Rationale

Numeracy is the knowledge, skills, behaviors and disposition that learners need in order
to use mathematics in a wide range of situations. It involves recognizing and understanding the
role of mathematics in the world and having the dispositions and capacities to use mathematical
knowledge and skills purposefully. This implies that teachers shall put premium in developing the
numeracy skills of the learners for them to survive and understand the world.
However, several issues and challenges were encountered by the learners, schools, and
Albay Division along numeracy. In particular, the 2019 DMEA Report on the Number of Failures,
Mathematics registered with the highest number of failures both in elementary and secondary
level without properly assessing the learners employing standardize tools in numeracy.
To address the issues and challenges, SDO-Albay crafted this Numeracy Assessment
Tools to diagnose and assess the numeracy skills of the learners to promote better performance
in Mathematics across the division by generating baseline data of the numeracy skill levels of
the learners that will give information for planning and making decisions on instructional
adjustments, interventions, and practices in the schools.

Framework
The conceptual framework defines the intentions and the processes required to provide
for an innovation on the priority need for numeracy assessment of students. It likewise addresses
the proposed theory of change anchored on the development of numeracy assessment tools for
improving student performance in schools.
The framework was conceived to help learners from Albay in acquiring the numeracy
competencies expected of them especially those which can be applied in the real-life situations,
thus the need to measure what they know and what they have. The conceptual framework
consists of a development cycle on the development of the numeracy assessment tools which
involves ideation and planning, creation, validation, execution and policy development.

Roles & Responsibilities of the Key Players

The School Testing Team (STT)


1. Conducts the numeracy assessment in Grade 1 to 3 on pen and paper or online
assessment.
2. Makes the list of Grade 1 to 3 learners and determine the number of examinees in
the school.
3. Provides test materials to the examinees.
4. Prepares the testing requirements for inline assessment.
5. Collects baseline and end line data, and keeps record using the e-tool for analysis
and interpretation as basis for instructional decisions, interventions and recovery
activities.
6. Orients the stakeholders of the school about the conduct of the numeracy test.
7. Protects the security of the test materials.
8. Analyzes and interprets the test result/s of the numeracy assessment.
9. Provides immediate feedback to the learners, parents, community and other
stakeholders.
The School Head
1. Leads the orientation of parents and teacher-advisers in the conduct of the numeracy
assessment.
2. Oversees the test administration.
3. Organizes the testing team and assign the test administrators.
4. Plans and executes the delivery mode of the numeracy assessment.
5. Provide all the necessary materials/resources/access before the start of the testing
schedule.
6. Ensures the attendance of the test administrators, examinees and other testing staff.
7. Report any concern/problem about the conduct of the test.
8. Makes initiatives to improve or enhance numeracy skills of the learners in the school.
9. Coaches or mentors the teachers along instructional deigns and decisions to support
the needs of the learners based on the results of the numeracy assessment.
The Mathematics Teachers/ Test Administrators
1. Coordinate closely with the school testing team.
2. Protect the security of the test materials.
3. Ensure the availability of test materials and requirements per schedule of
administration.
4. Check and monitor the examinees on the testing day.
5. Report to the STT any concern/problem about the conduct of the test.
6. Collect test paper and record test responses using the e-tool.
7. Keep records of test results.
8. Generate the e-Numeral Card.
9. Give feedback to learners, parents and stakeholders.
10. Design instructional plans, intervention and recovery activities to the learners based
on test results.

