INFORMATION:
D/Sgt. Tubergen and D/Sgt. Zimmerman, on complaint/file class, 60-137-22 / 0900-5, requested BID-AVAU
assistance with digital video. D/Sgt. Tubergen and D/Sgt. Zimmerman provided a video file of a cell phone
video. I also received an email link to download Axon body and dash camera footage from Lt. Jana Forner
(Grand Rapids PD). I copied and downloaded the videos to my computer. They asked for assistance with
putting the supplied video files in a side-by-side view for easier viewing, along with still images around the
time when the body camera turns off.
SUBMITTED MATERIAL:
On 04/15/2022, I was forwarded a link from the AVAU Lansing (Wade Dakin) via my State of Michigan email
to download the Axon body camera and dash camera videos from Lt. Forner (Grand Rapids PD). D/Sgt.
Zimmerman provided AVAU Lansing (Wade Dakin) with a USB flash drive containing one video file. Wade
Dakin forwarded me a copy of the video file for download. I then downloaded the file to my computer. A
complete listing of the downloaded files is included in the data folder on a USB flash drive that I provided to
D/Sgt. Tubergen and D/Sgt. Zimmerman.

ACTION TAKEN:
I used Amped FIVE to view the three submitted video files. I rotated IMG_0846.MOV, so it would play upright
instead of sideways. I utilized the Multiview filter for two video files, Axon_Body_3_Video_2022-04-
04_0811_X6039A52S.mp4 (body camera) and IMG_0846.MOV(rotated) (cell phone), to create a side-by-side
view. The videos were synchronized by utilizing the sound of the taser deployment which could be heard in
both video files, it should be noted that audio may be delayed due to multiple factors causing synchronization to
be slightly off. I then was able to add an audio source to the video file utilizing the Multiview filter settings. I
could only utilize one audio source at a time utilizing the Multiview filter. I created two separate video files,
each containing the individual audio sources, one with body camera audio and the other one containing the cell
phone audio. I exported two .mp4 video files to the videos folder.
I further utilized Amped FIVE to create a Multiview video containing the dash camera video, body camera
video and the cell phone video for demonstrative purposes. I utilized the Amped FIVE Range Selector on video
file, AXON_Fleet_2_Video_2022-04-04_0811.mp4. I selected frames 0-10585. The video file was shortened to
reduce the overall length of the original video file. I utilized the Multiview filter to display video files,
AXON_Fleet_2_Video_2022-04-04_0811.mp4 (frame range 0-10585), Axon_Body_3_Video_2022-04-
04_0811_X6039A52S.mp4 and IMG_0846.MOV into one video file. In order to synchronize the video files
together, I utilized the date and time information on the body camera and dash camera. Once the body camera
and dash camera were synchronized, I synchronized the cell phone video to the previously synchronized body
and dash camera videos utilizing the Multiview settings. I synchronized the cell phone video to the previously
synchronized videos utilizing a sync point when the subjects knee appears to leave the ground on the dash
camera video around the time 12:13:43 (time on video) and in the cell phone video. This Multiview utilized the
body camera audio. The video file was exported as a .mp4 video file. The video file can be found in the videos
folder.
I utilized Amped FIVE to export the audio file from video file, IMG_0846.MOV (cell phone) into a .WAV
audio file. The .WAV audio file can be found in the Audio folder.
I loaded the previously exported .mp4 Multiview file (File: Multiview_Body cam w audio_dash cam_cell
phone.mp4) containing all three camera views (body camera with audio, dash camera and cell phone video) into
Adobe Premiere Pro (v. 22.3.3 (build 121)). I then loaded the cell phone audio file, IMG_0846-
220419085227_audio.wav. I attempted to synchronize the audio file when the cell phone video comes on. I
exported the Multiview containing the added audio stream to the videos folder under the folder Adobe
Premiere.
I loaded the previously exported .mp4 Multiview file containing only the body camera with audio and the cell
phone video (Multiview_body cam w audio and cell phone_rotated.mp4) into Adobe Premiere Pro (v. 22.3.3
(build 121)). I then loaded the cell phone audio file, IMG_0846-220419085227_audio.wav. I attempted to
synchronize the audio file when the cell phone video comes on. I exported the Multiview containing the added
audio steam to the videos folder under the folder Adobe Premiere.
It should be noted the video files may not be 100% synchronized because the submitted video files are from
three different recording devices. The best viewing option is to view each of the submitted video files
individually. The multi view video files that I created are for demonstrative purposes only, and are created so
the viewer can view the incident in a side-by-side manner
D/Sgt. Zimmerman requested I provide still images for the time the body camera turns off. I utilized Amped
FIVE to export sequential images. I utilized video file, Axon_Body_3_Video_2022-04-
04_0811_X6039A52S.mp4, to export approximately 25 seconds (around the time of taser being presented)
before the end of the video. I utilized the range selector, selecting frames 5629-6384. I then used the sequence
writer to export all the frames as .bmp images. The exported images can be found in the Images folder. I also
created a .pdf document of the images which can be found in the data folder.
I utilized Amped FIVE to export additional sequential images from video file, Multiview_body cam w audio
and cell phone_rotated.mp4. I utilized the range selector to export approximately 10 seconds prior to the body
camera being turned off which were frames 6084-6385. The images were exported as .bmp images and they can
be found in the Images folder. I also created a .pdf document of the images which can be found in the data
folder.
I utilized Amped FIVE to export additional sequential images from the video file, IMG_0846.MOV. I utilized
the range selector to export approximately 10 seconds prior to the body camera being turned off which were
frames 1935-2236. I utilized the Multiview video to establish a common/synchronized point on the lone cell
phone video due to no time code information being present on the video. I exported the images as .bmp images
which can be found in the Images folder. I also created a .pdf document of the images which can be found in the
data folder.

Since the submitted files are digital in nature, a hashing program was utilized to assign a mathematical value to
these files and to all exports to ensure the future integrity of the data. These hash values are included on USB
flash drive provided to D/Sgt. Zimmerman.

file. I copied video file, IMG_0846.MOV, from my prior case folder and placed it in a folder for the new
request. A complete listing of the copied file is included in the data folder on a OneDrive link that I provided to
D/Sgt. Tubergen.

1:57. I used Amped FIVE to rotate the video file 90 degrees, so the video played upright. I then utilized the
Range Selector filter, selecting frames 3237 – 3536. I then used the sequence writer to export all of the frames
as .bmp images. The exported images can be found in the images folder. I also created a .pdf document of the
images which can be found in the data folder.
An Amped FIVE report was also generated. The report can be found in the data folder.
