1. INTRODUCTION
OQ is one of the largest integrated energy companies of Sultanate of Oman and the
group focuses on facilitating local and international private participation in the oil and
gas sectors to increase value for shareholders and reap greater benefits for the nation.
OQ Methanol Company (OQ MTH) owns and operates a 3,000 MTPD Methanol plant and
the supporting Utilities & Off-sites plant at Salalah, Sultanate of Oman. The principal raw
materials for the plant are Natural Gas and Sea Water. All Utilities (desalinated water, de-
mineralized water, steam, cooling water, power, and nitrogen) are produced within the
integrated Utilities & Off-sites plant. Natural Gas is used as feedstock and fuel. Sea Water
is used for producing desalinated water and as cooling media for process needs. The plant
was commissioned in April 2010, and it has successfully completed two turnarounds in April
2014 & April 2018.
Methanol Plant
Methanol is produced from Synthesis gas (predominantly a mixture of carbon oxides &
hydrogen) which is in turn produced by steam reforming of Natural gas feedstock. Natural
Gas is first de-sulphurised and then reformed by steam in a top fired furnace containing
768 tubes, loaded with nickel-based catalyst, to produce Make-Gas / Reformed gas /
Synthesis gas. The waste heat in the Reformer effluent gases is used to produce high
pressure steam (@105barg & 515°C) in the Make-Gas Boilers. The hot flue gases from the
Reformer furnace radiant box are used to preheat several process streams and superheat
the high-pressure steam produced as stated above.
The Synthesis gas is then compressed to feed the Methanol Synthesis loop consisting of a
Methanol Converter, loaded with Copper – Zinc catalyst. The Synthesis gas consisting of
carbon monoxide, carbon dioxide and hydrogen reacts to form methanol and water. The
Converter effluent gases are cooled to separate methanol – water mixture (crude
methanol) from the un-reacted gases. The un-reacted gases are recycled back to the
Converter while the crude methanol is pumped to Distillation section for producing refined
methanol. The distillation section consists of two columns for producing refined methanol.
The methanol synthesis loop needs to be purged constantly to maintain the loop pressure
which would otherwise increase due to the excess hydrogen content (excess reactant) of
the make-up gas stream. This purge gas stream is used as fuel to Reformer furnace,
whereas Natural gas is the supplemental fuel to the Reformer furnace. In Q4 2020, purge
gas stream (a part of it or total) would be used as feed to the upcoming Ammonia plant.
Methanol plant has several exchangers / interchangers for effective heat integration. The
Reformer and the water circulation loop of Saturator & Desaturator are key pieces of
equipment for heat recovery / integration.
Sea water is also used as a cooling media for process needs. It is used directly as cooling
media in a few exchangers while it is used to cool circulating cooling water in sea water-
cooling water plate heat exchangers. The circulating cooling water in turn removes heat
from various process streams. Other utilities like Nitrogen, Plant Air & Instrument Air are also
produced inhouse. The Utilities plant also has an Effluent Treatment unit for treating process
effluents. The treated effluent is used for irrigation within OQ Methanol.
Ammonia Plant
The Ammonia Plant is designed by Linde, Germany and the detailed engineering,
procurement & construction (EPC) contract has been awarded to SNC Lavalin, Canada.
The plant is scheduled to be commissioned in Q4, 2021. The name plate capacity of
Ammonia plant is 1,000MTPD.
The main feed to Ammonia plant is the hydrogen-rich purge gas from the synthesis loop
of Methanol plant. Hydrogen from the purge gas stream is recovered in a Pressure Swing
Adsorption (PSA) unit and then fed to synthesis loop of the Ammonia plant along with pure
nitrogen extracted from atmospheric air through the cryogenic Air Separation Unit (ASU).
So, in this case, Ammonia plant is just the back-end unit of a conventional Ammonia plant
fed by natural gas.
The plant consists of PSA unit, ASU, ammonia synthesis loop with ammonia refrigeration
compressor / loop, ammonia storage, export & flare systems. The other support systems
include sea water cooling tower and Steam Turbine Generator (STG – to produce power
from the stream generated in the synthesis loop). The above-mentioned STG partially
meets the power requirements of Ammonia plant while the remaining power is imported
from the public electricity grid. Other necessary utilities like demineralized water,
desalinated water, sea water etc. are supplied by the existing Utilities plant.
2. OBJECTIVE
Contractor shall be explained the complete scope in details during site visit to avoid any
future confusions and please note that the Contractor not attending the site visit shall be
disqualified during evaluation phase. Contractor to include Telecom,DCS/FGS and PLC
system vendor or experience Instrument Engineer during site visit for understanding the
scope.
As per the agreement with Port of Salalah, OQ Methanol has to relocate the loading
arms or buy new loading arm after completion of central service corridor. As the central
service corridor is being completed OQ Methanol intend to engage contractor for
Engineering, Procurement, Construction, commissioning of new Methanol export line
and New Liquid Jetty facilities and demolition of existing facilities. The demolition
activities to be carried out after approx. 3 months of successful operation of the
Methanol loading arm operations.
The Contractor shall comply all OQ standard and specification without any failure.
5. ABBREVIATIONS
UG : Under Ground

