1. INTRODUCTION

1.1 Project Overview


PT. NUSANTARA REGAS is a joint venture company between PT. Pertamina and PT.
Perusahaan Gas Negara (Persero), Tbk, which is located in Jakarta, herein after called
NR,dealing with LNG regasification, subsea gas pipeline and Onshore Receiving Facility
(ORF) at the receiving point at Muara Karang Power Plant Site in North Jakarta.

NR plans to build new custody transfer meter at Muara Karang ORF to comply with
dedicated sales gas meter to PJB UP Muara Karang Block Peaker. The design intent of
Muara Karang Peaker Gas Meter Project is to prepare custody gas meter for Muara
Karang Peaker Power Plant 400- 500 MW.

1.2 Scope
This document specifies the general guidelines and overall philosophy for the design of
the new instrument and existing ICSS modification to be provided and carried out on the
Muara Karang Peaker gas Meter Project.

2. Technical Specifications

2.1 General

A Closed-Circuit Television (CCTV) system shall be installed to provide remote


visual monitoring of process facility, operations, and other points of interest for both normal
operations and during emergency conditions.

The existing CCTV central system is located on Onshore Receiving Facility (ORF) Central
Control Room (CCR). A CCTV control unit is available on the Operator's Console and one
collour television monitors are installed in the CCR.
The existing CCTV system is used to remotely monitor some areas of ORF Muara Karang. The
existing CCTV system is interfaced with analog system. Three (3) outdoor cameras and one (1)
indoor camera are linked through multi cable interconnection link.

The new camera stations complete with enclosures, cables and accessories shall be installed
for Muara Karang Peaker Gas Meter.

Effective transport of the video data shall be done. Dedicated CCTV network shall be provided to
reliably transport the CCTV video and its associated data streams to the relevant sections of the
existing network and hence to the video controllers, system displays and archive units at CCR.

The new CCTV camera stations provided for Muara Karang Peaker Gas Meter Project shall be
integrated to existing CCTV system located at ORF CCR and modify the existing system as
necessary to allow for full interconnection and integration. All additional interface equipment to
complete the tie-in work as required shall be supplied.

The CCTV System scope of work for Muara Karang Peaker Gas Meter Project shall consist of
the following as a minimum:
• Ex PTZ Camera Stations (3ea) complete with Ex Certified Enclosures, Cables and
Accessories for hazardous area to monitor and ensure security of the facilities and
prevent access by unauthorized person;
• Indoor Camera Station (1 ea) for safe area in the Flow computer building;
• Encode and industrial switch (The function of encoder and switch may be substitute by other
device that perform the same function based on vendor's advice technology);
• Digital Video Recorder (DVR) / Network Video Recorder (NVR);
• Field cabling (from camera);
• Connections (inside CCTV cabinet) and connectors; Camera pole/wall mountings;
• Software and licenses required;
• Maintenance access to new cameras, such as ladder and platform; Integration with the
existing analog Ex PTZ Dome Camera (4ea);
• And relocate one existing analog Ex PTZ Dome Camera complete with its pole,
interconnection and accessories.

2.2 CCTV System Functionality


The CCTV system shall provide the following functionality as a minimum:
• Remote control function of all field camera's for:
 Focus;
 Zooming;
 Panning and Tilting.
• Live viewing of selected activities and specific areas;
• Recording of current video feed and review of past events;
• Expandable and upward compatible;

• Field devices and accessories shall be suitable for classified area installation and
operations.

All external cameras that are located in hazardous areas must be certified hazardous area
rating.The CCTV System central equipment for viewing and storage of video is located at CCR.
The CCTV cameras for Muara Karang Peaker Gas Meter shall interface with existing CCTV
system at CCR. CONTRACTOR shall provide system modification which enable the video
data (remotely visual monitor) transmission from CCTV system on ORF to Nusantara
Regas Head Office at Wisma Nusantara.

2.3 Camera Specifications

Installation of the cameras on Muara Karang Peaker Gas Meter shall be done for process
monitoring, security and safety of the facilities.

