II.

HISTORY OF THE LOCALE

Republic Act 6975 entitled An Act Establishing the


Philippine National Police under a reorganized Department of the
Interior and Local Government and Other Purposes as amended by
RA  8551 Philippine National Police Reform and Reorganization Act
of 1998 and further amended by RA 9708.

OUR VISION
Imploring the aid of the Almighty, by 2030, We shall be a highly
capable, effective and credible police service working in
partnership with a responsive community towards the attainment of
a safer place to live, work and do business.

OUR MISSION
The PNP shall enforce the law, prevent and control crimes,
maintain peace and order, and ensure public safety and internal
security with the active support of the community.

OUR FUNCTIONS

1) Law Enforcement.
2) Maintain peace and order.
3) Prevents and investigates crimes and bring offenders to
justice.
4) Exercise the vested powers from the Philippine Constitution
and pertinent laws.
5) Detain an arrested person for a period not beyond what is
prescribed by law.
6) Implements pertinent laws and regulations on firearms and
explosives control.
7) Supervise and control the training and operations of
security agencies.

III. NARRATION OF EXPERIENCE
On January 16, 2017 the Criminology Interns of Araullo
University conducted a courtesy call to PCI Manuel T. Catacutan,
and after that the team attended a traditional FRC in front of
Rizal Municipal Hall at 08:00 in the morning together with the
personnel on the said station. The Station oriented the Interns
regarding to their duties, and dispatched to their respective
areas.

At 13:00 the alpha unit together with PO3 Rino Estioko


conducted Mobile Patrol along Rizal-Aurora Road and checked the
interns if they were performing their duties in their perspective
area.

On the first and second week of our Internhip we are


assigned to conduct Patrol Unit in Rizal Public Market. PO2 Dela
Cruz instructed us to conduct foot patrol by body system. On that
week we are adjusting to the character, attitude of the
community because based on the statement of person that we`ve
personally interviewed, we are the first Intern assigned to that
area. And we have personal Interaction with the Volunteer of
Traffic initialized by Municipal Mayor Lito V. Andres.

On the third week we are assigned on the Investigation Unit.


The first day, our task is to clean the investigation room. On
the following days we are instructed to arrange the case folder
in order, during that day one of the police Officer motivated us
to push on what we are taking up. PO3 Ducusin conduct brief
discussion about technical report writing, the importance of it
and how to properly write a Police Blotter Report.

From fourth to Sixth week we are conducting mobile patrol


along the Aurora Road. On the following days we are assigned to
the desk officer to assist the applicant for police clearance. On
the last day of our Internship we conduct an Exit Call. All
personnel of Rizal Police station participated on the Boodle
Fight, except the desk Officer

IV. PROBLEMS ENCOUNTERED

About the problems encountered in the station, first was how


to adjust to the PNP Officers. Then on how to deal with the
different kinds of people that we encountered out of station.
What to do to be an effective Criminology Interns when it comes
to Police Duties. And how to become a Respected PNP
Member/Interns.
V. CONCLUSION

Based on our observation, being a Public Servant was not


easy as you all knew, they did their jobs in the best way that
they could, they interacted to different kinds of people and that
is not simple as that, dealing with every characters of a person,
serving to the people, maintaining peace and order and protecting
lives and properties.

In this observation, we learned how to interact to the


different kinds of people, we also learned to be a professional
like PNP Officers, how to deals with the community, and we also
knew the true nature of being a Public Servant. And so that
always comes into our mind that being a policeman is not an easy
work but it is our passion. Now for us, as a future Law
Enforcement Officer, we took this experienced as a very good
start.

VI. RECOMMENDATION

In adopting to new surroundings was difficult, but always


put it in your mind that no things are difficult if you really
like what you are doing. We, As Interns of Araullo University
College of Criminology like to learn and explore something
inimitable that we cannot easily acquire and distinguish other
than the experience that we may get in an actual situation. The
knowledge that we learned in Rizal Police Station, Rizal, Nueva
Ecija was not only what Police Officer is, but also how to
interact to them as a Professionals, and deals with the
community.

We commend to the other Criminology Interns to have an On-


the-Job-Training in Rizal Police Station in other time to learn
and experience what we have done in this station.

VII. DEFINITION OF TERMS

CRIME – Is an act commission or omission in violation to public


law.

LINE ORGANIZATION – It is the simplest and oldest type of


organization structure

INVESTIGATION – to try to find out the facts about (something,


such as a crime or an accident) in order to learn how it happened
, who did it.

ACCUSED – One that charged with an offense of felony.


ARREST – To use the power of the law to take and keep some one ,
such as a accused.

LAW ENFORCEMENT OFFICER – Refers to the person who actual enforce


the legal requirements which if violated will result in
punishment to the offender.

COMMUNITY RELATION – Consists of a person dealing with the


citizen of community, city, or town.

PUBLIC RELATION – Is the act of bringing about better public


understanding giving greater public confidence for an individual
or organization.

COURTESY – A manifestation or expression of consideration and


respect for others.

PATROL – the regular tour made by a guard in the place in order


to protect it or to maintain order.

FRC – Flag raising ceremony.