6. DEFINITIONS
The following definitions are used in the Documents:
APPROVAL shall mean that the Contractor finalizes documents/drawings, procurement
activities, claim milestone completion or start construction with the Company's written
approval.
AS BUILT shall mean the final approved documentation which need to be supplied or
submitted by Contractor after the acceptance of commissioning activities. The
Contractor need to update or develop Company master drawings, preparing the new
drawings and documents to the as-built status. ASBUILT Documentation to be submitted
as per OQ Standard format (ECM System format). Contractor shall prepare a document
list of drawings and documents along with as built as per the format provided by OQ to
upload into the system ECM/Tawassul. Contractor shall liaison with OQ Document control
team for appropriate preparation of as built documentation to ensure smooth upload of
the as built documents in System. Contractor responsibility to ensure that all new and
revised drawings to be handed over to OQ Engineering department.
COMMISSIONING shall mean execution of the project into operation of all the
equipment. This shall also include alarm and trip setting, Function check/loop check etc.,
under operating conditions and handing over to Company for final livening.
CONTRACTOR shall mean an agency/organization appointed by the Company to
execute the work as per the Tender documents.
CONTRACT shall mean the agreement between OQ and Contractor for executing the
specific work awarded to the Contractor.
PERFORMANCE GUARANTEE TEST RUN shall mean the successful operation of all the
supplied item as per the tender documents and the criteria established by the Company.
ENGINEER IN CHARGE shall mean the OQ Project Leader for the Methanol Export line and
shifting of Jetty facilities.
MANUFACTURER shall mean the original manufacturer of the equipment or materials
supplied.
PERIOD OF LIABILITY shall means that Contractors undertaking, in accordance with the
terms and provisions of the contract, to correct any defects and deficiencies in the work
as informed by OQ.
REVIEW shall mean that the Contractor shall submit drawings and documents to the
Company for review and approval in advance for procurement activities being finalized,
milestone completion and construction commencing. The Company reserves the right to
make comments to these documents if the codes and standards mentioned about this
document are not adhered to or if design/construction requirements are not complied
by the Contractor.
SITE shall mean the OQ Methanol Company LLC(Salalah) and other location specified in
the Figure 1.
SPECIFICATIONS shall mean the specifications as listed/attached in Technical
Specifications C6.
SUBCONTRACTOR shall mean an agency/organization appointed by the Contractor to
execute the Execution work.
TIE-INS shall mean tie-in to the existing facilities and shall include Piping, Mechanical,
Electrical, Instrumentation, etc.
DEMOLITION shall mean removal of existing facilities which are not in use shall include
Piping, Mechanical, Electrical, Instrumentation, Civil, Telecom, etc.
TIME FOR COMPLETION shall mean that the time start from allowing contractor to start
working on the New Methanol Export line and new loading arm Jetty facilities job to the
mechanical completion, commissioning, successful flawless start-up of the new unit also
successful flawless start-up of the existing units after tie-ins. This includes the demolition
works which shall be carried out after three month of successful operation of new
Metanol export line and new Methanol loading arm operations with associated
facilitities. The job should be divided in two parts : one for new pipeline, loading arm &
associated system and another should be demolition work. Both part of work should have
independant ‘Time for Completion’
7. APPROVAL BY OQ
Contractor guarantees to carry out the work in strict compliance with the provisions of
the Contract (except. and to the extent he may be expressly” discharged by a duty