The cameras shall be capable of providing visibility of 306-JY-06 Meter and 306-JY-09 Meter
(Muara Karang Peaker Gas Meter) Area, and any critical system. The quantity and location
of the cameras shall be considered and determined as per safety and process
requirements to ensure coverage of area interested.

Any camera to be installed on 306-JY -06 Meter and 306-JY -09 Meter for monitoring of
process facility and operation shall be collour camera, with pan/tilt/zoom function.

Wash wipes and sun shades shall be considered for use in the relevant area where the camera
is being located. External cameras shall be suitable for mounting inside ATEX directive 94/9/CE
certified stainless steel enclosures. External cameras shall be equipped with windscreen inbuilt.

All cameras shall be color, 1/4" CCO units with a resolution of 1920x1080 lines (Full HO 1080p)
or equal and designed to ensure high definition under ambient light conditions ranging from
direct sunlight to a minimum illumination of 0.1 lux (color).
All cameras shall be PAL standard with auto iris, text superimposition, peak light blanking and
local brightness adaptation.

The following are the minimum technical requirements in addition to above:


• Minimum motorized zoom ratio 20x;
• Frame rate of 25 fps,

• Typical angle of view 45 - 4 degrees;


• Constance nominal output of 1volt peak to peak;
• Backlight compensating;
• AGC linear operation;
• SIN better than 45 dB with AGC disable;
• Auto Iris function.

Pan and tilt functions shall meet or exceed the following:


• Pan rotation +/- 360 degrees horizontal movement (auto flip);
• Tilt rotation +/- 180 degrees for tilting vertical motion,
• Minimum pan speed: 4 degrees/sec;
• Minimum tilt speed: 3 degrees/sec;
• IP Protection Rate: IP66 or greater;
• Electro-Mechanical brakes on shaft not on motor.

Limit stops shall be fitted to the pan and tilt mechanism to prevent over-running of the
motorized turning mechanism. Cable size between moving parts and fixed shall be taken into
consideration to ensure full operating movement at all times. All cameras shall be easily
accessible for maintenance and be capable of functioning in a saline corrosive
atmosphere/environment.

2.3.1 Lens
Camera lens shall be of the auto iris type. Camera lens shall be designed for the site specific
requirement, taken into account the required angle of view and distance from camera to the
target. Camera lens shall be designed to maintain the specified camera resolution under all
aperture conditions.

Cameras with PTZ mounts shall be equipped with motorized zoom lens of minimum 20X zoom.
All lens shall be suitable for low light operation.

2.3.2 Camera Pan and Tilt


These functions shall offer of ± 360 degrees horizontal and ± 180 degrees vertical
movement, with quick positioning when used with a preset remote control.
The minimum speed for pan is 4°/sec and 3°/sec for tilt.

The equipment shall function at temperatures from +10°C to +50°C, shall be


weatherproof and able to function in saline and corrosive atmospheres.

The cable size between the Control and the Pan/Tilt equipment shall be calculated to ensure
the good operating.

2.3.3 Camera Housings

Certified explosion proof camera housings according to ATEX directive 94/9/EC shall be
provided for external cameras.
The housings shall be constructed of 316L grade stainless steel, electro polished finish
complete with sun hood to reduce inside camera temperature due to environment exposure
and direct sunlight.

A junction box shall be equipped with each camera for maintenance purpose and closed from
the camera. Integrated junction box in the camera housing is a preferred option in order to the
strict requirements of ex zone and hazardous zone.
Housings, junction boxes and glands shall be certified for use in site conditions and shall have
an enclosure Ingress Protection (IP) of IP66.

2.3.4 Camera Mountings

Cameras are to be mounted on standalone poles or by attaching them to platform structures.


Where appropriate, a bracket shall be used to help position the camera out from the pole or
structural element.
All camera mountings shall be effectively braced so as to minimize the effects of vibration on
the camera and the resulting image.

Cameras shall come equipped with mounting brackets or welding brackets, which are designed
for fixing to a flat vertical surface. All poles and other brackets shall be designed to
accommodate this flat vertical mounting arrangement.

