Hi Asmae,

Please see below comments for the programme:

1. Milestones dates to be as per the Contract; not to be shown completed earlier. This is the baseline
programme. Later in the progress programme, it can be shown as will be completed earlier.
2. Add permit / HSSE Plan / Insurances requirement to be obtained prior to commencing works
3. GEN-IN-02 Handover to TMSA: This should be the same as the piling milestone 08 March 2022.
Connected to this milestone
4. GEN-IN-03 Access : amend to 08 August 2022 instead of 9 August
5. GEN-IN-04 Phase 3 Access : amend to 08 August 2022 instead of 9 August
6. Supplied materials from the Employer should be added to the Interfaces section
7. DES-CB-02 to be “Basis of design and Basic design”
8. DES-CB-03 to be “Basis of design and Basic design”
9. DES-SR-10 to replace DES-SR-09: order only to ensure consistency
10. “Ready for construction” to be renamed to “Ready for construction / procurement”
11. TMSA approval to be after the Engineer’s approval of each package. For example, TMSA approval is
shown to be before the Engineer’s approval of the DD at all the design section
12. Electrical basis of design start dates are not stated, assuming it should be 08 November 2021,
contract signature date?
13. DES-EL-XX: Electrical Basic Design: we need to be consistent with the civil. If this means Basis of
design + basic design, please rename.
14. TMSA approval is not stated within the electrical section, any reason?
15. ITP & MST are not stated within the electrical section. We need to be consistent with the civils
programme
16. Why do we still have two electrical & mechanical sections? “Electrical and Mechanical - Design and
documentation preparation” & another one “Electrical and Mechanical - Other installation items -
Design and documentation preparation”. These should be combined
17. Material approvals within the PRC sections are not added / allowed for 1 iteration while the PQL is.
The MAP should be the same as the PQL
18. PRC-SW-09: Amend sewer to storm
19. Naming to be consistent between the design, procurement, and construction. For example, PRC-FE-
01 states “Fencing” while design states “Fencing and Gates”
20. Site installation CON-SM should be connected to the project milestone 22 January 2022, not 05
February 2022. Remove LPEE complementary GI.
21. Excavate Trench activity is shown as 0 days?
22. Add static load test with pile execution

23. Crane beam works start at 1 September 2022? Why not earlier since the access will be granted 08
August 2022?
24. CON-GN-01: This general testing and commissioning finishes before the electrical commissioning
CON-EL-04 ?. Sine each network has separate “Testing and pre-commissioning”. The start, duration
and finish date should start from after a few days after the pipe installation. Now it is showing to
start 17 November 2022 which is the same date for “Testing and commissioning”. This comment is
applicable to all milestone sections
25. CON-SW-03 slot drain starts 04 November 2022 while pits / pipe finished in September, any reason
why? Please check all slot drains lines at all sections.
26. Please revise milestone names as per Contract (to include key words for a better explanation). For
example. ML6 - Completion of section YB1 - “All works completed ready to take over excl. IT & Fibre
in transfer zone.
27. Please revise Stack numbers in Phase2 & 3. Mainly in WBS’s: Cable duct and pits, ARMG beams,
ARMG rails. In Phase-2 stack numbers shall be within 22-28. In Phase 3 stack numbers shall be
within 29-35. Please refer to drawing ref APMT-MA-PTM-0202-DWG-01A-11-R2
28. Commissioning can only finish when the related activities (civil – E&M) are completed and ready to
handover. Please double check
29. Engineer’s approval of MET activities to be renamed as “Engineer’s approval of MET & ITP”
30. Please clarify / delete, “Start Production” to avoid confusion with manufacturing
31. RSS / QSS naming to be unified as per drawings as RSS4 / 5 and QSS 4 /5 not RSS phase 2. PRC-EL-861
as an example

Please see below comments on the narrative:

1. Commencement Date is 15 Nov 2021. (Not Contract Award Date)


2. Please include commencement date, contract duration, milestones with contractual explanations,
project completion date at the beginning section of the Narrative
3. Duration and progress rates depend on the resources. Please include the resources in the narrative
(This is only for the resources that can be assumed now). Later when the activities are subdivided,
resources can be refined.

4. Please identify any utility coordination / tie-in shutdowns e.g. tie-in connection of fire systems
between PH-1 & PH-2 and PH-2 & PH-3
5. Please include screenshots from calendars used in the programme. Clarify the working hours /
shifts / Sundays

6. Please provide also “nearly critical paths” in the narrative.

a. Total float < 10 days


b. Total float < 20 days
c. Total float < 30 days etc.. and we can try to catch any important activity that might not be in
the critical path but the risk is high in case it is delayed and become critical
7. Please provide description how to monitor the work (Earned Value, Float Dissipation, activity
variance, etc.).
8. Please provide the dates of the “Employer supplied” materials and required dates.
9. Identify all Date Constraints used in the schedule, with the Type and Date

10. Please identify any potential conflicts with 3rd parties, other projects, or other contractors.
11. Please identify all Global or Enterprise settings used that may not export correctly.
