Requirements & Specifications
INSTALLATION AND INTEGRATION OF NEW REMOTE TELEMETRY UNIT (RTU) OF NEW
RESEVOIR STATION TO WATER SCADA SYSTEM
1 INTRODUCTION
KAHRAMAA is responsible for the Operation and Maintenance of the Qatar's water distribution and supply system. KAHRAMAA hav
known as National Water Control Centre that houses a SCADA system that provides with the tools necessary to effectively, efficiently a
their water system. The Water SCADA System is capable of providing, Auto Pressure Control, Water Quality Management and Mass Ba
water network. The new RTU to be integrated to this existing SCADA system shall be mature, functionally rich and specifically meet th
distribution and supply systems.

2 INTEGRATED SYSTEM OPERATION


In order for the full benefit of investment in SCADA technology to be realised, the design of the system must satisfy the following key u
a) It must provide Water Operations staff with a reliable and highly functional means of monitoring and controlling the water reservoir
b) It must be possible to monitor the RTU, from any location where a workstation is provided, of any parameters collected by means of
scheduled polling conditions.
c) Its configuration must mirror the operational methodology employed by KAHRAMAA for control of the water supply network.
3 SCOPE OF WORK
The scope of works include the engineering, design, procurement, supply, installation, configuration, testing, and commissioning of all t
needed for the implementation of the bulk flow meter chambers, the scope includes but not limited to the following components for each

Pressure Transmitter with Display and Pressure Switch (Hi)_x000D_
RTU for data communication with NWCC_x000D_
4G Modem and Fiber Switch for data communication_x000D_
Complete power supply system_x000D_
All necessary cables between the supplied instruments and the RTU, and all internal wiring in the supplied panel._x000D_

3.1 DESIGN CRITERIA


The design criteria upon which the proposals shall be prepared relies on four main criterions:
a) Power availability, solution ability to be self-powered through the integrated solar power system as well as its ability to be power
(utility supply or generator). No operator intervention shall be needed in order to change the system from one source to another.
b) Data availability by allowing the solution to be connected to NWCC through redundant communication links that can work simultane

3.2 RTU and Marshalling Cabinets
RTU Cabinet, marshalling Cabinets and local enclosures, are to be supplied and installed by the Contractor. They shall be of reputed ma
house the panel mounted equipment supplied by the Contractor including but not limited to RTU, power supplies, terminals, indicators,
communication equipments and interfacing units. The RTU Cabinet shall be used to provide power distribution to equipment supplied b
shall include a distribution section for power cabling and a marshalling section for signal cabling. There must be safe isolation between p

3.3 General Requirements


Unless otherwise agreed with KAHRAMAA, panels shall be standard units.
(a) The sizing of the panel is dependent on:-
(i) Size of outstation enclosure
(ii) Number of cut-outs, I/O signals
(iii) Weight of instruments (internally mounted)
(iv) Number of terminating field cables
(b) The framework shall be suitable for the support of all trunking, terminals and for the support of any instruments and equipment mo

(m) All metal parts, equipments must have proper earth connection; Electrostatic Straps should be provided for maintenance works.
(n) RTU Cabinets shall be placed either under ground or above ground level as per the site survey and decision/approval of Kahram
3.4 Labels and Identification
3.4.1 Nameplates
Front of panel nameplates shall be provided by the Contractor. The Contractor shall provide a schedule of nameplates for approval by K
3.4.2 Labels
Permanent labels or tags shall be fitted at the back and front of the panel adjacent to all instruments, terminal strips, relays, circuit isolato
items to which field connections are to be made. These nameplates shall be made from laminated phenolic plastic and fixed by screws. L

3.5 Instrument Signals Connections and Wiring


3.5.1 Wiring
All enclosure wiring shall be in accordance with the requirements and recommendations of the IEEE Wiring Regulations 16th Edition. W

3.5.2 Connections

3.5.3 Terminals

(i) A.C Cores All AC cable cores shall be terminated in a screw clamp terminal

3.6 Components
3.6.1 General
All components shall be in accordance with the appropriate BS/IEC Standard or equivalent unless as specified below. All components sh
unless otherwise agreed in writing by "KM". The type of components used shall be readily available and preferably shall be available fro
otherwise approved no components shall be used which are either listed by the manufacturer as out of date or replaced by a new design,
equipment. Carbon film resistors shall not be used unless otherwise agreed.
3.6.2 Control Knobs
Control knobs shall be made of either suitably finished metal or of a suitable thermosetting plastic incorporating a brass insert. Their des

