
may need to assume control of the load until the load comes back into view of the dagger.

Crane operators are required to know:


 The particular model of crane to be operated, its characteristics, functions and limitations; the
information in the crane's operating manual; the crane's load chart, including all notes and
warnings, and how to calculate or determine the crane's actual net capacity in every possible
configuration;
 Proper inspection and maintenance procedures to be followed in accordance with the guidelines of
the manufacturer and owner;

 Any site conditions that may affect crane operations, including the presence of overhead power
lines, nearby structures, other cranes and concrete placement booms; and basic slinging techniques.

Before and during crane operations, the crane operator must:


 Check unauthorized persons are not present on the crane;
 check each crane motion is safe and without risk; and
 Complete the daily inspection checklist, including filling out the crane logbook.

8.9 Forklift Operator

 You must only operate a machine if you have been trained and authorised to do so.
 Ensure that your machine is serviceable and properly maintained at all times. Make sure tyre
pressures are correct.
 Never allow passengers to ride on the forklift.
 Understand the limits of your machine, both loaded and unloaded. Never exceed the Maximum safe
working load.
 Always load with the mast vertical or slightly tilted back.
 Have the forks as widely spaced as practicable to give maximum stability to the load.
 Ensure the load does not obscure your view of the way ahead. If your view is restricted consider
travelling in reverse. If necessary, work with a banks man.
 Beware of other personnel and plant in your working area. Use your dead spot mirrors before
manoeuvring, sound horn to warn others of approach.
 Avoid sharp obstacles and excessively uneven surfaces as far as possible.
 Always travel with the load in the lowest practicable position. Never raise the load whilst travelling.
Wait until the offloading position has been reached.
 Deposit all loads gently on to storage areas or loading platforms.
 Always travel at a steady speed consistent with the site and load conditions. Do not accelerate
brake or turn violently.
 When driving on inclines the load should always face uphill. When no load carried the forks should
always face downhill. Adjust tilt to suit gradient and raise just clear of the road.

 Ensure that there is always sufficient overhead clearance for the mast. Particular care is to be taken
near overhead power lines unless height restrictor has been fitted to the machine.
 Always Park the machine with the forks on the ground, the handbrake applied and the ignition key
removed.
 Report all defects immediately

As a site Supervisors/In charge /Engineers it is your responsibility to ensure that men directly under your
control and those working for and on behalf of your employer, carry out their duties in a safe and
controlled manner.

8.10 All Employees:

Specific Responsibilities:
 Strictly adhere to company EHS standards, rules and procedures.
 Strictly follow safety signs, warnings signs and client/customer EHS rules andprocedures as
required.
 Report immediately to direct supervisor the client EHS concerns andrequirements learned through
client interface.
 Report immediately the incidents, sub‐standard practices and conditions to direct supervisor.
 Immediately report the defects of PPE, plant & machinery, equipment, toolsetc. to direct
supervisor.
 Use personnel protective equipment as required.
 Ensure the work area is maintained in a safe and healthy condition.
 Perform the tasks giving priority to your own safety and the safety of fellowemployees.
 Participate in hazard identification/risk assessment as required.
 Cooperate with accident/incident investigation team.
 Actively participate in EHS programs.
8.11 Sub-Contractors:

 It is the sub-contractor’s responsibility to provide information and training to their staff and
workers related to the safety on site.
 Sub-contractors are required to follow site inductions and site safety rules.
 Sub-contractors are required to provide their workers with all the required PPE.
 Sub-contractors are required to provide appropriate safe tools and maintain them correctly.
 Sub-contractors are responsible for their own safety and all those around them.

8.12 Purchasing Manager/ Representative:

Specific Responsibilities:

 Ensure that all machineries and equipment purchased are equipped with safety guards or other
safety features and not noisy.
 Ensure that all protective equipment’s meet local or international safety requirements are
purchased for use on site.

8.13 Security:

Specific Responsibilities:

 Ensure that all new staff, Sub-Contractors and workers have valid ID Proof, attended the in-house
EHSMS & Security induction prior to issuing them with a permanent security pass.
 Assist to enforce the workers’ quarters’ safety rules through routine inspection.
 Assist to organize the crowd during emergency situations or drills and also during major incidents.

9. Monitoring and Review of EHS Performance

 Monitoring on a “Daily” basis is carried out by the site EHS representative during his normal working
day. EHS issues raised are addressed immediately.
 Monitoring on a “Weekly” basis is again carried out by the Project Manager; a formal weekly check
report is followed.

Excel Generator Pvt Ltd. Project Manager and EHS officer shall give directions and co-ordinate sub-
contractors especially in relation to interactive risk, i.e. the protection of one contractor’s employees
from another contractor work activities and the protection of the general public from the site works.

10.1 Communication:

 The company uses both formal and informal methods of communication for upward and downward
communication. A formal method includes Letters, E-Mails, Memos and Notices displayed on notice
board. Letters, E-Mails and Memos may be addressed to a single person or a group of individual as
appropriate but notices are always for group communication.
 A formal method of upward communication exists as part of our EHS Management system enabling
personnel to report on improvement actions that are required to avoid repetitive problems or to
prevent problems in the first place. The internal audit program also provides opportunities for
Audited to have their suggestions for systems improvement records for consideration by
management.
 Inform communication is via meetings seminars, group discussion, toolbox talks and any other
opportunity to exchange information.
 More specifically, notice boards display following information:
 Safety Policy Statement
 Copy of the site-specific safety rules
 Copy of the site-specific emergency procedures.
 Safety awareness posters.
 Environmental Policy
 First aid signage, i.e., location of first aid equipment, first aiders contact numbers etc.
 All EHS representatives are issued with a Toolbox Talk folder containing numerous talks; these are
considered to be an excellent medium for the passage of safety information to all site personnel.
Certain memos issued regarding health, safety and environmental is also placed on notice boards.

To ensure that Excel Generator Pvt Ltd. comply with the Health, Safety and Environmental Consultation
with Employees amongst others, a procedure is in place to ensure full consultation is carried out on a

11. Emergency Planning and Procedures

11.1 Fire Control Plan:

On the discovery of a fire, all personnel are to follow the procedures set out in this manual. Refer to section

In the event of a fire all personnel are instructed to report to the fire assembly point which is located at
Site. A register is then taken accounting for all personnel. All personnel will remain located at this point
until they are told otherwise by their Line Management.

11.2 Emergency Procedures:

In the event of an emergency, personnel are to follow the methods of communication and co-ordination
measures to ensure efficient, timely, and appropriate response procedures set out in this manual.

11.3 Security Plan:

The project security post (site entrance) will be manned with a security guard during the working hours
of the site. Visitors to the project will be requested to sign the site register on arrival and on departure.
Immediate contact is to be made with the Site management/ site foreman

11.4 Traffic Control:

The vehicles visiting and delivering to the project will park as per the client’s instruction. No vehicles
from Excel Generator Pvt Ltd. Will Park or deliver without authorization.

