A. RATIONALE
The ability to read and understand a simple text is one of the most fundamental
skills a child can learn. It is an essential skill for students to master because
information is presented in text throughout the world. Educational system also relies
more heavily upon text as pupils reach higher grade levels (Lowly 2014).
One of the ways to measure the reading capacity of the learners is to conduct a
reading assessment through the administration of Philippine Informal Reading Inventory
(Phil-IRI) which could not be administered fully this school year because of the COVID-
19 Pandemic. The main concern of the Handamayan ES is not only the safety of its
personnel but of course the safety of its learners and so, face to face learning delivery
modality is not allowed this time, thus, not all stages of Phil-IRI can be administered this
school year. Nevertheless, stage 1 or the Group Screening Test (GST) can be done
remotely, not in group but individually. The result of this test shall determine the reading
levels of the learners and shall support in the establishment of the individual home-
based reading intervention program. Home- based in a sense that the learners will not
be able to report in schools.
Most children can learn to read if difficulties are detected in Kindergarten and
First grade, and the appropriate early interventions are applied. Prevention and

early intervention programs that teach phoneme awareness and phonics skills and
develop reading contexts where children have an opportunity to practice skills are
more beneficial than approaches that are less structured and direct. Help needs to
be provided before nine years of age; after that time, children respond more poorly
to reading instruction. Pupils need practice reading in order to develop their phonemic
awareness, phonics fluency, vocabulary and comprehension. The mastery of these
skills will grant them access increasingly complex knowledge and improve their
academic performance. They need decoding and phonics experience, which they can
get by reading lots of books with repetitive sounds and language patterns
(Cooper1997).
The implementers of Project EARN are truly committed to create proficient readers
and confident learners.
