FIND A THEORY THAT IS CONNECTED TO CONCEPTUAL

output - ano yung magiging tulong nito sa mga tao

output - bata or matanda naa-appreciate ang kalesa so dapat iboost ng government by
supplementing the needs of kalesa industry/community and provide reinforcements to boost
tourism using kalesa.
The major concern of the study is to perceive/determine how the University Students in the
University belt in Mendiola view the cultural significance of Kalesa in Intramuros nowadays.

THEORETICAL FRAMEWORK

This study is supported by the theory of The Evolving Cultural Heritage Concept Siregar (2018).

The concept of cultural heritage offers an idea about recognizing and appreciating culture. This

idea considers culture as a representation of human civilization inherited through generations.

According to (Monteiro et al. 2014), heritage value, conservation and protection are significant

issues in heritage studies and urban and regional planning. In a time where both urban and

tourism growth impact the heritage, understanding the relationship between the surrounding

heritage and the citizens, especially the local communities, it can play an important role in

urban and regional areas.

RRL
Agaton (2020) Socio-Economic and Environmental Analyses of Sustainable Public
Transport in the Philippines. Electric vehicles are now classified as energy transition
technology towards more sustainable and environmentally friendly transportation
nowadays.  Despite the advantages of lowering fossil fuel consumption and greenhouse
gas emissions, electric vehicle adoption confronts a number of challenges, including
finance concerns, government laws, and public acceptance. The goal of this research is
to determine the economic, environmental, and social implications of using electric
vehicles for public transit. This study highlighted the investing in electric vehicles with
public acceptance as a mode of transportation. It signifies the decrease in air pollution,
reduction use of greenhouse gas emissions and imported fossil fuels by shifting from
gas-used vehicles to electric transportation systems.

It recommends strict implementation of government on modernized public

transportation, strong government support like financing the establishment of charging
stations in public and private terminals. Since electric vehicles are using energy sources,
the government must support it by accelerating the energy transition and increasing the
electricity share from establishment sources and investing in more sustainable sources
of energy like solar systems.

This is very similar to the Kalesa’s case, Kalesa as a mode of transportation is very
sustainable, first and foremost it is more eco-friendly above the rest because it does not
use fossil fuels, it does not consume energy, and it does not have gas emissions. It also
needs a strong support of the government because it also needs resources and very
much needed food for the horses that act as the main source of acceleration of the
Kalesa. It is sustainable and at the same time it is historical.

Manugas et at. (2016) Tartanilla: A Symbolism of Cebuano Transportation Heritage.

This study described the tartanilla’s or kalesa existence in Cebu as a mode of
transportation many years ago. Without the technology in our world, we have nothing
but our minds, people in the old generations are resourceful that makes them invent
something new, and Tartanilla is one of them. The Spaniards are one of the great
influences that gave this idea to the Cebuanos. In 1850 native ponies were used as a ride,
and tartanillas were also introduced at that time.  Tartanilla is way bigger than the
Kalesa in Manila. If the kalesa in Manila can carry 2 passengers, the tartanilla can carry
2 more passengers.

Tartanilla symbolized a century old transportation heritage of Cebu with the kuchero
(tartanilla driver) and the pasahero (passenger), they are the living witnesses along the
narrow streets of Cebu City, Philippines then and now. This means of transportation
used to be a top of the line vehicle among the wealthy members of Cebuano society in
the past. With the passage of time, the tartanilla was regarded as a mode of
transportation by the Cebuano local government; yet, its standing was reduced to a
simple mode of transit among the Cebuano population. The pasahero’s interest in saving
money was a result of the existence of the tartanilla because of its low-cost fare.Being a
kuchero had sentimental meaning for them because it was a job that had been passed
down through the family. It is always part of inheritance handed on the next generation
is the cart and the horse from the family. Despite the fact that driving a tartanilla has its
drawbacks, it has proven to be a viable source of daily income for a kuchero, it has been
a sustainable job for a kuchero to undertake for daily subsistence. Its significance in
Cebuano history and culture, has given it a unique identity that is worthy of appreciation
and preservation by the cultural and heritage enthusiasts.

The tartanilla was a symbol of historical pride ever since to all Cebuano and hence to all
Filipinos.  This means of transportation was a symbol of a family’s inherited loyalty,
because this was passed down from generation to generation or left to other surviving
members of the family. It can’t ever be forgotten because many benefitted to this means
of transportation. It's just that people invented something new that makes the people try
the new, but in time people will go back to where they came from.