2. Contractor shall verify and confirm that the Design as provided shall meet the functional
specifications. For this purpose, it will responsibility of EPCC Contractor to visit the site and
verify the documents available in the Engineering deliverables as required for design of
the system.
4. Contractor shall be responsible for document approvals from OQ. EPC Contractor shall
carry out all the follow up work by means of discussion, meetings teleconference etc.
Contractor shall follow OQ documentation/numbering/tag philosophy. All relevant
master documents shall be updated before handing over of the Project.
5. All the key deliverables (including project specific datasheets) shall be reviewed and
approved by OQ.
6. Contractor shall supply equipment and auxiliary systems and all other requirements in
accordance with OQ specification. Any equipment that is necessary to make a
complete, operable, safe and dependable Unit but not specifically identified herein shall
also be in the Contractor’s scope of supply.
7. While designing the facilities, Contractor shall follow Good Engineering practice as well as
OQ safety procedures without any cost and time implications.
8. After award of Contract the EPC Contractor shall finalize the deliverables with OQ.
9. PROCUREMENT
The key procurement deliverables and activities shall include the following but not limited
to:
11.1.1. General
• Contractor will be responsible for verifying engineering package provided with the
tender documents and carrying out balance engineering work. It will be
responsibility of the contractor to take ownership of detailed design. All document
will be issued in ‘Native’ file. Contractor shall be responsible for correcting/resolving
any discrepancy arise due to lack of Engineering without any cost and time
implications.
• Contractor shall confirm the existing survey monuments and bench-marks before
the commencement of the survey work. Contractor shall locate and install
temporary benchmarks as required for the Work to mark boundaries and establish
additional horizontal and vertical controls for the construction work. Contractor
shall record the locations of these monuments and benchmarks on the Contractor's
topographical survey drawings.
• Contractor shall provide detailed dimensions and coordinate and indicate the
location of new construction taking into consideration the existing facilities and
services in the plot plan. It is contractor responsibility to verify the area availability &
allocate the equipment’s & utilities based on it.
• Contractor shall be responsible for verifying the site grading plan and completion
of the site preparation. All area shall be cleared before commencement of the site
grading. Any modification/diversion of the existing services/Facilities shall be under
contractor responsibility.
• Contractor shall be responsible for ensuring that the site and access roads do not
flood under any condition. Providing adequate drainage facility, if required in order
to avoid any possible accumulation of rain-water, is the responsibility of the
Contractor.
• Supply, fabrication, painting , erection & construction of steel and concrete pipe
supports as per approved drawings & shall comply with OQ Design & Engineering
Specification.
• Supply and construction of paving with pipe supports and sump at metering area.
• Civil works for electrical and instrument cables trenches if any, including cutting and
reinstatement of pavement as required.
• Excavation for foundations near the existing facilities shall be done manually
• All foundations shall be placed on well compacted soil as per OQ Design &
Engineering Specification.
• All existing UG services and A/G facilities shall be protected at all times during the
execution of the project.
• Painting and coating for all civil elements as per OQ Design & Engineering
specifications.
• Contractor shall follow OQ design & engineering specification for all works.
• Any other civil and structural works required for the satisfactory and successful
completion of this project shall be under the contractor scope.
• As built drawings, including software input files shall be submitted in native format
to OQ after project completion.
11.1.3. Others
• Any Survey required and statutory approval for items specified above is included in
Contractor’s Scope.
• Contractor shall include in his scope temporary supports, as required, for the existing
facilities during execution.
X. MTO
11.1.4. Housekeeping
• All rubbish, rubble and condemned materials shall be cleared during the progress
and at the completion of the Works.
• The site team shall also, upon completion of the Works, clear away all plant and
temporary works, and make good to the complete satisfaction of Company.
General
Contractor to refer attached below General specification while executing all the
Electrical and Telecom works.
Construction -Electrical
Contractor shall carry out detailed design and shall include but not limited to the following:
Demolition Works - Contractor to note that this is an optional scope and OQ reserves the
right to delete this scope.
• All the Electrical system related with the existing metering unit shall be under
demolition scope. Contractor to refer the C6 tender document attachments in
the Engineering Package .
• The removed Electrical items shall be properly tagged and submitted to the OQ.
• All the necessary cables, cable tray, stanchion, light fitting etc under the
demolition scope and shall be removed and properly tagged.
• Contractor to note that although all available drawings have been provided with
this document, the exact extent of demolition and disposal shall be verified by
the Contractor on his account during site visits. No extra claims will be entertained
due to lack of drawings at any stage.
General
Contractors scope shall include but not necessarily be limited to the following:
• Contractor will be responsible for verifying engineering package provided
with the tender documents and carrying out balance engineering work. It
will be responsibility of the contractor to take ownership of detailed design.
All document will be issued in ‘Native’ file. Contractor shall be responsible
for correcting/resolving any discrepancy arise due to lack of Engineering
without any cost and time implications.
• This scope covers the pipeline start from Methanol Storage Tank 20-
TK3401B/C up to the fencing of Methanol plant area. Contractor shall
complete the Piping Materials procurement as per the MTO/specification
provided for each item in the detailed design package. The details
of Piping Materials, Fittings and valves are clearly mentioned in the list.
• Contractor to refer the Piping Eneering Package (Plot plan, Piping GA,
Isometrics, Tie-in Schedule & Support Shedule) and carry out detailed design
for construction .
• This scope includes piping works for new metering unit , piping under the
culvert after the new metering unit. After culvert the piping will go though
the pipe rack and further on the sleepers.
• Contractor to refer the piping plan and drawing and take precaution while
construction as UG/AG Ammonia pipe line and other utilities line passing
nearby.
• Contractor to carry out piping works as per the final IFC isometric/piping
drawing after detailed design. Any discrepancy in the drawing/document
shall be clarified during the construction stage as red mark up and shall be
as-builted.
• The contractor shall perform all tasks and services and provide all
equipment, construction/demolition work supervision, consumables,
materials, labour, transportation, utilities etc. necessary for the demolition,
construction, erection and testing of the new facilities as per the approved
Tie-in schedule / Construction isometrics, construction piping plans etc.
• Contractor shall prepare the Tie-in schedule by referring the Engineering
package during detailed design and shall execute the necessary Tie-ins.
• The utilities connection PW,FW,N2,Instrument Air etc need to be extended
from the existing metering station area to the new metering station.
Contractor to refer the submitted drawing in the Engineering Package.
• Contractor shall be fully responsible for all temporary and permanent work
including arranging for tools, tackles, equipment, consumables, machinery
and manpower necessary to fabricate, build, construct and install the
piping and associated facilities.
Civil QC Inspector:
o Bachelor Degree or Diploma in Civil Engineering or equivalent.
o Minimum of 7 years as a QC Inspector responsible for civil related inspection
activities of medium size to major EPC Projects related to Oil and Gas Industries.
o Specialist in Construction Works of Pipelines/station/Building/Road works and shall
have experience in the testing of Civil construction materials
o Shall be familiar with the review and approval of the Material Approval Sheets.
o Shall be familiar with the process of issuing NCR for the non-conformity observed
and its close out process
Electrical QC Inspector:
o Bachelor Degree or Diploma in Electrical Engineering or equivalent.
o Minimum NACE Cathodic Protection Level 2 certification
Instrumentation QC Inspector:
o Bachelor Degree or Diploma in Instrumentation/C&A Engineering or equivalent.
o Minimum of 7 years as an Instrument, Control and Automation Inspector
responsible for inspection activities of medium size to major EPC Projects related to
Oil and Gas Industries.
o Knowledge on protection for different instrument system.
o Thorough knowledge of international standards related to Instrumentation/C&A
and testing.
o Shall be familiar with the process of issuing NCR for the non-conformity observed
and its close out process
Demolition Works - Contractor to note that this is an optional scope and OQ reserves the right to
delete this scope.
• All the Piping system related with the existing metering unit shall be under
demolition scope. Contractor to refer the attachments in the Engineering
Package .
• The removed Piping Materials items shall be properly tagged and submitted to
the OQ.
• Contractor to note that although all available drawings have been provided with
this document, the exact extent of demolition and disposal shall be verified by
the Contractor on his account during site visits. No extra claims will be entertained
due to lack of drawings at any stage.
• Disposal of scrap demolished existing pipes (from methanol plant to Jetty area)
to outside OQ/POS premises are responsibility of the Contractor. Contractor shall
finalize the area of stacking & disposal of these pipes outside OQ premises in
accordance with Oman Government/Municipality law, rules & regulations.
12.1.1. General