12. Health, Safety and Environmental Training Awareness

Excel Generator Pvt Ltd. Attaches great importance to ensure that all personnel performing activities
which may cause a safety or health hazard have adequate experience and competency. The company
has established training plans to make its employees, at each relevant function and level, to develop a
system of identification, development and execution of health and safety training requirements for their
employees.

The Excel Generator Pvt Ltd. Group Health and Safety Manager will be responsible for assessing the
training and professional development needs of its personnel. Each individual may request and obtain
assistance from Excel Generator Pvt Ltd. Site Managers in identifying the professional skills as applicable
to the current job or potential future promotion of personnel. The final authority to approve the training
requirements rests with the Project Manager.

The department head is responsible for identifying the training needs of their employees. Training courses
will be carried out by approved external training Institute or by qualified internal personnel.

 First aid training (basic and advanced).
 Scaffold erection.
 General construction safety awareness (basic and advance).

13. First Aid Facilities


Only competent first aiders certified by third party certificate are allowed to give the emergency first
aid. Project manager and EHS Manager will ensure the availability of sufficient number of first aiders and
first aid boxes. A first aid facility will be established on site, at the initial mobilization period and will be
monitored periodically through the contract period to ensure that first aid standards are maintained. All
minor incidents will be recorded and dealt with by the site first aider. The names of first aiders will be
recorded and displayed on site at prominent locations. All legal and client requirements shall be
followed.

Excel Generator Pvt Ltd. Operates a very stringent procedure for the reporting of accidents regardless
of the severity of the accident, i.e., details of all accidents will be recorded in the Site Accident and Injury
Register or Accident Book. The original register will be kept near the first aid box and one copy will be
kept in the Safety File. It is the responsibility of the Safety Officer to report all accidents and dangerous
occurrences to the Project Manager and Project Manager shall inform to Safety Officer to ensure an
appropriate investigation is undertaken with a view to preventing re-occurrence. In the case of death or
major injury initial notification must be made by telephone to the Project Director and Excel Generator
Pvt Ltd Group EHS Manager report immediately. It is both the sub-contractors and the Site Management
team’s responsibility to report any accidents sustained by those working for them. The Company must
therefore ensure beyond any doubt that the sub-contractor does indeed give the required notification

15. Safety Induction

15.1 General Health and Safety Induction

All Excel Generator Pvt Ltd. employee and contract personnel must undergo induction training. The
induction shall include, but not be limited to the following topics:

This will include a brief explanation of the make-up of the EHSMS

This will include information on evacuation, drills, exercises, and muster and assembly points.

15.4 General Safety Rules (including PPE requirements)

This section will cover the main safety rules applicable to everyday activities, for example, electrical
safety, working from heights, lifting and handling, working with chemicals, safe operating of machinery,
permits to work, PPE and incident reporting. An overview of the specific steps required for reporting
accidents, incidents and hazards. This will be related to Excel Generator Pvt Ltd. In-house procedures
and the methods used on a specific project.

16. Job Specific Health, Safety and Environmental training

This section is for new employees who will be working in specific high-risk areas. New employees shall be
briefed on specific health, safety and environmental issues relevant to specific tasks.

 All operatives must wear a hard hat, safety boots, coveralls and any other PPE required to execute
their work in a safe manner.

 The site is a no-smoking site.
 Eating and sleeping is only permitted in the designated area.
 Operatives must not discard rubbish around the site.
 All rubbish is to be collected and disposed to the designated area.
 All operatives are to observe safety signs and be aware of the location of first aid boxes and fire
extinguishers.
 All supervisors must be familiar with these rules and enforce them.
 All hazardous substances to be used on the site are to be identified and stored safely and securely.
 Hazardous processes are to be identified so the Site Manager can take the necessary safety
precautions.
 Sub-contractors are responsible for using the correct equipment.
 Safe electrical wiring and tools must be used at all times.
 Scaffold will be provided by Excel Generator Pvt Ltd and it must not be altered in any way without
the knowledge and approval of Excel Generator Pvt Ltd’s management staff.
 All operatives on site are required to attend tool box talks as and when they are held.
 All operatives must comply immediately with any instruction from Excel Generator Pvt Ltd to
address a deficiency in their safety measures.
 All operatives must report to Excel Generator Pvt Ltd if they encounter any breach of these safety
rules.
 All accidents, unsafe situations or occurrences must be reported to the Site Manager and Site
Supervisor immediately.
 The consumption of alcohol on site is prohibited. Any person suspected of being under the influence
of alcohol will be ordered to leave the site immediately.
 No temporary or permanent part of the works should be damaged or defaced.
 Permits for hot works must be obtained before works commence from the Site Manager and the
Safety Officer.
 Plant and equipment must be operated by authorized and trained persons only.

17. Toolbox Talks

Toolbox Talk is an informal group discussion that focuses on a particular safety issue. Toolbox talks will
be carried out by supervisor to his workforce under the direct supervision of EHS Officer. This meeting is
mandatory once a week however the EHS Officer and Site Management can decide to conduct this
meeting more times as per work requirement. Tool box talk folder contains but not limited the following

18. Method Statements and Risk Assessment

18.1 Method Statement:

The work method statement shall detail:


 The job to be undertaken.
 The individual activities required to complete the job.
 The individual traders and disciplines involved in each activity.
 Plant, equipment and tools to be used in each activity.
 Any substance or chemicals to be used and where and during which activity they shall be used
(together with a COSHH assessment).
 The name(s) of the supervisor(s) for each activity.
 The name of the person in overall charge of the job.
 A detailed description of how the work shall be done including control measures and procedures to
complete each activity and the overall job safely.
 A risk assessment.

18.2 Risk Assessment:

Risk Management is about achieving a work place that is free from unwanted risk which has the
potential to cause harm, damage to property or the environment. All significant workplace risks should
be identified and receive appropriate/suitable control measures. These are to be implemented to

the findings communicated to those persons who are involved in the task.
o Listing Activities ‐ the workplace (inclusive of equipment and environment) and service-
related hazardous activities shall be determined and Hazardous activity List shall be
prepared. Each activity shall be thoroughly studied/ reviewed to assess the level of risks
involved.
o Risk Assessment Hazards and risks involved in each listed hazardous activity shall be
identified.
o Risk Control Suitable controls measure shall be developed for each listed activity to
eliminate or reduce the risk.
o Recovery Method- appropriate action plan shall be identified to take necessary action in
case something goes wrong resulting in accident/ incident.
o Identification of PPE requirement PPE requirement shall be identified for use for each listed
hazardous task/activity to prevent or reduce/ minimize the risk.
o Hazard/ Job sheet Analysis- Hazard/ Job sheet or Job safety analysis shall be prepared for
each listed hazardous task/activity.
o Hazard/Job Sheet or Job Safety Analysis (JSA) shall be included hazard & risk identification,
severity (consequences), Probability (likelihood) population exposure, control measures,
recovery methods and PPE requirements
o The effectiveness of risk management, its implementation and maintenance shall be
monitored through audits and review meetings.
o Risk management of identified hazardous activities shall be communicated to all employees.