2.3.5 Camera Connectivity

Analog Cameras shall be connected to CCTV video encoders using composite cable as
required back to the LAN switch. CAT6 Ethernet cables to be used for interconnection between
the IP Cameras with the LAN switch and the encoder with the LAN switch.

IP Camera stations shall be connected to LAN network for transport of data to the main system
at CCR through fiber optic cable.
CCTV video encoders and LAN switch connection to be supplied as appropriate for the camera
connection design.

2.4 Transmission between Camera and Central Equipment

2.4.1 Analog Transmission

The sequential switching system shall enable sequential viewing from certain selected
cameras, the other outputs being used for manual switching; input and output
impedance shall be 75 ohms and insertion loss between any input and output ports shall be
better than 0.5dB. The step rate shall be adjustable between 5 and 30 seconds.

2.4.2 IP Transmission
Digital transmission can be used between the camera and the Central equipment by using
CODEC (JPEG, MPEG, DivX ). The network interface shall be compliant with 10-100 Base T/F
Ethernet and support the TCP/IP set of communication protocols. If the video stream is used
on LAN, WAN networks, it shall respect the ITU-T H.323 protocol.
IP encoder shall be proposed as option for digital transmission between the cameras and the
central equipment.
The IP encoder can be installed within the camera or be installed in a 19" rack in technical
room and be connected to the camera through fibers optic or composite cable.
One encoder shall be able to handle one or several cameras. It should be avoided to connect
several critical cameras to the same encoder to prevent failure of the system.

The IP encoder shall have a Pan/Tilt/Zoom protocol compatible with the cameras it is
connected to (RS232, RS485, Ethernet).
The IP encoder shall offer several configuration parameters such as:
• Resolution of the picture (4CIF, 2CIF, 2CIF extended, CIF)
• Frame per second to be transmitted: from 1 to 25 fps
At least one preset position for each camera should be configurable on the encoder itself.
The IP encoder shall be accessible with password and manageable from anywhere in CCTV IP
network. The configuration of the encoder shall be recordable and loadable from the CCTV IP
network. The software update of the IP encoder shall be easily possible.
In case of IP transmission the control and viewing central equipment can be a PC
(compliant with COMPANY standard) provided with software handling the monitoring

interface and connected through IP to the CCTV network. The software will be preferably
unlicensed.
In case that two videos streams are needed (local and central), the encoder shall be able
to provide two streams with different quality (high and low quality).

2.5 Video Encoder


CCTV video encoder shall be provided for digital transmission between the cameras and
the central equipment.
The following are the minimum technical requirements for the video encoder:
• Video Compression: Compatible with matrix/ CPU/ recorder;
• Video Input: Minimum 4 inputs; Video Output: Via Ethernet port;
• Video Streams: Minimum H.264 & MPEG4;
• Support both NTSC / PAL;
• Video Resolution: CIF, 2CIF and 4CIF as a minimum; Frames per Second: 1 - 25 fps;
• Protocols: Minimum TCP, HTTP, SMTP, FTP, Telnet, RTSP, ICMP, IGMPv3,
SNMP (V1N2cN3) & DONS;
• Support PTZ protocol;

The CCTV video encoder shall be installed close to the Ethernet switch and be connected to
the cameras via composite cable.

2.6 Video Monitor

Remote control unit(s) shall be required to enable all the cameras to be viewed and controlled
from a central location. The following control functions are required: Pan and tilt, zoom,
focus, on/off.
All the programming shall be displayed on a monitor (On Screen Display) or through a
specific display.
There can be several monitor equipment for different purpose: process monitoring
(several access panel) and security (may be several). Process and security monitoring may
need to be configured differently, depending on the cameras to be selected and the
control on these cameras. Some cameras may have to be used both for security and process
monitoring.
LCD colour video monitors shall meet the minimum following requirements:
• 55" or more, flat screen
• Normal video level: 1 volt peak to peak composite video signal at 75 ohms,

• Resolution: resident resolution1280x1 024 pixels


• Brightness: more than 350 cd/m"
• Contrast ratio: 300: 1
• Response time: <= 25 ms
• Viewing angle: 1200 in vertical and horizontal direction

It shall have built-in equalization to compensate for up to 6 dB loss over video coaxial cable.
Picture stabilization: No vertical or horizontal synchronization error shall be acceptable
when switching between cameras.

