1. INTRODUCTION

1.1. Project Overview


PT Pertamina Gas (Pertagas) plans to deliver gas from Senipah KP 7.2 (tap off from 42”
pipeline) that is operated by Pertamina Hulu Mahakan to PT Pertamina (Persero) Refinery
Unit (RU) V Balikpapan, East Kalimantan, to fulfill the gas demand at Refinery Unit (RU)
V Balikpapan as part of the RDMP program.
The Onshore Pipeline along approximately 77.5 km Senipah – RU V Balikpapan scope
will comprise of development of mini facility in Senipah and RU V Balikpapan area consist
of gas metering, pigging facilities, utilities and an onshore gas pipeline.

1.2. Objective
This document provides General Specification for the the design Telecommunication
and SCADA System required for the gas delivery system from Senipah to Refinery
Unit (RU V) including the Pertamina Gas pipeline, processing facility at Senipah
before entering the gas pipeline and the processing facility before entering the
Refinery Unit (RU V) facility. This specification defines

Minimum requirements for design engineering, procurement, fabrication, assembly,


installation, inspection and testing, preparation for shipment and transportation of
the Telecommunication and SCADA System . This specification is not intended to
dictate detailed design of each equipment or components. Those responsibilities
shall be retained fully by VENDOR so that all equipment and process warranties
remain un-mitigated.

6. CONDITION OF SERVICE
All equipment shall be designed for installation and operation onshore and be suitable for
the climatic and site conditions described in this specification and equipment datasheets.
The design and installation materials shall be in all respects for continuous operation in
high humidity, tropical environment

6.1. Environmental Condition


The environmental data is currently assumed and shown on the following
table. The environmental data will be updated once the data is available.

6.2. Standard Condition

6.3. Electrical Power Supply

The power for Senipah shall be supplied from PLN powergrid. The following power
supply will be delivered:

• 400/230 VAC, 3-phase, 4-wire, 50 Hz for motor & LV distribution


• 230 VAC, 1-phase, 2-wire, 50 Hz, solidity earthed.
• 230 VAC UPS, 1-phase, 2 wire, 50 Hz, Unearthed

Meanwhile, the power for RU V Balikpapan shall be taken from RU V power


distribution. The following power supply will be delivered:
• 400/230 VAC, 3-phase, 4-wire, 50 Hz for motor & LV distribution
• 230 VAC, 1-phase, 2-wire, 50 Hz, solidity earthed
• 230 VAC UPS, 1-phase, 2 wire, 50 Hz, Unearthed

Conversion to other voltage levels (e.g. 24 VDC) as deemed necessary shall be


carried out by the Vendor inside the system cabinets/unit control panels. Field
instrument power supplies shall generally be 24 VDC, derived from the supply
within the system cabinet. All necessary power converters to provide other voltage
as required for the complete system operation shall be the responsibility of the
VENDOR.

Both CRS facility are also provided with Emergency Diesel Generator (EDG) for
power backup.

6.4. Hazardous Area Classification


The hazardous area classification of the equipment shall be specified in the datasheet. All
equipments shall be suitable for installation in electrical area classification in which they
are installed. However, as a minimum rating, the Telecommunication items installed
in hazardous area shall be suitable for Zone 2, Gas Group IIA, Temperature Class T3. If
the datasheet specify more stringent requirement, such as Zone 1 due to the minimal
distance requirement, the datasheet shall be followed as minimum requirement.

Explosion Proof (Ex d) protection method shall be provided for equipment installation in
Zone 2 area. Intrinsically safe (IS) protection can be considered if Ex d is not available.

6.5. Ingress Protection


Telecommunication equipment mounted in open areas shall be protected against ingress
of solids and liquid as follows :

• For indoor area : minimum IP 42 as defined in IEC 60529


• For outdoor area : minimum IP 65 as defined in IEC 60529

Electronic components of instrumentation shall be tropicalized. Appropriate measures


shall be taken in housings and enclosures to deal with condensation arising from daily
temperature fluctuations.

7. DESIGN LIFE AND RELIABILITY


The design life of the facility and all associated equipment, components and systems
is minimum 30 years. The design life shall be achievable with minimum onsite
maintenance and a maximum availability.

