Minutes of the Meeting for Finalization of Equipment for Telemedicine


Programme
Date and Time: 23-05-2013 10.00 am
Venue: Mini Conference Hall, PHC Wing, O/o DPH &PM

For finalising the list of equipments with features and


technical/functional requirements for the Telemedicine Programme in 31
identified HSCs in Tamil Nadu, a meeting has been convened by the
DPH&PM involving officials from DPH&PM, MMC and ELCOT.

The following officials have attended the meeting to finalize the


Equipment, Hardwares and Softwares for Telemedicine Programme

A. Parameters To Be Monitored at Telemedicine centres:
1. Multi Para Monitor
The Multi Para Monitor is required for monitoring the vital signs
including
a. Electrocardiogram (ECG)
b. Heart Rate
c. Pulse Rate
d. Oxygen Saturation (SpO2)
e. Respiratory Rate
f. Temperature
g. Non-Invasive Blood pressure (NIBP)
h. Bilirubin Transcutaneous Estimation (Optional)
2. Electronic Stethoscope
The Electronic Stethoscope is required to monitor the
following
a. Heart Sound
b. Lung Sound
3. Portable Lab Kit
The Portable Lab kit should be capable of carrying out the following
investigations
a. Haemoglobin
b. Blood Glucose
c. Blood Urea
d. Serum Creatinine
e. Total Protein
f. Serum Albumin
g. Bilirubin
4. Other investigations
The other investigations to be carried out at the Telemedicine
Centre are as follows
a. Blood Grouping and Rh typing
b. Peripheral Blood Smear for Malarial Parasite
c. Urine Albumin
d. Urine sugar
e. Ketone

B. Equipment and other Hardware Requirements at Telemedicine
centres:
The Telemedicine Equipment System should be an integrated system
comprising the following units:
1. Multi Para Monitor
2. Electronic Stethoscope
3. Portable Lab Kit
4. Computer with accessories
5. Internet connectivity
6. Power backup
Equipment Functioning:
 The Equipment for Telemedicine should function as an Integrated
Unit.
 The integrated data thus collected shall be stored and transmitted
as SMS/MMS and E-mail for diagnosis and referral by digital
communication through internet
 Each Equipment should have computer interface so that data can
be transmitted through internet
Requisites for Each Equipment
 The Telemedicine Equipment should be compact and user-
friendly
 Service Back-up should be available
 Spares/ Accessories and Consumables should be readily available
Portable Lab Kit
The Portable Lab Kit should comprise the following components
assembled as a single unit as a table top model for performing Lab
investigations
a. Portable and Compact Analyser
b. Micropipettes
c. Microtips
d. Centrifuge
e. Incubator
f. Cuvettes
g. Cuvette Stand

 The Portable Lab Equipment should be an open system which can
use reagents from any manufacturer
 Should be capable of providing precise and accurate results
 Equipment should have been validated against Gold Standards
and also will be subjected to validation by Government Experts in
Government laboratories

Computer with Accessories


The computer for the Telemedicine Centre should be supplied
with the following accessories
a. High resolution web camera
b. Printer with Scanner
c. Speakers and Microphone
Power back up

 Each Equipment should have its own in-built power back up for
at least 2 hours
 External UPS which can support the all equipment and Computer
for at least 4 hours

C. Requirements for Telemedicine Programme


 Tele consultation Centres (Receiver end):
The sanctioned 31 Telemedicine centres are to be grouped into 10
Zones. Identified Zonal Tele consultation centres should be
provided with the following items
a. Desktop computer with wide screen monitor
b. High resolution web camera
c. Speakers and Microphone
d. Printer with Scanner
e. Internet connectivity
f. Power Backup
 Software
Application for storing, transmitting and retrieving the patient
information is to be provided.

 Server

ELCOT may be requested to provide Server, Storage and Co-
location at State Data Centre (SDC)

D.Additional Supportive Requirements

The committee has suggested the following items as additional


support for functioning of Telemedicine centres

 Generator to be provided wherever necessary


 Refrigerator for storing the reagents
 Cold Box for storing the reagents in case of power failure