3.6.5 Switches
As far as possible, switches shall conform to the requirements of the appropriate specification in the BS 9560 to 9609 range of specificat
approval for individual applications.
3.7 Power Supply
Contractor shall survey the sites under project and design, supply, install, and commission the power supply (if required) an
project site with appropriate sized capacity enough to cover the complete power requirements for the Scada/ Telecom /Instr
project sites.
3.7.1 240 AC Power Supplies
If AC is available, 240V single phase 50Hz supplies shall be provided for all Telemetry supply requirements. The Contractor shall desig
necessary to provide this supply as detailed in the following sections.
a) On sites where the supply is from an existing 240V single phase, 50Hz supply via spare ways or channels of an existing distribution s
distribution system shall be cabled to a segregated, fully shrouded distribution section of the RTU panel. This cable shall be directly wire
panel.
b) On sites where no spare ways are available from an existing distribution unit, then a new distribution unit shall be provided to replace
ways. i.e. replace a 4 way consumer unit with a 6 way unit.
c) Size of Mains power supply cable and associated circuit breakers to feed the RTU must be rated to take the full load including full cha

3.7.2 SOLAR SYSTEM


The contractor ,upon the survey, if solar system is required, it shall be provided to meet the power requirements of the sites
on the following basis:
80% Depth Of Discharge (DOD) after the 3 days autonomy.
10% Depth of Discharge (DOD) Daily.
Maximum 2 days recovery period after the 3 days autonomy.

3.7.3 Earthing
All new installations shall meet the requirements of protective multiple earthing. All new power cables to RTU panels shall provide 3 co

The bonding and earthing principles are as follows:
 Maximum earth resistance 1 ohm.
 Promote personal safety and reduce fire hazards
 Enable telecom signaling with earth return
 Install surge protection/ arrestor where required
 Minimize equipment damage and service interruption
 Minimize radiated and conducted electromagnetic emissions and susceptibility
 Maximize tolerance to discharge of electrostatic energy and lightning interference
 Shield cabinets, cable trays, and cable.
 Techniques for verifying and maintaining bonding and earthing networks
 Required values of voltage and resistance between different CBN bonding points
All equipment enclosures to which an electrical power supply is taken shall have a main earth connection point suitable for a 10 square m

3.7.4 24V Power Distribution

3.8 Cabinet Wiring
Cabinet connections shall be insulated with PVC to IEC 60227/60079. Wires shall not be jointed or teed between terminal points. Bus w

3.9 Terminal Boards and Terminal Blocks


Terminal boards shall be of good quality non-flammable insulating material, with a comparative tracking index_x000D_

Terminal boards shall be spaced not less than 100 mm apart and the bottom of each board shall not be less than_x000D_

3.10 Miniature Circuit Breakers and Fuse Links


For protection and isolation of circuits associated with protection control and instruments, miniature circuit breakers or fuses and links sh
circuit breakers are preferred. Miniature circuit breakers shall be designed and tested in accordance with IEC 60127 and supplementary r
shall be suitable for use over the full range of expected voltage variation as specified in the Schedules. They shall be suitably rated for bo
loadings of the circuits they are protecting under all service and atmospheric conditions stated in the specification and ensure that correct
main and sub-circuits. For three phase circuits, the miniature circuit breakers shall be of the three-pole type; for single-phase circuits they
d.c. circuits they shall be of the double pole type. Where miniature circuit breakers are used in circuits containing inductive loads, e.g., o
suitable for satisfactory operation in the circuit in which they are used, i.e. account is taken of the circuit time constant. All miniature cir
auxiliary contact(s) for remote indication of circuit breaker operation. Means shall be provided to prevent the miniature circuit breakers b
"OFF" position. Facilities shall be provided for ‘locking-off’ the miniature circuit breakers for isolation purposes. Miniature circuit break
so as to give easily visible indication of breaker position and shall be grouped and spaced according to their function in order to facilitate

3.11 Marshalling Cabinets and Junction Boxes


All outdoor boxes and cabinets shall be of corrosion resistive construction, formed on a framework of standard rolled sections, with a pro

core size, number of cores in use and cable length, etc. shall be provided for each substation._x000D_

4 FUNCTIONAL REQUIREMENTS
4.1 Introduction
These clauses define the functional requirements of the Water SCADA system that the new RTU, to be supplied under this Contract, sho

4.3.2 Graphical Displays


4.3.2.1 General Requirements for Graphical Displays
The graphical display system shall satisfy the following requirements as a minimum:
a) Displays shall be updated in real time with both SCADA-generated and manually-entered data without need
for users to refresh the display.
b) Decimal points for all numeric data should be user configurable.
c) Displays will be constructed using standard symbols from symbol libraries where possible, using industry- stan
approval.
d) Standard symbol colours shall be employed and global editing of colours used for library symbols shall be poss