All components which for practical, safety or cost-efficiency reasons are unable
to meet the required design life shall be identified as soon as possible. Their
expected service life shall be informed to CONTRACTOR and COMPANY and
provision made in the system design for maintenance to extend component life
or routine change-out.

8. GENERAL REQUIREMENT
The telecommunication system shall meet all communication requirements of related to
voice and data.

The radio link, in form of VSAT or other communication media (Microwave, fibre optic or
GSM provider) shall be utilized as communication backbone between Senipah and RU-V
to Balikpapan office, for the purpose of data & voice communication. This media
communication will be provided and decided later by COMPANY.

The radio link (VSAT, Microwave, fibre optic or GSM provider) station located
at Balikpapan office shall perform as the main network link to communicating with
the Senipah and RU-V facilities.

The radio link system shall be redundant and both primary and backup portions shall
operate in full speed. The design shall be such that no single point of failure can cause
more than one device to be unable to communicate to the rest of the network.

The radio link shall be provided to facilitate various communications and system traffic
including voice and data such as:

• Small office LAN (including email, intranet)


• Telephones
• All process data

CONTRACTOR shall be define & inform data used for the radio link system to the
COMPANY.

All data network (process data) from Process Control System (PCS), Safety
Instrumented System (SIS) PLC based at Senipah and RU-V shall be enable to
monitoring from Balikpapan office via communication link (VSAT, Microwave, fibre optic
or GSM provider). All data network monitoring shall utilize SCADA system located at
Balikpapan office. System must be ready to transmit data to Pertagas Head Office
Jakarta.

SCADA system shall perform reliable data transmission. SCADA system shall consist of
SCADA server. The SCADA shall be required to performed data acquisition. SCADA data
system consist of main plant control network (PCS & SIS) and Metering control panel.
SCADA server will be located in RU V Balikpapan Metering Control Room. Once Pertagas
Balikpapan office is ready, SCADA server will be relocated at this location.

SCADA system shall have a latency time 1000ms as minimum or compatible to radio link
requirement with minimum delay.

SCADA communication using radio link shall be provided by COMPANY, however


CONTRACTOR shall coordinate and inform the schedule of SCADA implementation.

Telephone (IP Based) system shall be provided to enable voice communication at


facilities.

IP Type CCTV camera shall be provided throughout the facility to enable visual monitoring
for safety and security purpose.

Selection of telecommunications and associated equipment shall be based on need for


robust design, in particullar ensuring capability to withstand the harsh,tropical
environment.

Proven reliability, safety, ease of operation, maintainability and cost effectiviness are also
criteria that shall be applied in the equipment selection and system design. Futhermore,
equipment selection criteria shall generally be on the basis of being field proven, suitable
for the application and on the manufacturer’s capability to provide support in Indonesia.

All telephone equipment shall be from model which are approved by the Indonesian
department of post and telecommunications for connections to the public telephone
system.

The CONTRACTOR shall comply with all Indonesia laws and regulations concerning the
importation of radio equipment.

8.1. SCADA SYSTEM


The SCADA system for this project shall consist of an independent Master Station / Master
Terminal Unit located at Pertagas Balikpapan Office with the capability to interface with
the plant Process Control System (PCS), Safety Instrumented System (SIS), and Metering
Control Panel located at Senipah and RU-V Balikpapan Metering Control Room.

The scope of supply shall cover but not be limited to:

• Design the system in its final configuration for the complete SCADA to be
delivered for Senipah and RU-V Balikpapan area the presently foreseen
expansion + 20% spare capacity.
• Responsible for the detailed design, software development, supply and
installation of all equipment as follow :

- Redundant Scada Servers, Engineering/Operator Workstations,


network equipments (switches, firewalls, etc), printer, softwares, and
accessories required at Senipah and RU-V Balikpapan Metering Control
Room to establish a reliable functional SCADA system with SCADA master
station (MTU) at RU V Balikpapan Metering Control Room. Once Pertagas
Balikpapan office is ready, SCADA MTU will be relocated to this location.
- Remote Terminal Unit (RTU) PLC based to perform control and
monitoring (PCS), and shutdown function (SIS), include with all necessary
equipment and accessories. The RTU will be installed at Senipah and RU-V
Balikpapan Metering Control Room.
- Coordination and integration activities of RTU (PCS, SIS), Metering
Control Panel, located at Senipah and RU-V Balikpapan Metering Control
Room with SCADA master station (MTU) at RU V Balikpapan Metering
Control Room. SCADA master station (MTU) will be provided by COMPANY.
- All necessary interconnecting cables, with plug-in connections at each end.