18.3 Definitions:

For the purposes of this guidance document the following terms and definitions apply.

 An Incident is an event that could give rise to an accident or has the potential to lead to an
accident.
 A Near Miss is an unwanted, unplanned event that has the potential to result in a loss of some
kind. It is important to report and make changes to avoid future loss.
 The ‘ILO’ defines an accident as an unsafe occurrence arising out from carelessness.
 Safety is the freedom from unacceptable risk of harm.
 A Hazard is something that has the potential to harm in terms of human injury or ill health,
damage to property, damage to the workplace environment, or a combination of these.
 A Risk is the probability that the hazard will cause harm and the severity of the consequence.
 Risk assessment is the process of identifying and evaluating a hazard to determine the level of
action required to reduce a risk to an acceptable level.
 Health and Safety are conditions and factors that affect the wellbeing of employees, temporary
workers, contractor personnel, visitors, any other person in the workplace and public.
 Health and Safety Management System are part of the overall management system that
facilitates the management of the risks associated with the business of the organisation. This
includes the organisational structure, planning activities, responsibilities, practices, procedures,
processes and resources for developing, implementing, achieving, reviewing and maintaining
the organization’s Health and Safety Policy.
 An Audit is a systematic examination to determine whether activities and related results
conform to planned arrangements and whether these arrangements are implemented
effectively and are suitable for achieving the organization’s policy and objectives.

19. Health, Safety and Environmental Control

19.1 Housekeeping:
Housekeeping a job clean means keeping a job safe. Most common accidents occur as a result of untidy
work places. EGPL shall ensure the following is maintained:

 The work place should be left tidy at the end of every workday, shift and upon completion of each
task.
 Staircases, gangways, passages and doorways shall be kept clear of obstructions.
 All handrails and safety railings should be kept in good repair.
 Toe boards shall be fitted to all overhead platforms, staircases, gangways, scaffolding and work
places to prevent articles from falling or rolling off.
 Any unnecessary materials or liquids shall not be permitted to accumulate.
 All empty drums to be removed from the site regularly.
 All waste materials shall be disposed of in an approved manner unnecessary tools and equipment
should be removed from sites and returned to store.
 Solvents, paints, flammable liquids, chemicals and radioactive substances will be stored correctly
and in clearly labeled containers no matter how small the quantity.
 Fire or emergency equipment should never be obstructed by stacking objects around or in front of
them.
 Wires, ropes and electrical cables should not be left lying on the floor where people can trip over
them.
 Electric welding cables should be kept out of water.
 No scrap metal should be left lying around. It should be placed in designated bins.

19.3 Storage Areas:

Any lay down area chosen should be clear of access ways and allow free movement of workers and
construction machinery. These areas are to be kept tidy at all times and should be constantly maintained
to maximize space. Areas to have clear identification.

19.4 Storage of Materials Including Hazardous and Removal of Debris:

Designated areas will be identified for storage of materials that will be indicated in site temporary set-up
plan. A separate fenced area shall be designated for flammable liquids and gases only. The correct safety
signs will be placed in full view and adequate fire extinguishers will be available.
Waste collection area shall be designated with proper fencing, and rubbish will be removed from site
regularly. Rubbish bins and/or skips will be placed on site for disposal of food waste, scrap material and
other construction generated debris. They will be emptied regularly or as required.
Site supervisors and charge hands are responsible for the day-to-day housekeeping of the site. They will
provide an adequate number of labour for housekeeping, clearing passageways and keeping the site
clean and tidy. Disposal of all rubbish will be as per the Local Municipality requirements for protection of
the environment.

20. Personal Protective Equipment (PPE)

Personal Protective Equipment is defined as equipment designed to protect themselves from work
related hazards. For the purpose of this procedure, PPE refers to equipment worn for protection of the
head, eyes, ear, feet, hands and arms. PPE also refers to protective clothing, which covers or replaces
personal clothing and provides protection against one or more hazards. Fall arrest devices such as safety
harnesses are included in this definition of PPE.

20.1 Type:

Excel Generator Pvt Ltd. Shall provide its employees with approved standards Personal Protective
Equipment.

20.2 Provision:

PPE shall be provided, at no cost, to all Excel Generator Pvt Ltd employees. All persons provided with
PPE are required to take reasonable care of the equipment in terms of damage or loss.

20.3 Issue of PPE for individual use:

Prior to arrival at the worksite, each worker shall be provided with the following items of

20.4 Head Protection/Safety Helmets ‐ Safety:

Helmet supplied shall l be in conformance to international standards or the standards specified by


Client. Use or metal helmet is strictly prohibited. Protect from falling or flying objects, risk of head
bumping, hair getting tangled in machinery, chemical drips or splash, climate or temperature.

20.5 Footwear ‐ Safety:

Boots or safety shoes supplied shall be in compliance to international standards of standards specified
by the Client. Product Wet, hot and cold conditions, electrostatic build-up, slipping, cuts and punctures,
falling objects, heavy loads, metal and chemical splash, vehicles.

20.6 Work Wear (Coverall):

Issue of work wear shall be in conformance to international standards or Client specified standards.
Choice of work wear shall also consider requirements for visibility, the ambient working temperature
etc. Work wear shall be provided as and when required. Product from Heat, chemical or metal splash,
spray from pressure leaks or spray guns, contaminated dust, impact or penetration, excessive wear or
entanglement of own clothing.

20.7 Eye Protection:

Eye protection equipment issued such as safety glasses, safety goggles, welding visors/shields, face
shield shall be in accordance to international standards or the standards specified by Client. Prescription
safety spectacles to be supplied by registered ophthalmic practitioner as required. Product from
Chemical or metal splash, dust, projectiles, gas and vapors, radiation. Example: Safety spectacles,
goggles, face screens, face shields, visors.

20.8 Hand and Arm Protection

Gloves provided shall be in line with international standards or the standards specified by Client. Gloves
provided shall be graded for protection against mechanical hazards such as abrasion, blade cuts, tear
and punctures. Different types of gloves shall be supplied dependent the nature of activity/task. Product
from Abrasion, temperature extremes, cuts and punctures, impact, chemicals, electric shock, radiation,
vibration, biological agents and prolonged immersion in water. Example: Rubber gloves, Cotton Gloves,
Leather gloves and Electrical Hand gloves.

20.9 Ear Protection:

Suitable hearing protection shall be made available to employees exposed to noise level of 85 dB or
above. Hearing protection provided shall conform to international standards of the standards specified
by Client.

Noise – a combination of sound level and duration of exposure, very high-level sounds are a hazard even
with short duration. Example: Earplugs, earmuffs, semi-insert/canal caps.

20.10 Fall Protection:

Fall arrest devices (body harness and lanyard) shall be provided to employees in conformance to
international standards or the standards specified by Client. Choice of fall protection devices should
consider maximum drop permitted by lanyard, position of lanyard fitting (front, top, rear) size
adjustments, freedom of movement, comfort and visibility. Protect from men falling from height.
Example: fall arrester, Full body harness

21. Barricade and Signage

To prevent unauthorized access to the working area, barricades shall be erected around the working
areas as and when required. Adequate barriers shall be provided as a physical protection from falling as
well as indicating a potentially dangerous condition. The violation of warning signs shall not be
tolerated. Appropriate warning signs shall be displayed to provide a warning to others. All floor openings
shall be guarded or covered appropriately.