2.6.1 Software Monitoring Interface

In case of a PC with software handling the central control and visualization, two logins shall
be proposed: one operator login (automatic login) and one administrator login (which allow
change of configuration) with password.

The visualization interface shall be configurable and at least proposed: several


multi frame views (from 1 to n cameras), sequential viewing of certain cameras
(schedulable). Each picture should be featured with a title, date and time.

Pan/Tilt/Zoom/Autofocus and Preset position shall be accessible from this interface. At


least three preset position should be programmable for each camera.

Movement detection (software video motion detector or hardware activation of relay) can
trigger a visual or audio alarm on the interface. Hardware detection solution shall be
preferred.

2.7 Video Recorder

The video recorder shall be digital, able to record simultaneously all the cameras; it shall
meet the minimum requirements:
• Recording events with minimum of 1 month of real time video
• Backup the history video through an archiving device (Raid drive, hard disk, DVR,
NVR)
• Built-in time/date generator option

It shall be possible to view one camera without interrupting the simultaneous record of the
other cameras.
Recording shall be schedulable: time scheduled programmable: frame per second to be
recorded, recording upon event (movement detection) or continuous.
Research, extract, saving and replay of a recording period determined by the date and time
(start/end) shall be possible.
Option for local recording in remote location shall be proposed.

2.8 Network Video Transmission

The connection between remote camera and central equipment can be through LAN or
WAN therefore the access from central equipment monitoring or recording should be
proposed so that the access to the video stream from several point can avoid any
overflow of the encoder capacity or overflow of the network capacity (access to a
single video server, or multicast routing configuration).

The CCTV network should be standalone network separated from Office network. If
justified, a solution for accessing the CCTV network from Office network can be proposed.
The IP addressing plan shall be conformed to the COMPANY policy and the specification
shall be applied for the pre cabling (copper or fiber optic cables). Remote access to CCTV
system via web browser should be proposed.
CCTV PC or server installed on the CCTV network shall be equipped with antivirus
(compliant with COMPANY antivirus standard).
All CCTV equipment shall be synchronized from a single source for date and time in order
to get a homogeneous system.

2.9 Power Supply

All equipment shall be capable of operating from a 220 VAC ± 10 %, 50 Hz ac power


supply on existing CCTV cabinet.

2.10 Isolation and Main Switching


Means shall be provided to switch off, in a safe area, all electrical signals for each
camera and pan and tilt mechanism individually.

3. Inspection and Test Plan


The test procedures shall be submitted to the COMPANY for comments at least 50 days
before the planned date of the FAT.

The report of internal tests shall be sent together with the confirmation of the date of the
tests. All tests shall be witnessed by COMPANY.
The testing shall include the following:

3.1 Spare Policy


The spares for Start-up and Commissioning shall be supplied. The spares for 2 years of
Operation and Maintenance shall be proposed.

3.2 Factory Acceptance Test (FAT)

FAT procedure shall be submitted for COMPANY comments/approval two weeks prior to
FAT. The alphanumeric information on the video monitors, the SIN ratio, the insertion loss
and the adjustable step rate shall be in accordance with the requirements set out above.

3.3 Commissioning

Pre-commissioning and commissioning shall be done accordingly to COMPANY specification.

4. Warranty

The CCTV Systems shall be provided with a one (1) year warranty period under normal
use and service. CONTRACTOR shall provide maintenance services with no additional
charge during the warranty period.

5. T raining

Vendor shall propose training program for COMPANY's engineering team since initial
stage of engineering design to familiarize with the equipment (hardware and software)
and final training for operations and maintenance personnel at Vendor's premises.

Training course shall be proposed for COMPANY's engineering team in the following aspect
of CCTV Systems:
 Advance training:
• Maintenance (hardware);
• Programming / configuration (software);
• Back-up and restore systems.
 User training:
 Operation, maintenance and troubleshoot.

Proposal shall be comprehensive and shall include all CCTV Systems and sub-systems.