4.4 Alarm and Event Processing


4.4.1 Definitions
An EVENT is defined as any change of state or threshold transition and includes the following:
(a) A state change of a binary signal input at an RTU
(b) A supervisory control action issued by the user.
(c) A system-generated message, e.g. control action tracking messages, fault messages
(d) A change of user login status
(e) A measured limit violation
(f) The commitment of an item of manually entered data
(g) Alarm acknowledgement
(h) The commitment of a system configuration amendment
(i) A condition derived from the logical combinations of signals
An ALARM is defined as an annunciated event, requiring acknowledgement by an operator. Typically, alarms may be generated from an

4.4.2 Event Handling
As events are processed, the resulting changes shall be used to update the real-time database, and dynamic display facilities. The system

4.4.4 Event List
All Events related to the RTU shall be recorded in an Event List._x000D_
The Event List shall be updated automatically with new entries as they enter the system. Any displays showing the Event List shall be up

(f) Mnemonic for Alarm Condition (e.g. High, HiHi, Tripped)

4.5 Measurement Processing
The processing of these signals shall include:
(a) Scaling facilities for display in engineering units.
(b) For each analogue input, it shall be possible to configure up to four limits to generate alarms and/or events. The monitoring of these l

4.6 Supervisory Control
4.6.1 Local Manual Control

4.6.2 SCADA Manual Control
The SCADA system shall enable users to directly control pumps, valves etc. from SCADA workstations.
The ability of a user to execute a control shall be subject to:
(a) A common selector switch shall be provided for group of pumps, valves for selecting mode of operation and issuing commands.
(b) The correct conditions for safe operation, as determined by local interlocking at the plant.
(c) The correct setting of a Local/Manual Switch at the site.
(d) The control element not being Inhibited for SCADA manual control;
(e) The user possessing within his user profile the correct privileges for the Area of Responsibility (AOR) for the control element;
(f) The user having the correct Control Rights.
(g) Any interlocks and sequences configured within the SCADA system being in a permissive state.
SCADA manual control actions shall be initiated by selection from menu lists or from display elements.
The Control Rights process shall prevent simultaneous control by more than one user of any control element.
All SCADA controls shall employ a standard three-stage ‘select, check, execute’ procedure.
A ‘cancel’ key shall be provided to allow termination of the command sequence at any point.
Should a control be left on line and incomplete, an alarm shall be raised after a configurable time delay. After a further configurable time

4.6.3 SCADA Automatic Control
4.6.3.1 Functional Requirements
Facilities shall be provided for the creation and editing of predefined control programmes.
The facility shall enable control programmes to be run either in the RTU or in the SCADA server to carry out functions such as:
(a) A common selector switch shall be provided for group of pumps, valves for selecting mode of operation.
(b) Controlling sequences of plant operations such as starting and stopping pumps, valves etc.
(c) Co-ordinating the control of plant items on different sites;
(d) Providing closed-loop control of analogue control elements such as control valves;
(e) Execution of time-dependent sequences such as switching between night-time and day-time operation.
In particular, the SCADA system shall satisfy the following requirements:
(a) Control Sequences shall enable co-ordinated monitoring and control of plant items at different sites and connected to different RTUs.
(b) The system shall subject SCADA automatic controls to the same checks as SCADA manual controls, for example by providing all of
plant status.
(c) The system shall allow manual controls and interactions to be embedded into control sequences. In such cases, the system shall prese
instructions, and shall process the user’s responses in the same manner as for SCADA manual controls.
(d) If a control sequence fails because of an unsuccessful check or control, then an appropriate operator alarm message shall be generated
state. The alarm shall notify the reason why the sequence was paused and shall require the operator to decide whether to continue by retr
the failed control or cancelling the sequence.

4.7 System Time
Time synchronisation of the SCADA system is by means of a Master Clock system.
RTUs shall be synchronised automatically by means of a regular time synchronisation procedure which shall maintain synchronisation o

In any case that an RTU is not in communication with the SCADA system for a protracted period for any reason, the system shall autom

4.8 Data Acquisition


Two mechanisms, Polling and Report By Exception (RBE), shall be provided for acquisition of data from RTUs. These shall satisfy the