A permit to work shall be required for certain tasks carried out by the Excel Generator Pvt Ltd
employees as well as subcontractors. The type of work which requires the PTW will be decided by the
Client/Engineer and Project Manager. The conditions and limitations detailed on the permit to work
shall always be strictly complied with. Only the work detailed on the permit shall be carried. Should
there be any alterations to the type, location or duration of the works, then the permit shall be reissued
to reflect these alterations.
A request for a permit to work shall be completed at least 24 hours before the permit is required.
The request forms shall be available from the safety office. Only authorized representative of Excel
Generator Pvt Ltd. shall be permitted to receive permits. Authorization to receive shall be requested
through site Safety officer. The representative receiving the permit accepts responsibility on behalf of
his team, for ensuring that the requirements of the permits are compiled with. The permit to work shall
be clearly displayed at the work site at all times. On completion of the works, the permit shall be duly
completed by the supervisor and returned to the site EHS office

23. Working at Height

The following points to be taken care during working at height:

 All workers working at a height 2mt. or more must undergo the job specific training. Prior to start of
the activity.
 All the workers will be explained safe work execution plan and related safety precaution to be
adopted.
 Proper usage of PPEs (full body harness with proper anchorage & Safety Helmet with chin strap in
place) shall be ensured at the time of working.
 A communication system have been established and explained to the workers.
 Adequate illumination has been ensured in case of night work.
 Work-area inspected prior to starting of the job.
 Area below the workplace shall be barricaded as per the site rules, especially below hot works.
 Workmen provided with bag/ box to carry bolt, nuts and hand tools.
 Height working area shall be barricaded.

 All work platforms to be of adequate strength and ergonomically suitable ( i.e. if 32 mm Wooden
board is used for platform, adequate support to be provided in every 1mt., for 38 mm. board
maximum span length should not exceed 1.5 mt.)
 Fabricated make shift arrangements are checked for quality and type of material welding, anchoring
etc.
 Workmen are instructed to strictly compliance to anchor the safety belt during higher elevation
(more than 1.5M of height) job.
 Proper arrangement made (life line etc.) for anchoring the safety belt.
 Fall protection device (Fall arrestor) to be used for height work wherever required

24. Scaffolding:

Scaffolding can be defined as a temporary structure supporting one or more platforms and which is used
either as a workplace or for storage of materials (restricted to limits) in the course of any type of
construction work or maintenance and demolition. Where work cannot safely be done from the ground or
from the building or structure being worked upon, then suitable scaffolding which is properly constructed
and of sound material should be provided. While using the scaffolding, the following points are to be kept in
mind:
 Scaffolding should provide a safe place to work and a safe access.
 Scaffolding should be erected, altered or dismantled only by competent person under supervision.
 After erection, scaffolding should be inspected and scaffolding-tag provided by a competent
scaffolding inspector.
 The scaffolding should be plumb placed on firm and level ground and the base plates should rest on
solid timber boards when on soft ground.
 A “Scaffolding Tag” Inspection system shall be used all the times.
 Make-shift substitutes such as barrels, boxes and wooden tables will not be used as these are
proven sources of serious injury.
 The scaffold boards which make up the working platform should rest squarely and evenly on
transoms to prevent the risk of tripping.
 Scaffold boards must be without any cracks and must be secured with clips or rope.

 Scaffolding should never be overloaded and it should be tied when used in open edges.
 Scaffolding should be provided with diagonal braces to keep it stable.
 Red tagged scaffold will not be used for any purpose.
 All scaffolds which are more than 2 meters in height must have the appropriate guard rails, toe
boards on all exposed sides and proper access.
 No one should interfere or remove scaffolding.

25. Ladders:

Ladders are frequently used on a construction site. The following guide-lines are to be followed during its
use:
 Only one person to climb or descend a ladder at any given time.
 Position the ladder on a firm and level base.
 The head of the ladder should rest against a solid surface which is able to withstand the load
imposed on it.
 Wherever possible secure the ladder in place. If this is not possible then a person should hold the
ladder with both hands, both his feet should be placed against the foot heels of the ladder.
 Make sure there are no overhead power lines with which the ladder might make contact.
 The ladder should extend at least 1 meter above the landing place, unless there is a suitable hand
hold to provide you with equivalent support.
 Never use a ladder which is too short and never stand it on something like a box, bricks, barrel etc.
to gain extra height.
 Place the ladder at a safe angle of about 75° to the horizontal.
 Face the ladder when climbing or descending.
 Do not over reach while working on the ladder, move the ladder when necessary.
 Never use a defective ladder. Remove it from site immediately.

Where it is not practicable to provide standard working platform and the working height exceeds 2
meters, safety harnesses must be worn. Supervisor must train his workers on how to wear and how to
hang it in safe manner. Safety harnesses must meet the high standards and be properly maintained and
regularly inspected at monthly intervals. Records of such inspections must be maintained.

27. Using of Hand, Air and Power Tools

27.1 Tools and Equipment:

For each activity a method statement will be submitted officially to the client and part of the method
statement will be tools and equipment approved to be used for the activity.

27.2 Power tools:

Direct supervisor to ensure the implementation of the following:

 Deploy only trained personal for operating power tools. Avoid unauthorized persons to operate the
tools.
 Ensure the use of proper industrial plug, which should not have any metal projection outside.
 All power tools should be grounded or double insulated.
 Use good quality and properly rated power cables without any cut, damages.
 Portable power tools must not be lifted by the cable which may damage the connection inside the
tool shall be lifted by the handle provided.
 When not in use, unplug the tool from the source of supply.
 Do monthly inspection of the Power tool by a competent electrician and keep record.
 On / off switch must be maintained properly.
 The operator must wear safety goggles to avoid fall of foreign body in eye.
 Use mask to avoid dust inhalation.
 Don’t bend and hold the material between the legs and operate the power tool.
 Over route the cables used for the tool. Avoid lying across the access ways.
 Ensure proper guard in the tool and in no instance should be removed.

Direct supervisor to ensure the implementation of the following:

 Always use right tool for the right job. Be sure it is of the right size.
 Ensure that mushroom headed tools such as chisels and punches are reconditioned or replaced as
necessary.
 Avoid using a screw driver as a chisel causing breakage and ejection of the tip which results in injury.
 Ensure that loose splintered or cracked handles on tools are replaced through proper inspection.
 Random and routine inspection should be done by the trained store persons prior to issue of the
tools.
 Identify quarantine area for the damaged hand tools and avoid issuing to site. Then send it back to
the plant.
 Ensure that proper PPE is used.
 Hand tools should be free of oil and grease.
 Tool pouch should be used for carrying the hand tool whilst working at height.
 Proper maintenance of the tools should be done periodically.
 Restrict hand tools operation in flammable atmosphere which may lead to sparks due to impacts
between light metals.
 Hand tools used for electrical tasks should be insulated.

