CROP PRODUCTION
Barangay Dumalian has irrigation system that served about twenty hectares of rice field. About eighty
(80) hectares of lowland is also planted with both inbreed and hybrid rice and an upland rice farming
which is about eighteen (18) hectares.
San Miguel is a hall of farmer for Corn Production in the national level, by the Department of Agriculture
as the award-giving body. Barangay Dumalian's corn production accounts for One hundred sixty-eight
(168) hectares planted with both white and yellow corn. White corn average production is 3,500
kilograms/hectares while 6,100 kilogram per hectare for average yellow corn production.
B.Situational Analysis
1. Rice production could still be increased from the current volume if irrigation system be expanded.
River traversing in the barangay could be developed and considered as the source;
2. Current rod condition caused difficulty in transporting farm produc from the barangay to the
bagsakan area;
3. Presence of the needed post harvest facilities could facilitate and encourage farmers to produce
more.

INFRASTRUCTURE SECTOR
Trasportation
A. Exixsting Situation
Barangay Dumalian's Road network is still not good, means of transportation is limited to habal-habal, a
hired motorcycle, which is the reason of the very high rate of transportation in going to and from the
barangay. Drivers are not being organized into one association so that transportation will be regulated.
The barangay failed to enact or pass resolutions regulating the fare.
B.Situational Analysis
1. With the poor road network, authorities and offices have a hard time in responding whenever an
emergency and crisis situation arise. Because of this situation, left-learning individuals find it advantage
for them to make the place as their veiled area where they can freely engage in attracting new members
to the organization.
2.Transporting the farm produce is oftentimes a problem because freight of handling their product from
production site to bagsakan center is too high.

Improved road access to facilitate progress and development and to attain peaceful and insurgent- free
community.

In order to promote accesisibility to and from the barangay, these following objective are set:

COMMUNICATION
A. Existing Situation
Barangay Dumalian's communication and internet access is too weak and unstable. Students who are
having virtual engagements have to go to the nearest piso net to be able to attend and join said online
classes.
Barangay Officials and workers had a hard time of transmitting information, annoucement and
communication relative to the discharge of official duties and function.
B. Situational Anaylysis
1.A number of Out of School Youth are recorded because of the unavailability of internet access that will
aid them in the online classes;
2.Barangay government's submission of urgent deliberables are affected caused by this unstable
communication signal and internet access.
Goal
Communication and internet access should be readily available to the barangay residents
Objectives:
On time submission of reports, 100% participation of youth and school children to online classes through
Installation of cellphone and internet tower.
WATER
A.Existing Situation
1. The insufficient supply of water in the entire barangay is the cause of water-borne diseases during
rainy days.
2. A number of households still considers level 1 as their primary source of water, while the rest of the
household get their water form communal tap stand (level 2). Level 3 is still a dream for the people of
Dumalian;
3. Eleven (11) household out of one hundred thirty-two are without sanitary toilet due to scarcity of
water.
B.Situational Analysis
Access to portable water is an issue in the barangay. Households of the barangay have access to only
second and first levels of watee source not to mentiom that a higher percentage of the municipality's
population get their water from barangay Dumalian and yet not even one household was able to enjoy
the privacy of having an individual faucet in their own household.
Water-borne diseases are most likely the result of improper waste disposal and no access to sanitary
toilet which is also caused by thr scarcity of supply of tap water to households.

1. Construction and upgrading of water system in the barangay;
POWER
A. Existing Situation
Barangay Dumalian is already energized through ZAMSURECO II except that some 43 households failed
to tap electricity from said service provider due to financial reasons.
B.Situational Analysis
Household whose income is enough for the food on their table are those who are denied to enjoy the
services by this service provider. Also their houses are located with their farm that is usually far from the
powerlines that makes the installation budget higher than of those structures are nearer from the
electric posts.
C.Goal
ENVIRONMENTAL SECTOR
Existing Situation
Of the total number of household in the barangay 92% already practiced composting and almost 85%
are into segragation and recycling, almost 12% are still practicing opne burning.
Situational Analysis
2.There is no proper orientation on RA 9003 otherwise known as the Ecological Solid Waste
Management Act of 2003, hence the barangay failed to formulate its Barangay Ecological Solid Waste
Managaement Action Plan, failed to allocate budget for the program, and collected waste generated as
the household level are just being filed in the barangay and became another eyesore in the place.

e. Coordinate with jukshop for the final disposal of the waste collected at the barangay.