any discrepancy arise due to lack of Engineering without any cost and time
implications.
• Contractor shall carry out detailed design and the Engineering documents (Plot
plan, Piping GA, Isometrics & Support Shedule) ready for construction from
Methanol plant fence area upto the Bridge 1 which is under port of Salalah
premises.
• The contractor shall perform all tasks and services and provide all equipment,
construction/demolition work supervision, consumables, materials,
labour,transportation, utilities etc. necessary for the demolition, construction,
erectionand testing of the new facilities as per the approved Tie-in schedule /
Construction isometrics, construction piping plans etc.
• The Contractor shall be fully responsible for all temporary and permanent work
including arranging for tools, tackles, equipment, consumables, machinery and
manpower necessary to fabricate, build, construct and install the piping and
associated facilities.
• All isometrics shall be checked for discrepancies, clashes and/or dimensional errors
prior to fabrication, errors rectified and the relevant GA drawings marked-up for as
built.
• Pre fabrication of piping spools and pipe supports in accordance with the
isometrics Dimensions and elevation shall be confirmed by construction team as
per existing facility before fabrication.
• Contractor shall be responsible for any defects in the newly installed facilities during
commissioning.
• Verifying the overall dimensions / rating indicated on the isometrics to ensure ‘fit
up’, in particular, where new piping interfaces with existing one.
• The tightening of flange bolting shall be carried out by hydraulic torque wrenches
and bolt tensioning equipment where appropriate in accordance with OQ
specifications.
13. DETAILED SCOPE OF WORK -SECTION C (NEW LIQUID JETTY AND LOCAL CONTROL ROOM)
13.1. CIVIL AND STRUCTURAL
13.1.1. General
• Contractor will be responsible for verifying engineering package provided with the
tender documents and carrying out balance engineering work. It will be
responsibility of the contractor to take ownership of detailed design. All document
will be issued in ‘Native’ file. Contractor shall be responsible for correcting/resolving
any discrepancy arise due to lack of Engineering without any cost and time
implications.
• Contractor shall provide detailed dimensions and coordinate and indicate the
location of new construction taking into consideration the existing facilities and
services in the plot plan. It is contractor responsibility to verify the area availability &
allocate the equipment’s & utilities based on it.
• Contractor shall be responsible for verifying the site grading plan and completion
of the site preparation. All area shall be cleared before commencement of the site