• Responsible for inspection and factory testing prior to installation.


• Responsible for the installation, SAT, startup and commissioning.

a) SCADA Server / Master Terminal Unit (MTU).


SCADA server / MTU is Virtual Server type, a Personal Computer (PC) based system
with database/server functionality, data acquisition, control capability, and comprised
of family of independent functional and configurable modules. The system shall be
expandable and flexible for future application. SCADA Server is placed in RU V
Balikpapan Metering Control Room.

The SCADA server (MTU) shall monitor and control signal traffic to and from all RTU’s.

In the event of failure of MTU, the standby control station shall take over control of
SCADA system signal traffic in such a way as to ensure that there’s no loss or
corruption of communication data from/to RTU.

The SCADA server (MTU) main and standby station shall incorporate self-diagnostic
capability and shall provide continuous indication of self and outstation operational
status.

MTU shall be designed to accommodate a possible future expansion in signal traffic


volume of 50%, without the need for additional equipment.

The SCADA system including Server (MTU) shall include open system technologies,
such as MS Windows, ethernet, TCP/IP, Structured Query Language (SQL),
integration of software/application using OPC Interface, standard PC hardware and
communication to provide comprehensive, flexible, easy to use, and economical
package.

The VENDOR shall design, document and submit the SCADA network node IP
addressing scheme and a network plan for approval by the COMPANY at the detailed
engineering stage of the project.

The VENDOR’s scope of supply shall include the related interfaces, drivers, hubs,
routers, gateways, LAN necessary for connection to Telecoms infrastructure at
Senipah and RUV Balikpapan Metering Control Room. These shall Be compatible
With VSAT or other Communication media (Microwave, fibre optic or GSM provider).

The system architecture shall allow flexible expansion for additional stations in the
future. MODBUS protocol is preferred for all devices to SCADA communication.
VENDOR may propose alternate protocols since the open protocols requirements are
applied.

Connections to systems and devices outside of the SCADA system shall be


performed through a dedicated firewall device. The firewall shall be configured to
protect against access by unauthorized Users.

The firewall shall be a device designed specifically to be a network firewall


device and should be available in Senipah, RU-V, and Balikpapan Office.

SCADA server shall be supplied complete with SCADA PC. The following is minimum
requirements of the SCADA Server :
• CPU : Quad (4) Core CPU Intel Xeon / I7 8th Generation or better.
• Memory : 16 Gb RAM minimum
• 20” Flat Panel Monitor
• RAID 5 Controller Drive bay per 5.25” not 3.5”
• Drive bay per 5.25” not 3.5”
• Two (2) USB 3.0 Connectors
• Internal Storage : 2.5 inch SAS / SATA Raid Mode non swappable hard disk
drive or solid state drive (SSD)
• DVD RW optical drive, with dual layer media support
• Two (2) 3Com 3C905 10/100 ethernet, PCC adapter, twisted pair network
cords
• Video Connector (DB15 VGA) and HDMI

c) SCADA Software
The SCADA software shall be based on industry standard software components and
interfaces.

SCADA software shall not proprietary software which is configured for a specific
hardware platform. SCADA software shall well defined, designed, written, checked
and tested.

The SCADA software tasks shall be based on a RDBMS (Relational Data base
Management System). The SCADA software tasks shall provide a standard ODBC-
SQL (Open Data base Connectivity – Structured Query Language) interface for the
COMPANY.

The SCADA real-time database system task shall also support the OPC (Object
Linking and Embedding for Process Control) standard which has been defined by the
OPC foundation and is based on the Microsoft OLE (Object Linking & Embedding)
standard for inter-process communication.

