TRAINING DESIGN

Sangguniang Kabataan Mandatory Training

I. RATIONALE:

President Rodrigo Duterte signed Republic Act 10952 that resets the barangay and SK elections
to the second Monday of May 2018 which falls on May 14, 2018. The Rules and Regulations
Implementing RA 10742 or the Sangguniang Kabataan Reform Act of 2015 was approved by various
line agencies of the government between the National Youth Commission, Department of Budget and
Management, Commission on Audit, Department of Education and Commission on Higher Education.

Section 30, Rule V of the said IRR provides for Mandatory and Continuing Training for elected
or appointed SK Officials, Paragraph (a) states; For the purpose of emphasizing the role of the youth in
nation-building and moulding them to become better citizens with the values patriotism, nationalism and
honor as a Filipino, any SK Official, whether elected or appointed or any member of the LYDC must
undergo the mandatory training program before she or he can assume office.

Consequently, partners to implement this provision is stated in paragraph (g) “The province, city,
municipality, barangay and the local government unit shall provide logistics and other support, with
regard to the mandatory training and continuing training program for SK officers in their locality.”

Hence, this design is formulated for SK elected officials to undergo the SK mandatory training to
equip them with the necessary knowledge and skills before they can assume their post.

II. OBJECTIVES:

At the end of the training, the participants should be able to understand the laws on Sangguniang
Kabataan and local governance, and be prepared to assume their duties and functions.

Specifically, the participants should be able to;

1. Understand the salient features of RA 10742


2. Know the concepts of decentralization and local governance;
3. Learn about code of ethics for government officials;
4. Know their roles and functions, values formation, including basic leadership and skills
management;
5. Develop or enhance their skills needed to perform their functions in planning, budgeting, and
policy making.

III. COURSE CONTENT:

b. SK History and Salient Features
c. Meetings and Resolutions
d. Planning and Budgeting
e. Handbook on the Financial Transaction of the Sangguniang Kabataan
f. Disbursement of Funds
g. Code of Conduct and Ethical Standards

IV. METHODOLOGIES

The methods include Lecture-Discussion, Audio-Video Presentations and open forum.

V. EXPECTED OUTPUT

The expected output of the training are the participants workshop output.

VI. PARTICIPANTS/TRAINING MANAGEMENT

There shall be a total of one hundred eleven (111) elected and appointed SK Officials from the
twenty four (21) barangays.

Training Management shall include representatives from the DILG and LGU.

VII. DATE AND VENUE

The training will be conducted on October 6, 7 & 8, 2020 at 2nd Floor Public Market, Salcedo,
Ilocos Sur.

VIII. BUDGETARY REQUIREMENTS

A registration fee of 1,200.00 shall be collected from each participant to cover training materials,
food and other incidental expenses to be incurred. This amount shall be chargeable against LGU Training
Fund.