27.4 Cartridge operated tools:

Cartridge operated tools, including rivet guns, should only be used by properly trained and competent
persons only. Supervisors to ensure that workers are following these instructions:

 Use the equipment in conformance with the manufacturer’s instructions and comply with them
at all times.
 Always load with barrel pointing in safe direction (away from you and not at anyone else).
 Ensure cartridges are suitable for material being fired into (not too powerful) consider a test
fire.
 Be aware of voids in material being fired into and allow at least 75mm (3”) from edges of
concrete or brickwork.

 Always hold gun/tool at right angles to material being fired into – ensure splinter guard is resting
on surface.
 Wear suitable PPE (eye protection and ear defenders).
 In the event of a misfire wait one minute and try again. If still a misfire, then wait a further
minute prior to unloading.
 Keep guns / tools well maintained and clean.

28. Welding

Project Engineer, Site supervisor to ensure that the following instructions are followed strictly:

 Obtain hot work permit before starting the activity. Ensure the welding area is free from
combustible material.
 Skilled and competent workmen only to perform welding work.
 Proper cables must be used for the return path of the welding machine.
 Except the electrode holding jaw, the remaining part of the welding holder should be fully insulated.
 Welding shall not be performed in damp condition. Welding machine & the cables should not be
kept in wet places.
 Welding machine and cables should be checked before start of the job and welding machine body
earthling must be given.
 Ensure the fire blanket is present in the work area. Use appropriate leather gloves / shoes.
 All the combustible materials should be cleaned nearby area.
 Welding machine should be switched off when the welding work is finished.
 All cable joints should be very rigidly made and insulated to avoid getting heated up or producing
sparks causing fires.
 Fire extinguishers should be provided near the work place.
 Welder should use scratchproof goggles always to avoid getting burns while chipping, cleaning etc.
 Welder coverall should be full sleeve cotton.
 Overheating of transformers shall not be allowed.
 Use proper eye protecting shield, welding, helmet etc.

 Provide proper ventilation to avoid inhalation of fumes. Avoid exposure of direct skin to the
radiation.
 Do not use water to fight electrical fires.
 Ensure proper ventilation if welding activity is done in closed or confined space.
 Provide shields so as to ensure the light beam is not exposed to other workmen around the area.
 Supervisor to close the permit and watch man to check the area for two hours after completion of
the work.

29. Compressed Gas Safety

 Compressed Gas such as oxygen, acetylene, Carbon dioxide, Nitrogen, Argon cylinders shall be
handled with care, properly supported in an upright position away from any source of heat and
securely tied off.
 All compressed gas cylinders in use shall have valve key on the valve. All cylinders not in use shall
have the protection valve cap in place and shall be stored in a designated outside the work area.
 During handling from one work is to other all compressed gas cylinders should be secured on a
cylinder trolley. Usage of loose cylinders should be avoided.
 Compressed gases, including air, shall not be used for cleaning clothes, the body or work areas.
 When gas cylinders are required to be lifted by hoisting equipment, a basket, cradle or similar
handling device shall be used. Slings directly attached to cylinders are strictly forbidden.
 Cylinders shall never be lifted by the protective valve cap.
 Do not strike an arc on cylinders.
 Do not use cylinders as rollers.
 Before connecting regulators to cylinders, carefully crack open the cylinder valve to blow out any
foreign particles. Close the valve. After the regulator is connected, ensure that the second stage of
the regulator is closed. Stand to one side and open the cylinder valve slowly.
 Open valves on all fuel gases except acetylene (propane, natural gas etc.) completely to backseat
valve and prevent leaking. Acetylene valves should be opened one quarter turn only.
 Do not exceed 15 psi on the torch when using acetylene.
 LPG cylinder usage is prohibited at site.
 Cutting nozzle to be cleared regularly and kept clean to prevent flash back.

 Use proper hose preferably with pressure testing certificate and rated for that purpose. When
lighting a torch (1) open the fuel gas valve (2) light the torch (3) then open the oxygen valve. Use an
approved spark lighter. Do not use matches, cigarette lighters, or cigarettes light a torch. Reverse
the order to shut down the torch.
 Keep oil and grease away from oxygen regulators, hoses and fittings. Inspect all hoses, gauges, and
torches before each use.
 Flash back arrestors / non-return valves should be provided both at cutting torch and regulator
end.

30. Electrical Safety Practices – General

 All electrical cables must be in good condition free from any physical damage.
 All electrical cables running across walkways, roads, etc.: Shall be sufficiently covered against
damage or shall be suspended at least 2 meters in the height.
 All Electrical Distribution Boards, used to draw construction power shall be protected with MCB/
RCCB/ RCD. The tripping current rating shall be of 30 mAmps..
 All electrical cables, boxes, power tools and other equipment shall be checked regularly against
physical damage prior to start its operation.
 All electrical power tools must be double- insulated type.
 MCB/ RCCB/ RCD to be tested periodically as per the EHS assurance plan. The record for the same to
be maintained.
 Only industrial type plug & socket to be used to draw electrical power from an extension board and
DBs
 Never draw electrical power by inserting necked wire for any temporary purpose and for
whatsoever urgency in any Sterling & Wilson project sites.
 General earthling value for temporary construction power supply to be maintained <_5 ohm.
 Required no. of Earth pit to be provided during construction phase.
 Neural and Body Earthing shall be separately earthed for temporary power supply through DG.
 All metallic part of any electrical powered equipment, including welding machines shall be provided
with body earthing.
 Electrically nonconductive materials shall be used for securing lighting strings to supports.

 All stationary / fixed type equipment’s other than portable power tools used for fabrication job must
be provided with separate starter / switching device. Only portable electric equipment shall be
permitted to draw power from a power socket directly. For lighting and other indoor job if domestic
socket is used, that must be shuttered type.
 All DBs or switchboards shall be kept lock during normal condition.
 Temporary lights shall be equipped with guards to prevent accidental contact with the bulb.
 Temporary lights shall be equipped with. Heavy-duty electric cords with connections and insulation
maintained in safe condition.
 Temporary lights shall not be suspended by their electric cords, unless cords and lights and lights are
designed for these means of suspension.
 Splices shall have insulation equal to that of the cable.
 Extension cords shall be protected against accidental damage as may be caused by traffic, sharp
comers or projections and pinching in doors or elsewhere.
 No Flexible wire shall be used at site for any activities in Sterling & Wilson project site.
 During handover/Pre-commissioning/Charging time please ensure LOTO (Lock out and Tag out)
procedure to be followed.
 Ensure proper shutdown of the system as required after seeking permission of client and other
agencies as required as per Electrical Work Permit.
 After completion of the activity the system can be charged only after proper communication with
client and relevant other agencies and the tag to be removed only by the electrician engaged in that
job after ensuring the safety of the equipment as per Electrical Work permit system.
 Caution and danger board to be pasted in charged electrical equipment
 No work to be carried out on electrical lines under adverse weather conditions
 Standard rubber hand gloves to be provided for working at electrical lines and rubber mat to be
provided wherever required
 All machinery’s to be earth protected & the earth resistance value to be periodically tested &
recorded
31. Lock Out / Tag Out Procedure

 Electrical work permits to be obtained.