contractor responsibility.

Modification for Pipe Bridge-1” 50-551-MEL-PRO-CIV-002. As per the design
outcome contractor to modify the bridge based on the construction drawing.
13.1.3. Others

Contractor’s Scope.
• Contractor shall include in his scope temporary supports, as required, for the existing
facilities during execution.

• The site team shall also, upon completion of the Works, clear away all plant and
temporary Works, and make good to the complete satisfaction of Company.

Contractor to refer Engineering Package as below General specification while
executing all the Instrumentation and Fire & Gas works.
• The section C consist of Jetty Control Room and Jetty loading arm location. The distance
between Jetty control room and loading arm facilities is approx. 750 meter. The PLC and
HMI alongwith the cabinets ( 2 nos) shall be provided by the loading arm vendor and free
issued to the contractor. All the necessary installation of this cabinet, power supply
connection, cabling between Jetty control room to the field junction box is under
contractor scope. Apart from this Panel all the free issued field
equipment/panel/instruments received from the loading arm vendor shall be installed
and commissioned by the contractor.

proposed ship loading area along with its Loading arm, associated MCC,re-
injection pumps,MOVs power and control supply arrangements. This shall be
as per the Engineering package document 50-551-ELE-MTO-001 and further

acceptable subject to the approval of the OWNER.
Hazardous location
The explosion protection type of the electrical equipment and materials shall be in
accordance with the area classification as defined in the requisition. When certain
materials require a particular type of protection, this will be specified in the requisition.
Ex-proof certificates
Each electrical equipment, device or material which shall be installed inside the
hazardous locations must be certified by an independent authority.
The seller shall indicate in his offer these authorized authorities.

• Contractor shall be responsible for demolition and disposal of all all civil and
structural facilities in the area as per the available drawings provided with
this document.
o Contractor shall be responsible for maintaining all required safety measures
during the demolition process. The area shall be demarcated and hard
barricaded as per HSE requirements along with suitable sign boards before
carrying out demolition works.
• Demolition scope shall include, but not limited to, the existing pipeline along with
all its sleepers, supports, concrete protection, covers and crossings.
• All existing usable / live facilities shall be protected at all times during the demolition
process.
• All foundations shall be removed and disposed off and the area shall be backfilled
and reinstated to original ground levels.
• All existing UG facilities like cables / pipes shall be removed and the area shall be
backfilled and reinstated to original ground levels.
• Demolition scope shall also include removal of all platforms and cross overs as per
the available drawings provided with this document. This disposal / stacking of
structural steel shall be as per the instructions of the Owner.
• Demolition and disposal of control building as per the drawings provided with this
document.
• Disposal of all concrete debris / unusable excavated earth shall be as per the
instructions of the Owner.

• The removed instrument shall be properly tagged and submitted to the OQ.

