Direction: Read and explain from your level of understanding the 5 questions given below. Submit within
2 hours upon receipt.

1. Discuss the mode of delivery of learning mechanism intended for ALS. Discuss the impact from the
ALS Learners the effectiveness in the delivery of learning to the learners.

In alternative learning system, there are five modes of delivery in learning, specifically, these are
the following: face-to-face, radio-based, eskwela/computer-based or independent learning and through
Television instruction.

According to a study conducted, incorporating face to face learning method is preferred by


students as it promotes instant feedback and convenience in communication with classmates and
instructors that leads to better understanding of the lesson and improves motivation to study
(Miliszewska, 2007).

The television based instruction and radio based mode of learning is used  wherein educational
materials and instructions will be broadcasted. A research study entitled, “Exploring the Alternative
Learning System Radio-based Instruction”; the ASL students ruled out major concerns regarding radio
based type of learning, these includes: quality of the signal of the radio broadcast, quality of the radio
(transistor vs branded radio), conduciveness of the venue with noise as the main problem, and
reproduction of materials like activity sheets from the module. However, respondents also expressed
the significance of ALS-RBI as it can be the second best option to achieve formal education (Valdes M.,
Paulican J., Adriatico J., 2018).

In eskwela/computer-based or independent learning, a research study showed that among 150


ALS learners across five schools in Northern Philippines participated in the study,the ALS learners have a
low level of acquisition of 21st-century skills. Ravitz et al. (2012) stated that a person without global
connections is not prepared in facing the world outside his parameter or culture and forming conflict in
engaging to other people making the other inferior or rather superior. In addition,  Pinca
(2015) emphasized that ALS learners must understand and be prepared in communicating and in
collaborating to diverse individuals globall

2. Discuss Three (3) Support Benefits: Programs and Projects offered by the GOs & NGOs to the Poor,
Deprived, Underserved, and Underprivileged members of the society. Discus those programs/ projects
you know that has been implemented in your locality that give the impacts to the learners or ALS
Beneficiaries and explain what impact of the programs they're supposed to receive.

Some of the support benefits of Programs and Projects offered by the GOs & NGOs to the poor,
deprived, underserved, and underprivileged members of the society include providing aid in financial
assistance for daily living, improving the Filipino people’s overall quality of life, promotes
grassroots development and opportunities for inclusive growth and poverty reduction.

Various programs and projects that have been implemented in Borongan City are the following:

 Pantawid Pamilyang Pilipino Program (CCT) : The Pantawid Pamilyang Pilipino Program (4Ps) is a
human development measure of the national government that provides conditional cash grants
to the poorest of the poor, to improve the health, nutrition, and the education of children aged
0-18. It is patterned after the conditional cash transfer (CCT) schemes in Latin American and
African countries, which have lifted millions of people around the world from poverty. The
programs have helped a lot of indigenous and low earning sector of the society. Households that
receive such financial assistance from the government especially those that has family member
in ALS may utilize a part of it in reinforcing learning materials needed.

 SPES: The Special Program for Employment of Students is DOLE’s youth employment-bridging
program which aims to provide temporary employment to poor but deserving students, out-of-
school youth, and dependents of displaced or would-be displaced workers during summer
and/or Christmas vacation or any time of the year to augment the family’s income to help
ensure that beneficiaries are able to pursue their education. SPES program is beneficial for ALS
students for it provides the opportunity to develop their skills by doing several office jobs and
strengthen communication skills. Furthermore, the salary can be used for the student’s
education and family’s basic needs.

 Tech4ED Project: The Tech4ED Project provides access points for individuals and communities
to bridge the digital and education divide. It promotes grassroots development and
opportunities for inclusive growth and poverty reduction. It will give communities access to
information, communication, technology, government services, non-formal education, skills
training, telehealth, job markets, and business portals. Tech4ED project by DICT is a very helpful
medium for ALS students to improve technological skills in handling computers and operating
basic internet features.

3. From the different teaching techniques and strategies used by Facilitators for ALS Learners. Discuss
Three (3) techniques that you're familiar with and include in your discussion the procedures in using the
techniques and what are the possible problems that might be encountering in using each technique?

 Face to Face: This type of leaning is a type of instructional method wherein the instructors
utilizes different educational materials such as textbooks and teaching or visual aids for students
and is taught or explained in person. Face to face is a traditional method of learning and has
been proven effective as it achieves optimum level of retention and interaction with students
and instructors. However, face to face learning bears limitations for students such as having the
need to constantly keep up with other students in the class or having to take extra classes just to
complete the necessary requirements in a subject. Furthermore, in a normal set-up of learning
with face to face, there are several subjects being taught and limited hours are only allotted for
each, so the lesson might take several sessions to finish.
 Computer based or independent learning: Computer-assisted instruction (CAI) is an interactive
instructional technique whereby a computer is used to present the instructional material and
monitor the learning that takes place. CAI uses a combination of text, graphics, sound and video
in enhancing the learning process. This type of learning is very much recommended and is the
best option in today’s situation with the pandemic and lockdown due to Coronavirus. Students
and instructors are physically distant and the only means of communication is through
computer and the internet. In contrary to this, online classes or computer based learning is not
guaranteed to be efficiently effective in learning because of internet connectivity issues in the
country and the availability of the student’s resources for this setup such as computer and
internet connection is one of its limitations.
 Radio based learning: The Radio-Based Instruction (RBI) Program is an alternative learning
delivery mode using radio broadcast to deliver the ALS programs. It aims to provide learning
opportunities to listeners and enable them to acquire equivalency in basic education through
the broadcast of lessons. Some of its limitations are quality of the signal of the radio broadcast,
quality of the radio (transistor vs branded radio), conduciveness of the venue with noise as the
main problem, and reproduction of materials like activity sheets from the module. However,
respondents also expressed the significance of ALS-RBI as it can be the second best option to
achieve formal education (Valdes M., Paulican J., Adriatico J., 2018).

4. What are the Assessment of Learnings used by ALS Facilitators? Discuss the procedures or process in
conducting Assessment and who are the aspirants or qualifiers of the Assessment and what are the
benefits intended for the learners after passing the assessment?

ALS-EST teachers combine different methods to assess what Learners know and can do, including:

• Observing Learners’ performance, formally and informally

• Dialogue – giving them opportunities to explain why and how they came up with a particular plan

• Analyzing the quality of Learners’ outputs or products based on agreed standards

• Tests – assess Learners’ mastery of a skill or concept

Across these assessment methods, it is important for ALS-EST teachers to give feedback that are:
focused, substantive and timely. The feedback on Learners’ performance serves to:

• Acknowledge and celebrate learning progress

• Highlight competencies which have been mastered

• Highlight areas for further improvement


• Identify reasons underlying Learner performance ratings/assessment scores

5. If you're going to use the Learning Materials for ALS Learners, what are the best and effective LMs
that you can described and familiar with that are applicable and can assist effectively for easy
understanding to ALS Learners?

The best and effective learning materials for ALS learners would be the utilization of audiovisuals
materials such as slides, tapes, films, filmstrips, television, video, multimedia.  Audio -visual aids are the
best tool for making teaching effective and the best dissemination of knowledge as it encourage
teaching learning process and make it easier and interesting. Additionally, the use of modules can also
be utilized to improve the student’s control over his/her learning and accepts greater responsibility for
learning. It demands greater maturity on the part of the learner, the modules is more appropriate for
more mature students.
