TM 152 Requirement For Entries in GRB
Effective 01 March, 2018, the following are the guidelines for making entries in the Garbage
Record Book (GRB) which is amended vide MEPC.277 (70).
Please go through the below guidelines carefully in order to avoid deficiencies being raised during
any external inspections.
Part-1 is for all ships and has two sections. Section 1 is for all normal discharges and
incineration, and Section 2 is for exceptional discharge or loss of garbage under regulation 7
(Exceptions).
Part-2 is for ships carrying solid bulk cargoes and has only one section for discharges of all
cargo residues (non-HME and HME).
Garbage is grouped into categories for the purposes of recording in Part-1 and Part-2 of the
GRB as follows:
GRB PART 1:
Category A: Plastics
A solid material which contains as an essential ingredient one or more high molecular mass
polymers and which is formed (shaped) during either manufacture of the polymer or the
fabrication into a finished product by heat and/or pressure. Plastics have material properties
ranging from hard and brittle to soft and elastic. For the purposes of this annex, "all plastics"
means all garbage that consists of or includes plastic in any form, including synthetic ropes,
synthetic fishing nets, plastic garbage bags and incinerator ashes from plastic products.
Category I: E-waste
Means electrical and electronic equipment used for the normal operation of the ship or in the
accommodation spaces, including all components, subassemblies and consumables, which are
part of the equipment at the time of discarding, with the presence of material potentially
hazardous to human health and/or the environment.
(E.g. electronic cards, gadgets, instruments, equipment, computers, printer cartridges, etc.)
GRB PART 2:
Cargo residues are considered harmful to the marine environment if they are residues of solid
bulk cargoes, as defined in regulation VI/1-1.2 of the International Convention for the Safety of
Life at Sea (SOLAS), 1974, as amended, other than grain, shall be classified in accordance with
the criteria below, and declared by the shipper as to whether or not they are harmful to the
marine environment.
Cargo residues are considered to be harmful to the marine environment (HME) if they are residues of
solid bulk cargoes which are classified according to the criteria of the United Nations Globally Harmonized
System of Classification and Labelling of Chemicals (GHS) meeting the following parameters1:
.1 Acute Aquatic Toxicity Category 1; and/or
.2 Chronic Aquatic Toxicity Category 1 or 2; and/or
.3 Carcinogenicity2 Category 1A or 1B combined with not being rapidly degradable and having high
bioaccumulation; and/or
.4 Mutagenicity2 Category 1A or 1B combined with not being rapidly degradable and having high
bioaccumulation; and/or
.5 Reproductive Toxicity2 Category 1A or 1B combined with not being rapidly degradable and having
high bioaccumulation; and/or
.6 Specific Target Organ Toxicity Repeated Exposure2 Category 1 combined with not being rapidly
degradable and having high bioaccumulation; and/or
.7 Solid bulk cargoes containing or consisting of synthetic polymers, rubber, plastics, or plastic
feedstock pellets (this includes materials that are shredded, milled, chopped or macerated or similar
materials)."

The criteria are based on UN GHS. For specific products (e.g. metals and inorganic metal compounds) guidance
available in UN GHS, annexes 9 and 10 is essential for proper interpretation of the criteria and classification and
should be followed.
Cargo residues that are harmful to the marine environment may require special handling not
normally provided by reception facilities. Ports and terminals receiving such cargoes should
have adequate reception facilities for all relevant residues, including when contained in wash
water.
The entry for each discharge into the sea under regulations 4, 5, 6 or section 5.2 of chapter 5
of part II-A of the Polar Code shall include date and time, position of the ship (latitude and
longitude), category of the garbage and the estimated amount (in cubic metres) discharged. For
discharge of cargo residues the discharge start and stop positions shall be recorded in addition
to the foregoing.
Cargo material contained in the cargo hold bilge water should not be treated as cargo residues
if the cargo material is not harmful to the marine environment and the bilge water is discharged
from a loaded hold through the ship's fixed piping bilge drainage system.