 Person engaged in this operation must undergo the LOTO procedure.


 Energy has to be Isolated
 The person working on the equipment / line shall apply the lock and danger tag on equipment
followed by all work personal who all are engaged in this activity before starting the activity.
 Once a lock and danger tag has been placed only the person, who fitted the lock and tag can remove
it.
 Any person who accidentally removes a lock and/or tag of another person must immediately contact
the supervisor or the employee whose name appears on the tag and advise them of the incident so
that they can secure the tag or replace the lock as required
 Work personal will return the lock and danger tag to Supervisor after the completion of work.
 On removal of the locks and tags of all other employees, the supervisor shall remove their locking
device and danger tag

32. Safety in Electrical Testing and Commissioning:

 It is important to understand that electrical testing & commissioning activity some time generates
voltage & currents that can cause harmful or even fatal electric shock.
 Do not perform an electrical testing activity at an electro static discharge (ESD) work area.
 Only experienced and qualified personal are allowed to perform testing activity.
 The work area to be barricaded/fenced against entry of unauthorized people and “caution-Testing
activity under progress” signage to be displayed.
 Die-electric withstand test equipment shall be connected to a good ground for protection of
operator.
 Test equipment and device under test should be positioned in the safest manner possible; the
testing engineer should not have to reach over the device under test in order to start, stop or adjust
the testing equipment’s.
 Risk of a testing engineer accidentally touching the devices under test while the test is in progress
shall be eliminated.
 Make sure that return circuit of the tester should not be open as in that case, the enclosure of the
equipment under testing can become energized and will lead to severe consequences.

 In case of DC testing the equipment under testing should be discharged prior to open the testing
circuit by using a hot stick probe to remove the possibility of hazards due to stored energy.
 Testing engineers working near exposed energized electrical circuit should be trained for emergency
requirements for quick response.
 During testing make sure that the external safety ground connection is secure.
 Always connect the return lead of the test equipment first.
 Prior to starting the test double-check and verify that the test connections are being made properly
 In case of any problem during testing turnoff the high voltage first.
 Make sure the equipment under testing has been discharged properly before touching the
connection during DC testing
 Appropriate safety PPE, including safety shoes, and safety helmets must be used during testing and
pre-commissioning activities.

33. Cranes, Material Hoists and Other Lifting Equipment & Tools

 All cranes / hydra and other lifting equipment shall be inspected at gate prior to enter at site.
 All cranes and other lifting equipment including slings & D shackles shall have a valid statutory “load
test certificate” before entering worksite. This equipment shall be inspected on a regular basis, and
a valid test certificate shall be available at the times the equipment is on the worksite.
 Only experienced, competent operator shall be allowed to operate the equipment. He has to get a
clearance from the safety Officer at site.
 All lifting gear and material must have valid certificates from competent authority. The area where
hoisting activities are being carried out shall be roped / barricaded off. Personnel inside the rope
area shall be only those directly employed on the hosting activity. No one is allowed to walk under
the suspended load or boom under load.
 Safe working load to be verified for the lifting gear prior to take it into use for lifting e.g. slings and
“D” Shackles.
 Over loading is totally prohibited. The total material weight has to be verified prior to lifting.
 Only trained, authorized operators to handle cranes. Signal man / banks man to be engaged prior to
allow the crane to be operational

 Tag lines shall be used to control all loads. The tag line shall not be wrapped around the hands or
body.
 Cranes with live booms are not permitted on site.
 Make sure at least two wraps of wire ropes remain on the drum when the load hook is in the
extreme low position
 Boom angle indicator & load chart shall be consulted prior to start lifting as per lifting plan
 Slings & other lifting tackles should be inspected at regular interval as per EHS assurance plan and
shall be discarded if find damaged deformed or reduced dia.
 Chain pulley block must have a valid test certificate and must be inspected for its locking
arrangement and any damaged chain links.
 Riggers and equipment operators shall know the weight to be handled and the capacity and proper

 Over load tripping devices must be provided on the hoists and cranes.

34. Material Hand Ling operations Manual / Mechanical

Material handling alone is found to be responsible for twenty five percent of total accidents that take
place in industry.

34.1. Manual Hand ling Of Materials:

Some of the common injuries during manual handlings are:

 Strains to wrist or fingers because of awkward handling of articles.
 Slipped discs due to improper posture in lifting an object.

The following precautions are required to the observed while lifting and carrying an article manually.

 Personal protective equipment such as safety gloves, safety shoes are to be used during lifting and
carrying heavy, sharp-edged article
 If the weight is too heavy for one person to lift, then more than one person shall be engaged for the
job
 When more than one person is engaged, it is safer to have persons of similar capability, height etc.
 Ensure proper lifting technique.
 Ensure Firm grip over object to be lift by the palm and not the finger.
 Ensure manual handling for heavy load to be kept as low as possible.

34.2. Mechanical Handling of Materials:

 All machinery will be inspected before being placed in service and at regular intervals thereafter;
 Maintenance schedules will be established for each piece of equipment and strictly followed;
 No repair, adjustment or replacement of parts on machinery is permitted in site.
 At the start of each shift the operator will check oil, water, fuel and hydraulic levels and he will check
that all gauges are operating and that the machine is functioning smoothly. Safety equipment
(guards, limit switches, governors, etc.) will be checked daily;
 When vehicles are left unattended, engines will be stopped and parking brakes applied or the
wheels choked, blades, scraper buckets, and other hydraulic equipment will be lowered to the
ground before the operator leaves the machine;
 Special care to be taken to prevent any oil to go into the land during Oil filling or any other operation
& maintenance activity of mechanical material handling equipment, MEWP or DG set.

34.3. Guarding Of Machinery

All moving machinery will be guarded.in particular gears, pulleys, V-belt drives, fans and revolving shafts,
all of which are present on most of the static equipment used on or around construction sites.
Guards will be installed on equipment prior to arrival on site and will be maintained in position at all
time while the equipment is operating. Guards which are removed for routine maintenance or repair
work, will be replaced before the equipment is returned to service.

34.4. Operators

 Only trained experienced personnel will operate mechanical equipment. Operators will be trained in
the procedures and functions relevant to that specific equipment. They will be fully aware of the
capability and limitations of the machine and have knowledge of the day-to-day maintenance
required.
 All drivers and operators of heavy equipment will be in possession of current licenses for the
particular class of machinery applicable to the legal compliances.
 Perform daily / weekly maintenance checks of machine.
 Ensure persons and objects are clear of path of travel. Check to rear when reversing, reverse light
and horn work and equipment fit for purpose

35. Barricades:

 Temporary Barricades with caution tapes shall be provided around work areas to provide a visual
guard to prevent unwanted movement of persons, including excavations, holes, and openings in
floors, roofs and elevated platforms and underneath any raised load / overhead job / hoisting work.
 Barricades shall be about 42” (one meter) high and maintained square and level.
 For a longer job for several weeks in a same area and a physical protection is required, Hard
Barricading / Protective barricading shall be installed, e.g. Wooden post, Fabricated steel frame etc.
Hard barricading shall be fixed rigidly into the ground to withstand some load.
 Hard barricading should be designed to withstand at least 200 lbs of force in any direction with
minimal deflection.