The SCADA system software shall be provided with the following features:
• Single-platform software on Windows
• Hot standby redundancy
• Scalable client/server architecture
• Support for multi-level and distributed configurations
• Based on standard software components like Sybase RDBMS
• Based on open software interfaces like ODBC-SQL and OPC
• Based on TCP/IP communication protocols in whole system

d) System Security
• At minimum, three different levels of system security shall be provided
(Operator, Supervisor, and Engineering)
• Vendor shall clearly identify the scope of these three levels in the proposal
e) Alarm Management
The system shall support comprehensive alarm detection and management facilities
to allow fast and accurate notification to the operator of abnormal conditions within the
process.

The system shall support at least four alarm priorities as urgent, high, low and journal.
Urgent, high and low priority alarms shall be displayed in the system alarm summary
and shall include audible alarms, then logged into system alarm printer and written to
the event database.

Journal priority alarms shall only be logged to the system alarm printer and written to
the event database.

The audible alarm shall be configurable for each of the alarm priorities. A dedicated
silence push-button shall be available to allow the operator to silence the audible
alarm.

In general the system shall distinguish among the following alarm actions:
• Entry in the alarm line
• Entry in the alarm list
• Creation of group alarm
• Activation of acoustical alarm
• Activation of optical alarm
All these actions shall be individually configured for each signal process variable state.
Alarms shall be in 4 different states:
• Alarm is set and unacknowledged

f) Archiving
Depending on the acquisition and processing type of the archived data, the system
shall distinguish among:
• Event archive,
• System message archive,
• Value archive,
• Trend archive and
• Balance archive.
All archived data possibly to be accessed via the standard SQL interface of the
underlying database or possibly to be exported to tape or fixed disk optical disk/media
and be reimported at any time for later analysis and evaluation.
g) Trending
The system shall provide flexible trending allowing real time, historical or archived
data to be trended in a variety of formats. Trend data types shall be able to be
combined to allow for data comparison.

All trend configurations must be possible on-line without interruption to the system.
Historian data shall not be affected by changes to trend configuration. The system
shall be able to present real-time, historical or archived data in a variety of formats.

Full graphic curve display with updating and capability to present at least 8 variables
on the same graph simultaneously is required. Both time graphs and XY graphs shall
be provided. Trending shall support functions such as panning (backward and forward
in time) and zooming (showing a larger or smaller time period).
h) Reporting
The system shall support a flexible reporting program to allow easy generation of
report data. The system must be capable of exporting data to other application such
as spreadsheets. The system should also support Internet/Intranet accessibility.

Reports shall be created for all real-time and archive data.


The systems standard reports shall be provided based on pre-defined report
structures commonly used in the process industries.

Application specific user reports shall be created using a report generator which
allows the definition of user defined logs providing control over layout, structure and
data types.

The report generator shall be based on a collection of tools from the SQR product
family (Structured Query Report Writer) or equal. It contains the necessary utilities for:
• Definition of the report layout
• Definition of the report data
• Computation of the report data

Static reports show a snapshot of the data in the corresponding databases by the time
the report is started whereas dynamic reports are automatically updated whenever
the data in the relevant databases changes.
i) Remote Terminal Unit (RTU)
RTU is PLC based to perform control and monitoring (PCS), and shutdown functions
(SIS). SIS shall be SIL-2 Certified and availability shall be 99.99% or better according
to IEC 61508. The RTU will be installed inside air conditioned Metering Control Room
at Senipah and RU-V Balikpapan. Shutdown System (SIS) and Process Control
System (PCS) shall be separated, not using the same CPU. All modules shall be
modular design, rack mounted, plug-in type, with online capability for replacement
without disrupting online operations.

SCADA RTU shall support IEC-61131-3 Standard Programming Languages, to


include Ladder Diagram (LD), Sequential Function Chart (SFC), Structured Text (ST),
Instruction List (IL), and Function Block (FB), with the flexibility to mix and match
different languages.

Each SCADA RTU comprise of power supply module, main processor module, Input
and Output Modules (AI, DI, DO, etc), Communication module (Modbus, Ethernet
TCP-IP), and enclosures.

RTU shall have its own operator workstation (OWS) and engineering workstation
(EWS) for HMI and maintenance purposes. HMI display shall provide overview of the
area/facility graphic display, with operating units, status of shutdown, alarm, trend
display, diagnostic display, alarm summary display. HMI display shall comply with
Company’s standard.