Only the ACTUAL / ESTIMATED quantity of cargo residue disposed should be recorded in
Part 2 of the Garbage Record Book.
Note:
1. After discharging cargo and prior washing cargo holds, these should be swept/ cleaned
thoroughly in order to collect maximum cargo residues. The cargo residues should be
collected separately and disposed as per MARPOL Annex V requirement. The disposal
shall be recorded in Part-2 of the GRB.
2. The hold wash water shall be pumped out according to MARPOL Annex V and same to
be recorded in deck log book. This entry should include start/ stop time and position,
quantity, position etc. Recording of quantity of wash water pumped out through ship’s
fixed bilge piping system in garbage record book is NOT required.
3. In case the designated hold wash water tank is also ballast water tank, then the filling
and pumping out of the water from such tanks, a suitable entry should also be made in
the in Ballast record book using code J. The entry should include position and time of
the operation and quantity of hold wash water. Further, after the pumping out of the hold
wash water, an entry for the flushing of the tank is also to be made in the Ballast record
book under section J.
To avoid any confusion between MARPOL Annex I & Annex V requirements you are
requested to follow the below mentioned guidelines.
Disposal of cooking oil into oil residues/sludge tanks is not permitted. Cooking oil should
be landed ashore and entry made in GRB or it can be mixed with rags / oily rags and burnt in
the incinerator and entry made in GRB (separate entries for Cat. C and Cat. D). Maximum
incineration amount of cooking oil at one time should be controlled to less than 15-liters
(depending on type of incinerator on board) to prevent damage to the incinerator/refractory.
Oily rags incineration entry is NOT required in the Oil Record Book (Part I). Only Sludge / Waste
oil burning entry is required to be made in the Oil Record Book (Part I).
Whenever garbage is incinerated on board, the entry for each completed incineration shall be
made in Part 1 (Section 1) and include date and time and position of the ship (latitude and

Engineer who is the person responsible for this operation.
Whenever garbage is discharged to a port reception facility or another ship, the entry shall be
made in Part 1 (Section 1) or Part 2, as applicable; and include date and time of discharge,
port or facility or name of ship, categories of garbage discharged, and the estimated amount
discharged for each category in cubic metres.
In the event of discharge or accidental loss in ANY category (Cat. A to Cat. K) an entry
shall be made in Part 1 (Section 2) only and the entry shall include date and time of
occurrence, port or position of the ship at time of occurrence (latitude, longitude and water
depth if known), the reason for the discharge or loss, details of the items discharged or lost,
categories of garbage discharged or lost, estimated amount for each category in cubic metres,
reasonable precautions taken to prevent or minimize such discharge or accidental loss and
general remarks.
For guidance, the items can be grouped into categories as mentioned below, but not limited
to the following, for making the entries:
Category A: EPIRB, expired pyrotechnics, all garbage that consists of or includes plastic in
any form including synthetic ropes, synthetic fishing nets, plastic garbage bags and incinerator
ashes from plastic products.
Cigarette filters or butts are made from fibrous material. The filters are made from cellulose
acetate (a material similar to rayon) and are coated with paper. Hence these are to be
considered as plastics
Category F: Paint buckets, empty oil drums, wire ropes, used L.O, / F.O filter cartridges,
scavenge space carbon, dry soot from economizer cleaning, paint, scale and rust flakes.
Category I: Electronic cards (PCBs), CRT, batteries, tube lights, bulbs, gadgets, instruments,
equipment, computers, printer cartridges, etc.
Proper receipt is required to be collected regarding disposal of expired medicines (as required
by quarantine department), pyrotechnics, paint drums and such other hazardous waste.
Items such as batteries, fluorescent tubes etc. should be mentioned when landed ashore and
proper receipt of items landed to be kept on board. This should tally with Garbage Record Book
details. For the same the approx. volume of each of the items to be entered in the Garbage
Record Book.
Please review your Garbage Record Book and discuss this in detail along with Environmental
Management System Manual 204 Part I section 6 & 7 on board among ALL officers and crew
to increase awareness in garbage collection and segregation procedures and to ensure
compliance.
