SUBJECT: CY 2010 DSWD THRUSTS AND PRIORITIES

The DSWD Thrusts and Priorities outline the programs, projects, services
and activities to be undertaken by the Department in CY 2010 which is anchored
on the Medium-Term Philippine Development Plan (MTPDP) 2004-2010,
specifically under Chapter 12 on "Responding to Basic Needs of the Poor".

Since the Philippines is also a signatory to several international treaties,


conventions and agreements that call for the fulfillment of the rights of childr:en
and youth, women, persons with disabilities, older persons, families, and
communities, the fulfillment of the thrusts and priorities will contribute to the
achievement of the commitments in the various national and international policy
directions and emerging concerns of the sector.

Further, the DSWD thrusts and priorities for CY 2010 highlight the
agency's reform agenda which fosters the Department's role of providing
leadership in the social protection sector. To achieve the goals set in the reform
agenda, different programs, projects and strategies were identified in response to
the new challenges faced by the Department towards achieving its vision of
improving the quality of life, reducing vulnerabilities and improving the SWD
situation of the Filipinos, especially the poor and vulnerable sectors.

Hence, the following thrusts and priorities for CY 2010 were formulated
anchored on the above considerations:

In addition to these thrusts and priorities, the following regular activities


will be continuously undertaken by the Department:

1. Advocate the passage of key legislations in support to SWD


2. Conduct dialogues, policy fora and consultations relevant to SWD
sectors
3. Formulate position papers, policy papers and policy
recommendations relevant to SWD sector
4. Undertake research and studies consistent and responsive to the
emerging concerns of the SWD sector which would be relevant for
evidenced-based policy formulation

5. Coordinate the updating and implementation of the Department's


operational and sectoral plans
6, Updating of Regional Social Welfare and Development Situationer
7. Compliance monitoring of Department-led SWD laws and policies
8. Development, pilot testing and/or enhancement of social protection
programs and advocacy for program and service
adoption/localization of the LGUs/NGOs
9. Development and/or enrichment of SWD standards
10. Development or strengthening of social networks related to
advocacies/implementation of national laws/policies
11. Accelerate registration/licensing and accreditation of Social
Work/Social Welfare Agencies and Service Providers
12. Manage and operate DSWD centers and institutions as Centers of
Excellence
13. Implement local and foreign-assisted programs and projects
14. Monitor and update the Department's implementation of the
Integrity Development Action Plan (IDAP) and Character Building
Program
15. Compliance with COA and lAS' recommendation/s on Audit
Findings
16. Strengthen networks/access to internal and external assistance to
complement available but limited resources as well as monitor the
utilization of these resources
17.lntensify partnership/engagement with LGUs, NGOs and POs in
addressing the SWD needs of the vulnerable sectors
18. Develop/maintain updated and reliable database for all the
Department's major programs/projects and commitments
19. Continue improving the Work and Financial Planning, Records
Management, Asset Management and Procurement System
through reconciliation of inventory accounts for Property Plan and
Equipment (PPE) and Supplies and Materials vis-a-vis Annual
Physical Inventory Report as well as implementation of electronic
Procurement Transaction Monitoring System

All DSWD Offices, Bureaus, Services, Field Offices, and DSWD


Centers and Institutions are enjoined to adhere to these thrusts and priorities
in preparing their respective Work and Financial Plan (WFP), operational and
sectoral plans for CY 2010. Corresponding funds shall be allocated to the
identified programs, activities and projects to ensure its implementation.