The IT Coordinator
1. Prepares the testing requirements and provides technical support in the conduct of
online numeracy assessment.
2. Assists the Test Administrators in using the e-tools.
3. Provides technical assistance in using the e-tools.
4. Keeps back-up records of the data from the e-tools.
5. Troubleshoots technical problems that will be encountered.
The School Mathematics Coordinator
1. Disseminates information about the conduct of the numeracy assessment.
2. Keeps records of the profile of the learners’ performance in Mathematics.
3. Prepares the numeracy skills level of the school based on the test results.
4. Initiates action research, intervention and recovery activities along numeracy.
The School Testing/Guidance Coordinator/Teacher-Adviser
1. Communicates to the stakeholders the purpose of the numeracy assessment.
2. Coordinates closely to the STT.
3. Prepares, orients and debriefs the examinees.
4. Maintains security in the testing administration.
5. Documents the conduct of the numeracy assessment.
6. Keeps the testing materials and school records on numeracy assessment.
7. Conduct case study of target learners who need major support along numeracy.

Pen & Paper ALNAT Procedure


PRE
1. School Head shall organize the School Testing Team (STT), one week before the
opening of classes.
2. The Composition of the STT:
School Head
School Testing Coordinator/Guidance Coordinator
District/School Mathematics Coordinator/Department Head
IT Coordinator (District/School)
Teacher-Advisers/Mathematics Teachers/Test Administrators
3. The STT shall conduct orientation to the stakeholders, in particular the parents,
guardians, learning facilitators, and volunteer tutors, on the purpose and manner of
administration of the test.
4. Grades 1 to 3 teacher-advisers shall prepare the list of all the learners who will
take the numeracy assessment.
5. School Head shall request for the test materials from the Division Office through
Curriculum Implementation Division – Mathematics Program.
6. The STT, led by the School Head/School Testing Coordinator (STC) shall reproduce
and prepare the test materials and venue. The reproduction of the materials shall
be charge to School MOOE, subject to usual budgeting, accounting, auditing and
procurement rules and regulations.
7. Teacher-advisers/Mathematics teachers shall assist in the distribution process of test
materials.

DURING
1. The Teacher-Advisers/Mathematics Teachers/ Test Administrators shall give briefing
and instructions to the learners for 15 minutes only before the test proper.
2. The teacher-advisers/mathematics teachers/test administrators shall conduct the
numeracy assessment to the learners on the schedule given to them.
3. Examinees are expected to take the numeracy assessment for one (1) hour but should
the examinees need more time, they are given extension until they finish the test with
the guidance of the teacher-advisers/ mathematics teachers/ test administrators.
4. The STT together with the teacher-advisers shall monitor the conduct of the numeracy
assessment.
POST
1. The Teacher-Advisers/Mathematics Teachers/ Test Administrators shall return the test
materials to the STC.
2. The Teacher-Advisers/Mathematics Teachers/ Test Administrators shall conduct
debriefing to the learners for around 15 minutes after the test proper. Then, gather
the experiences of the learners through small talk regarding their thoughts and
feelings in taking the numeracy assessment. Another option is the use of a paper-
based journal about the items they found interesting, easy and difficult, but this will
not be graded.
3. The STT shall collect, check, record the test results, and generate e-Numeracy Card
using the e-tools.
4. Results shall serve as baseline or end-line data and be utilized to plan for
interventions/learning recovery activities that will cater for improvement and
mastery of numeracy skills.
5. The STT shall keep the assessment records and testing materials.
6. The STT shall inform the results and give feedback to learners, parents/guardians,
and other stakeholders to gain support for the improvement and mastery of
expected outcomes.
7. Mathematics teachers shall design/reshape intervention/recovery plans to address
learning needs of learners along numeracy.
School shall craft intervention/recovery programs to achieve better performance in
Mathematics.

BRIEFING SCRIPT FOR GRADE 1 LEARNERS BEFORE THE TEST PROPER (To be read
by the Test Administrator)

BAGO ANG PAGSUSULIT:


Itanong: Kumusta kayong lahat mga bata?
Sabihin: Nagagalak akong makita kayo sa araw na ito. Sana lahat ay nakapag
almusal na.
Itanong: Handa na ba kayo sa ating gawain sa araw na ito?
Sabihin: Kung handa na, sasamahan ko kayo sa pagsagot ng inyong Numeracy
Assessment. Ang resulta ng pagsusulit ay hindi magiging basihan ng inyong marka pero
ito ay kailangan upang kayo ay matulungan sa mga aralin sa Mathematics na kayo ay
nahihirapan.
Sabihin: Ngunit, bago natin umpisahan ang pagsagot nais kong tandaan ninyo ang
mga sumusunod na paalaala.

