After Upgrade to 12.2.9, user is able to create
view, but cannot add columns to the personalized view. Noticed that the
personalize button is missing.

Personalize button would be available to edit and create custom Views
CHANGES
CAUSE
Enable List Search was set in Table Diagnostics. This toggles between Search by criteria, and using Saved Searches via
Personalize button

3) Using Purchasing Responsibility, navigate to Buyer Work Center -> Requisitions - Personalize button is missing - in List Search
mode

4) Can click on Show Filters to change the search criteria - or turn them off by clicking on Hide Filters
5) While in Buyer Work Center forms, click on the Table Diagnostics button
6) Click on Disable List Search to get to Saved Searches (Personlize button) - Enable List Search puts you back in List Search
mode again - you are automatically returned to BWC form

The setup is based on the setup of profile 'FND: Diagnostics', when profile was set to Yes, then 'Table Diagnostics' button
will be shown; when profile was set to No, then 'Table Diagnostics' button will NOT be shown.
The setup of profile 'FND: Diagnostics' can be controlled by Site/Responsibility/User levels. User level take precedence then
Responsibility Level, and Responsibility Level take precedence then Site level.
After the profile was set, then there is no need to set again whenever user was login.