36. Guarding of Opening & Cut- Outs:

 There should be no opening in any work platform except for allowing access to such working
platform.
 All holes or openings through floors or decking at all elevations shall be provided with whole covers
made of. Re-bar mesh shall be placed over the opening or the hole shall be guarded by railing with
toe board
 Material and equipment shall not be stored on a whole cover.
 Every hole cover shall have a sign reading “WARNING – TEMPORARY COVER – DO NOT REMOVE
UNLESS AUTHORISED” or shall otherwise identified
 A whole cover shall be cleated, wired or otherwise secured so it cannot be slipped sideways or
horizontally beyond the hole.
 Every whole cover shall extend adequately beyond the edge of the hole.

37. Trenches and Excavations:

Prior to starting any trench or excavation work, the proposed works shall be adequately assessed and
planned to ensure that they are executed safely and without risks to health and safety. The factors to be
considered include: -
 All earth moving machinery and excavator shall be inspected at the gate prior to enter at site
 All experience competitor operator shall be allowed to operate the equipment. He has get
approval from site safety officer.
 Any person working near a excavated pit/trench of 2meter or more depth shall be used personal
fall arrester /safety belts
 A work permit shall be required prior to beginning work.
 A warning or protective barricade along with hard barricade shall be provided around every
excavation area. Excavated materials shall be piled at least three feet back from the edge of the
excavation.
 Proper cutting angle (slop / angle of repose) to be maintained in any excavated pit or trench
depending on the soil condition.
 Shoring / hard barricading shall be considered for an excavated area depending upon the
working condition & area of operation.

 Every excavation shall have a safe access way.


 All excavation walls shall be inspected before being entered and after a heavy rain.
 No one is permitted in an excavation while construction equipment is working next to the edge.
 The presence of any underground or overhead services to be checked.
 The provision of edge protection to prevent materials, plant and personnel falling into the
excavation. In addition, any excavation of significant depth or complexity will be subject to a
written procedure detailing the sequence of work and the relevant method and precautions to
be observed
39. Control of Substances Hazardous to Health (COSHH)

Using chemicals or other hazardous substances at work can put people’s health at risk, so the law
requires employers to control exposure to hazardous substances to prevent ill health. EGPL have to
protect both employees and others who may be exposed by complying with the Control of Substances
Hazardous to Health Regulations 2002 (COSHH) (as amended).

39.1 Effects of Hazardous Substances


Examples of the effects of hazardous substances include:
 Skin irritation or dermatitis as a result of skin contact.
 Asthma as a result of developing allergy to substances used at work.
 Losing consciousness as a result of being overcome by toxic fumes.
 Cancer, which may appear long after the exposure to the chemical that caused it.
 Infection from bacteria and other micro-organisms (biological agents).

39.2 Preparation of COSHH Assessments

COSHH Assessments shall be formally carried out and recorded for all potentially hazardous substances
handled by EGPL employees. Subcontractors working on the HPE premises are required to provide an
assessment and adequate information for all hazardous materials propose to use. Consideration shall be
given to all purchased materials, products, byproducts and substances produced during the activity or
within the process.

Copies of all assessments, the original safety information Safety Data Sheet (SDS) provided by the
suppliers, and any relevant correspondence should be forwarded to the HS&E Site representative for
filling. Copies of (SDS) and first aid instructions must be readily accessible to those supplying first aid or
medical attention. A current and complete set of (SDS) shall be kept at the site medical Centre, site store
or site office.

39.3 Preventing or Controlling the Risks

If the COSHH Assessment concludes that there are risks to health, then action shall be taken to prevent or
reduce the risk to an acceptable level. Due consideration must be given to:

 Elimination: changing the process or activity so that the hazardous substance is not required or
generated.
 Reduction of quantities stored or used.
 Substitute with a safer alternative or a safer form of the same substance, for example pellets in
place of powder or more dilute solutions. If prevention is not reasonably practical then a control
strategy shall be selected from the following list (individually or in combination)
 Total enclosure.
 Partial enclosure and local exhaust ventilation.
 General ventilation.
 Systems of work, and procedures. Reliance on PPE should only be a last resort if all the above
strategies result in an unacceptable residual risk. However, PPE shall be worn, as appropriate,
commensurate with the requirements of the activity being conducted.

39.4 Maintenance and Monitoring of Control Measures

Systems shall be in place for local supervision to monitor the use and effectiveness of control measures
identified in the assessment, for example:
 That people are trained informed and carry out critical procedures correctly.
 That equipment is well maintained, and working effectively.

person at set intervals.

40. Fire Prevention Plan and Emergency Evacuation:

40.1 Introduction:

The aim of this plan is to safeguard the lives and property of EGPL staff, employees visiting the office and
site visitors and other contractors. Fire and emergency response plan of client must be followed and to
be communicated to all employees and when reviewed to be redistributed and again communicated

40.2 Responsibilities:

The fire coordinator (will be nominated) is responsible for:


 Familiarizing personnel with emergency procedures.
 Acting as liaison between management and their work area.
 Ensuring that employees have vacated their work area in the event of an evacuation and for
checking assigned areas.
 Knowing where their assembly point is and for communicating this information to employees.
 Having a list of personnel in their area, so a head count can be made at their assembly point.
 Ensuring that disabled persons and visitors are assisted in evacuating the building.
 Evaluating and reporting problems to the emergency coordinator after an emergency event.
 Posting the “Area Evacuation Plan” in their work areas, communicating plan to employees and
updating the plan on a quarterly basis in coordination with the client.
40.3 Means of escape:
The travel distance should not exceed 15m in one direction and 30m in two directions from any point to
the main road of the site.

40.4 Fire alarm/firefighting:

The site plan indicates the location of fire extinguishers/fire exits and the assembly point (As pre client)

40.5 Training:

Firefighting training is to be organized and carried out within a reasonable time frame of the full site
office facility being set up and operational. Toolbox talks shall be conducted relating to firefighting at
regular intervals to all employees.

40.6 Fire Drill:

In accordance with good practice, a fire drill is suggested to be carried out every 4 months in
coordination with client. The findings of which are to be recorded and any issues arising from that drill
are to be discussed in coordination with the client.
40.7 Fire Prevention:

Fire prevention at work is everybody’s responsibility and co-operation between all persons is essential to
prevent an outbreak of fire, the following list of preventative measures is by no means exhaustive.

 Smoking only allowed in designated areas approved by client.