1. Makinig sa ibibigay na panuto ng guro.


2. Pakinggang mabuti ang bawat tanong upang masagot ng tama ang bawat

Say: Hello my dear pupils. I am very glad to see you all here present today! (Kumusta
mga minamahal kong mag-aaral. Nagagalak akong makita kayong lahat na naririto sa
araw na ito!)

Ask: Are you all happy today? (Masaya ba kayo sa araw na ito?)
Say: Today you are going to undergo Numeracy Assessment. This test is administered to
measure the numeracy skill of leaners like you. The results of this test will not be a basis
in computing your grades but it is need in order to help you on the different topics on
Mathematics that you have difficulties. (Ngayon kayo ay sasailalim sa isang numeracy
assessment. Ito ay isinasagawa upang masukat ang inyong numeracy skills. Ang resulta ng

pagsusulit ay hindi magiging basihan ng inyong marka pero ito ay kailangan upang kayo

Online ALNAT Procedure


PRE
1. School Head shall organize the School Testing Team (STT), one week before the

administration of the test.
4. Teacher-advisers shall prepare the list of all the learners who will take the numeracy
assessment.
5. ICT Coordinator shall provide DepEd Email Credentials to learners and provides
orientation on how to gain access and utilize the account through the DepEd Learning
Management System (DLMS).
6. ICT Coordinator shall import the Online Numeracy Assessment (to be provided
through the Division IT Officer) under the School Category of the DLMS.

7. Teacher-advisers shall be assigned as “Teacher” in the School Online Numeracy
Assessment Course. They shall manually enroll the learner accounts for it to have
access on the assessment.
8. ICT Coordinator shall recommend to the STT the computer laboratory/facilities to be
used, following the minimum specifications of computers and internet facilities.
9. STT shall coordinate with authorities of the local Electric Cooperative/Electricity
Provider if there are scheduled power outages during the scheduled examination
date. Adjustments shall then be made if necessary.
10. School Head shall request for the test materials from the Division Office through
Curriculum Implementation Division – Mathematics Program.
11. The STT, led by the School Head/School Testing Coordinator (STC) shall reproduce
and prepare the test materials and venue. The reproduction of the materials shall
be charge to School MOOE, subject to usual budgeting, accounting, auditing and
procurement rules and regulations.
12. Teacher-advisers/Mathematics teachers shall assist in the distribution process of test
materials.
DURING
1. STT with the ICT Coordinator shall conduct final checking of computer and internet
facilities to be used.
2. The Teacher-Advisers/Mathematics Teachers/ Test Administrators shall give briefing
and instructions to the learners for 30 minutes only before the test proper. The time
period include logging in/accessing the learner accounts via DLMS.
3. The teacher-advisers/mathematics teachers/test administrators shall conduct the
numeracy assessment to the learners on the schedule given to them.
4. Examinees are expected to take the numeracy assessment for one (1) hour but should
the examinees need more time, they are given extension until they finish the test with
the guidance of the teacher-advisers/ mathematics teachers/ test administrators.

Step 1: Open the web browser, type in the address bar:

Step 2: Log-in using your account on DepEd Commons Students (Click the “DepEd
Commons Students “). The “Login as Learner” page will load. Click “Continue with
Microsoft Account”, Select the regional tenant (Region 5-1 or Region 5-2) then click the
sign-in button.
• If logging-in for the first time, type the Learner Email Account
(LRN@<regional tenant>.deped.gov.ph), then key in the password. If
“Permission request” page appears, Click Accept. If “Authorization Required”
page appears, click Authorize.