RTU shall be mounted in standardized steel cabinet with minimum IP-42 rating
enclosure. Cable shall enter from bottom of the cabinet through gland plates. Cabinet
shall be provided with lighting, earthing bar, drawing pocket, vents, and lifting lugs as
necessary.Interconnection, wiring, and termination inside cabinet shall be properly
arranged in order for tidiness and easiness during maintenance. RTU shall comply
with RFI/EMI noise immunity as per IEC 61000 Electromegnetic Compatibility.

8.1.1. Local Area Network


A Local Area Network (LAN) is required to facilitate data communication inside facilities.
The LAN system design architecture shall be based on Ethernet switching architecture to
inter connect office workstation/ laptop through a number of switch. Communications on
any LAN shall be Fast Ethernet at 100 Mbps using 100 Base T cabling and
network hubs.

The LAN shall be used for Ethernet, transmission of voice data, and also all data process
report. The system shall be provided sufficiently flexible to allow future development and
expansion of the project with 30% spare capacity in all area of the system including
cabling, patch panels and workstation availability.

The LAN shall be comprised of a CAT 5e as minimum structured cabling network which
together with the required network devices (routers, switches, etc), shall extend into all
potentially manned areas. The LAN shall form the radio link backbone of all
communications on the Senipah and RU-V facility providing a network infrastructure
for the inter-connection of all computers and printers on the installation.

The accommodation platform LAN shall comprise a structured cabling system in UTP
category 5e (CAT 5e) cabling allowing for the RJ45 outlets to be used for either voice or
data connections. All outlets will be double outlets as a minimum for the connection of a
telephone and personnel computer. All ports shall have dedicated 100 BaseT 100 Mbit/s
with female RJ45 ports.

All connections between the PCS, SIS and the LAN network are to be via a dedicated
firewall for security purpose. Process data for monitoring is considered critical data and is
therefore to be protected wherever possible, from corruption or loss of function.

8.2. Telephone System


The telephone system at Senipah and RU-V shall be provided by COMPANY and should
only extension from the main PABX telephone system. The Telephone system shall be
designed to accommodate voice communication as per current requirement as well as
future requiment. The telephone system for Senipah and RU-V shall be VoIP based.
Cabling system will be scope of Contractor.

Telephone system shall be approved for connection to the Indonesian public telephone
network. The extensions of Telephone system shall have the following capabilities:

• Local communications
• Communications between Senipah, RU-V and Balikpapan Office
• Interface with LAN
Telephone system shall include the following features as a minimum :
• Class-of-restriction and class-of-services
• Abbreviated dialling

8.3. CCTV
8.3.1. General
The CCTV system equipment shall be located in the metering control room. It is Vendor’s
responsibility to provide software and all hardware / accessories associated with
termination of the cabling to be installed as part of CCTV system.

The CCTV system shall comprise of CCTV cameras (IP Based) ; both fixed and pan / tilt
/ zoom (PTZ), network video recorder (NVR), workstation, joystick controller, control
keyboard and LED monitor 32”. CCTV controller and LED monitor 32” shall be installed in
metering control room.

Control of PTZ camera shall be via keyboard/joystick controller. The controller shall be
desktop type. CCTV monitor shall be wall mounted type.

Installation of a CCTV system shall be considered for:


• Monitoring Process Area
• Intruder Detection

CCTV system shall refer to Telecommunication overall system block diagram SNBP2-00-
TEL-DRW-001.

8.3.2. CCTV Camera


All CCTV Cameras shall be IP Based, 1/2.8” CMOS units with a resolution of 1080p as
minimum, suitable for hazardous area and designed to ensure high definition under
ambient light conditions ranging from direct sunlight to a minimum of 0.1 lux.
Cameras shall be PAL standard with text superimposition, peak light blanking and local
brightness adaptation. All field CCTV cameras shall be tie-in to the NVR via Ethernet or
fibre optic cable. Camera power shall be 24 VDC supply from internal power distribution
of CCTV. All CCTV cameras shall be supplied complete with Junction Box,

accessories and supports. Cabling shall be shielded. Outdoor installed cable shall
be armoured. To accommodate camera movement, flexible cables shall be used.

Fixed CCTV camera shall be use to focus monitoring specific object. It is use in places
like security post, fencing / perimeter area, etc.

PTZ CCTV camera shall be use to monitoring large of view area. It is use in places like
process area.