14.5. GENERAL
All equipment/ metal components/ instruments/electrical item removed under the
demolition shall be kept inside the Methanol plant premises. The location shall be
identified during the demolition time.
If required Contractor shall arrange for Positive Material Identification (PMI) machine to
check the Stud & Bolts used and rectify the same if any discrepancy is observed during
the PMI testing. After final bolting and boxup of flanges all the bolts shall be tightened to
All welding works must be performed by suitably qualified welders working to welding
procedures approved by the OQ inspection. The welding procedures, qualification
records and welder qualification must be submitted for review and acceptance at least
6 weeks prior to start the welding work.
All welders tests shall be witnessed by the TPI inspection or OQ inspection approved
inspecting authority prior to commencement of the Contract. All qualified welders
identification cards shall be prepared by Contractor and submitted to OQ for approval.
Contractor shall be responsible for engaging qualified welders on the job. Contractor
shall keep a record of each welder performance and periodic NDT test.
Welders tests shall be carried out in accordance with approved welding procedures
and ASME Section IX.
Welders shall be qualified and capable of welding materials in carbon steel, stainless
steel, Alloy steel, chrome moly steel and duplex stainless steel etc. as required to the
appropriate qualified welding procedures. Welders who fail to pass the relevant welding
test will be disqualified from working in the plant during the Contract period.
Radiography as required on site shall be planned properly and shall be done during
stipulated timeframe as approved by OQ and POS authority.
Contractor to get trained their workers for Permit Receivers from OQ HSE.
Contractor follow above all the rules and regulation by HSE team of OQ and Port of
Salalah. The HSE and work permit procedures are provided in the attachement.
OQ also reserves the right to, at its discretion, reject any item of equipment it considers
unfit for the intended service duty.
Details of lifting equipment shall be specifically set out with the date of last inspection
and test by recognized inspection agency approved by statutory authorities marked
against each item. All above proposed equipment shall be included in the Contract.
The Contractor shall provide the test certificates and latest test certificates for all cranes
and lifting equipment to OQ for approval before starting any work. Copies of all the
original test certificates for all lifting equipment brought on site by the Contractor or his
nominated subcontractor shall be maintained in the site office throughout the duration
of this Contract.
This section specifies the minimum requirements to be met for the execution of heavy
and critical lifts for execution of jobs. The lifting operation shall be planned and
performed taking into account all foreseeable risks.
General Guidelines for Planning Heavy and Critical Lifting Operations: All lifting of heavy
equipment shall be executed in accordance with International standard, in particular
the following points: Contractor scope includes proper ground preparations for crane
positioning. If required Contractor shall do necessary arrangements like preparation hard
stand area, piling for hard stand area taking care of all underground facilities. All lifting
operation shall be properly planned by competent person, appropriately supervised and
carried out in a safe manner. The person planning for the operation shall have
adequate practical, theoretical knowledge, experience of planning in lifting
operations and shall conduct a 'Tool Box Talk' with the persons who are involving in the
Lifting operation.A Job risk assessment or Job safety analysis shall be carried out to
identify all potential risks associated with lifting operation prior to any lifting execution.
The plan shall address the risks identified by the risk assessment and identify the resources
All the material shall be sourced from Europe and / or United States of America, Japan,
South Korea, Oman. (restriction on origin on material is applicable to source material mill
as well as finished product). Contractor shall take prior approval from OQ before
sourcing the material of these origins. Contractor to note that OQ reserves the rights to
accept / reject the vendor during prior approval. MTC shall be submitted to OQ
Inspection for approval. Consumables of CHINA origin is not acceptable.
All Contractor supplied spares and materials (as specified in the Scope of Work and Bill
of Quantity) must include "MATERIAL SAFETY DATA SHEETS".
The Contractor is responsible to raise all necessary materials requisition vouchers and
obtain the appropriate approval of Engineer-in-charge for collection, transport, delivery
and safe custody of all OQ issued materials, if any.
All surpluses OQ issued materials must be returned to OQ Stores in their original condition.
The Contractor must maintain and safe-guard all OQ issued materials in an appropriate
temporary location as well as in a proper and correct manner. After completion of the
project, the balance materials/spares shall be returned OQ warehouse by the
Contractor.
The Contractor must notify OQ Engineer in charge to obtain free-issue materials with at
least one shift notice, prior to the required time of application.
Contractor scope of work also includes providing Asset Register and entering the new
assets in OQ Asset management system database with all required attributes and
information in (SAP). Any ambiguities raised by warehouse personnel during providing
Asset Register and entering the new assets in OQ Asset management system database,
shall be entire responsibility of Contractor to clear all doubts and complete as per the
satisfaction of OQ. (Fomats attached in C-6)
Debris such as surplus earth after backfilling , RCC / PCC material , Insulation , wooden
scrap, cleaning consumables , empty paint drums to disposed outside the OQ premises
without giving any complaints from Local / Government authorities(As per Oman
Government Law).
Contractor HSE statistics, e.g. amount of incidents and accidents including seriousness.