 Do not let papers, rags or other rubbish accumulate at your place of work.
 Use proper containers for flammable liquids, do not use homemade containers.
 Handle all flammable liquids at a safe distance from possible sources of ignition.
 Check before and after using blow lamps/welding cutting equipment.
 Do not overload electrical circuits.
 Switch off from mains any electrical equipment when not in use.
 Check electrical cables, plugs and socket for damage prior to use.
 Clean up oil/fuel spills
 Use only metal containers for oily rags, scraps and waste.
 Do not leave rubbish lying around.
 Do not hang clothing over or near heating elements.
 Avoid wearing flammable clothing.
 Do not obstruct any access to fire extinguishers.

40.8 Fire action:


Follow the emergency evacuation plan of the client; however, the following are the main guideline for
what to do in case of emergency:

 Raise the alarm:

Break glass of nearest call point or shout Fire Fire Fire ….

 Call the Fire Brigade:

Call the EHS Department of EGPL and client. If you couldn’t call EHS Department then dial 998 and tell
fire brigade (civil defense) is required at the construction site (give site details, road names, numbers,
junctions etc.).

 On hearing the alarm:

o All personnel to leave the site and go straight to the assembly point.
o Do not stop to collect personal belongings.
o Turn off generators, compressors and other powered equipment.
o Turn off all heat-producing equipment and shut cylinder valves.
o Attack fire with the equipment provided IF SAFE TO DO SO.
o Obey instructions from the site fire safety co-coordinator and fire marshal or supervisory staff.
o Do not re-enter the site until the clear signal by Construction Manager and told it is safe.

 Causes of Fire:

Identifying the cause of fire is the crux of all fire prevention measures. Common or significant causes of
Fires are:

 Arson
 Hot work
 Electrical faults

representatives and communicated to all concerned.
o Adequate training and frequent awareness to be organized for those involving handling of
hazardous materials.
o List of all stored materials to be displayed in the store and EHS office, submit copy to client if
requested.
o Comprehensive emergency procedure to be established by EHS department and logistic coordinator.
o Access and egress to be maintained at all times.
o Adequate sign boards should be conspicuously displayed.
o Ensure sufficient ventilation shall be provided.
o Adequate electrical installation and sufficient lighting should be provided.
o Provision for First aid facilities should be adequately in place.
o Sufficient Firefighting equipment should be provided.
o Frequent inspection must be carried out by competent EHS representatives.
o Risk assessment to be followed and communicated.
o No smoking policy within and near the storage area should be strictly followed.
o Unauthorized entry should be prohibited in the storage area.

 Fire Prevention:

Excel Generator Pvt Ltd target is to train all employees internally for fire protection and prevention
Because preventing the fire from happening is the best way.
 All offices and store areas will be equipped with portable fire extinguishers, which will be
clearly marked as to the type and limit of use. In coordination with client.
 As per legal requirements some of employees will be trained and competent to fight the
different types of fire.
 Any hot work activities carried out shall be controlled by way of a controlled hot works
permit system.
 All extinguishers shall be maintained and inspected on a monthly basis. Bad Housekeeping is
not accepted in Excel Generator Pvt Ltd.
 Smoking is not allowed in EGPL site offices and sites out of designated areas provided by
client.
41. Welfare

41.1 Potable Water:

An adequate supply of cool drinking water shall be made available on site by the installation of water
coolers strategically placed in the office complex, and thermos flasks shall be readily available on site. A
supply of re-hydrate powder shall become available as the summer progresses. Heat stress timing,
training and precautions will be implemented in place as per legal and client requirements.

41.2 Toilets:

Portable toilets are available on site. This facility is to be kept clean at all times, with the effluent waste
being disposed of under the auspices of the client.

Adequate and suitable areas for resting and the taking of meals shall be provided away from the
working area. This area shall be kept clean and tidy at all times. Timing of rest specially lunch will be
coordinated with the client.
41.4 Site office layout:

All offices and site buildings shall be well maintained with an adequate supply of power, water and
sewerage. A qualified electrician will carry out all electrical supply and the fitting and maintenance of
electrical items. Exits signage and fire extinguishers will be distributed in site office.

42. General Restrictions

42.1 Intoxicating Liquor and Drugs:

 Excel Generator Pvt Ltd employees shall be aware that the possession or consumption of an drugs,
other than for medicinal purposes, or any alcoholic liquor on site is strictly prohibited.
 Smoking is strictly prohibited on site and inside office area. Smoking is only permitted in designated
smoking areas which have the fire precautions and approved by the client.
 Excel Generator Pvt Ltd employees shall be aware that no employee shall be permitted to enter the
site under the influence of intoxicating liquor or drugs.
 All employees shall accept the right of the Client/Consultant to refuse attendance to, or evict them
from the Site, if they are believed to be under the influence of intoxicating liquor or drugs.
42.2 Conduct:

 Excel Generator Pvt Ltd shall ensure its employees, Subcontractor employees, Visitors conduct
themselves in a safe, orderly and seemly manner on the project and shall not indulge in hooliganism
or horseplay.
 Excel Generator Pvt Ltd shall communicate the EHS Regulations to its employees, Subcontractor
employees, Visitors and shall insist upon compliance at all times. Compliance shall be monitored
through the Management, Supervisory and EHS line.
 Excel Generator Pvt Ltd have in place a Disciplinary System, which confirms to as per Labour Laws,

43.1 Objective:

The objective of in-house safety rules and regulations is to ensure all personnel know their obligations
and responsibilities and to comply with the rules and regulations. The in-house safety rules and
regulations are designed to be simple and easily understand by the staff and workers of all levels.

The company shall review the rules and regulations to ensure its suitability and effectiveness. Records of
such reviews shall be maintained.

Excel Generator Pvt Ltd has a set of general site safety rules and regulations for all workers (both direct
and contractor) to follow. This is to establish a common understanding of their obligations and
responsibilities to the achievement of the site health, safety and environmental management system.
EHS rules and regulations, formulated by the company are to be posted at prominent location at the
site. All new employees will be briefed on the rules and expected to abide by them. These rules are
enforceable under the control and monitoring system.

43.2 Safety rules at Site:

 Wear your safety helmet at all times in the hard hat or helmet zone and Wear safety shoe /
protective footwear at all times.
 Wear safety glasses / goggles when chipping, grinding or whenever an eye injury hazard exists.
 Wear ear plug / mufflers when hacking or whenever noises induce deafness (NID) hazard exist.
 Wear protective hand gloves when welding, gas cutting or whenever a hand injury hazard exists.
 Wear safety belt / harness when working at height, edge of structures or whenever a falling hazard

 Do not consume any form of alcoholic drink during working hour.
 No horseplay whilst working.

 Always anchor your full body safety harness to a secure structure.
 Keep tools in a box or container when working at height.
 Remove all protruding nails or bend them over.
 Inform your supervisor where lighting is insufficient.
 Ensure that materials are stacked on a firm and level base and in a tidy manner.
 Always remove from the top when removing materials from a stack.
 Watch where you are going whilst moving materials. Look out for tripping hazards.
 Obtain all necessary protective gear from your supervisor before commencing work.
