1. TOURISM PROFILE
EXISTING TOURISM ATTRACTIONS, PRODUCTS, AND ACTIVITIES

The province of (North) Cotabato is strategically placed in the center region of Mindanao,
on the eastern border of Region XII. Surrounding it are the provinces of Lanao del Sur (north),
Bukidnon (northwest) and Lanao del Sur (northeast), Davao City (east), Davao del Sur (southeast),
Maguindanao (west), Maguindanao (west), Sultan Kudarat (southwest), and Maguindanao (west)
(GOVPH,2021).

The Philippines' landlocked province of Cotabato, also known as North Cotabato, is located
in Mindanao's SOCCSKSARGEN region. Cotabato is one of Mindanao's most beautiful provinces,
with its capital being Kidapawan City. All of the province's best tourism opportunities are yet
unexplored and underutilized. The twisting Pulangi River, caverns, countless falls, and crystal
clear waters are all waiting to be explored at Ligawasan Marsh (Vigattin Tourism, 2022).

Cotabato, a least visited Province in the Philippines that tourists would surely be assured
of by the untouched sceneries. In the Province there are a lot of Lakes and falls that can be found,
some are mostly visited and some are in development. These are Lake Agco,Lake Venado,Asik-
asik falls,Paniki falls and Tausuvan falls.Each of the attractions provides uniqueness which make
them all stand out for the tourist (EscapeManila,2020). Another attraction that highlighted the
province is the Mt. Apo, with an elevation of 3146 meters above sea level. Mt. Apo is known for
being the highest peak in the Philippines. The home of different indigenous Filipino tribes. In its
way,It is recognized as the most technical and interesting trail by the tribes (EasyBook,2021).

In this industry it has assured locals to be provided consistent means of funding and better
living standards as a result of this. Development of road infrastructure, transformation of grassland
into profitable uses, expansion of micro-business operations in the investment regions, thus
enhancing people' quality of life, and higher taxation collection have all been a result of these
investments. The success of a number of LGUs in the province's growing Cavendish banana
industry illustrates that emphasizing on agricultural goods that are highly in demand and in
considerable interest globally could help the province's development even further (Province of
Cotabato,2022).Not only Banana industry is known in North Cotabato but also being the Fruit
basket of the Philippines as it also produces products that are organic from crops to other
livestock.Which also provide dairy from their farm animals.(Discover more fun,2018)

In visiting the Province, adventure cannot be missed out. In North Cotabato it provides
various activities but one of the most explored by tourists is the New Israel Zipline and Eco
Adventure.Where it is located at the foot of the Mt. Apo. It is famously known for being the
Longest zipline in Asia.Not only that,what highlights the attraction and the activity more is that it
is the home of Macaque monkeys who have been living there for over five decades (Province of

All of the province's best prospective tourism attractions are currently unexplored and
underutilized. The Mountain's hidden gems, such as an exotic display of nature, the mysterious
Lake Agko, the swift-flowing Marble River, and the crystal-clear Lake Venado, are all featured in
this promise land. According to the provincial tourism office, the province welcomed 114,000
domestic and international visitors in 2017. The National Competitiveness Council of the
Philippines named the province the 'Most Competitive Province' (GOV.ph, 2018). In the first
quarter of this year, over 216,182 domestic and foreign travelers visited North Cotabato as tourist
spots gradually reopened amid the coronavirus disease 2019 (Covid-19) pandemic. This was based
on information from local government units (LGUs) as well as feedback from tourist spots and
lodging establishments throughout the province.

municipalities of Lanao Del Sur. Awang Airport on the other hand, serves the general areas of
Cotabato City, North Cotabato, and Maguindanao, all of which are in the Philippines'
Maguindanao province.
The Civil Aviation Authority of the Philippines, a body of the Department of
Transportation and Communications that is responsible for the operations of all airports in the
Philippines save the large international airports, has classed it as a Class 1 primary (major
domestic) airport. The airport is the Philippines' twenty-first busiest airport. The inhabitants of
Cotabato City frequently use the airport. This airport is essentially in the heart of the city, about
2.5 kilometers from the city center and around 15 minutes in light traffic.

Power and electricity The Philippine National Oil Company (PNOC) has commissioned the
generation of at least 52 megawatts from the Mt. Apo Geothermal
Project in support of the province's rising economy.

Telecommunication DITO Telecom Company has launched their service and built a tower
in the city of Kidapawan, North Cotabato. This is to improve the
quality of communication signals of the residents within the province
and to other places as well.

Water The Water Supply Improvement Project includes source development

and one of these is the famous lake Agco. In which the water source is
heated by the underlying volcanic vents and is rich with minerals such
as sulfur, which the indigenous people say that it could be used for a
medicinal value.

Sewage and waste The city government, through its SWM-TWG, is also reaching out to
disposal facilities several civic organizations, private entities, the academe, the media
and even the religious communities, to help promote the 3 R's or the
Reduce, Re-use, and Recycling and including backyard composting.
A composting facility will be established at the dump site for the
biodegradable waste materials collected in public markets.

Drainage The drainage project at North Cotabato is located in the municipality

of Alamada. It was made by the public bidding that was budgeted by
the amount of PHP 1,001,153.20 with its 45 days contract. This is to
help the province to collect surface and/or groundwater and divert it
away from the ballast bed, keeping it drained. The drainage system
must also safeguard the substructure against erosion, soddenness, and
loss of load-bearing capacity and stability since the province’s
condition in the generally poor with some portions classified as good
to fair drainage. These conditions are mostly found along the plains
 and valleys. In the upland areas, the drainage conditions range from
good to fair to excessive erosion as a result of massive forest
destruction.