New Facility :
The existing facility demolition activities shall be carried out on post three month
successful operation of new Methanol loading arms only.
Contractor shall submit detailed L4 Schedule covering project activities including the
Civil, Tie-ins works, Piping, Mechanical, E&I, Commissioning & Final Handover.
19. MOBILIZATION
All mobilisation costs shall be the Contractor’s responsibility and shall include all activities
as described in this Contract document. Contractor to mobilize all facilities with respect
to the Project requirement to be executed at site to complete the project.
Contractor shall submit CVs of key personnel immediately after contract award for OQ
approval. After approval from OQ the key personnel shall be mobilised. Contractor to
note that approved personnel will not be changed during the project without OQ
approval.
The areas allocated for the Contractor's industrial and lay down areas shall be used solely
for industrial purposes such as site offices, prefabrication, maintenance, storage, or
Porta cabin shall be provided at lay down area inside the Methanol plant premises and
the port of Salalah.
Contractor to take necessary permission from the Port of Salalah for the lay down area
and Porta cabins.
Contractor shall be responsible for the safe transport and on/off loading of all the
materials, equipment. Contractor shall obtain all the necessary Clearance/Permits to
Work and operate Plant/Heavy equipment in controlled areas in accordance with OQ
Permit to Work / POS Permit to work system. Although Plant area not fenced off, this
corridor shall be treated as a Restricted Area with regard to access by heavy vehicles
and mobile lift (Man lift, Forklift etc.).
Contractor shall take Port of Salalah authority approval for transports within the POS
premises. All the safety rules and regulation to be followed as per the POS.
Temporary workshop inside the Plant should be protected with corrugated galvanised
iron sheets. During course of welding inside Plant area to be protected with safe
barricading without spreading any spark around.
However, OQ shall then decide as to whether the Contractor's proposals comply with
the OQ requirements. Contractor shall obtain all necessary approvals from Local
Government Authorities for setting up temporary site offices within OQ premises. Also, the
Porta cabins and ablution blocks shall comply to necessary requirements as per
government regulations and obtain a valid certification of the porta cabins and Ablution
Blocks.
The Contractor shall be responsible for the proper maintenance of all temporary facilities
erected within the allocated areas including the fences, gates, generators, sewage
Contractor shall take approval for all the required Temporary site services from the Port
of Salalah authority inside the POS premises.
The Contractor shall submit to the Company for approval detailed schematics of all
proposed temporary electrical installations on the site at least four weeks prior to
commencement of installation of the same. The Contractor shall install and maintain all
lighting required for the performance of the work. The lighting system shall give adequate
illumination in all working areas, storage areas and along all footpaths and roadways on
the work site and the Camp. Sufficient lighting shall be installed to ensure safe working
conditions in all places on the work site and residential area and safe access to all parts
of the work site.
Contractor to take necessary approvals from the Port of Salalah authority for all the
Electrical equipment , accessories , self contrained temporary power supply and other
items.
The Contractor shall provide the water for hydrostatic testing, all necessary facilities
required for the testing and the disposal of the test water, including but not limited to
piping. The procedure for the disposal of test water shall be approved by the OQ.
Sanitary conveniences shall be provided and maintained by the Contractor and shall
be approved by the OQ and the local authority concerned.
The Contractor shall be responsible for sewage treatment in accordance with Oman
Municipality Standards.
Inside the Port of Salalah premises , contractor to take necessary approvals from the
POS authority.
The Contractor can use Intrinsic Safe (IS) phones inside brown field area after getting
approval from OQ.
For working inside the Port of Salalah premises , contractor to take prior approval from
the POS authority about the communication at site.
19.8. SIGNBOARDS
The signboards shall be approved by the OQ and shall be in the Arabic and English
languages and any additional language that may be advised by the OQ Engineer-in-
charge. Site Signboard to be prepared at site reflecting the details for start date and
finish date. The signboards shall be removed upon demobilisation.
19.9. FENCING
The Contractor shall fence off all allocated areas for his work under this project.
Barricading of the allocated areas will be carried out with hard boards and or
corrugated galvanised iron sheets. The fenced areas at the site shall be secured with
locked gates outside working hours. The Contractor shall provide OQ one duplicate of
each gate key, to enable free access to all areas of the site including the Contractor's
temporary facilities.
Contractor to consult port of Salalah authority for the area to be allocated for the
keeping the materials and other required equipments for the construction and execution
activities inside the Port of Salalah premises. Contractor to follow all the rules and
regulations as per the Port of Salalah.
Contractor shall fence off the constructed area as indicated in construction drawings
after completion of the work.
Installation of loading arm shall be done by Contractor under the loading arm vendor
supervision. Contractor to supply required manpower for the installation and
commissioning of the facility.
The Contractor must attend any punch list covering the outstanding works and any
defects/ damages after the commissioning works have been completed prior to the
issue of the " COMPLETION CERTIFICATE”.
“SITE ACCEPTANCE TEST” shall be carried out by the Contractor at site with the presence
of Vendor and Company representative. As a minimum Site Acceptance Tests of system
modifications, CVs, UPS, Switchgears, Packaged equipment, Pumps, Loading arms and
other project materials specified elsewhere in the C4 & C6 tender documents shall be
performed.