Step 3: Click My Courses on the left sidebar, then click the Online Numeracy Assessment
(title may follow the format: SchoolID Online Numeracy Assessment )

Step 4: Click the Grade Level Exam he/she will take.

Step 5: Click Attempt Quiz Now. Enter the Quiz Password.

Step 6: To answer the questions, click the radio button (circle on the left side of the
choices). Once done, click Finish attempt.

Step 7: To submit the answers, click Submit all and Finish.

Step 8: Click the User Icon on the upper left part of the page and click Log out.

EXTRACTING THE RESPONSES (TEACHER’S VIEW)


Step 1: Open the web browser, type in the address bar:

Step 2: Log-in using your account on DepEd Commons Teacher (Click the “DepEd

Step 3: Click My Courses on the left sidebar, then click the Online Numeracy Assessment
(title may follow the format: SchoolID Online Numeracy Assessment )

Step 4: Click the Grade Level Exam, then click the attempts link.

Step 5: Download table data as Comma separated Values (CSV)

UPLOADING THE ASSESSMENT COURSE AND ASSIGNING ROLES (ICT Coordinator’s

Step 1: Open the web browser, type in the address bar:

Step 2: Log-in using your account on DepEd Commons Students (Click the “DepEd
Commons Students “). The “Login as Learner” page will load. Click “Continue with

sign-in button.

Step 3: Click Site home button and look for your Division and School in the categories.
Click your School Category.

Step 4: Click the gear icon, then select restore course.

Step 5: Import the backup file by clicking “choose a file” button, click “upload a file”
then “choose file”. Search for the backup file and click “upload this file”. Click “Restore”.
In the succeeding pages, Click “Continue”/”Next”/”Perform Restore”.

Step 6: On the course page, click the gear icon, then click edit settings. Edit the Course
full name (Online Numeracy Assessment) and the Short name (SchoolID Online Numeracy

Assessment[ex. 301810 Online Numeracy Assessment]). Click Save Changes and
Display.

Step 7: Click the Participants button on the left sidebar, then click the Enrol User button.
Type the email/name of the members of the STT. After selecting all the members, select
the “Non-editing Teacher” on the assign role. Click Enrol users.

Step 8: Click the Enrol button again and search for the names/emails of the Learners.
After selecting all the learners, select the “student” on the assign role. Click Enrol users.

Utilizing ALNAT
The electronic Numeracy Assessment Tools (e-NAT) are spreadsheet files, designed using Microsoft Excel,
that allow the math teachers / coordinators to record and store the test responses of the ALNAT
examinees, generate test results, and interpret the examinees’ numeracy skills automatically. The main
objective of the e-NAT is to provide teachers a baseline data of learners’ numeracy skills. They can use
the ALNAT results in planning interventions for learning losses, crafting more appropriate teaching
strategies, and developing data-driven research in improving the numeracy skills of the learners.

e-NAT Users
The users of the e-NAT are the following:
1. Math Teachers / Class Advisers – in-charge of encoding / entering the learners’ responses,
generating individual and class cards, scoresheets, and reports of the numeracy skills level and
the least learned competencies
2. School Math Coordinator – in-charge of reporting and generating the grade level results of
numeracy skills and least learned competencies per grade level
3. School ICT Coordinator – in-charge of downloading the e-NAT tools and assisting the math
teachers / class advisers and school math coordinator in reporting and generating results using
the e-NAT
4. District Math Coordinator - in-charge of reporting and generating the results of numeracy skills,
number of learners per numeracy skill level, and least learned competencies per grade level
across the district
5. Division EPS / Math-in-charge - in-charge of reporting and generating the results of numeracy
skills, number of learners per numeracy skill level, and the least learned competencies per grade
level across the division
6. Regional EPS – in charge of consolidating and generating the results of the ALNAT per grade
level, per division, and per district

The e-NAT (Class) files are the reports of numeracy skills per class per grade level and categorized into
pre-test and post test data. Each tool is unique to each grade level. The key to correction and the table
of specifications (TOS) for each type of test are embedded per e-NAT (Class) file as hidden sheets. Thus,
it is important to use the appropriate tool for each grade level to ensure accurate interpretation of
results. The users of these tools are the class advisers for key stage 1 (Grades 1 to 3) and mathematics
teachers for key stage 2 (Grades 4 to 6), 3 (JHS), and 4 (SHS).