The province of North Cotabato is complete when it comes to necessary infrastructures

such as power and electric supply, telecommunication, water supplies, sewage and disposal
facilities, and drainage. Some of them are not yet fully-developed like their telecommunication,
but DITO Telecom Company is trying to give their best service to the residents of the province.
When it comes to water infrastructures, the province has no problem since they are surrounded by
rivers which act as their water provider in the province. Same as with their sewage disposal, North
Cotabato promotes the 3R’s including backyard composting.

A. STRATEGIC ISSUES AND CHALLENGES AFFECTING LOCAL TOURISM

North Cotabato is the land of the mightiest mountain and it used to be the largest in the
country in terms of land area. Tourism in Cotabato is one of the most promising avenues for much-
needed foreign exchange. Major tourist attractions abound in this exotic province. Mendoza (2018)
in her study disclosed this during her State of the Province Address (SOPA), even as giving the
assurance to further develop existing tourist destinations and discover more attractions in North
Cotabato’s 17 towns, including Kidapawan City.
In terms of infrastructure, North Cotabato has had a variety of challenges that have become
a permanent problem, despite the constant changes. There must be a product, and that product must
include not only the attraction or activity but also the people who supply it. This means that if the
quantity of tourists exceeds a location's capacity to absorb them, the locals will face several
difficulties. In many cases, too many visitors to a location that is unprepared for non-sustainable
numbers generates a sense of tourism in the short term, but it brings long-term tourism challenges
that can be fatal to a tourism industry's long-term sustainability. (Tarlow, 2020)
Many tourism locations are not prepared for visitors due to local infrastructure issues. They
don't have adequate sanitation or water. Similarly, both roads and sidewalks are in poor condition,
posing a danger not only to locals but also to visitors. Local governments must take into account
the fact that a positive tourism environment has an impact on the local culture and environment.

However, some stakeholders like the Department of Tourism (DOT) expressed support for the
Department of the Interior and Local Government (DILG)’s ongoing streamlining of travel

encourage more Filipinos to travel locally. The Department of Tourism (DOT) has slated two

Due to the pandemic, the economy, if North Cotabato has lost millions since lots of
establishments, are closed. Lastly is the earthquake incident’s damage to infrastructures, industrial,

 Given the city's many impediments, the best course of action is to address the issues and then
move into a more comprehensive reform strategy. The Cotabato may work with the DPWH to
manage and maintain the development of local infrastructures by using the Infrastructure
Development Cycle, which consists of identifying, planning, implementing, and evaluating
(DPWH, n.d). In other words, a clear strategy with procedures to assist the transition from the
development stage to the operational stage, which will not only attract other possible projects but
also the projected returns in visitors and profits. It would also be advantageous to get the
certification in order to become DOT-accredited and receive assistance in fast adopting sustainable
practices.
Furthermore, it would be appropriate to collaborate with the local government unit and the
Department of Tourism (DOT) to encourage, promote, and develop tourism with the appropriate
substance for overall operations, allowing establishments to gain a competitive advantage,
particularly if accredited, such as the ANAHAW certification. In order to formulate or empower
the policies, plans, programs, laws, and regulations, all concerns impacting tourism and the
environment that can and should be evaluated.
According to Puyat (2021), "DOT will continue to work on promoting sustainability to the
public- teaching them on how to be sustainable tourists while also encouraging visitors to patronize
recognized firms that have exceptional green practices," citing adventure tourism as an example.

business further. This takes note that public empowerment and information practices may assist
tourism. Developing integrated marketing, promotional and informational initiatives, including

Moreover, being well-informed about correct management, such as proper waste disposal,

conservation, but it would also benefit the Adventure Tourism business. such as giving
community-based training for tourism workforce employees, seminars, and cultural immersions,
helping them contribute to conservation and best practices meant to improve the industry through
participation with different policies such as The Tourism Act of 2009, the Philippines' first and
only tourism law (Department of Tourism Philippines, 2021). Finally, having complying
enterprises and conducting the appropriate campaigns can only work if the citizens themselves
recognize their role in achieving sustainable tourism. With the appropriate combination of
stakeholder activities, government agencies, and our social responsibilities as regular people, we
can all play our part. This will take one to three years for a whole development.

year to modify a comprehensive value chain development program for abaca to support the
industry.The development will contribute to 3% reduction of poverty annually after 18 months
based on the World Vision’s partners from government agencies which is the Provincial and City
Agriculture Office, Department of Agrarian Reform Office, Department of Trade and Industry,
Department of Labor and Employment, Philippine Fiber Industry and community partners
affirmed.The abaca industry is not only on the framework of organizing for local farmers but
mainly establishing a mechanism that developments could interplay in different levels. It targets
to make contributions to the alleviation of poverty incidence, reduction of unemployment, and

A team from DOST XII Cotabato Provincial Office conducted Community Needs Assessment
among barangays in North Cotabato to identify the benefit of Community Empowerment thru
Science and Technology (CEST) Program.Provincial Director Michael Mayo addressed that
Science and Technology essential for each community which must be decided and assessed. Both
barangay captains are inclined and greater than glad to cooperate on this endeavor.DOST's

The government has an important role in the growth of the tourism industry and its
development needs. In which they plan tourism activities and programs at a level that requires
design and implementation of appropriate strategies. Governments are responsible in including the
development and maintenance of infrastructure such as roads, railroads and ports.Which also
includes the Promotion of travel destinations to domestic and overseas and also for assuring the
safety of tourists (HowandWhat,2021).
According to Governor Emmylou Mendoza that her administration accomplished notably the
Seal of Good Local Governance awarded to North Cotabato in the year 2017.In her governance
the province was adjudged as the “Most Competitive Province” by the NCCP. As she also
stated there will be more developing tourist destinations and to discover more attractions in North
Cotabato’s 17 towns (GOVPH,2018).