VENDOR shall provide all necessary camera mounts, which shall be concrete or rigid
steel structures, in order to avoid vibrations.

8.3.3. Lenses
The lens images shall be provided with auto iris and spot filter in areas where the images
will be affected by varying intensity of sunlight. PTZ Cameras shall be equipped with
motorized zoom lenses with minimum 10X or better optical zoom lens. Fixed cameras
shall be equipped with fixed focal length lenses. All lenses shall be suitable for
low light operation.specification.

8.3.4. Camera Housing


CCTV cameras housing shall be bullet or dome type. CCTV dome camera is designed to
be mounted to a ceiling or overhang where there is no obstacle to enable 360° field of
view while CCTV bullet camera is designed to be mounted to a wall, structure and pipe
support.
All outdoor cameras shall be housed in Ex d certified for installation in Zone 2, Gas Group
IIA, Temperature Class T3. All outdoor CCTV cameras shall be equipped with rain/sun
shield and mounting plates for either top or bottom mounting.

Cameras shall be located and mounted such that they are themselves protected from
theft and tampering either by physical location or tamper-proof mountings (or both).

8.3.5. Network Video Recorder (NVR)


NVR shall records video pictures digitally (MPEG-4 format) on a hard disk drive (HDD).
The HDD shall have minimum Storage Capacities 1 TB to 36 TB. All field CCTV cameras
shall be tie-in to the NVR. An application program (built on window platform) shall program
the picture resolution and recording time according to the operation requirement.

Real-time or time lapse recording are the common recording setting. NVR shall be
applicable to overwriting the oldest pictures via the application program. As NVR records
digitally, the image quality remains the same regardless of how many times the images
are stored or rerecorded.

Common operating system and operating software shall be installed in the PC Based
NVR for compatibility. The operating software that will be installed shall also be able to
control the field CCTV camera pan, tilt and zoom. Vendor shall be responsible of

compatibility of digital control from NVR to the camera pan, tilt, zoom receiver.

9. NAME PLATES
Nameplate material of field equipments shall be of 316 SS and to be fixed by 316 SS
bolts and nuts. Nameplates shall be in English. Lettering shall be 3/16 inch minimum
height.

Field equipments labels shall be in the form of engraved, permanently attached, stainless
steel tags detailing the relevant instrument tag number.

All cabinets, console, push buttons, lamps shall be provided with laminated plastic
nameplates. The nameplates shall be fixed to the cabinets/consoles with stainless steel
screws. Nameplate engraving details shall be provided by VENDOR and approved by
COMPANY.

In addition all equipment shall be identified with the manufacturer type and serial number
to facilities future references.

10. INSPECTION AND TESTING


COMPANY, at its option and with prior notification, shall be permitted free access to
VENDOR’s facilities during all phases of the work for performing visual inspections and
for routine monitoring and checking of documentation and work progress.
VENDOR shall notify COMPANY at least 10 working days in advance of starting any
shop tests.

A proposed test procedure shall be submitted by VENDOR for approval one (1) month
prior to the Factory Acceptance Test (FAT). VENDOR shall prepare a detailed FAT
procedure for approval by COMPANY. This document shall include VENDOR’s and sub-
system VENDOR’s key personnel to be involved in the FAT and the testing responsibilities
assigned to each party. Upon approval by COMPANY or an authorized representative,
this document shall establish the basis for conducting the FAT and shall include, but not
be limited to, the tests described in this section. The FAT procedure list shall have one
column for VENDOR’s pre-FAT responsible staff’s signature. The pre-FAT must be
completed before notification to COMPANY for FAT witness.

The purpose of this testing shall be to witness VENDOR performance of FAT and verify
the operation of hardware, the validity of programs, operator interface, guaranteed
accuracy and the proper functioning of components as a system, in accordance with this
specification prior to system shipment. COMPANY or its authorized representative will
take an active role in the FAT. "Hands On" (with VENDOR’s observation and advice) shall
be permitted in the FAT by COMPANY or its authorized representatives. Sufficient time
shall be allocated to complete the FAT, correct the errors detected, and retest the system
without jeopardizing the scheduled shipment dates.

A pre-FAT test must be conducted by VENDOR’s test crew. The pre-FAT shall be properly
signed, item-by-item, in one column of the FAT procedure list.