The procedures in using the e-NAT (Class) file are as follows.
ACQUIRING THE E-NAT
1. The School ICT/Math Coordinator will download the e-NAT (Class) files from the Google Drive
link of the ALNAT (e-NAT) using the school DepEd email. The said user will need to send a request
access to the Google drive owner. The official link, starting June 6, 2022, is:

2. Once inside the link, there will be folders categorized into grade levels and office levels, as
shown in the figure below. Sample test data are also provided.

3. After downloading, the School ICT/Math Coordinator will distribute the e-NAT Class files to the
math teachers and class advisers.

REPORTING THE PRE-TEST DATA


1. After the conduct of the pre-test (pen-and-paper, online, or mixed) you will utilize, for example
in Grade 1, the eNAT (Class) Grade 1 PreTest.xslx.

2. Enter the data requirement for the downloaded tool. You will use the Info sheet to encode the
basic school and class information, the Test Answers for the learners’ responses (for pen-and-
paper test), and the Test Results for copy/pasting the learners’ test results (for online test only).

In the Info sheet, corresponding each cell label, the class adviser / math teacher should enter the name
of the schools’ division (selected through a drop-down list), the district or municipality where the school is
located, complete school name, school ID, school address, the name of the math teacher / class adviser
and his/her DepEd e-mail, the name of the school head, the grade level and section, and the date of
examination (for conduct of group test). For the learners’ data,

• after the pen-and-paper test, the teacher should type the learner’s LRN (optional), last name,
first name, middle initial (optional), and the math grade of the learner from his/her previous
grade level (optional), while
• after the online test, the teacher will copy the learners’ names from the surname and first name
columns of the DLMS-generated CSV to the last name and first name columns of the Info sheet
under the List of Examinees table.

Note: If you will be using mixed method (pen-and-paper and online) in administering the ALNAT, finish
encoding the names of the examinees of the pen-and-paper test first, then copy/paste the names of the
examinees of the online test on the next blank row of the Info Sheet (Paste as Values). For example, in the
image above, there are 10 pen-and-paper test examinees. On the next row, copy/paste the data from the
DLMS-generated CSV to the next blank row of the List of Examinees table (Info Sheet) after the tenth
learner, as indicated in the # Column.
b. Test Answers

In the Test Answers Sheet, start typing under question items column (Q01 to Q30 for Grades 1 and 2;
Q01 to Q40 for Grades 3 and 4; and Q01 to Q50 for the rest of the grade levels) the responses
corresponding the names of the examinees administered with the pen-and-paper test. This sheet will
automatically show to you the current score of a learner, under the Score column, every time you add a
response. In the figure above, the learners with encoded responses are those who took the pen-and-
paper test. Those without entries are the examinees of the online test. Do not type anything on the
responses of the learners who took the online test. Furthermore, if the date of the examination is different
for each examinee, you may directly type the exact date of test administration corresponding their
names under the Date of Examination column.

c. Test Results

In the Test Results Sheet, you will notice under the question items columns values ranging from 0 to 1. The
cells with 0 value earned 0 point when the learner’s response in the Test Answers Sheet did not match the
key to correction. Otherwise, the cell will return a 1 value. These are automatically generated and should
not be edited.
In the case of the learners who took the online exam, copy paste their test results from the DLMS-
generated CSV to the columns corresponding their names in the Test Results Sheet.
• Unprotect the Test Results Sheet. The password to unlock is online.
• Go to the DLMS-generated CSV. Copy the test results under the test item columns.
• Go to the Test Results Sheet of the e-NAT (Class) tool.
• Paste as Values under the question items columns corresponding the names of the learners. Be
careful of not to overwrite the test results for the learners who took the pen-and-paper test if
you use the tool for reporting results of examinees for both test methods.