23. AS BUILT
All the documents, As-built Drawings & Documentation to be submitted as OQ Standard
(ECM/Tawassul format). Contractor shall provide all as built documents along with
“Master index file”, three separate files for Construction, Engineering & Vendor
documents for uploading in ECM/Tawassul. All the three sample files are attached in C6
Attachement section.
Shop and field changes made by Contractor after approval of drawings and deviations
granted in deviation permits, if any, shall be marked in hard copy of drawings which shall
then be stamped ‘As-built’ by the Contractor. These ‘As-built’ drawings shall be reviewed
and stamped by Authorized Inspector also.
Contractor shall prepare scanned image files of all marked-up ‘As-built’ drawings.
Contractor shall also incorporate the above changes in the native soft files of the
drawings.
In addition, Contractor shall also incorporate site changes, if any, based on mismatch
observed at site and resubmit the ‘As-built’ documents.
Contractor shall submit all the approved as built documentation in native as well as in
PDF formats. The as built shall be done for all the drawings, calculations, system files.
As built documentation also including all the test FAT report, inspection report, material
certificates and other manual vendor documentation.
Contractor shall prepare a document list in a SAP compatible format to enable OQ to
upload into their SAP system, Contractors will have to liaise with OQ after award for the
formats required for updating of final documentation in OQ SAP system. Contractor shall
liaison with OQ Document control team for appropriate preparation of SAP DMS Sheets
to ensure smooth upload of the as built documents in SAP. Contractor responsibility to
Contractors as a part of their final documentation shall have to update the asset register
at OQ for all new equipment / Instruments / Lines and all these items under demolition
coming under this contract. The format and content of this asset register in (SAP) shall be
agreed with OQ after Award of Contract.
The existing equipment/Instrument/Lines and other items which were taken from
demolition activities shall be properly tagged, listed and returned back to OQ
Warehouse.
Any ambiguities raised by warehouse personnel during providing Asset Register and
entering the assets in OQ Asset management system database, shall be entire
responsibility of Contractor to clear all doubts and complete as per the satisfaction of
OQ.
All the spares details shall be filled in the SPIR format and provided to OQ for codification
purpose. Upon generation of codes Contractor shall submit all the spares to OQ
Warehouse. (sample format of SPIR is enclosed in C6 Document of this tender). The
Contractor shall be responsible for submitting the 2-year recommended spare parts list
to OQ for review and approval. Handover of the 2-year operation spares to OQ prior to
sign the Completion Certificate.
25. DEVIATIONS
Contractor shall ensure compliance to all the Project specification and Codes and
Standards attached in the Technical Specifications . However, in certain cases wherein
the Contractor deems necessary to take any deviation to the above specification, the
same shall be taken up on a standard deviation format agreed and approved with the
OQ. Contractor to note that until the deviation requested is approved, he shall not
proceed further with Design and Execution. Any delay arising due to deviation sought by
the Contractor shall be the sole responsibility of the Contractor and the Contractor
sighting the above delays shall seek no schedule extensions. However, no extra claims
shall be admissible in case of up-gradation of specifications.
Contractor shall Guarantee the workmanship of the fabricated parts of the supply for 12
months after start-up and commissioning, or for 24 months after transfer of ownership,
whichever comes first.