VENDOR shall keep accurate records of the hardware and software deficiencies, errors,
and action items encountered during each test, which shall be provided to COMPANY or
its authorized representatives. These deficiencies/errors/action items shall be reviewed
with COMPANY or its authorized representatives at the end of each day to discuss the
proposed procedures and schedule for correcting these items. COMPANY or authorized
representative may require the suspension of the FAT until any such discrepancy has
been corrected. After the discrepancy has been corrected, VENDOR shall repeat the
procedure or perform any other testing required to verify correct operation of the system
and that the discrepancy has been corrected. As a general, the following guidelines shall
be followed :
• Errors detected during tests in the system programming and configuration shall be
listed on a punch list and corrected before the end of the FAT.
• Errors found in drawings and documentation concerned shall be corrected by the
VENDOR and issued within one month after FAT.
• All materials rejected by the COMPANY’s inspector shall be replaced by the
VENDOR without extra charge.

• Any faults discovered during inspection and test shall be rectified before
proceeding further and all previously tested circuits affected by the work carried
out to correct the fault shall be re-tested.
• The cost of rectification and repair of defects discovered during inspection or test
shall be at the VENDOR’s expense.
• Integration test between SCADA and other system such as Metering Flow
Computer, Leak Detection System, etc shall be included
Site Acceptance Test (SAT) shall be performed at site. This test shall be according to the
procedure approved by the COMPANY and shall demonstrate that the installed system
function as necessary. The VENDOR shall propose and supply the equipment and
assistance required to perform and conduct this test.

SAT shall be carried out by VENDOR with the presence of COMPANY/3rd Party
Inspector to witness that Telecommunication system has been successfully installed. The
SAT shall include to the following tests as minimum:

• When the equipment arrives at site, visual inspection shall be carried out to identify
any physical damage on the system, which may have occurred during
transportation.
• The first phase of SAT will constitute a full commissioning test. The system shall
be fully functionally tested, similar to the functional testing in the FAT.
• Subsequently, second phase of the SAT shall continue with the commissioning
and start-up of the Telecommunication Systems. It will also include the final tuning
of the system.

11. SPARE PARTS & SPECIAL TOOLS

11.1. Spares
The VENDOR shall identify the following spares:
• Pre-commissioning, commissioning and start-up spares
• Recommended spares list for two years operation
Spare part items shall be listed and priced in the Quotation.

11.2. Special Tools


The VENDOR shall identify all necessary standard and special tools, test software,
and test and calibration equipment required to perform routine maintenance and any
other recommended tools for specialised procedures.

Standard equipment includes items available from standard catalogs. The list of the
standard tools and testing and calibration equipment required shall state the following:
• Description of its service or simulation application
• Manufacturer and catalog number
• Quantity recommended

Special tools shall be itemized and priced with the Tender. The COMPANY shall agree
the Special Tools to be included in Purchase Order.

The VENDOR shall provide design and performance specifications for all special tools,
test software, and calibration equipment.

12. PREPARATION OF SHIPMENT


Equipment shall be prepared for export shipment and shall be crated in a
manner to provide maximum protection during shipment and extended outdoor
storage. All exposed machined surfaces shall be protected by means of easily
removable rust preventives.

None of the equipment specified herein shall be prepared for shipment or


shipped before COMPANY has either inspected the equipment or waived inspection
in writing.

All openings shall be provided with substantial wood, plastic or metal closures.
All tapped openings, not otherwise closed shall be plugged.

Major equipment components shall be securely bolted to substantial skids for


shipment. Small and easily damaged parts shall be removed, tagged with the
description of the major item to which it belongs, and adequately protected during
shipment.

Tools and spare parts shall be packed in metal boxes suitable for long term storage.
The boxes shall be galvanized or coated.

13. GUARANTEE
The VENDOR shall warrant the system, inclusive of all hardware, firmware and software,
to be free from all defects in design, workmanship and / or materials but not limited to,
those caused by inadequate preparation for shipment, as per Section 8 of this document,
for a period of one (1) year after material and equipment is placed in service, but not
exceeding eighteen (18) months following delivery to the contracted destination. Material
and equipment shall be guaranteed by VENDOR / Manufacturer to perform in
accordance with specification requirements and to be free of defects and poor
workmanship including, VENDOR shall repair or replace all defective items at his
own expense during the guarantee period at no cost to COMPANY.