Note: If you will be using the tool for reporting the online test results or mixed test methods, be sure to get
another copy of the tool when you accomplish this report the next time. This will ensure that the formulas in
the tool are not altered.

3. After entering the school and class information, save the file in this format:
eNAT (Class) PreTest GradeLevel_SectionName.xlsx

4. Navigate the reports generated in the eNAT (Class) PreTest tool (see annexes for full screenshots
of the sample reports). The reports can be printed or saved as PDF in the Excel menu.

5. Save your file. Keep it for data mining for the Grade Level and Post Test report later.

for the other grade levels.
GRADE LEVEL REPORT
1. After the conduct of the pre-test and posttest for each grade level (pen-and-paper, online, or
mixed) you will utilize, for example in Grade 1, the eNAT (Grade 1) Report.xslx.
2. The math coordinator should collect all the e-NAT (Class) Pre-Test and Posttest files saved by
each section and grade level.
3. In the Pre-Test Data Sheet, enter the school information.
4. Open the e-NAT (Class) Pre-Test file per section. Go to Raw for Report Sheet. Click ROW 3.

5. Return to the Pre-Test Data Sheet. Go to the row under Section column. Paste as Values the

which is to be used for the e-NAT (School) Report file.

The e-NAT (School) Report files are the report of numeracy skills on pre- and posttest per grade level
and are categorized per key stage. Only one school report per key stage should be generated.
SCHOOL LEVEL REPORT
1. After the conduct of the grade level reports were finished, the Math Coordinators will prepare
the school level report per key stage using, for example in key stage 1, eNAT (School) Report
KS1.xslx.
2. The math coordinators will utilize the data from the Raw for Report sheet of each e-NAT grade
level files. These will be pasted to the Data Sheet of the e-NAT (School) Report.

e-NAT (District) Report file


The e-NAT (District) Report files are the report of numeracy skills on pre- and posttest per grade level
and are categorized per key stage across the district schools. Only one district report per key stage
should be generated.
DISTRICT LEVEL REPORT
1. After the conduct of the grade level reports were finished, the Math Coordinators will prepare
the school level report per key stage using, for example in key stage 1, eNAT (District) Report
KS1.xslx.
2. Copy the Raw for Report data from each e-NAT (School) Report file and paste them in the Data
Sheets named under each grade level.
3. Save as eNAT (DistrictName) Report KS1.xlsx.
4. Navigate the results and print or submit. The Raw for Report sheet will be utilized in the Division
Level.

Interpretation of ALNAT Results

The interpretation of scores shall be done through the e-Numeracy Card from the e-NAT.
Individual, Class, School, District, Division and Region e-Numeracy Cards shall be generated using the
e-NAT.

The numeracy skills level per content area and skill and process are reflected in the e-
Numeracy card using the scales and descriptions as follows:

NMS – NEEDS MAJOR SUPPORT

A learner got an average rating of 74% and below, so he/she did not achieve the
passing rate of 75% per DepEd Order #8 s. 2015 and majority of the skills and processes are
under needs major support.

A – ANCHORING

A learner got an average rating of 75% to 79%. - The learner has achieved the passing
rate, however there are still skills and processes that are under needs major support.

E – EMERGING

A learner got an average rating of 80% to 84%. There are skills and processes which
are under anchoring, and/or developing, however, there are also skills that are under needs
major support.

D - DEVELOPING

A learner got an average rating of 85% to 89%. - There are skills and processes that
are under anchoring, developing, and/or transforming however, there are few skills that are
under needs major support.

T - TRANSFORMING

A learner got an average rating of 90% and above. - - Majority of the skills and
processes are under transforming. However, few skills and processes are under needs major
support, anchoring, emerging and/or developing.