4.9 RTU Communications Requirements
4.9.1 Remote Terminal Unit Communications
RTU Protocol
The RTU communications protocol shall be compliant with one or more of the following internationally- recognised standards:
Modbus RTU/ASCII/TCP o DNP3
IEC 60870-5
Programming Languages: Supports all IEC 61131-3 standard programming languages (SFC, IL, FBD,
LD and ST).
The protocol implementation shall be non-proprietary, and shall enable the subsequent connection and use of
RTUs from third-party suppliers. All protocol extensions provided to implement the specified functionality shall conform with the Gene
Section 10 and shall be supplied with the system for the use of the client.
Where a report by exception technique is used (for primary RTUs), the data acquisition software shall initiate a full scan of an RTU to re
the following circumstances:
4.9.2 Communications Management
The baud rate of each RTU communications channel shall be configurable between 200b/s and 64kb/s as a minimum.
The SCADA system shall continuously monitor the availability and performance of every communications channel. Statistics on the pe
channel shall be available to users by means of specific communications status displays.
For each communications channel, the data acquisition software shall detect loss of communications with an
RTU and raise an alarm. The detection of the loss of a communication channel shall include the following conditions:
(a) No carrier from the RTU over a user configurable time period
(b) No reply from the RTU for a user configurable time period
(c) A user configurable number of bad responses in a user configurable period of time, including CRC errors, length errors in data, etc.
Where two communications channels are available for an RTU, the SCADA system shall continuously monitor both channels for availab
availability or bandwidth occurs on the channel in use, the SCADA system shall switch automatically to the other channel. Use of the alt
continue until a switch over to the primary channel is instigated by a suitably privileged user.
After the loss of communications to an RTU, all affected measurements and indications shall be flagged on displays as old data.
4.9.3 Communication with Other Applications

4.10 Historical Data
4.10.1 General Requirement

7.2.2 Primary Device (Sensor)
Flow sensors shall comprise of a meter tube assembly containing all necessary electrodes, housing and terminations suitable
accuracy when totally submerged to a depth of 3 meters. The flow sensor shall be rated to IP68 (NEMA 6) according to IEC
indefinite submergence of above depth.
The sensor shall be made from a non-magnetic material lined with an inert material as per requirement of EN ISO 6817, 19

9 COMMUNICATION REQUIREMENTS
8.1 Responsibility for Telecommunications Provision
The contractor shall carry out a communications assessment for each site to establish the most efficient means of connecting the primary

configuration and maintenance of Hardware, Software and Management Tools such as NMS.
9 Equipment Construction
9.1 Enclosures
Equipment cabinets shall be of sound construction and uniform appearance throughout the works and shall be manufactured from corros
and finished in a durable paintwork. Colour shall be ‘Pebble Grey’ (RAL 7032) or to the approval of KAHRAMAA. They shall be prote

10.6.2 Content of Site Design Documentation
(a) Drawing Register The site Drawing Registers shall be submitted to KAHRAMAA within four (4) weeks after the placing of an order

10.6.4 Drawing Format
(a) Title/Revision Block All drawings submitted by the Contractor shall include the title/revision block.
(b) Drawing Size: All drawings shall be on standard A3 or A4 sheets, as appropriate.

11 Acceptance Tests
11.1 Test Principles
The principle of testing shall be that, at stages throughout the work, formal tests shall be performed and recorded against written test spe
confidence to both the Contractor and KAHRAMAA that the Works meet the specified requirements such that subsequent stages of the W
philosophy for the system shall ensure that the system hardware and software equipment functionality is thoroughly exercised and valida
delivery and commissioning. The test methodology shall complement the design methodology and the two shall be developed in parallel

11.2 Test Plan and Schedule


Factory Acceptance Test (FAT) shall be performed in attendance of KAHRAMAA. The Contractor shall submit a Test Plan and Schedu
to the scheduled start date for the first Factory Acceptance Test (FAT). The purpose of the Test Plan is to provide an overview of all test
shall describe the approach the Contractor plans to take with regard to factory and site acceptance testing. It shall clearly define the break
testable subsystems. It shall also describe the overall sequence of tests, the planned configuration for each test, expected duration, databa

11.4 Test Reports
Following the completion of the hardware and software acceptance tests (factory and site), the Contractor shall submit a test report that s
tests carried out, the results obtained, lists of any reservations noted during the tests and the manner in which they were corrected.

11.5 Test Equipment and Facilities


The Contractor shall provide all equipment and services required for testing, including, but not limited to:
a) Laboratory test instruments
b) Special test equipment, emulators, simulators and test software, to permit full testing of system functions and performance
c) Other items of the system, specified elsewhere as being part of the Contractor's supply, even if not part of the Subsystem under test
d) Consumables required to prepare for and perform the tests.
All test instruments shall be subject to routine inspection, testing and calibration by the Contractor. All test instruments shall be subject t
required by KAHRAMAA, shall be calibrated at the expense of the Contractor by an approved standards laboratory.
All test software shall be subject to formal quality assurance requirements stipulated elsewhere in the Specification.
11.6 Testing Stages
Inspection of incoming goods and components, and subassembly tests, shall be performed in accordance with the Contractor's Quality Pl

11.6.1 Type Tests

11.6.2.2 Subsystem FAT


A Subsystem Factory Acceptance Test shall include the inspection, hardware test and software test of any clearly identifiable Subsystem

11.6.2.3 System FAT

11.6.2.7 Power Supply Unit