The VENDOR shall warrant that all work will be performed in accordance with
construction practices and within the requirements of this specification. The equipment,
accessories and all materials supplied by the VENDOR shall be free from defects, shall
be suitable for the application for which they are intended and shall perform in
accordance with the requirements of this specification.

The VENDOR shall agree to promptly correct, at his own cost at site, all the defects and
mal-performance of the equipment and/or the accessories supplied by VENDOR or
failure by VENDOR to comply with the obligation expressed or implied under the
Purchase Order and to extend the warranty period for the duration required to remedy
such defects.

The VENDOR shall assume full responsibility for the proprietary equipment and
components supplied by him, and his sub-VENDORs, incorporated in the package in
accordance with this specification.

14. VENDOR DATA (DOCUMENTATION)


The VENDOR shall include in his bid sufficient technical details on components and
materials offered including manufacturer’s exact model numbers, specifications and
description sheets, preliminary schematic/dimensional drawings, etc. and any other
details to support their compliance statements.

The VENDOR shall provide full component details, assembly and construction drawings
and details for COMPANY’s approval after placement of order. All documents shall be in
English. VENDOR shall refer to VENDOR Data Requirement List on the Requisition
Document.

The following information shall be included as minimum:

• Technical specifications of each functional unit supplied detailing its function


and performance in the proposed system.
• Technical documentation of each supplied component of the system. These
approved specifications will be the basis for construction and final system design.
This documentation shall also include:

• Maintenance manuals for all cards and equipment.
• Architecture diagram for the overall system, with all subsystems and
peripherals, shown in a single line form.
• Cable schedules for the system, showing all VENDOR’s supplied cables with
details of origin, destination, cable no., cable type, length, etc.
• Equipment schedules listing all details of all devices and accessories including
manufacturer’s name, type and part numbers, together with drawings showing
locations of parts listed.
• System cabling interconnection diagrams showing all system cables and hardware
port locations that they connect to.
• Site Preparation and Installation Instructions for all equipment supplied.
• Earthing recommendations and diagrams.
• Power supply distribution line diagrams.
• General Arrangement drawing of each supplied component of the system.
• Safety Certificates, including Electronic Equipments in Hazardous Area or
Ingress Protection for Electronic Equipments / Enclosures
• Material Certificates.
• Agreed Factory and Site Acceptance Test procedures and test records.
• List of software used.
• Wiring and Termination Diagrams.
• Inputs/Outputs Schedule.
• Maintenance and Testing Procedures.

15. TRAINING
VENDOR shall provide training on the SCADA equipment. VENDOR shall quote
separately for training, based on venue and course type.

All training course shall include all documentation, to be provided one copy per student
plus two spare copies for COMPANY.

If "group training" conducted at the VENDOR’s facility will be more cost effective, this
should be quoted as an option. Training to accomplish the following shall be included and
shall be listed as a separate cost item.
• Training of engineers in all aspects of system configuration at VENDOR's training
facility.
• Training of technicians in all aspects of system maintenance at VENDOR's training
facility.

Training of system operation will be preferably conducted at the job site for operator.
Training is to be held in Bahasa Indonesia.

The CONTRACTOR shall provide at least one-week training session to operations


personnel at the Contractor’s facility after factory acceptance testing is complete.

16. MAINTENANCE
The VENDOR shall detail in his proposal the maintenance services provided during the
following phases of the project.

The VENDOR should indicate the preventive maintenance schedule for all equipment
and the system functions that are suspended when a piece of equipment is taken out of
service for preventive maintenance or repair.

17. QUALITY ASSURANCE


The QA requirements shall be as per ISO 9000. The VENDOR, and his SUB-VENDOR,
shall operate a quality system satisfying the applicable provisions of ISO 9000 (series),
commensurate with the goods and services provided.

A detail Quality Plan shall be provided. The CONTRACTOR reserves the right to carry out
Quality and Technical Review at the VENDOR works. The Vendor shall be responsible
to demonstrate that they have an established Quality Management System that complies
with ISO 9001 and shall maintain the said system throughout the duration of each phase.
